Trash and Recycling Holiday Collection Requirements Should your TRASH AND RECYCLING COLLECTION DAY fall on one of the HOLIDAYS in schedule above, it will be collected on our NEXT WORKING DAY, except for the following: *Trash and Recycling WILL be collected on MEMORIAL DAY and LABOR DAY. **Trash and Recycling for the THANKSGIVING HOLIDAY will be as follows: Thursday’s Trash & Recycling will be collected on Friday. Friday‘s Trash & Recycling will be collected on Monday.

RESIDENTIAL PAPER SHREDDING

Paper shredding is for residential use only and is available on the 2nd Wednesday of the month at the Public Works Yard in Tuckahoe from 7:00 am to 11:00 am. Paper should be removed from binders and envelopes. The amount to be shredded shall be limited to one “banker” box or two paper bags.

No paper will be accepted from businesses.

LOOSE LEAF COLLECTION REQUIREMENTS

Loose leaves will be collected during the months of April, midNovember and ending in December. Leaves may be raked curbside beginning the last week in March for April collection and the first week in November for the mid-November collection. Leaves must be free of sticks and debris. If your leaf pile contains sticks or debris, it will not be collected until the debris is removed. Please be advised that once the leaf crew has gone by your house, to keep to the schedule, we cannot accommodate requests for returns until the next scheduled pick up.

COMPOST COLLECTION

Compost will be collected the second Tuesday of each month and must be placed in PAPER COMPOST BAGS OR REUSABLE CONTAINERS. The containers must have removable lids, external handles, have a minimum capacity of 20 gallons and a maximum capacity of 45 gallons, and not weigh over 50 pounds when full. The PAPER COMPOST BAGS must only be filled to a capacity that will allow a single to lift and load the bags.

BULK WASTE COLLECTION

Bulk waste will be collected the first TUESDAY of each month.

Only two bulk items may be placed to the curb each month of collection. A bulk item shall be described as a single item (couch or table, refrigerator, entertainment center or box spring and mattress.) Bulk is to be placed curbside by 6am on the day of collection. For safety reasons, we ask that all doors be removed from refrigerators and freezers. Bulk may no longer be dropped off at the Department of Public Works.

There is no bulk collection during the month of December.

Residential brush collection will be during the following months only:

APRIL & OCTOBER April collection: Place brush curbside the last week in March for collection beginning April 4th October collection: Place brush curbside beginning the last week in September for collection beginning October 3rd.

Brush will be collected once during the month listed above. Brush piles are to remain 10’ away from storm drains.

No debris will be collected in plastic bags.

TRASH AND RECYCLING COLLECTION AREAS Carts must be curbside by 6 a.m. on the day of collection. Recyclable materials are not to be placed in plastic bags. Please place your loose materials in the blue recycling cart.

t n e m e g a n a M y c n Emerge Disasters both natural and manmade – such as hurricanes, flooding or terrorist attacks – could devastate communities.

The Upper Township Office of Emergency Management prepares for such events and safeguards the public from harm through constant communication with other emergency agencies on the federal, state and county levels.

“I’m proud of our emergency management operation here and how far we’ve come,” Upper Township Emergency Management Director Scott Morgan said.

Morgan started as Emergency Management coordinator in March 2014. Prior to that, he had 30 years of emergency management experience in Ocean City and even spent a year and a half as Cape May County’s emergency management deputy director. In 2012, Morgan retired from the Ocean City Police Department after 25 years.

“I think we have a good working relationship with all of our emergency services here. They’re a very talented group. That is one uniqueness of Upper Township. We have volunteer groups here as opposed to the paid employees over in Ocean City, for example. They are on par with the rest of them. They provide a very valuable service to the residents of Upper Township.”

Upper Township Emergency Management has three deputies, one covering the barrier island section of the township called Strathmere; the chief of the Tuckahoe Fire Department; and a Public Works supervisor.

“It’s a good diversity when it comes to talents and knowing how to handle emergencies,” Morgan said. “Each one of them has a pretty strong background in emergency management, in emergency services.”

Operationally, emergency management supports Upper Township residents and those of surrounding communities like Ocean City.

Morgan said Upper Township provides sheltering at its public schools in the event of serious events such as hurricanes.

“We put out the voluntary evacuations when major storms have the potential to impact. We try to disseminate that information and move those residents elsewhere to other relatives or other pre-planned sites that they’ve done themselves,” Morgan said. “We have a smaller portion of the population to deal with as far as sheltering is concerned.”

Cape May County Emergency Management and Cape Regional Medical Center assist residents with special needs during evacuations, Morgan said.

“It’s a very small percentage of the population, but it’s an important percentage of the population that we have to deal with those that have functional needs. Most of them are special health needs, but it goes further than that,” Morgan said, adding residents without transportation also have to be accommodated.

Special needs individuals, particularly those bedridden or who rely on wheelchairs or walkers, must be handled in a certain way so as not to injure them during the evacuation process.

Morgan said this is where the Community Emergency Response Team (CERT) training proves invaluable.

Alerting the public of impending emergencies, the township relies on its emergency management website (www.uppertownship. com/oem) and CodeRED. CodeRED reaches a majority of residents, sending phone calls, text messages and email blasts to those in harm’s way.

“When we’re talking about hurricanes and nor’easters, they have the highest potential to displace the highest number of people. We do have some advanced weather information we receive a week out and rely on the media to get that information out,” Morgan said.

Morgan said education is the first line of defense when it comes to emergencies.

He said the CERT, locals trained in first aid and emergency response, assists emergency management officials during crises. CERT volunteers also educate the public on protecting themselves and properties before emergency services arrive, Morgan said.

“If it’s a catastrophic emergency, there may be a possibility that some emergency services could potentially be delayed, so you want to

be well educated and fend for yourself within a short period (72 to 96 hours) of time until professional emergency services can get to you,” Morgan said.

Morgan noted the public should heed warnings from state, county and local emergency services personnel.

“Make sure you have a communications plan,” Morgan said. “Make sure you have a plan of where you’re going to go in the event of an emergency. Prepare that months before the hurricane season or the winter season when storms can be most severe.”

After a catastrophic emergency, Morgan said the most difficult time for emergency management agencies is the recovery phase.

“We’re left to pick up the pieces,” Morgan said. “We tell everybody to hope for the best but prepare for the worst. If you prepare for the worst, you’re going to be well prepared.”

Morgan recalled after Hurricane Sandy struck the East Coast in 2012, emergency management officials were instructed to prepare for a storm even worse than Sandy. The old benchmark was the March 1962 Storm.

“Some meteorologists say that Sandy was a meteorological fluke. It’ll probably never happen again. We never thought it could happen the first time,” Morgan said.

Upper Township is fortunate because it is at a higher elevation in Cape May County, but it does have low-lying areas, Morgan said. Lowlying areas are more susceptible to flooding and storm damage.

“You’ve got to heed the warnings and you’ve got to get out early or there’s a potential to be stuck in some of those areas,” Morgan said.

Have a plan.

Upper Township Emergency Management conducts periodic exercises with the state and county to ensure coordination among departments and agencies. Last year an Active Shooter drill was conducted in Marmora and involved the New Jersey State Police, the Upper Township Chief ’s Association, the Cape May County Prosecutor’s Office, Cape May County Office of Emergency Management, Upper Township Emergency Medical Services, Upper Township CERT and Upper Township School District.

“It truly tests all of our capabilities,” Morgan said.

Emergency Services Upper Township Emergency Medical Services PREPARING FOR AN EMS RESPONSE Any emergency situation that leads to you needing to dial 9-1-1 can be overwhelming, maybe even a little frightening at times. No one wakes up in the morning expecting to have to call for an ambulance that day. We understand that this can be a stressful time, but we also want to reassure every resident and visitor of Upper Township of the fact that you are not alone when faced with an emergency of any kind. The following information is available to help you become more familiar with the response of Upper Township emergency services and provide you with additional resources to help prepare you for an emergency.

CALLING 9-1-1 Calling 9-1-1 will connect you to a Public Safety Telecommunicator (dispatcher) who will collect necessary information about your emergency and dispatch the appropriate responders within minutes. While we are responding to your emergency, the dispatcher you are speaking to will continue to ask you for more information. It is important to remain on the phone, answer their questions, and follow their instructions. This does NOT delay our response in any way, but provides us with valuable information about your emergency prior to our arrival.

