RACING AHEAD AUGUST/SEPTEMBER 1

From the Racing Manager As many of you would be aware, significant work has been undertaken on developing the New Harness Racing Business Model which is progressing well. The first stage of implementation will commence with the new season on 1 September, with some major changes to be seen. It is imperative that the harness industry undertakes this change to ensure that it is commercially competitive and provides sustainable returns on investment for participants. That being said, we realise that change is hard and inevitably compromises must be made. This coming season will see a reduction in the volume of race meetings by 12 and we are working with the clubs to affect this change. The new business model is complex and as such is expected to be phased in over a two year period. Further consultation will take place with industry stakeholders during this implementation phase.

Latest information about the racing industry, news stories, contact details of licensed participants and Steward Notices will be available online, see page 3 for further details. It is imperative you familiarise yourself with these changes and please note that your licence renewal notice reflects the changes in your licence fee, with the removal of the compulsory magazine subscription fee RWWA is currently working on a replacement for all the industry news and information, which will now be available in real time. If you have a suggestion for what enhancements could be made, please contact the Harness Racing Office. Please note amendments to ‘Stewards’ section of this issue of Racing Ahead. 

The first phase of the new business model will see no change to the current handicapping system, this is reflected in the race programmes for August, September and October. However, we will be moving towards dynamic programming, which will allow for a programme that is more reflective of the current WA harness horse population at any given time. At any point in time, there will be a minimum of six (6) weeks of race programmes in place, with additional race programmes added on a fortnightly basis. To allow greater flexibility, the new dynamic racing program will be distributed electronically to all licensed industry participants via the email address included in your licence renewal. In addition the race program will be available via both the RWWA and Harness Racing Australia websites. This will result in the current bi-monthly Racing Ahead – Harness magazine becoming redundant in the current format. Therefore the August/ September edition will be the final edition in this form.

NSW RISING STARS SERIES By Wayne Currall Twenty-year-old WA junior driver Micheal Ferguson had the experience of a lifetime recently when he ventured east to compete in the NSW Rising Stars Series. The series, which has been running for a number of years now, brings together the best young drivers from throughout Australia who compete in races against each other behind horses drawn at random. Points are allocated for each drive during the series, with points accumulated over the eight drives deciding the winner and placegetters. WA has a good record in the series with names such as Aiden De Campo, Chris Voak, Kristy Sheehy, Dylan Egerton-Green and Stuart McDonald figuring prominently and all flying the flag proudly for their State.

of the trip." Ferguson, who works for leading trainer Gary Hall, said travelling interstate and meeting drivers of a similar age was a very good experience. "It wasn't just the competition of taking on your peers on the track," he said. "During the time I was away we had different experiences, such as visiting the stables of Steve Turnbull in Bathurst, having a look at the Sky Racing studios and sky diving at an indoor venue. "I really had a great time and the experience was invaluable."

And "Fergie" kept the tradition ticking along nicely when he improved on his solid start to the series with a polished display to take out the third heat at a chilly Bathurst Paceway.

Ferguson, who became interested in harness racing at a very young age through his father's involvement, has worked for Hall for three years and is rapt to be a member of one of the leading stables in the State.

Starting from an inside second-row draw with Gotta Bewitched, he negotiated his way off the markers mid-race, got into the three-wide train at the 700m point and brought the $2.70 favourite with a strong run down the centre of the track to overpower leader Sabrage, driven by NSW's Mackayler Barnes and then hold out the fast-finishing Swaggie Shannon, reined by Ellen Rixon, also from NSW.

"It's a great opportunity for me ... I'm learning all the time and getting some great drives along the way," he said.

