Its very thick paint, more like a toothpaste, which helps it glow bright even in the water. Even though it’s thick, it paints smoothly.

If you find it too thick to paint, then use an acrylic thinner or some water to dilute it. Like other paints, you need to have multiple coats to make it glow brightest.