Depending on your location, the type of phone you are using, and the type of emergency you are reporting, your call may be transferred at some point in order to provide you with the specific type of emergency responders that you need. It is very important that you remain on the line and do not hang up. You will always be connected to a dispatcher and even if you cannot hear them, they can hear you. To make sure you get the correct responders, start by telling the dispatcher you are in Upper Township and then give your physical address, not your mailing address.

WHO IS COMING TO HELP? Upper Township’s Emergency Medical Services are located at 2028 Tuckahoe Road in Petersburg. This building hosts two seperate emergency service entities that work alongside each other as one unit: Squad 21. The Division of EMS provides Emergency Medical Technicians paid by the Township of Upper to staff basic life support ambulances 24 hours/day, 365 days a year. The Upper Township Rescue Squad consists of volunteer members who provide extra support and specialized resources at times of heightened call volume or during special events. With that, the four volunteer fire departments of Upper Township are also available to be utilized as first responders when multiple 9-1-1 calls are received at once. The fire department closest to the incident will send a fire engine to the scene and provide emergency care until an ambulance arrives.

Depending on the nature of the emergency, a paramedic unit from AtlantiCare will be dispatched alongside our ambulance. EMTs provide basic life support in response to medical emergencies, traumatic injuries, and accident scenes. Paramedics supplement the care of EMTs with advanced life support such as cardiac monitoring and medication administration via IV access. Both EMTs and Paramedics are trained in CPR and use of an Automated External Defibrillator (AED) in case of cardiac arrest.

SQUAD 21 RESOURCES Between the Division of EMS and the Volunteer Rescue Squad, Squad 21, as a whole, houses three (3) BLS ambulances, three (3) quick response vehicles, one (1) off-road UTV, and one (1) special operations / fire rehabilitation truck. Our ambulances are stocked with state-of-the-art life saving equipment and medications such as epinephrine auto-injectors, naloxone, aspirin, glucose, and oxygen. All of our vehicles also have, at the minimum, a first responder medical bag and an AED. We also host a variety of community relations programs as well as public access first aid training opportunities.

PREPARING YOUR HOME OR BUSINESS One of the most helpful things you can do to prepare for an emergency response is to make sure your address number is clearly marked so that it is visible from the street and easy to read at night. With that, you should also make sure your driveway is clear and easily accessible to emergency vehicles. During an emergency, other things you can do to help prepare for our arrival include having someone flag us down at the street, turning on the outside lights, unlocking the door, and putting pets away.

Some people have been concerned that we will not be able to get to them if their door is locked and they are too sick or injured to unlock it. Rest assured, we will get to you if you need us. If you have a spare key hidden on the exterior of your home, you can provide the exact location of the key to the dispatcher over the phone.

PREPARE INFORMATION AHEAD OF TIME Have pertinent information ready for us ahead of time. Consider filling out an INFO 4 LIFE form. This form can be downloaded by visiting www.upperrescue.com/info-4-life. Providing this completed form to us upon our arrival can save us a lot of time; allowing us to spend less time asking extra questions and more time providing care to you or your loved one. It can also provide us with vital information if you are too sick to communicate with us. Place the completed form on your refrigerator and we will know where to find it.

When you dial 9-1-1 for an emergency, tell the dispatcher you live in Upper Township!

Confusion over addresses can delay a response; if you can, also tell them what section of town When you need emergency medical care, you want help to arrive as quickly as possible.

In Upper Township, however, Zip Codes shared with neighboring municipalities can present unique challenges for dispatchers and emergency responders.

That could delay response times.

However, there are things citizens and visitors should remember to ensure that in the event of an emergency, help can reach you quickly and efficiently.

To make that happen, callers should specify that they are in Upper Township and if possible, the section of town in Upper Township.

The township consists of Beesleys Point, Greenfield, Marmora, Marshallville, Palermo, Petersburg, Seaville, Steelmantown, Strathmere and Tuckahoe.

Some of these sections, however, share Zip Codes with other towns.

For example, 08270 is the Zip Code for both Petersburg, which is in Upper Township, and Woodbine. The Zip Code 08230 is used for Ocean View in Dennis Township and portions of Upper Township.

In these cases, the shared Zip Code can cause an Upper Township resident’s mail to have an incorrect address.

GPS navigation systems are subject to similar mistakes because of the mailing address. In the event of an emergency, however, it’s easy for an Upper Township resident who lives in Seaville to mistakenly give an Ocean View mailing address.

Cell phones compound this problem.

Cell phones are not associated with a fixed address, according to the Federal Communications Commission (FCC), and the location of the cell phone tower closest to the

caller can give a general idea of the area the person is calling from.

Since landlines have a fixed address, it is easier for a dispatcher to know a caller’s location.

Officials estimate 70 percent of the 9-1-1 calls received in Upper Township are via a cell phone. Approximately 30 percent of these calls are made from a landline phone.

This Zip Code confusion, coupled with a cell phone muddling a dispatcher’s ability to find an exact location, has caused some problems in Upper Township.

The average response time is six to nine minutes in Upper Township.

Upper Township is 68 square miles.

A few years ago there was a complaint about an amublance taking 50 minutes to respond, but it turned out there was confusion over the address.

“We’ve only had a few (incidents) but one is too many,” Scott Morgan, Upper Township Administrator, said about people who have called but whose address has caused confusion.

It’s important for a township resident or visitor to know where they are, and to tell a dispatcher they are located in Upper Township and provide the address and cross streets.

This information is just as important for the township’s seasonal visitors and vacationers to know.

Morgan said that “being on vacation and not a resident of the community, I would venture to say that’s probably the last thing on their minds.”

However, in an emergency, something as simple as a correct address can make a difference in response times.

Secure pets and have medication information available Officials also recommend that, after calling 9-1-1, people who are able to ready the area for first responders by making sure the door is unlocked and that pets are secured. He also recommended gathering any medication the patient needs.

Having a house number that is easily visible and having a Knox Box, a small safe that holds building keys for fire and emergency medical services staff, also makes things easier for responders.

When responders have all of the correct information, they can reach patients as quickly as possible.

According to the Upper Township web site, “The Knox Box is a secured key box that allows public safety personnel to enter a commercial structure after hours in the case of an activated fire alarm. In many cases the owner/occupant of the building might not be available to give firefighters access to investigate the cause of the alarm and mitigate the situation whether it is an actual fire or an accidental trip of the alarm system. This saves the building owner the potential cost of a door or lock replacement if firefighters must gain entry.” It also can be used at residential buildings.

Cyber Security UNDERSTANDING YOUR CYBER SECURITY EXPOSURE:

Cyber risks are business and at home personal risks. A network intrusion can cause lasting harm to your organization and its stakeholders. It can also affect your reputation, your people, and even your community. No single entity can address the range of cyber threats alone, which is why your local Emergency Management recommends that you educate yourself to protect yourself whether it be at work or on your home network.

RISKS AND THE THREAT:

Over the past month, the NJCCIC (NJ’s website for Cyber Security defense) responded to several incidents involving fraudulent websites impersonating legitimate government websites in NJ and other states. A number of these sites were hosted overseas using newly created domains, while others were hosted on hacked websites of victim organizations in the US. Unsuspecting individuals were lured to these sites because of various phishing messages they received.

Each of the fraudulent sites convinced unsuspecting victims that they were visiting an official government website and prompted them to enter their login credentials and/or sensitive information. Undoubtedly, that information will be used by the threat actors to perpetrate additional crimes.

HERE ARE SOME KEY POINTS TO AVOID BECOMING A VICTIM OF A PHISHING ATTACK:

• Keep calm if you receive a strange email, such as a receipt for goods you have not purchased. Rather than a sign that your details have been compromised; this is often instead a phishing attack.

• Check the sender address on your received emails. Just because the sender name is Georgia Weidman make sure it is an address with which you have communicated with Georgia previously. If the sender is a business, make sure that the address for the domain is spelled correctly.

• Verify that links go where they say they do, and where you think they should. It is easy to make HTML links appear to point one place when they actually lead somewhere else entirely. Your email client should show you the actual link URL when you hover over it with a mouse or hold it down on a touch interface.

• If an email seems suspicious from someone you do know, follow up using a different medium (phone call, text message, instant message, etc.) to make sure the email is legitimate and not the result of your friend’s email account being compromised.

In these days when highly sophisticated attacks using unknown vulnerabilities are in high demand, it is sad that a simple attack that can be carried out for free and with little to no technical know-how is still so successful. Education is the best way to combat phishing scams, and other network intrusions at work or at home, so make sure that end users know what to look for and know how to react when they encounter this sort of attack.