Unfortunately, it wasn't enough to get Ferguson home. That honour went to Rixon, who despite locking wheels in the final heat at Menangle locked in enough points earlier in the series to be crowned the 2017 champion. Rixon, 18, finished with two wins and two seconds to stave off her fellow State colleague Steph Lippiatt. Riverina youngster Peter McCrae finished third, just ahead of Ferguson, Shoalhaven's Madi Young and Junee's Cameron Hart, who all finished equal fourth. "It was a great week and a half ... to drive on all those different tracks was a terrific experience," Ferguson said. "The driving in NSW seems to be a bit more relaxed than here. They seem to give you a bit more room in races, whereas in Perth the driving is a lot tighter. "I had nine drives all up - one pick-up drive from outside the series - at five race meetings. "The win at Bathurst behind Gotta Bewitched was one of the highlights

And has he sat behind WA's best pacer, Chicago Bull? "Well, I've jogged him up a couple of times," he said. "But he's usually looked after by (Gary) Senior or (Gary) Junior. They're the only two that really get close to him. "He's certainly something special." ď Ž The final point score for the 2017 NSW Rising Stars Series: Ellen Rixon

A quick catch-up with Micheal Ferguson What was your most exciting day during the Garrards Junior Driver Series in WA in 2016/ 2017 Season? My most exciting day was when I won at Pinjarra steering HEZA HEAD HONCHO NZ to victory and wrapping up the Garrards Junior Driver’s Series. What experience do you take from the Garrards Junior Driver Series? The experience that I took from driving in the series was driving different horses and liaising with trainers who I wouldn’t usually drive for. As the winner of the WA Garrards Junior Driver Series, you represented WA in the Rising Stars Series in NSW. How was your experience during the week? The experience I gained from driving in the WA series stood me in good stead for the NSW Rising Stars series. I was able to liaise with professional trainers that I had not previously met before and was confident in myself to approach them and get build a good rapport before each race. It was also very rewarding as we were meeting new people and going to new places. I was also able to learn about how the HRNSW system works. What was your favourite part during the Rising Star Series? My favourite part of the series was being able to learn and drive alongside the best up-and-coming Junior Drivers and also share in new experiences and participate in fun activities with them. What places did you go to and what was your favourite place? Day 1 - Meet and greet and went out for dinner.

Day 6 - Greg Hayes gave us all a tour of the Sky Racing studios. Greg showed us the behind the scenes operations involved in running Sky Channel. We then drove two hours to Newcastle. I didn’t have much luck on the track there. Day 7 - Definitely one of the highlights of the trip, Paintballing with the crew! It was painful but at the same time very enjoyable! Then had one last final dinner with the gang before our last day! Day 8 - Menangle races. It was such a massive day and it was so good to be a part of it! I popped up for a cheeky 4th with EARLY DECISIONS which was another highlight! What was your favourite horse that you drove during the Rising Star Series? Favourite Horse - Definitely my winner GOTTA BEWITCHED NZ, she was such a little trier with a heart of gold!

Day 2 - Tour of HRNSW and chat with the stewards.

What are your goals for the next season?

Day 3 - Drive two hours to Young, it was freezing. It was a wild, old track but there are a lot of good people down there that love their horses.

Goals for next season - I’m considering heading over to Sydney to work for a stable and further my knowledge in the art of training and being able to learn off of so many great trainers that are stabled there at the moment.

Day 4 - Two hour trek from Young to Bathurst, staying at Rydges Hotel for the night. We went to Steve Turnbull’s stables, I was lucky enough to drive track work and got to speak to the great man about the way he trains and the structure he has in place. We then continued on to Bathurst where I drove my first winner in Sydney, GOTTA BEWITCHED NZ, it was a pretty special moment. Day 5 - On the road again to Penrith. We went to “Ifly” (indoor skydiving), I quite enjoyed doing something I never thought I would ever do. I had a close second at Penrith before hopping back on the bus and heading to Campbelltown.

Where do you see yourself in two years’ time? In two years’ time I hope to be in America working for a stable and driving with and against some of the best drivers in the world! What are the differences in driving on the bigger NSW tracks like Menangle compared to the smaller WA tracks like Gloucester Park? Driving at Menangle you definitely have to drive with a lot more patience compared to Gloucester Park. The racing style is so different as well! I definitely think that WA should have a similar set to Menangle. A Mile track, barn walkers, water walkers, jog tracks, massive stands and a lot of publicity! 

