1. INTRODUCTION The InternaƟonal Health Partnership and related IniƟaƟves ;IHP+Ϳ was launched in 2007 with the objecƟve of acceleraƟng progress towards achieving the healthͲrelated MDGs. The IHP+ responds to fragmented eīorts to address health system constraints and the unpredictable nature of internaƟonal aid at a Ɵme when there are insuĸcient global and domesƟc investments in health. The ineĸcient ways in which some support is oīered to countries, with duplicaƟon and fragmentaƟon of acƟviƟes carried out by mulƟple agencies through an array of verƟcal iniƟaƟves, have together produced an overly complicated and ineĸcient internaƟonal aid architecture that sƟll fails to show the impacts one would edžpect relaƟve to the amount of money that is spent on improving health. Since 2007, 25 Development Partners ;DPsͿ and 24 developing country governments14 have signed up to the IHP+ Global Compact, which builds on a number of preͲedžisƟng processes to promote aid eīecƟveness, based on the Paris DeclaraƟon and Accra Agenda for AcƟon. The IHP+ commits DPs to deliver more eīecƟve development assistance to the health sector of these countries. It also commits parƟcipaƟng country governments to use available domesƟc and edžternal resources eīecƟvely and for all partners to “...build sustainable health systems ĂŶĚ ŝŵƉƌŽǀĞ ŚĞĂůƚŚ ŽƵƚĐŽŵĞƐ͘​͘​͘͟ The IHP+ Global Compact calls signatories to report annually on the progress they are making in implemenƟng their IHP+ commitments. It also calls for “…an independent, evidence-based assessment of results at country ůĞǀĞů ĂŶĚ ŽĨ ƚŚĞ ƉĞƌĨŽƌŵĂŶĐĞ ŽĨ ĞĂĐŚ ΀ƐŝŐŶĂƚŽƌLJ΁ ŝŶĚŝǀŝĚƵĂůůLJ ĂƐ ǁĞůů ĂƐ ĐŽůůĞĐƟǀĞůLJ͟. 15 This edžplicit edžpectaƟon for partners to be both individually and mutually accountable for the process and results of the IHP+ is a unique feature of this iniƟaƟve. IHP+Results is mandated to undertake this annual independent review of the IHP+. This report presents Įndings from the 2010 IHP+Results Survey and builds on previous reviews carried out in 2009Ͳ10. 16 In response to the Įndings of these previous reviews and the edžperiences of implemenƟng the Įrst cycle of the IHP+Results process ;in 2009Ϳ, the IHP+ Scaling up Reference Group ;SuRGͿ 17 in July 2010 adopted a set of Standard Performance Measures ;SPMsͿ on which to base this Annual Review and to track progress on the commitments that have been made through the IHP+ Global Compact. 18 These performance measures include 10 indicators and targets for IHP+ country governments, as well as 12 indicators and targets for DPs. A full list of Standard Performance Measures is available on p42 below, and on the IHP+Results website 19. These measures and targets draw directly on the Paris DeclaraƟon indicators and targets, applied to the health sector. 20

IHP+ interͲagency ScalingͲup Reference Group will be responsible for seƫng overall strategic direcƟon and informaƟon sharing for the IHP+. The SuRG includes representaƟves of all IHP+ signatories.