MOBILE 3-1-1 Upper Township is using a mobile reporting system so residents can submit work requests to the Public Works Department electronically to fix problems more quickly

The more sets of eyes there are on something that needs fixing, the better it will be.

With this in mind, Upper Township implemented Mobile 311, a program that allows people to submit work requests to the township’s Public Works Department electronically.

Mobile 311 is used internally by the Public Works Department to document its activities, show the Public Works Department’s workflow, and offer access to spending and workflow reports.

For the public, it’s a tool to communicate problems, such as pot holes and trash that was not picked up, to the Public Works Department.

Scott Morgan, the Upper Township administrator, said when a request is made on Mobile 311, it goes into their system and gives public works supervisors the opportunity to assign the job and to notify the person who made the request when that job is done.

The software “better organizes what we do and documents what we do on a daily basis,” Morgan said.

“It’s absolutely a way that we take a look at what’s going on within our township, and we can determine how we can manage our workforce and our equipment to get the job done,” he said.

Upper Township has used Mobile 311 for about a year.

It can be used by anyone, including summer visitors to Upper Township.

The person submitting the request will create an account the first time they use Mobile 311, so the Public Works Department can provide updates about the work request.

The section has a map of the township’s trash routes with the days that the trash is collected, holiday trash and recycling schedules for the entire year, trash and recycling requirements, residential paper shredding, how to recycle used clothing, bulk waste collection requirements and schedules, brush collection, electronics recycling and more.

Information about collection of compostable materials, loose leaf collection schedules and requirements, tree trimming and hazardous materials can be found on the website.

The website also has access to a Recycling Coach program, where people can type in what they want to recycle, be it furniture, batteries or other items. The Recycling Coach will give instructions about how to recycle the item and where in Cape May County they can bring the item for recycling.

Flood Insurance: If you don’t have flood insurance, talk to your insurance agent.

Homeowner’s insurance policies do not cover damage from floods. Flood Insurance is required if you have a Federally backed mortgage, which accounts for 95% of all mortgages. This insurance is backed by the Federal government and is available to everyone, even for properties that have been flooded.

Flood Awareness: Flooding in our Township is caused by three sources: tidal flooding, tidal flooding influenced by coastal storms and floodwaters from stormwater runoff. Tidal flooding routinely occurs in Strathmere both during severe coastal storms and rain events coinciding with full moon tide cycles. Floodwaters usually may be 1-2 feet of water along Bayview Drive and can exceed five feet above the normal high tide. Occasional tidal flooding can occur along the Cedar Swamp Creek and Tuckahoe River. Floodwaters on the mainland may occur after a rainfall of either long duration or high intensity, which may result in flooded streets and yards.

Your property may be high enough that it was not flooded recently. However, it can still be flooded in the future because the next flood could be worse. If you are in the floodplain, the odds are that someday your property will be damaged. This information gives you some ideas of what you can do to protect yourself.

Township Flood Services: The Township Engineer can determine where your property is in relationship to the flood hazard area. Stevens Institute has developed a web-based application that can notify you of an impending tidal flooding event. You can sign up to receive email alerts. Helps to let you know if you need to move your car or plan a trip. These alerts can start warning you of higher than normal tides 3 days in advance. This site can give you up-to-date flooding information and show you which streets might be flooded based on the nearest tidal flood gauge. The site also can show you how your neighborhood might flood during different types of flood

events. This site is not mobile friendly at this time and can take several minutes to load all the necessary data. For assistance using this site please call the Municipal Engineer at 609-628-2011 ext. 244.

What You Can Do: Several of the Township’s efforts depend on your cooperation and assistance. Here is how you can help: • Do not dump or throw anything into the drainage inlets, ditches or streams.

Dumping in our ditches and streams is a violation of Township Ordinance 24-4. Even grass clippings and branches can accumulate and plug channels. A plugged channel cannot carry water and when it rains the water has to go somewhere.

• If your property is next to a ditch or stream, please do your part and keep the banks clear of brush and debris. The township has a stream maintenance program which can help remove major blockages such as downed trees.

• If you see dumping or debris in the ditches or streams, contact the Public Works Department at (609) 628-2011 ext.

352 Flood Safety • Do not walk through flowing water. Drowning is the number one cause of flood deaths, mostly during flash floods.

Currents can be deceptive; six inches of moving water can knock you off your feet.

If you walk in standing water, use a pole or stick to ensure that the ground is still there.

• Do not drive through a flooded

area. More people drown in their cars than anywhere else. Don’t drive around road barriers; the road or bridge may be washed out. When you drive through floodwaters, the wake you create can cause damage to surrounding properties and you could be held personally responsible for that damage.

• Look out for animals, especially snakes. Small animals that have been flooded out of their homes may seek shelter in yours. Use a pole or stick to poke and turn things over and scare away small animals.

• Look before you step. After a flood, the ground and floors are covered with debris including broken bottles and nails. Floors and stairs that have been covered with mud can be very slippery.

MARMORA VOLUNTEER FIRE COMPANY

Protecting the township for

75 YEARS

Editor’s note: The history of the company is courtesy of the book by Stan Totten, “We’ve Come A Long Way …. 50 Years of Fire Protection in Marmora, New Jersey, 1947-1997.”

n 1997, when the Marmora Volunteer Fire Company was celebrating its 50th anniversary, former chief Stan Totten wrote a book about the department titled ‘We’ve Come a Long Way … .”

The title referenced how far the company had come from its inception in 1947, improving everything from equipment to manpower to firefighting skills.

Flash forward to 2022 and the Marmora Volunteer Fire Company is celebrating its 75th anniversary. Principals of the company can attest this all-volunteer venture is as professional as any other department — including full-time paid companies — because it must meet all the same standards.

But first, a look back.

STARTING OFF Not long after World War II, men from the area gathered at the Texaco station at the corner of Shore Road and Roosevelt Boulevard.

According to Totten, that is where the idea of forming a fire company was likely conceived.

What sparked the idea could have been a fatal fire that claimed children’s lives in

neighboring Dennisville or serious brush fires in the region in the 1940s, but on Dec. 17, 1946, six men signed incorporation papers — Clinton Walker, Ralph Clayton Sr., Samuel Beyel, William Godfrey, M. Spencer Young and Mahlon Master. On Jan. 7, 1947, they met and elected officers, including Godfrey as the first president.

After establishing committees and filing incorporation papers, the Marmora Volunteer Fire Company became officially registered with the state Jan. 28, 1947.

The fledgling department had no money, no building and no apparatus, but it did have a vision, starting with meetings the first and third Tuesday of the month and firefighting and first aid classes every Thursday.

The original members put up their own money to get everything started. Ocean City donated a large air raid siren, which was placed atop a pole above the gas station and used as the first alert system.

At the company’s 50th anniversary in 1997, former Chief Stan Totten wrote that the company had ‘come a long way.’ Twenty-five years later, it has gone a lot further still. and thus became the first dispatchers. At the time, when a call came in, someone had to run across Shore Road to hit the siren switch on the side of the gas station building. (Totten noted traffic was much lighter then, making that crossing a lot safer in the past.)

The first year the company bought an old U.S. Navy pumper truck that needed retrofitting, then in 1950 found a tank truck they could afford, a Dodge to work with the Ford pumper. The same year the company bought more used equipment, including a 1927 Hale city service ladder truck.

The first Marmora firehouse was built on Norwood Road about a block from Roosevelt Boulevard and two blocks off Shore Road,

a location that served the township for more than 30 years. Over the years, the fire company added newer and better equipment.

As apparatus and equipment needs started outgrowing the old firehouse, the Marmora Volunteer Fire Company began a building fund drive in the 1970s and, in 1980, a new steel fire station was built on a parcel along Old Tuckahoe Road. Renovations followed over the years.

Marmora Volunteer Fire Company continuing to evolve over the 25 years since the 50th anniversary and said its professionalism is on par with any other department, even though as a volunteer company it has its own challenges.

The company continues to be all-volunteer from the chief on down and there are about 45 members, including fire police, and of that there is a good core group that is there for everything. Newman and Barham explain that volunteer companies need that many volunteers because unlike paid departments that are staffed 24/7/365, they don’t know on any given day who will be available to show up for an incident.

“If you want to have 15 guys available, you have to train 25 to 30,” Newman said, because not everyone is available.

Volunteers work, including some out of town, and not everyone is in the community at the same time. Depending on the time of a call, the response will vary.