WESTBRED CLASSICS

Cott Beach Image: Gloucester Park / Scott Hamilton Media

By Wayne Currall The running of the rich Owners Only Westbred Finals were run at Gloucester Park on a cold and wet night in late June. The conditions weren't ideal for harness racing, but a healthy oncourse crowd witnessed some spectacular events as four Group 1 features worth a cool $100,000 -$64,000 to the victor - were decided on the track. As the name suggests, these races for the two-year-old fillies, twoyear-old colts and geldings, three-year-old fillies, and three-year-old colts and geldings are restricted to horses bred in WA. It's a great fillip for the local breeding industry with the Westbred Finals becoming stronger and more competitive events every year. Hats off to the WA breeding industry for producing such quality juveniles. All the Group 1s were run over the 2130m trip, with the first $100,000 final featuring the 2YO Fillies where most people expected the brilliant Advance Attack filly Cott Beach to dominate. And that's exactly what happened. Driver Nathan Turvey used Cott Beach's explosive speed from the machine to establish an early lead, and from there the race was as good as over. Turvey allowed Cott Beach to amble to the front from gate five in a comfortable lead time of 38.2sec. and then reined the Gary Elsontrained filly back to the field as she carved out the next three sectionals in a leisurely 31.0, 30.0 and 29.4. "Topsy" was giggling behind the long odds-on elect. When Turvey "cut the ribbons" just before the turn, Cott Beach made her short quote of $1.50 seem like great value as she raced well clear of her rivals to win pulling up by 21m, with the last quarter run in 28.7, for a mile rate of 1:58.8. The War Nurse (another daughter of Advance Attack starting at $21.60) finished a well-beaten second, but was later disqualified after stewards found she had raced inside the marker pegs rounding the turn.

8 AUGUST/SEPTEMBER RACING AHEAD

Consistent filly Infinite Symbol ($5.10), by Indomitable Saab, was promoted from third to second, while the American Ideal filly Rosies Ideal ($39.50) was elevated into third place. But all the honours were with the winner. It was an exceptional performance by an exceptional filly. Cott Beach took her career earnings to more than $136,000 from her six wins and two seconds from nine starts. She's a little ripper with the promise of much more to come for her lucky connections. The second of the Group 1s was the Westbred Final for the 2YO Colts and Geldings and this was a much more open affair than the fillies. Four horses were sent around at less than double-figure odds with most punters expecting the Rock N Roll Heaven colt Rock Me Over ($2.60) to prove hardest to beat. But young trainer-driver Justin Prentice onboard Highroller Joe ($4), a handsome Roll With Joe gelding, had other thoughts. Warriors Code ($5), an Elsu gelding, wrested the lead away from Rock N Roll Heaven gelding Deep Blue ($5.60) shortly after the start and ran the lead time in 37.1. Turvey, who was looking for a feature race-to-race double on Warriors Code, then slowed the pace down and the next two sectionals were run in a fairly sedate 31.7 and 30.0. Favourite Rock Me Over had no luck and was posted in the breeze. He was left floundering when Turvey gave Warriors Code more rein down the back straight when the third quarter was run in a slick 28.6. But just as Warriors Code seemed to be holding his rivals coming to the turn, Prentice sent Highroller Joe on a four-wide run and he quickened so fast that he had the race in his keeping as the field swung for home. The last 400m was run in 29.5 as Highroller Joe raced clear to win by an ever-increasing 7.8m from $46.90 shot Mister Spot, a Village Jolt gelding, with a half-head back to the Modern Art gelding Liam Neil ($27) in third place. The mile rate for the trip was 1:58.6. Highroller Joe has now banked more than $75,000 for lucky owner

Highroller Joe Craig Lynn with two wins and a third from his only three starts. The third of the Group 1s was the Westbred Final for the 3YO Fillies. This appeared to be a race in two between the Rich And Spoilt filly Sarah Goody and Allamerican Queen, a daughter of Allamerican Ingot. Sarah Goody was sent out as the easing $1.90 favourite, whereas Allamerican Queen started as a firming $3 second favourite, with many punters pinning their hopes on Prentice scoring a feature trainer-driver double in consecutive Group 1 races. Prentice took the initiative right from the start when he made use of Allamerican Queen's inside draw and speed from the machine by spearing her straight to the front. Chris Lewis managed to slot Sarah Goody into a good trailing position, one out and two back, and the early predictions of a two-horse war seemed likely as the field settled into its racing pattern.

