We have barely two (2) months for before the RY 2012-2013 ends but the activities for service to communities continue in high gear! Definitely, more communities do need our continuous support. Last Sunday, April 21, 2013, RCB rendered another MODELS project concentrating on circumcision in Saint Louis Pacdal, Baguio City. This project was coordinated by Rotarian Lily Landayan and the RCB Medical Mission Group. Once again, to our ever reliable doctors, PP Chris Peralta, PP Diony Claridad, Rtn. Joey Bugayong, Rotakid Jen Winter, Rotakid Ham Landayan, the Rotaractors of SLU College of Medicine and Interact Club of SLU High School, Pacdal, thank you so much. Of course, our newest member, Rotarian Milt Camp, came and made his first MODELS participation truly memorable. Our fellow Rotarians came with their families too. Rtn. Lily with spouse Ding and Ham, EIC Marcel with Glyn and Gab, Rtn. Cecille Apostol, PP Bert Talco, PN Marilyn Barredo, Sec. Baby Kaur, Rotarian Lani. As usual, Rotary Ann Maya and I took to the pharmacy. Earlier in the week, President Ric Pama of the University of the Cordilleras, likewise, a then fellow Rotarian, invited RCB to their Centennial Celebration. We had good attendance and we did enjoy the student’s presentation, learning so much about the history of UC and of the life of the late President Benjamin Salvosa, founder of the said University. We enjoyed the afternoon rubbing elbows with the members of the academe, political aspirants in the City of Baguio and college friends. And yes, we loved the food too! For our RCC livelihood project, we have inked a Memorandum of Agreement with the Ferdinand Rosa Bautista Foundation and Abanao Square for the training of the RCC Luding, Taloy and Lucnab Women for their livelihood. The actual training is scheduled for May 25,2013 at the Abanao Square, Baguio City.

Our Club has received an invitation from our Mother Club, Rotary Club of Manila, First in Asia, District 3810, for the celebration of its 94th Charter Anniversary Celebration. The set date is on June 1, 2013 at the Manila Hotel, One Rizal Park, Manila. The special date, however, is the scheduled Year-End date for our District to be held at Lakeshore, Pampanga.

PP Teop Rondez Roadmap To The Creation Of The Bangsamoro Autonomous

Teopisto Rondez better to know to everyone as Teop was born in Echague, Isabela in 1920. Married to Liwanag Rondez, Teop resised in Baguio for almost 64 years. Teop graduated Bachelor of Arts and Bachelor of Laws in 1995 at then baguio Colleges Foundation. He graduated both courses as Cum Laude. Then he finished his master os Laws in 1981 with an honor of Meritissimus at BCF-UST Consortium. Teop Rondez later became a Law Professor at Baguio Colleges Foundation from 1956 to 1996. He then became a Dean of the College of Law at BCF from 1967 to 1996. he is currently President of the Butan Mining Holders, Inc. He had written a Proposal for the Adoption of a Probation Law as his Master of Law Thesis - proposal for the Adoption of a Probation Merit Law. With this, he graduated with honor and 1981 and then later, this was eventually passsed by congress in the Probation act in 1984. Teop Rondez is a member of many group and organization. He was a president of the Baguio Jaycees. For more than 50 years as a member of the Rotary Club of Baguio where he became a President in 1971. He became a member and president of Baguio Lawyer league, Board Chairman and president of Shalom House Inc. District Secretary on The Rotary extension Program, president of Boy Scout council of Baguio city, Vice president of Philippine Jaycees, member of Philippine jaycees Senate and member of President Magsaysay’s Council of Student Leaders. Some of his outstanding awards are Law Curriculum revision Award of Merit, Deans merit Recognition BCF as one of the Top Ten Law Schools in the Philippines, Most Outstanding, BCF College of Law Alumni and Most Outstanding Senior Citizen of Baguio City

In Retrospect The Club Assembly That Was 20 April 2013 Rtn. Gary Lo Ang Ms. Zea Mae Diaz a 1st runner up in the Abanao Square’s Little Singing Star performed to us her talent by singing the song’s Pangarap and Greatest Love of All.

The meeting was called to order by President Libby at 12:30pm; PP Bert Talco momentarily took over the program coordination of the meeting. A meaningful invocation was given by Rtn. Lilly Landayan which was followed by a virtual tour taken from the plane’s cockpit of the LA international airport as part of the entertainment courtesy of PE Uwe Koeller. The introduction of our visiting Rotarian and Guest was given by Rtn. Jun Cardona; on this meeting we have Mr. Rudy Acop guest of Rtn. Jun C., and Ms. Alona Meanio guest of Rtn. Lilly.

PP Lito gave the charge of membership prior to his oath taking officiated by Pres. Libby; Rtn. Milt was welcomed by everyone in the club.