Between them, Barham and Newman have more than 100 years of firefighting experience and have worked in tandem for 25 years. Newman got his start in Marmora before he graduated high school in 1978. Barham started as a firefighter with Somers Point Fire Company No. 1 in 1972. He was at the Marmora department’s 25th anniversary.

At the 50th, Barham was the president of the company and Newman was the chief.

“And now here we are at the 75th anniversary,” Barham said.

“I was always interested in the military and we’re technically a paramilitary service,” Newman said on what attracted him to firefighting.

“We have a rank structure, rules you have to follow. I was always into that. I always wanted to know what was going on at emergencies. I joined and met a lot of great people,” Newman said.

“I enjoy the camaraderie without a doubt,” Barham said. “There are a lot of good people.

We affiliate with the old-time members, the young bucks coming into the company. It keeps us going.”

These two meet or talk virtually every day and Newman talks with other chiefs, from the three other departments in Upper Township — the Strathmere Volunteer Fire Company (formed in 1924), the Tuckahoe Volunteer Fire Company (1927) and Seaville Fire and Rescue (1964) — and with chiefs in other depart-

ments, including neighboring Ocean City.

Noting their own longevity, they acknowledge the senior leadership of the department is long in the tooth but said they have three deputy chiefs and six or seven captains, “and some of them could turn around tomorrow and actually run the fire department, no problem,” Newman said. “They have that much experience. We need to start thinking about that Russ and I can’t do this forever.”

Firefighting is a legacy service, they both say, and point to their own sons who became active in firefighting. One of Newman’s sons made deputy chief before he turned 30 and his other was a firefighter but is now off in the military.

Three of Barham’s sons have been in firefighting and two of them are still active. One is a career firefighter, a captain, in Anne Arundel County, Md., and because of his work schedule that puts him on 24 hours straight then off for three days, he comes back and supports the Marmora company as well. Another son also remains actively involved in Marmora.

There are other career firefighters who got their start in Marmora and went on to paid departments, including with companies as close as Ocean City and in the Wildwoods, as well as farther away in Washington, D.C. (Former Ocean City Fire Chief Chris Breunig got his start in Marmora.)

CHANGING REPUTATION When Barham was first starting out, volunteer firefighters didn’t have the best reputation.

That was beginning to change when Newman was getting into the company.

“It was shorts and a T-shirt and a six-pack in the back of the truck and let’s go whoop-de-doo down the street with the siren, have a couple beers and we’ll put the fire out,” Newman said.

“It has changed dramatically since then.”

“The technology, the fire and rescue tactics.

It’s changed over the years. It’s gotten very, very intense,” Barham added.

He pointed out that the Marmora company was the first in when there were problems at the B.L. England generating plant.

“When it was in operation there were a lot of serious things we had to be concerned about.

Now they’re tearing it down,” he said.

Along with the same intense training that paid firefighters must undergo, they have to be hyper vigilant.

Newman said the most dangerous place the company has to respond is the Garden State Parkway.

He pointed to how two Pennsylvania State Police troopers and someone they were escorting who was walking on I-95 in Philadelphia were killed by a suspected drunken driver in March.

He said the company was on the scene of a

motor vehicle accident on the parkway, following all the protocols set up by the state. State Police were on site and also following the protocols when along came a driver, went past all the flashing lights and hit a service truck that was picking up a car.

“In front of our eyes, someone came through the scene intoxicated. She went right into a rollback that was picking up a car and just like that, missing us by feet, and instantly killed the passenger in the car,” Newman said. “This had nothing to do with the first accident. It was just somebody coming through under the influence, not paying attention. So it is scary.”

Both men noted with additional sadness that one of the young state troopers killed in Philadelphia had recently been named chief of his volunteer fire company.

“This driver went through safety cones and blocked vehicles, so anything can happen at any time and it can happen this fast,” Newman added, snapping his fingers.

He said that leads some people to question why the fire company takes so much apparatus when they’re called to a scene.

“It’s because I’m protecting my guys, the EMS personnel and everyone up there. I’d much rather have them hit the back of a firetruck if they’re not going to pay attention than one of my guys. We’re very vigilant. We bring the apparatus we need to control the incident plus one to block and manage traffic,” he said.

“It’s quite the interesting dynamic up there.”

THREE-COMPANY RESPONSE ADDS TO PROTECTION Newman and Barham said not only is there regular communication among the departments, they instituted a policy to have a threedepartment mainland response — Marmora, Tuckahoe and Seaville — whenever there is a serious incident such as a structure fire or a vehicle crash with entrapment.

“Every time that alarm goes off, it’s a roll of the dice who you’re going to get. You don’t know. We kind of check in with each other (if going out of town), we check in with the other chiefs all the time,” Newman said. “Now we have good, competent people. We have shift work people too. We can have guys in Ocean City or working in town.”

The chiefs of the fire departments and rescue squad and EMS will meet every other month in the township in one of the firehouses or the EMS building.

“We kind of put plans together to cover each other all the time. We’re out there for everybody,” Newman said.

That working relationship with multiple departments helps ensure the fastest response no matter where something is happening on the mainland, and both men say there is good cooperation about who takes charge.

Even if an officer from one department is on another’s coverage area, if they get there first, they take charge. They acknowledge that even though there are egos involved, because firefighters are a supremely prideful bunch, the priority is on getting that fire extinguished or saving someone trapped in a car.

Newman related an incident in which the Seaville fire chief was right around the corner when a call came in.

“It is our area, but he ran the show. We don’t care. He was the first one there. I’ve done the same thing down there. It’s the way it has to be.

Besides, we’re running too many calls, we have too many lives at stake, too much property out there, so you have to do it the best you possibly can.”

“One of the reasons we’re so successful, and the chief touched on it, is the relationships between the fire companies, volunteer Upper Rescue Squad, paid EMS division, the township itself, the New Jersey State Police, the surrounding communities, the Office of Emergency Management, and public works,” Barham said. (“There are countless times public works has helped us out, whether dealing with oil on

the highway or closing down a road until we can get people in place or just helping us on the scene with trees down or whatever the case may be. They’ve been phenomenal,” he noted.)

“We have such a good working relationship it makes it easy because we all know each other and we all cooperate,” Barham said. “We can almost read each other and know what they need, anticipate their next moves. It works out really well. That’s very important. Some areas don’t have that cooperation.”

Communication has also improved since the days of the siren above the service station.

Even when that evolved, there wasn’t a 911 dispatch and there were separate phone numbers for the different departments and EMS. There weren’t radios or pagers.

Now the first companies are dispatched via 911 out of Ocean City and everyone has a pager.

“It took leadership in all areas to say, ‘Hey, we’re not playing in our own sandbox. We need each other. Let’s put our pride aside and do what we need to,’” Newman said. “The fire service is very prideful. It’s very competitive.”

Beyond that, they also have an app on their cell phones that provides all sorts of information.

“We used to be able to tease each other about missing calls, and now I can be in Alaska and see they just went out on a call,” Newman said.

PROFESSIONALISM AIDS THE COOPERATION Newman and Barham explained there is no difference in training between volunteer firefighters and paid firefighters, a factor that makes cooperation easier.

“They take the same training that we do.

Sometimes our guys are in the same class as they are in Firefighter I. Some of our guys are teaching their guys. That’s what goes on on a regular basis,” Newman said. “It’s not taking anything away from them (paid). They’re firefighters. We all bleed red. We’re there for the safety of everybody. We’re all trained the same way, to the same state standard.”

“We’re just as professional. There’s mutual respect. It has to be that way,” he added.

Newman said the department received a grant to replace all of the firefighter air packs in the township so now a firefighter can go to any truck because they’re all trained in the same pack. He notes Ocean City uses the same ones as well.

“We familiarize each other with each other’s equipment,” he said.

FIREFIGHTING EXPENSIVE AND TRAINING INTENSIVE Barham and Newman said it costs more than $6,000 to outfit a single firefighter just with the boots, helmet, turnout gear and communications (not including the air pack). In addition, the equipment has a shelf life and must be replaced over time and as gear evolves and state standards change. (Add the air pack and it can be close to $20,000.)

“When the industry changes and the mandates come out, whether it’s from NFPA (National Fire Protection Association) or the federal or state guidelines … there is no remedy in place for us to pay for it. It takes a lot out of us. We comply, but it takes a lot out of us.

You buy a set of turnout gear but it’s not there forever. There’s a time limit on it. … We have to literally throw it away because it’s no longer acceptable,” Barham said.