Prentice steadied Allamerican Queen after a 37.0 lead time and had her going comfortably in the lead. He was setting a good tempo up front with the first three sectionals run in an even 29.7, 30.9 and 29.8. Meanwhile, Sarah Goody was trapped behind a wall of runners at the bell as the three-wide line began to work into the race courtesy of another Prentice filly, Somewhereonlyiknow, a daughter of Somebeachsomewhere. But Prentice was holding Allamerican Queen back to the field and only gave her more rein as the field raced to the turn where she looked to have her rivals beaten. However, Ashleigh Markham on the $62.60 outsider Milliondollahanova, a filly by Shadyshark Hanover, extricated his charge late from the pack and she rocketed home to get within a head of the winner, with the last quarter carved out in 29.7, for a mile rate of 1:58.7.

RACING AHEAD AUGUST/SEPTEMBER 9

Westbred Classics continued Somewhereonlyiknow ran a good race after leading up the threewide line to hang on for third 2.4m in front of Allamerican Queen, another daughter of Somebeachsomewhere.

Sarah Goody disappointed punters and connections when she failed to put in over the concluding stages and finished a well beaten eighth, more than 17m from the winner. Allamerican Queen completed a night to remember for Prentice and also for owner Bob Fowler's Allwood Stud Farm. The filly has now won more than $111,000 from her four wins and nine placings from 21 starts. The last of the Group 1s was the Westbred Final for the 3YO Colts and Geldings. This was the most open feature of the night with many winning chances. WA Derby winner Handsandwheels ($3) was heavily backed late in proceedings when the heavens opened up, punters feeling he could take advantage of the wet conditions and run to the top from his favourable draw in gate three. Driver Aiden De Campo and his father, Andrew, the trainer of the Mach Three colt, were thinking along the same lines and when the starter sent the field on its way young De Campo put the plan in motion as he urged Handsandwheels forward with a rush. But it wasn't as easy to find the lead as they had hoped. Robbie Williams, aboard flashy grey Allamerican Ingot gelding Itz Dynamo, made use of the pole and his horse's gate speed to resist the challenge from De Campo and Handsandwheels. However, De Campo was not to be denied and he wrested the lead

away from Itz Dynamo as the field swept into the straight the first time.

After the quickest lead time of the night from the four Group 1s of 36.7, De Campo "steadied the ship" as the rain tumbled down. He allowed Handsandwheels to relax in front after doing quite a bit of work in the early stages and reined him in as he ran the first two sectionals in a comfortable 30.5 and 29.9. It was the lungful of air Handsandwheels needed. De Campo then asked Handsandwheels to sprint hard going down the back straight on the last occasion, a ploy which had his rivals off the bit and struggling to reel him in. The third quarter was carved out in a slick 28.7 and Handsandwheels had the opposition chasing hard and still seemed to have something in reserve. De Campo then asked his horse for the supreme effort as the field wheeled for home. And Handsandwheels lifted once again to sprint away from a gutsy Itz Dynamo ($23.70), who chased hard all the way to the line to get within 2.3m of the winner. The Mach Three colt Our Zak Whitby ($5.30) finished a game third, just over a metre behind Itz Dynamo, after tramping three deep over the final lap. Handsandwheels has now won more than $231,000 for his army of owners with seven wins and eight placings from his 24 starts. It was a wonderful night of exciting harness racing for the hardy souls who braved the weather. Speed, stamina and the sheer will to succeed was on show from the WA Standardbred. Several breeders, trainers and owners would have left headquarters with a big smile, a spring in their step and, quite a few with, a healthier back account. ď Ž

