NORAC- The Railroad Regulating Body & its Rules NORAC (Northeast Operation Rules Advisory Committee) is the railroad body that establishes a certain set of operating rules in North America that needs to be followed by all qualified and working railroad dispatchers.

Rules & Special Instructions under the NORAC:

Required Examinations Employees whose duties are required to be qualified on the Operating Rules and Time table must pass certain examinations and should score around 85%. The employee should also pass the physical examination if provided.

Prohibited Behaviors Certain behaviors are prohibited for the NORAC qualified dispatchers, such as gambling, fighting, and participating in any illegal, immoral or unauthorized activity.

Employee Conduct Railroad employees must devote themselves completely to the Company’s service on duty and render every assistance in their power in carrying out the rules and special instructions.

Drugs and Alcohol Employees or dispatchers who have qualified the NORAC and have been working are prohibited from consuming any drugs and alcohol. They can only be allowed when the doctor has prescribed it, or the employee must consult with the Company medical officer.

Reporting Unusual Occurrences Derailments, collisions, storms, washouts, high water, obstruction to tracks, and other conditions that could lead to death or injury. Any disruption should be reported to the dispatcher quickly and directly.