Just to get in the back of a firetruck requires a 140-hour Firefighter I course. The department pays the way for prospective firefighters to go to either the Atlantic County Fire Academy or Cape May County Fire Academy. If they want to go beyond, such as becoming an EMT, that’s now 120-plus hours of training.

Replacing a large piece of apparatus, such as the tower ladder, could cost close to $2 million when it is retired.

The company used to do its own fundraising, including having 25 guys spend six hours on regular pancake breakfasts to raise just $600 to $1,000 at a pop. The benefit of those events was the camaraderie it built, but it wasn’t very efficient. Now they keep that to a few more lucrative collections a year at intersections with firefighters getting donations from whoever drives past, along with grants.

“We used to survive on donations — bingos, dinners, breakfasts, but we’ve evolved,” Newman said.

Primary funding comes through taxes that go to the township’s four fire districts. The taxes are based on ratables and budgets go before a board of fire commissioners.

After firefighters complete their Firefighter I course, their training is not over.

“As our approach has evolved, we increased our training,” Newman said.

They ask their volunteers to attend meetings, drills and maintenance 52 nights a year — “and that’s just scheduled stuff, not includ-

ing fire calls and training they might want to go to.”

One big advantage to having a fire company that is well equipped, trained and maintained is that it help lower the tax rate in the community.

The Insurance Services Office (ISO) reviews departments based on their capabilities, training, equipment and the like, and that directly affects home insurance rates, potentially saving property owners a few hundred dollars a year.

The last time the company was rated it garnished a three rating, “which is extremely good. Less than 10 percent of the fire departments in the country are three or better. Two or one are the best,” Newman said.

The rating is for Marmora is “basically unheard of for a volunteer fire company. We do our records, we test our equipment the way we’re supposed to.”

That takes constant vigilance to keep up with everything, he said.

“We’re out there working for you. We’re not just sitting here drinking beer and talking about the past.” (Newman laughed, saying that of course they sometimes do enjoy talking about the past, not surprising for a duo with more than a century of service who’ve watched

the company change over the past 50 years.)

BECOMING A VOLUNTEER: COME TO THE FIREHOUSE Asked what they’re looking for in potential volunteer firefighters, Newman said, “Somebody that wants to be dedicated. … We want someone who wants to dedicate some of their time to the community. We’ll take the people who are experienced age-wise, like both of us.

We really like the young people before they get a family. That way they’re trained. Once you’re a firefighter, you’re a firefighter forever.

You carry that with you.”

He notes that for those looking to get into a paid department, volunteer companies are “an excellent way to start.”

Newman invites those interested in learning more about the Marmora Volunteer Fire Company to visit the firehouse at 7 p.m. any Tuesday.

The company started a junior firefighter program in the mid 1990s, which allows teens at least 16 years old to put on gear and train.

They can’t get into dangerous atmosphere, by law, and are limited in the hours they can spend at the firehouse, but junior firefighters are given responsibilities and that “gives them the bug for the fire service.”

MAYOR CURTIS CORSON 13th among his family’s 15 generations here, he wants to preserve the township’s natural beauty

C

urtis T. Corson feels a special responsibility to Upper Township.

Although that is a job duty that comes from his role as mayor of the township, it goes much deeper – fifteen generations deep.

Corson jokes that he was named after a pair of inlets in Cape May County – Townsend’s Inlet and Corson’s Inlet. That underscores the fact he feels the weight of the 12 generations of family before him and the two generations following him.

Corson was first elected in the early 1990s

and served on Upper Township Committee until 2012, when he lost an election. He was appointed to fill a committee seat when Jeff Pierson left to become a Cape May County commissioner and has been serving since 2018.

After longtime mayor Rich Palombo retired after deciding not to seek re-election in 2021, his peers chose Corson to become mayor.

“The first deed in my family was in 1692,” he said. His ancestors settled here about 10 years before that. “My middle name is Townsend.

My grandmother was a Townsend. I’m the

13th generation and I have grandchildren in Upper Township. They are the 15th generation.

“We’ve been here a couple years,” he said in quite the understatement.

When he thinks about his role as mayor, his family history in the township and in the county grounds him in decision-making about the future of Upper Township.

“It weighs on my mind terribly,” he said. “My heart is in Upper Township and I’m going to do the best to keep Upper Township as one of the most beautiful places to live.”

That makes him especially conscious of the natural attributes of the township.

Corson has a farm and operates a campground.

“I actually farm a piece of property still. I preserve my farm so future generations can enjoy what’s out here. I have 50 acres just south of Routes 9 and 50 that’s all farm preserved. I grow beach plums, I grow Christmas trees. I have a chestnut grove.

“I have almost 3,000 Christmas trees from various heights, knee-high to 10-foot. I plant corn. I do what I can. I’m a big advocate for open spaces,” he said.

“I don’t have much concrete on my property.”

Corson’s father was a farmer who grew lima beans, pumpkins and tomatoes and kept pigs.

He has a photograph he plans to get copied to send to the Historic Preservation Society of Upper Township.

“I have a pretty good picture of my greatgrandfather unloading produce from a wagon.

He’s loading it on a boat in Beesleys Point to be sent to Atlantic City,” he said.

Maintaining and improving the natural environment is something Corson is actively pursuing as mayor in this unique township and he is looking at things residents can do on their own as well as priorities for the elected officials.

“I’ve become a lot more aware of environmental issues, the nature of lighting, the concrete, the hardscaping. We need to address all that,” he said. Corson believes the township needs to be more proactive because of rising sea levels. That means simple things like collecting rainwater in barrels to avoid runoff, reusing vacant commercial properties instead of paving over and constructing new, and limiting light pollution.

“One of my big concerns is dark sky lighting,” he explained. “I think some of that needs to be addressed. Our community is just lit up 24/7.

“You’ve got some of these places lit up at night,” he said, and drew a comparison with different types of commercial lighting, some that are intrusive and others that are not.

“The biggest example is the Wells Fargo Bank on West Avenue in Ocean City. It looks like a helipad at night. Why? I’m not picking on Ocean City, but you can light a parking lot and be very effective with lighting without turning it into total sky pollution.”

He juxtaposes that with the Wawa corporation and how its omnipresent stores and gas stations are lit.

“As big a corporation as they are, their parking lots aren’t too intrusive with their lighting.

They’re nice and well lit, but it’s not affecting the environment all the way around it. They shield the lights and use low wattage bulbs. I never head of anybody saying Wawa parking lots are not well lit. That corporation is just taking notice. Others are doing it as well, but everyone knows Wawa,” he said.

He noted when the Coca-Cola distribution site was built in Marmora in the late 1970s it was another case of lighting up the surrounding area.

“I remember standing in my yard with my father. You could see the glow of that. It’s just

become progressively worse over the years. It’s not just Upper Township. It’s all over south Jersey. All over the country, actually.”

Corson just took a trip to South Carolina and saw signs on all the beach entrances sponsored by the U.S. Fish and Wildlife Service, South Carolina Department of Natural Resources and a local energy company.

The signs read: “Beach front lights out May to October. Let’s save the sea turtles.” It included pictures of of sea turtles and the stars.

“That really struck home to me. Obviously it’s affecting nature. I think it’s important that we get with it and focus on it a little bit. We can clean up some of the light pollution.”

Corson said that is something that can be done relatively easily, both among businesses and at residences.

“A lot of people aren’t even aware you can do that,” he said, citing light bulbs and lighting that help preserve the natural beauty of the township and allow the residents to be able to better view the night sky. “It doesn’t cost any more to be environmentally sensitive,” Corson said. The intrusive lighting impacts all wildlife, even pets, and in can impact people as well, stopping them from getting a good night of sleep.

Thinking about the environment ties into the assets of the township, both current and future.

Corson believes most residential development is 90 percent built out.

“You’re not going to see development like you saw in the 1980s and 1990s – big subdivisions – I think they’re pretty much done. We have a lot of vacant commercial and some rundown commercial (properties). I’d like to see some of that redeveloped.”

The place where big development will occur is at the former B.L. England power generating plant that has been sold to a developer.

“Obviously with B.L. England’s 300-plus acres, that’s a huge property and that can be a huge benefit to our township. We’re talking with the developers and they have some plans kicking around, a hotel-marina district, things like that.”

Marinas are in big demand, he notes.

That’s one thing in Cape May County: boat slips are at a premium. You can’t find them.

“That would be a huge thing for Upper Township. And our neighboring communities would benefit from a hotel. If we could build a nice

hotel, visitors would go to Ocean City and Sea Isle and the rest of the county. They’re all going to go there, just like our campers do, to the boardwalks. Our neighboring communities do benefit from Upper Township.”