An exciting raffle was spearheaded again by our Raffle King Rtn. Herb Meadows, some club 75th commemorative t-shirts in white and black colors are the prizes. During member’s time, Rtn.Lily Landayan informed and encourage everyone to support our upcoming medical mission at Pacdal church (free circumcision) on April 21 (Sunday), PE Uwe also informed & encourage everyone to support upcoming DISTAS on May 18, 2013 to be held at Baguio Country Club, our club is the sponsoring/host club for this event. In lieu of the upcoming DISTAS our meeting on May 18, 2013 is cancelled to give us more time to support the DISTAS.

Just in time of his arrival and right after the member’s time, Rtn. Glenn went straight at the podium and presided our Finest moment, he gave us 10 trivia questions about Rotary International, a Rotarian will be asked, if the Rotarian gave the correct answer, Rtn. Glenn will be fined 100, and for questions which was answered incorrect, the chosen Rotarian will be fined 100. At the finality of the finest moment, Rtn. Glenn was fined 300 and 7 others was fined including yours truly, what a beautiful reminder for us that there’s so much more still to know about rotary, hmmmm…. Rtn. Glenn indeed handled the finest moment prepared and obviously had devoted much of his time to bring us a wonderful finest moment.

Finally, she asked the support of everyone to still continue the efforts of encouraging prospect for membership as our club still need 4 more new members for this year.

With the successful outcome of our 75th anniversary events, Secretary Baby Kaur spearheaded the raffle for the TRF, and PP Teop did the honor of picking the lucky Rotarian to received his PHF+2, PP Chris Peralta. Traditionally the club enjoined our birthday celebrants, PP Veeh, Dir. Atom & Rtn. Yam. Everyone enjoy their ice cream from our celebrants. In this meeting, we also witnessed the official membership in the club of Rtn. Milt Camp. PP Lito gave the charge of membership prior to his oath taking officiated by Pres. Libby; Rtn. PP Mike Pearson did the honor of introducing our Guest of Honor & Speaker, PE Uwe Koeller. Our GHS topic for today’s meeting is about ALGORITHM. Using Facebook, in the subway, on the Chase: Algorithms decide what we know. They determine what we want. And they are getting even more powerful: long have algorithms taken control over our lives. What initially feels like a wacky sci-fi utopia has already become the reality, actually the work of a simple algorithm. An algorithm can prevent a murder? Algorithms draw a large part of our lives today. Developed by physicists and statisticians number codes is the basis for all computer programs in the world. These in turn control countless processes in our everyday lives. And that applies not only to the digital world of Facebook and Google. Of the underground, the subway system, via the control of elevators in office buildings, through to completion of the entire air traffic, control of power plants, or as an aid in the hunt for terrorists - the world as we know it, without algorithms collapses within minutes. “The sheer number of possible subway schedules exceeds the number of atoms on Earth,” the researchers explain

Fulfilling Mission Benjamin George P. Meamo III

Summer is the season wherein little boys become fully grown men. It is the time where boys usually undergo circumcision.

Kids lining up to finally become men. Brave tough kids are offered free circumcision as project of RCB.

In accordance with the vision of Rotary International: Service above self, The Rotary Club of Baguio sponsored a free circumcision project for boys within Pacdal. April 13, 2013 Interacts of Saint Louis High School of Pacdal, Inc. received a text message from Rtn. Lily Landayan, informing us that there would be a free circumcision mission sponsored by the RCB for boys 8 years of age and above. To be held at SLP canteen. As members of the organization and with the spirit of true service, we, the interacts spread out the news and invited young people from different places of Pacdal. We sent messages to our co-members, posted it on Facebook and asked help from nearby stores and establishments.

April 20, 2013 Day before the activity, Interacts namely Ada Degay, Froilan Padua, Benjamin Meamo III, Rtn. Lily Landayan together with Mrs. Alona Meamo, fixed the venue and arranged tables and chairs to be used. We even went house to house in Barangay Gibraltar to inform people about the mission. April 21, 2013

Thanks to Rtn. Lily Landayan and SLP Interact, this Circumcision drive was a success.

The day of the activity It started at 8 in the morning. Rotarians were there lead by Pres. Libby Fernandez, Interacts from SLP namely John Briones, Gabriel De Guzman, Benjamin Meamo III, Cyprene Sibelius together with the upcoming fourth year Interacts Antonio Anniban Jr., Jerico Cruz and Froilan Padua. We were surprised how the people responded and how many of them participated. Consultants, resident doctors, and Rotaracts performed the circumcision. A total of 69 boys were circumcised. All in all, the free circumcision project of the RCB is

a fulfillment on the part of the Interacts, whereas we realized how dedicated we are in helping people and doing these things as a genuine service above self. We are very happy that somehow in our own little ways, we were able to extend our help in the said program. For us, the graduated batch, maybe it is our last chance to fully participate in these kinds of program by the Rotary Club of Baguio but the continuous commitment, service and responsibility will remain In us as members of the organization.