Community TAB is partnering with Wyndham Turf Club, Junction Race Club, Coolgardie Racing Club, Toodyay Race Club and more over the coming months. Community TAB doubles the funds that are raised on race day for the Clubs chosen charity partner. RIDING FOR THE DISABLED Community TAB has committed another $80,000 to support the vital service Riding for the Disabled WA (RDAWA) provides to adults and children with physical and intellectual disabilities throughout Western Australia. This fourth year contribution results in a total contribution of $320,000 to the not-for-profit organisation from Community TAB. RDAWA is a charitable organisation that combines the transformative power and the therapeutic effects of horse riding in the provision of equestrian activities which provides neuromuscular stimulation similar to that of a human, therefore promoting improved strength, balance, coordination, flexibility and confidence, as well as social inclusion.

This contribution will also support major RDA events such as the annual Awards which recognise riders, horses and volunteers, and the annual State Games. The State Games provides an opportunity for RDAWA riders from all over to come together and compete in friendly mounted games competition, which demonstrates their abilities, achievements and skills whilst allowing them the opportunity to showcase these to their family and friends. The 2017 State Games are being help on Saturday 9 September. WA REGIONAL COMMUNITY & ACHIEVEMENT AWARDS Community TAB is continuing its support of regional West Australian communities through its sponsorship of the WA Regional Achievement and Community (WARAC) Awards, for a second year in a row. The WARAC Awards have been in place for the past 16 years and are designed to encourage, acknowledge and reward the valuable contributions individuals, communities and businesses are making throughout regional and rural WA. Community TAB is the sponsor of the Community Service Award which recognises individuals or groups who make a significant contribution through community service or social justice initiatives in the areas of culture, health, emergency services or education. The Award Ceremony will be held on Friday 20 October. 

There are 19 RDA centres around the State including, Albany, Denmark, Collie, Carine, Hills, Pinjarra, Peel, South West, Swan Valley, Mid-West, Mandurah and Oakford. RWWA Chief Executive Officer Richard Burt said the partnership with RDAWA and Community TAB is very close to the heart of RWWA. “Community TAB recognises how important and unique the service RDAWA offers to the WA community is and is so proud to be an ongoing sponsor,” Mr Burt said. “It costs a lot to maintain the welfare of all of the horses RDAWA has at their centres, and support the volunteers who are very dedicated and work tirelessly to ensure the experience is as beneficial as possible for every rider who attends. “Our staff at RWWA have grown to love RDAWA and have volunteered their time at RDA events over the past few years such as the RDA State Games.”