He points out many of the employees who work in other communities, including on the islands, live in Upper Township.

Changing the B.L. England site from a power plant to a hotel-marina district will take time.

“It’s going to be three years of demolition and probably three years of construction. I really do look forward to it. As I said at the reorganization meeting, my grandfather was mayor when the plant was built and negotiated building that plant. It’s kind of ironic. Here I am some 70 years later and they’re tearing the plant down and redeveloping it and I’m mayor.”

Upper Township, Corson points out, is diverse.

“It’s unlike any other municipality. We go from the beaches in Strathmere, to the Route 9 corridor which is developed with housing and businesses, all the way up to the Belleplain State Forest and the Tuckahoe Wildwlife Management area. We go from the undeveloped woods to the beaches. It’s so diverse. We are such a unique community. I can’t think of anywhere else in the state that is like this.”

The mayor said Upper Township attracts so many summer visitors, something that benefits not just Upper, but neighboring communities throughout Cape May County.

He notes the seasonal tourism trade is “the ultimate love-hate relationship,” as the normally quiet community gets filled with visitors, but he knows the community values tourism because it helps the community survive. As he said earlier, he owns and operates a campground himself and understands that “they all come here for the same reason, the beaches and the open spaces. They’re getting out of the Philadelphia suburbs and the rat race of life, and they come down here and relax. Upper Township is just a wonderful, fantastic place.

There’s really no way to put it into words. We’re unique.

“If you like kayaking in the Cedar Swamp Creek, the Tuckahoe River, fishing in the bay or launching your boat and going into the ocean, we are just special.”

Tourism in Upper Township is “affordable,”

he said. “They can get a whole season in a campground for what it costs to spend a week on the islands. Campgrounds are a unique lifestyle in themselves. I think there are 13 campgrounds in Upper Township.”

And the tourists who stay in Upper Township also take advantage of the rest of Cape May County, going to the attractions and events in the surrounding communities, providing a benefit to them as well.

Corson said Upper Township is a terrific community for the residents, first and foremost, with its 10 villages.

He points not only to the schools – Upper Township Primary and Upper Township Middle – but also to the recreation that is available to everyone.

“Our recreation program is second to none.

We have some wonderful facilities that are readily available,” he said. Corson added there are plans to redo the lighting at the football field and there are other ongoing projects, such as applying for grants to replace the floor in the gymnasium.

He pointed to Amanda’s Fields in Petersburg with its “spectacular” athletic fields for soccer, softball and more, a hockey rink and skate park, a 1.3-mile walking/jogging/biking path. “It’s phenomenal,” Corson said.

There also is the beautifully redone Beesley’s Point Park at 10 Harbor Road with its beach, boat ramp, restrooms and pavilion, which has the entrance to the bike/walking path on the Garden State Parkway Bridge to link to Somers Point in Atlantic County and to Ocean City.

Both of those parks can be tied into the bike paths, one toward Ocean City and the other down to Woodbine and Dennis Township.

Helping Corson work toward the future is a Township Committee that includes a mix of old and new members. John D. Coggins Jr. has been serving on the committee and three new members were chosen in the November 2021 election – John “Jay” Newman, who was appointed as deputy mayor, Kimberly R. Hayes and Mark E. Pancoast.

“We all work well together. We all have different opinions. It’s kind of nice. Every time you have five people in a room you have different opinions,” Corson said. “We have a very good dialogue and we all work well together for the betterment of Upper Township.”

The library has been at its current location since 1985, providing residents with reading and research materials, movies and music or just a place to sit during children’s activities.

“Whether you want to sit quietly to read or study, apply for jobs online or participate in one of our excellent programs, the Upper Township Library has something for everyone,” branch manager Deanna Pettit-Lewis said.

The Cape May County Library operates eight branches and a bookmobile service. The main branch is in Cape May Court House, with others in Cape May, Lower Township, Sea Isle City, Stone Harbor, Upper Township, Wildwood Crest and Woodbine.

The Upper Township branch offers free membership to residents, who must provide proof of address and proper ID. Members can borrow books, periodicals, DVDs, audiobooks, music CDs and ebooks.

“The Upper Township library works hard to support every member of our community with a wide variety of materials and services,” PettitLewis said.

Feeling productive? The library offers computers for public use, Wi-Fi, copiers and printers for both black and white and color.

“The library provides affordable copying, printing and faxing services, as well as free wireless internet access,” Pettit-Lewis said.

“Patrons can access an array of online databases that cover finance, foreign languages, genealogical research, travel, history, newspapers and so much more.”

The library also has Google Chromebooks, small laptop computers that can be used for light computing such as browsing the internet and productivity tasks.

Tech-savvy patrons can borrow MiFi, a wireless router for personal internet access.

The library offers apps that make ebooks and audiobooks accessible to users. Library patrons can download the app and check out ebooks and audiobooks from the library in the comfort of their homes. The apps can be downloaded on phones, tablets and personal computers.

Newer books can be checked out for two weeks while older books for 28 days. Patrons can borrow new DVDs for two days and older DVDs for a week.

The Upper Township branch has an activity room that hosts a variety of events and meetings for all ages.

“Caregivers can visit our spaces with their children for educational and fun children’s programs that provide cultural and social enrichment,” Pettit-Lewis said.

U.T. EMERGENCY MEDICAL SERVICES

U

pper Township Division of Emergency Medical Services (EMS) operates 24 hours a day, responding to everything from cardiac arrest to automobile accidents.

Upper Township’s emergency medical services are located at 2028 Tuckahoe Road in Petersburg. The building hosts two separate emergency service entities that work alongside each other as one unit: Squad 21.

The Division of EMS provides Emergency Medical Technicians paid by the Township to staff basic life support ambulances 24 hours a day, 365 days a year. The Upper Township Rescue Squad consists of volunteer members who provide extra support and specialized resources at times of heightened call volume or during special events.

The four volunteer fire departments of Upper Township are also available to be utilized as first responders when multiple 911 calls are received at once. The fire department closest to the incident will send a fire engine to the scene

and provide emergency care until an ambulance arrives.

Depending on the nature of the emergency, a paramedic unit will be dispatched alongside an ambulance. EMTs provide basic life support in response to medical emergencies, traumatic injuries and accident scenes.

Paramedics supplement the care of EMTs with advanced life support such as cardiac monitoring and medication administration via IV access. Both EMTs and Paramedics are trained in CPR and use of an automated external defibrillator (AED) in case of cardiac arrest.

Squad 21 houses three ambulances, three quick-response vehicles, one off-road UTV and one special operations/fire rehabilitation truck.

The ambulances are stocked with state-ofthe-art life-saving equipment and medications such as epinephrine auto-injectors, naloxone, aspirin, glucose and oxygen.

All of the vehicles also have, at the minimum,

a first responder medical bag and an AED. Township Administrator and Emergency Management Coordinator Scott Morgan said the Division of EMS is funded by township taxpayers and is backed up by the volunteer Upper Township Rescue Squad.

“If the paid crew is off duty the volunteers would kick in like a major fire or a heart attack or something like that, a regular medical situation. In most cases the paid crew goes out and after a certain hour the volunteer group comes in and works those shifts as well,” Morgan said.

The EMS division covers 68 square miles in Upper Township. During the summer months, a medic covers the Strathmere beach from May to late September. One additional Emergency Medical Technician (EMT) works with Strathmere lifeguards and the Strathmere Fire Company.

They handle beach medical emergencies and assist the Strathmere and Ocean City fire departments.

EMS personnel are required to take continuing education classes and training mandated by the state of New Jersey. Education sessions can be hosted by the township or elsewhere and include other agencies.

Prospective candidates interested in becoming a member of the rescue squad can go to Upper Township Municipal Hall at 2100 Tuckahoe Road in Petersburg for an application and interview.

All of the township’s EMTs are required to have CPR certification. The CPR training is done in-house with local fire companies.

PREPARING FOR AN EMS RESPONSE Any emergency situation that leads to a 911 call can be overwhelming, maybe even a little frightening. No one wakes up in the morning expecting to have to call for an ambulance that day.

The following information is available to help residents become more familiar with the response of Upper Township emergency services and provide additional resources to help prepare for an emergency.

CALLING 911 Calling 911 will connect the caller to a dispatcher who will collect necessary information about the emergency and dispatch the appropriate responders within minutes. The dispatcher will continiue gathering information as emergency vehicles are on the way to the scene. It is important to remain on the phone, answer questions and follow their instructions. This does not delay the response but provides EMTs with information about the emergency prior to arrival.