The Rotary Club of Baguio was invited to witness the Centennial Celebration of University of the Cordillerra. Attended by DGE Linda Winter, Pres Libby Fernandez, EIC Em Badua, PE Uwe Koeller, Rtn Lani Fabi, Rtn Bennie Laranang, PP Chris & RAPP Maya Peralta, Rtn Gary Lo Ang & Sec Baby Kaur and PP Teop Rondez. The students of University of the Cordilleras did a stage play of the history of the foundation of UC. Also an AVR of the life of Benjamin Salmosa, UC ’s founder which was Baguio Colleges Foundation back then.

RI NEWS Council on Legislation approves dues increase Rotary News -- 24 April 2013

Representatives at the 2013 Council on Legislation on Wednesday approved a US$1-a-year increase in per capita dues that clubs pay to Rotary International, starting in 2014-15. The increase was proposed by the RI Board of Directors based on a five-year financial forecast presented to the Board last week and shared with delegates on Sunday. According to the forecast, if there were no dues increase, RI’s deficit would grow to $9 million in 2018 and reduce the General Surplus Fund below the level required in the RI Bylaws. With the dues increase, the deficit will fall to $5 million in 2018, according to the forecast, and the surplus fund will then stand at $88 million, above the mandated level. Supporters of the dues increase maintain that it will be sufficient to keep pace with inflation without necessitating cutbacks in service. Dues are the primary source of funding for Rotary’s operations. The Council action raises Rotary clubs’ annual per capita dues paid to RI to $54 in 2014-15, $55 in 201516, and $56 in 2016-17. Dues for 2013-14 are $53, and they have increased $1 a year for the past three years. Delegates from Rotary’s 532 districts are meeting in Chicago 21-26 April to consider 174 proposals submitted by Rotary clubs, districts, and the Board of Directors — for changes to the policies that govern Rotary International and its clubs. The council is held every three years. In other action this week, delegates: Approved a measure Thursday creating the office of vice governor, who would fill in if the governor becomes unable to serve. The vice governor would be selected by the district’s nominating committee from among any of the last five governors, or an otherwise qualified Rotarian if a past governor is not available. Increased the number of clubs that can take part in pilot projects to 1,000, up from the previous limit of 200. The RI Board uses pilot projects, which last for up to six years, to test new ideas, methods, and organizational frameworks for clubs. Pilot clubs that

take part in these experiments are fully functioning Rotary clubs that are exempt from some requirements in the Standard Rotary Club Constitution. Approved a measure allowing Rotarians outside the United States and Canada to receive an electronic version of their official Rotary regional magazine, if one is available. Rotarians within the United States and Canada were allowed the option of receiving a digital version of The Rotarian by the 2010 Council. Approved changing the name of Rotary’s Fifth Avenue of Service, currently called New Generations, to Youth Service. The 2010 Council on Legislation approved this avenue of service for youth, which joined Rotary’s Four Avenues of Service (Club, Vocational, Community, and International). The name New Generations was meant to reflect the need to build up the next generation of Rotarians, but proponents of the name change argued on Wednesday that the word “youth” is more universally understood, both inside and outside Rotary, and clarifies the fact that these programs encourage Rotarians to empower youth. Approved allowing a district to have an unlimited number of e-clubs, removing a previous restriction of two e-clubs per district. E-clubs meet electronically, conduct service projects, and sometimes also hold inperson meetings. Approved a measure, aimed at increasing membership, that provides for satellite clubs, whose members meet at a different time and location from their parent club but who are also considered members of the parent club. Approved a measure allowing participation in club projects to count toward club attendance requirements. The measure amends the Standard Rotary Club Constitution to provide that a member must attend or make up at least 50 percent of club regular meetings or engage in club projects for at least 12 hours in each half of the year, or a combination of both. Removed the travel reimbursement policy from the RI Bylaws. This will enable the RI Board of Directors to develop a policy that is flexible, able to address emergency travel situations, and able to take advantage of cost-saving opportunities. Defeated two measures that would have allowed clubs to meet less frequently. The delegates also rejected a measure that would have allowed a club to cancel six regular meetings a year instead of four, for holidays, the death of a club member, disasters, or other emergencies.

It has been raining and just about the right time to check on our adopted parks. Thank you Rotarian Wilma Tadije and Rotarian Vangie Cacho for giving some time visiting the RCB Pylon at our BGH Park. Noted is that Rotarian Wilma is a multi awarded landscaper in the many Penagbenga festivals. She found our Park beautiful and needs only trimming and weeding. She has set time to visit our M. Roxas-Teachers Camp Park this week-end. From there May will be our park cleaning month.