WASBA News EVEN MORE WESTBREDS WINNERS Fantastic to see that Westbreds won 52.6% of the races run January to June 2017, which is much higher than the same period for the previous 3 years. If not for a poor April, the fillies and mares would also have done resoundingly better than previous years. However, 26.4% of races being won by fillies and mares for the 6 months is still a very good result. What a great result for June, with 56.3% of the stakes for the month going to WA bred horses. Fillies and mares did well, taking 34.3% of the overall stakes of around $2.2 million. Some of the noteworthy wins in May/June include the $40,000 WASBA Breeders Stakes (Sheer Rocknroll by Rocknroll Hanover) owner/breeder Allwood Stud Farm, super runs by Soho Wall Street (Four Starzzz Shark) breeder Mike Howie (5 wins in May/June and $87,000 this season), 2yo filly Infinite Symbol (Indomitable Saab), owner breeders Rod Fletcher and Lancaster Lodge (3 straight wins including a metro win), Americanbootscoota (Allamerican Ingot) breeder Royalstar P/L (multiple winner incl. in 1:55.5), Vultan Tin (Dawn Ofa New Day) owner breeder Phil and D Costello (winner of the $30,000 Narrogin Cup and a top 2nd in a FFA to Inters contenders). On top of those wins there were great performances by Sportswriter filly Cimorene (breeder Terry Ferguson) who put in a great run to win the $100,000 Diamond from a brave Miss Sangrial. Terrific Westsired filly Cott Beach (Advance Attack) breeders Mal and Tanya Hancock and Tracey Massimini, was just sensational in winning both the $30,000 2yo Westsired Classic and the $100,000 2yo Fillies Westbred Classic. What a great future for this filly with her owners Peter King and Barbara Pellick. Another Westsired filly Sarah Goody (Rich And Spoilt) was very impressive winning a 3yo fillies race in 1:54.3 for her owner breeders Ross Waddell, Kevin Keys and Rob Hall before taking on the boys to easily win the $30,000 3yo Westsired Classic. Highroller Joe (Roll With Joe) owner breeder Craig Lynn was a great run to finish 3rd at only his second run to super colt Jack Mac NZ in the $100,000 Pearl, before winning the $100,000 2yo Colts and Geldings Westbred Classic. Allamerican Queen (Allamerican Ingot) owner breeder Bob Fowler, won the WASBA Country Oaks in April and proving what a good filly she is, led and won the $100,000 3yo Fillies Westbred Classic, much to the delight of Bob. WA Derby winner Handsandwheels (Mach Three) added another Group 1 to his resume with a strong win in the $100,000 3yo Colts and Geldings Westbred Classic. As you can see there is a lot of depth in our WA bred horses, from a variety of sires (locally based and elsewhere) and dam lines. You can read more about all these winners and other breeding news on the WASBA website www.wasba.com.au and don’t forget to check out our facebook page https://www.facebook.com/ WesternAustralianStandardbredBreedersAssociation . TRICKY STYX ALL CLASS Accolades to 5yo mare Tricky Styx (Jeremes Jet) 1:54.1 $413,643, who has gone up a level with her recent wins for Maree, Hayley and trainer Jesse Moore. Resuming in May to run 4th in the WASBA Breeders Stakes, she has since won an FFA and then the $35,000 Winter Cup beating a field that included several Inters contenders including Run Oneover, Beaudiene Boaz and The Bucket List! DON’T MISS THE 2017 WASBA STALLION RAFFLE It’s even better this year, with BOTH First AND Second prize winning a free service. Supported by Alabar Bloodstock through John Coffey, and Woodlands Stud (Mark Hughes), three champion stallions are the choices this year with American Ideal USA and Sportwriter USA already with super siring credentials, and new sire He’s Watching the fastest race timed 2yo pacer and the youngest and fastest winner of the Meadowlands Pace in 1:46.8. It’s a great opportunity to get a service to a top notch stallion for

almost nothing if you are one of the winners. There is a third prize of a $1000 voucher and two WASBA member voucher prizes of $750 each to go towards a service at either Alabar or Woodlands Studs. Even if you aren’t a winner in the raffle you will be helping us raise money with WASBA contributing about $20,000 into race sponsorship, breeding vouchers, owner incentives and rehoming support for our breeders and owners in WA. You will be able to trade your prize for cash with another lucky breeder, but really it’s too good a chance to miss. If you don’t own a broodmare you can even lease one! The $14,999 WASBA/Allwood Stud Farm Virgil Queen Celebration Pace will be run at NORTHAM on 8 August 2017, for C2+M0 Mares over 2190m. WASBA invited breeder representatives to attend a special HRCG meeting involving clubs, Eligible Harness Bodies and RWWA. The meeting was fruitful but there is still plenty of work to do to finalise a Harness Strategy and nut out issues. Along with all other Eligible Bodies, WASBA signed a letter to the Department of Racing Gaming and Liquor advising that we are completely opposed to the proposal put forward by another code that would see the Racing Bets Levy distributed differently, something which we believe is not in the interests of harness racing in WA. We would like to thank Gloucester Park Harness Racing for supporting this stance. If you are yet to pay your 2017 WASBA membership (WASBA membership runs from 1 January to 31 December), go to the Members tab at www.wasba.com.au, or call or text 0447 053 040 to request a form. If completing your form online, you can transfer the ($50 Single, $60 Family) fee to the WASBA account BSB 036 043, Account 129810, or forward a cheque to WASBA at PO Box 1270, Booragoon WA 6954. Notice to RWWA Licenced Industry Participants