Depending on the location, the type of phone and the type of emergency, a call may be transferred to provide the caller with the specific type of emergency responders need-

ed. It is important that callers remain on the line. They remain connected to a dispatcher even if he or she cannot be heard. To ensure getting the correct responders, start by telling the dispatcher you are in Upper Township and then provide the physical address, not the mailing address.

GREEN TEAM

works for a healthier environment T

he Upper Township Green Team encourages environmental awareness through community-wide connections.

The Green Team, formed in 2013 and has continued to support the Township of Upper municipal government’s certification with the Sustainable Jersey program.

In 2020, amid the COVID-19 pandemic, the Green Team helped Upper Township become re-certified through the Sustainable Jersey program, according to Chairman Ralph Cooper.

Sustainable Jersey is a nonprofit organization that encourages communities to be more environmentally friendly by offering financial incentives, according to its web site. Municipalities can earn certification by completing designated actions.

In addition, the Green Team works with organizations including the Surfrider Foundation, the Upper Township Business Association, the Upper Township School District, the Strathmere Improvement Association, the Historical Preservation Society of Upper Township, the Ocean City Green Team, the Ocean City Environmental Commission and the Sustainable Jersey Atlantic-Cape May Counties Hub.

The team has held numerous events including rain barrel workshops, trash cleanups and beach plum plantings.

Cooper said the team “demonstrated the sustainability of what we’ve been doing so far,” adding the group plans to build on that more in 2022.

During the pandemic shutdown, the Green Team worked on a project to build a directory of the township’s volunteer-run nonprofits organizations. The list of about 40 local organizations has brought awareness to the need for volunteer involvement.

Cooper also is co-chair of the Atlantic– Cape May Sustainable Jersey Regional Hub and helps facilitate meetings for the counties’ Green Teams that focus on resiliency and water conservation, as well as workshops to encourage businesses and residents to perform energy audits as part of the NJ Clean Energy program.

The Upper Township Green Team continues to explore options for restarting a local farmers market.

The Green Team has partnered with the Upper Township Business Association on activities including a Community Shredding Day and a Green Fair.

According to Cooper, the Green Team also

provides resources and contacts to schools in Cape May County, such as informing them about special events.

The Green Team partners with the AmeriCorps Watershed Ambassador program to educate the public about how human activities affect water quality, according to the New Jersey Department of Environmental Protection web site.

For 2022, the Green Team hopes to support area churches that have community gardens.

“In past years, the produce that they raise in the church gardens has been used for the local food pantries,” Cooper said, noting that is hoped this practice will continue to grow.

Cooper said the Green Team welcomes suggestions and feedback from township officials, business owners and residents.

“There’s a lot of ways that we try to stay involved in the local community,” he said.

The Upper Township Green Team meets at 1 p.m. the second Tuesday of each month via Zoom and in person at 7 p.m. the second Wednesday of the month.

DIVERSE BUSINESS COMMUNITY LET’S PARTY EVENTS Let’s Party Events of Corbin City is an event entertainment company that specializes in children’s activities but also takes care of the adults with everything from show productions to character dining to private events and parties. The business offers more than 37 services, but its main ones are face painting, balloon art, air brush and an art bar complete with paint and canvases.

“It’s a really nice exercise in creativity and we try to tap into all the senses when we do an event,” owner and operator Shawna Mulford says.

A school psychologist by day, Mulford puts her professional skills to use in operating her business.

“All of our cast members go through pretty extensive training for engaging people with special needs,” she said. “That’s really important to all of us because in every crowd we entertain there’s going to be someone we encounter who has some different abilities, and we tap into those abilities.

“There are always a lot of can-do activities everyone can participate in.

We have superhero cards people can fill out. If it’s ‘Toy Story,’ they can walk away as either a sheriff or space ranger. If they’re a princess, they’re part of the royal courts, but they still have to clean their rooms when they go home. It doesn’t exempt them from their duties at home,” Mulford said, laughing.

“We like to make magic happen,” she adds.

Let’s Party Events brings the fun to you, whether at your home or a venue.

The genesis of this local business goes back to the “Queen Mom,” Virginia Mulford, whom legions of area students will remember as a longtime art teacher at Ocean City High School. In addition to her work at the school, years ago she was asked to bring her talents to downtown Ocean City to do face painting for children during special events, something she still does. (The Queen Mom actually began that at Ocean City’s popular block parties to raise money for the school’s art club.)

Shawna Mulford first picked up a face-painting brush when she was 9 years old to help her mother. She rekindled the skill and expanded it to help her mother again after she returned to the area with her own children. The business grew so quickly that she had to take a few years off from her graduate studies.

The height of the business was 2019 when Let’s Party Events had 27 cast members doing 22 events a week. Expectations were that 2020 was going to be even busier when the COVID-19 pandemic put the kibosh on it, but now Let’s Party Events is back up to 14 events a week scheduled for this summer.

In addition to private events, Mulford enjoys working with many local municipalities including Ocean City, Avalon, Sea Isle City and Stone Harbor, all of which keep inviting her back year after year.

Along with all the cast members, Let’s Party Events is a family affair.

Mulford’s dad will make funnel cakes and now a third generation — her children — is getting involved as well. Rolling in the family members and growing the business makes her mother feel there is a legacy with the business.

“It’s so intergenerational,” she said, making her mother proud there are three generations involved.

That pride works both ways. Thinking of her mother’s artistic influence on so many people and the joy she has brought to people young and old, Mulford adds, “I’ve never been more proud to be Ginny’s daughter.”

FEATHERED NEST GIFTS & GARDEN ACCENTS Feathered Nest Gifts & Garden Accents at 3002 Route 9 in Seaville (the corner of Routes 9 and 50) is the place for birding and gardening enthusiasts to visit, although there is a whole lot more that can be found inside and outside on the grounds.

“It’s kind of a trifecta of gifts, garden and birding,” said owner Kathryn Martino, who noted taking over the business in November 2021 had been one of her goals.

“Deep down my lifelong dream was to have a retail store just like this. It’s a bucket list thing coming true,” she said.

Martino may have crossed that off her bucket list, but she is just getting started.

“It is relaxing just to wander through the house and gardens where customers can find birdhouses, feeders, seeds, baths, foundations, statuary, gazing balls, pond supplies, pond plants, planters, garden accents and wind chimes. There are birding books and supplies; artwork including paintings, prints and sculpture, decoys and hand-carved birds; candles; educational toys; home accents, decor and more.”

In addition to the house itself being an attraction, Feathered Nest has countless unique finds courtesy of the more than 30 artists, artisans and crafters offering their hand-made work for sale.

Martino notes that people who patronize her business are truly shopping local because the more than 30 people who consign their work to the Feathered Nest are from the area.

“I have all these local people under the same roof. I’m constantly surprised by how many talented people there are around us,” she said.

“It’s a lot of really unique finds. It’s exciting,” Martino says as she walks through the various rooms at the former Corson Tavern, pointing out the gift items, the paintings, the hand-made bird feeders and bags, a seemingly endless assortment of items.

She said she is excited to work with so many local artisans who help keep the Feathered Nest

“fresh because of the people who craft these things,” citing locally made soap, candles, woodwork, birdhouses, steppingstones, chunky knit blankets, pocketbooks and so much more.

And don’t forget Feathered Nest carries a full line of bird seed with all types of blends.

Just as she was getting into spring, Martino was still tweaking the offerings inside and working on the outside as well to create gardens around more things for sale outdoors. As relaxing as it is indoors, with a friendly vibe and knowledgeable staff, she is going to make the gardens a place to stroll through as well.

“I’m hoping it grows into an even more interesting place so people want to come back,” she said.

DIVERSE BUSINESS COMMUNITY CAPT. SCRAP’S ATTIC ANTIQUES, COLLECTIBLES Capt. Scrap’s Attic at 3071 Route 9 in Ocean View is a little deceiving from the outside.

What looks from the road to be a moderately sized building actually runs deep, with room after room of antiques and collectibles.

The business, which is open 11 a.m. to 4 p.m. every day but Tuesday, is a collection of dealers “who all bring their own little bit of charm,” according to Nancy Batura, who co-owns Capt.

Scrap’s. They also buy items from people who bring them to the store and they buy gold and silver and records.

“We have a lovely record room,” Batura said, pointing out the LPs, CDs, DVDs and other

music paraphernalia. “Anything to do with music.”

The entire business offers “a mix of everything, actually,” she adds.

