In conjunction with PNGAF Mag Issue #10A-1 re the origin5 of forestry technical and tertiary training in TPNG, after the Second World War, a cadetship scheme was undertaken (1948-1963) by the Australian Department of Territories. Its purpose was to train Australian Forest Scientists to ensure sufficient professional staff for the purposes of creating a functional Forest Department for TPNG. The first TPNG Forests Director J B McAdam was the driving force behind the program.

The Department of Territories Cadetship programme commenced in 1948. (Initial Cadets as Don McIntosh, Ted Gray and Alec Hart started in 1946 and presumably joined it in 1948.)

It was a five-year cadetship. It required two years of study in appropriate science subjects, a field year with Department of Forests in TPNG, followed by two years at the Australian Forestry School Canberra. The qualifications achieved would be a Bachelor of Science from the university attended, plus a Diploma in Forestry from the AFS. (i.e. a BSc Dip For qualification).

In 1962, the field year requirement was removed by substituting that all cadets must work their annual vacations in TPNG with the aim of getting forester graduates earlier. (I had three cadet tours of duty). Chris Borough was one of the last cadets to do a field year in 1963.

The TPNG forestry cadetship program was phased out in 1963. All permanent appointment of expatriate Australians to the Territory Public Service ceased in September 1964.

The following listing is of those TPNG Forest cadets who graduated as foresters and then worked in PNG, especially to meet the terms of their cadetships.

The list correctly stops at the last permanent appointments in 1963 (Dick McCarthy together with Rod Holesgrove and Ken Hart were the last permanent TPNG Forest cadetship holders).

Bob Lyons was a permanent public servant having been a patrol officer but only took up forestry studies in 1965.

Dave Num, Gary Archer and Chris Done (symbol NG-C) were the first PNG Cadets to become contract public service officers in TPNG.

To clear up any confusion at the end of 1963/64 and because of their later contribution to PNG Forestry, foresters as Jim Belford and Ian Whyte had Commonwealth forestry scholarships. The symbol C is against their name. They were contract public service officers in TPNG.

The bond commitment was paramount in the TPNG Cadetship scheme. At the end of my two-year national service commitment, I was informed in writing that I was still required to work out my five-year bond period.

The list does not cover Foresters who joined after graduation e.g. Kevin J White, or Bill Suttie or those who started but did not conclude their forestry studies.

Towards the latter years of the TPNG Forestry cadetship scheme, the Cadetships were administered by the Department of Territories out of Derwent House, Hobart Place, Canberra City by Mr A G Gidley-Baird (in the mid- to later 60s) actioning the cadetship correspondence on behalf of Mr T E Rossall Senior Training Officer, in turn on behalf of the Secretary of the Department.

Some of those officers, for medical reasons as Ian Currie, Rod Holesgrove, John Harrison, and Brian O’Hagen were granted clemency (i.e., escaped their bond requirements) to return to Australia.

John Harrison completed his forestry degree in 1965 but did not go back to TPNG after graduation. During his field year in 1963 he was bitten by a Papuan black snake near Brown River. After graduation he joined the Division of Wood Technology NSW Forestry Commission.

Des Harries per com 19/9/18

Brian O’Hagen had to leave TPNG due to a health issue related to malaria. He became a soil science lecturer at the Gatton Agricultural College. Note in Les Carron’s AFS list his surname spelt incorrectly i.e. 2THagen instead of O’Hagen.

Alec Hart returned after five years in TPNG, the last few years being at Kerevat, returned to his home state of Western Australia in 1957.

John Lake returned to Tasmania as his wife suffered in PNG from the tropical conditions. He worked with Kauri Timber Company and then went to Private Forestry Tasmania.

Gary Archer per comm 21/6/19

Ian Currie after serving one stint in PNG was so horrified with tropical life that he paid off his bond and fled. He then oversaw one of ACT’s pine forests.

Memorable moments included:

1968 - 69 Papua New Guinea: Adult Education Instructor (Rank Sergeant) National Service Pacific Islands Regiment Igam Barracks Lae PNG. Much of my time was spent as Secretary of the Sergeants Mess at Igam Barracks as we did not always have students to educate. (yet one had to wear starched greens to work each day and the starch soon dissolved in the heat)

• launching the company flag upside down (which excluded me from any further flag raising).

• during the three monthly stocktake of everything on the army base (this seemed to be one of the major tasks of the Army) advising a crusty old warrant officer when checking on the electrical appliances in one married quarters that the serial number of the fridge was one dozen eggs. He exploded as we had to go and get another form and explain why that form was incorrect and had to be replaced

• When the RSM of Igam Barracks was stopped from entering the Lae RSL by a Bank Johnny, all non-commissioned and commissioned officers were banned from using the RSL as the RSM put it off limits.

• During travels during National Service, no RSL club would accept National Service men; travelling to and from PNG we were always sent to the end of the queue.

45 Bob Lyons and I camped out in the jungle somewhere north of Bulolo in 1969 for about a week wandering about through miles of bush surveying for klinki pine and other hardwood resources. He was Forestry Dept from Lae, or it may have been Moresby at the time. I was Bush Boss at CNGT. He was a bloody good bloke. The photo's not good. It was off an old 35mm slide.