The walls are lined with items. Look one way and find vintage toys, look another and there are antique lanterns and signs. Go down a hall and see rack upon rack of jewelry and across the way there are shelves filled with china.

There are games, handles for your favorite beer draft and more tchotchkes than you can count.

And don’t forget the car parts.

The only thing that Batura and her business partner, Kathleen O’Neill, don’t allow is “rubbish” such as cheap items made in China.

They have owned the business for 12 years.

Batura is a retired sheriff ’s officer — “I’m not Martha Stewart,” she says with a laugh. Her grandfather was into antiques so she learned about them from a young age.

“It’s always been in the blood,” she said.

O’Neill’s father started Capt. Scraps Antiques & Collectibles in Woodbine.

Matura said the business used to be Grandma’s Attic years ago, and she used to help out.

When the former owner decided it wasn’t for her any more, Matura talked to O’Neill and said, “Let’s pay homage to your dad and we’ll open Capt. Scraps Attic. And that’s how we got started.”

RECREATION

Organized and open recreation opportunities abound

I

n its 68 square miles, Upper Township boasts access to beaches, Great Egg Harbor Bay, the Tuckahoe River, boat ramps, a community center, senior center and myriad sports for youth and adults.

The township has recreation facilities and offerings for people of all ages, in both organized leagues and for individuals.

For those who love the water, Upper Township has free beaches in Strathmere and Beesleys Point. Both are seasonally protected by lifeguards.

Beesley’s Point Park, which opened in October 2021 as a collaboration among Upper Township, Cape May County and the county Open Space Board, is located on Harbor Road overlooking Great Egg Harbor Bay. It serves as a demonstration site for the county’s new Creative Placemaking Plan, intended to set a brand identity for recreational open space projects throughout the county, including common elements such as lighting, seating, signage, pavilions, color schemes and more, The site was picked because it is the northern part of the county on the mainland and next to the landing of a new Garden State Parkway bridge that includes a pedestrian trail alongside crossing Great Egg Harbor Bay. It offers beach and paddlecraft launch with a new shade trellis, boardwalk, attendant stand, seating and parking, as well as a picnic shelter, restrooms, a bottle-filling station and various cycling amenities.

On Golden Oak Lane in Beesleys Point, there is a playground and picnic area, a basketball court and a shuffleboard court.

In Strathmere, there is a designated surfing beach from Vincent Avenue and Sherman Avenue; a catamaran beach, between Prescott and Nelson avenues; and a fishing beach from Whittier to Williams avenues.

Strathmere also has two boat ramps, which do not require permits, a playground and a picnic area.

This section of Upper Township is a breeding area for piping plovers, an endangered species.

In Strathmere’s back bays, there are eagles, ducks, geese and great fishing and crabbing.

To take advantage of the wildlife, people can rent boats or kayaks from businesses in Strathmere.

Upper Township also has thriving youth sports.

Baseball, basketball, cheerleading, football, softball, hockey, lacrosse, soccer, wrestling, and an adaptive sports program for children with special needs, are offered in Upper Township.

The other programs also garner hundreds of children, with about 300 taking part in soccer, baseball and lacrosse programs.

The township has an adult basketball program and men’s softball.

A private soccer league also offers an adult program that plays in Upper Township.

People also play pickleball about twice a week at the Upper Township Community Center.

These sports are played at several facilities across Upper Township, including the Upper Township Community Center in Tuckahoe, which has basketball courts and hosts wrestling and cheerleading, as well as bingo and many community events.

Caldwell Park in Palermo has football fields, tennis courts, basketball courts and baseball fields, in addition to a playground and picnic area.

Amanda’s Field in Petersburg offers several soccer and multipurpose fields, softball fields and a baseball facility. There also a skate park, a 1.3mile bicycle and jogging path, a playground and a picnic area.

The park also is home to several popular community events, including an annual Spring Fling Festival, which has an egg hunt with between 20,000 and 30,000 eggs, a fall festival and car show, and the Fourth of July Celebration.

In Seaville, on Somers Avenue, there are additional girls softball fields, as well as a batting cage, and there is a lacrosse field and a T-ball field on Old Tuckahoe Road in Petersburg.

Off Mount Pleasant-Tuckahoe Road in Tuckahoe, there are baseball fields, basketball courts and tennis/pickleball courts.

Additionally, there are several areas throughout the township where children can enjoy playing or families can enjoy a picnic.

Marla’s Hill Drive in Marmora, Crestview Drive in Seaville, Nordic Drive in Petersburg, White Pine Lane in Petersburg, Deerfield Trail in Tuckahoe and Lauradell Drive in Seaville all have playgrounds and picnic areas.

Chadwyn Drive in Palermo has a tennis court, as well as a playground and picnic area, and Brewhaus Lane in Seaville has a basketball court and a playground and picnic area.

On Wexton Drive in Petersburg, there is a nature trail, playground and picnic area.

ome municipal websites can tell you when the next city council meeting is.

Upper Township’s website will show you when township events are happening, video recordings of township committee meetings, local emergency weather warnings, when quarterly taxes are due and gives residents the ability to pay them online. It also offers a link to report that a street light is out or that a pothole is on a local roadway.

The website – uppertownship.com – was redesigned to offer more information to residents with a more user-friendly presentation.

In February of this year, Upper Township announced that it launched a redesigned website, with information about the Township’s departments, boards and commissions, and emergency management, among many other things.

Scott Morgan, the township administrator and Office of Emergency Management coordinator, said township officials are trying to encourage residents and visitors alike to visit the website to make their tasks easier.

“We’re still developing it, but in the future, we’re going to have areas where you’ll be able to fill out particular digital forms, (and) pay things online,” he said.

The website redesign will also be used to help promote Upper Township.

“To get the word out that Upper Township is here and it’s a great place to live and also to visit,” he said.

The township’s Economic Development Advisory Commission (EDAC) also used the website to conduct a digital survey.

Morgan said additional surveys will be run through the website.

The surveys will get feedback from residents about what they would like to see in the township, including new restaurants.

Morgan described Upper Township as a kind of gateway to the barrier island communities and said that they want to have the township seen as a great stopping point.

“From an EDAC standpoint, we wanted a website that would sell what we have here, what we have to offer,” he said.

The new website, part community resource and part promotional tool, includes tabs for the township’s departments, board and commissions, emergency management, information about Township Committee meetings, agendas, and Township Committee members, and general information about the township.

There are tabs on the website for animal control, clerk and registrar, construction codes, township engineering, financial documents, municipal court, employment opportunities, planning and zoning office, public safety and public works, purchasing, sports and recreation, and taxes.

A tab for the Office of Emergency Management has extensive information about how to prepare for disasters and weather emergencies.

Under that tab on the website, people can sign up for CodeRED, a mass notification system the emergency management office uses. In the event of an emergency, those who have signed up for CodeRED will receive emergency messages to a landline or cell phone, or by text and email.

It is free to sign up. Residents can sign up either online or by calling (609) 628-2011 ext. 200. Notifications, according to the township website, are sent out for criminal activity, boil water notices, evacuation notices, fires, floods, missing person cases, shelter in place and weather emergencies.

While CodeRED will tell you when an emergency situation is happening, the emergency management tab on the website will help you plan for one in advance.

It has links to information about hurricane preparedness, storm surges, flash floods, fire preparedness, camping tips, shelter training, beach and boating safety tips, and mosquito safety tips.

There are also links to the local fire compa-

nies and the Upper Township Rescue Squad, the Cape May County Office of Emergency Management and a weekly Federal Emergency Management Agency (FEMA) newsletter.

Through the website’s engineering department tab, people can access flood maps for several areas of the township, floodplain certificates the engineering office has on file, tax maps, information about road construction projects in the township, information about auctions, bids, and requests for proposals, and information about gypsy moths and when the township sprays for them.

An application to volunteer with the Community Emergency Response Team (CERT), a group of volunteers trained in basic disaster response who respond during emergencies and assist with local events, is also on the Upper Township website.

Through the Sports and Recreation tab, residents can find a list of sports associations, links to their websites and registration forms.

The Upper Township Municipal Hall is also a passport acceptance agency. Information about making an appointment to process passport applications can be found on the website.

The township’s municipal code is on the website, as are: information about the Upper Township/Ocean City Municipal Alliance, budget documents, a link to pay for traffic tickets, employment opportunities with the township, construction permit applications, applications to serve on a township board/ commission, a trash route map, a trash and recycling collection schedule, and an application for the township’s dog park.