All Harness Racing Australia (HRA) licence holders are covered by the HRA National Risk Management Program. The insurance program is designed and managed by HRA in conjunction with state bodies to provide a broad range of cover at the lowest possible cost to licence holders. HRA appoints an insurance broker on a three year term, and sports insurance specialists, V-Insurance Group were appointed to deliver the industry risk protection insurance program (inclusive of personal accident and public liability coverage) in August 2016. When you receive your licence from RWWA each year you will notice that your licence provides some insurance cover. You may not think too much about what insurance is in place, and the reality is that most people don’t fully understand or talk about insurance until an incident occurs. Here are a few points about the insurance cover in place via your licence whilst undertaking harness racing activities. What insurance am I covered for? As part of your licence, you receive access to two types of insurance policies. A Personal Accident insurance policy to cover you for certain expenses relating to medical expenses not covered by Medicare, some cover for lost income, lump sum payments in the event of a permanent injury, as well as a number of other benefits to help you through what can be a difficult time. The other insurance policy is Public Liability insurance which covers you in the event you are held responsible for negligently injuring someone or damaging their property. Who’s covered? Drivers, Trainers and Voluntary Stablehands are covered. Paid Stablehands are not covered under the Harness Australia policy as they are covered by the WA Government WorkCover program. Check out www.workcover.wa.gov.au to see what you are covered by if injured at work. Drivers, Trainers and Voluntary Stablehands are covered under HRA’s insurance policies for accidents and incidents that relate to Harness Racing. That is, any accident that occurs when you are participating in harness racing activities at the track, at the stables or on the way to the races (unless covered under a motor vehicle insurance policy). This coverage applies where you are participating in any state in Australia. If you are travelling overseas and wishing to participate in harness racing activities, please contact HRA. What are the Benefits under the Personal Accident policy? Some of the most important benefits under the policy are the lump sum payment in the event of a death or permanent injury. This really is the time when you need financial assistance. If you are unable to work due to injury, there is a base level of cover for lost income – however this cover can be increased to suit your own personal level of income. You are also covered for any expenses that are not covered by Medicare – for example, public hospital bed and theatre fees, dental, ambulance, physiotherapy and chiropractic. As a General Insurance product, this policy does not cover expenses which are covered by Medicare. Some of these are listed in the table below. It is important to understand that the Medicare ‘Gap’ (the difference between the full expense and the amount paid by Medicare) is not covered by this insurance and is your responsibility. This is not able to be covered, because Section 126 of the Health Act prevents General Insurance products from covering Medicare expenses, or the Medicare Gap. Examples of Non-Medicare Medical Items

Examples of Items Covered by Medicare

Covered by Sports / Personal Accident Insurance

Not covered by Sports / Personal Accident Insurance

• Ambulance • Physiotherapist • Dental • Private Hospital Accommodation • Chiropractor • MRI Scans*

• Doctor • Surgeon • Surgeon’s assistant • Anaesthetist • X-Rays • MRI Scans* • Public Hospitals

* Please note: MRI scans are generally claimable through Medicare, however sometimes the referrer and / or provider is not registered with Medicare, and the cost is claimable through Sports/Personal Accident insurance. There are a number of other practical benefits included under the insurance policy; including cover for helmets and clothing damaged whilst racing, home or motor vehicle modification in the event of a permanent injury, funeral cover, unexpired membership reimbursement and a number of other ancillary benefits. What do I do if I am injured during harness racing related activities? In the event you are injured during a harness racing activity, follow these steps: 1) Seek medical attention as soon as possible. If you believe you need to go to hospital, call an ambulance or have someone call one for you as this is covered under the Personal Accident insurance policy. 2) If you are asked by the treating doctor/physio whether this is a Workers Compensation claim the answer is NO. 3) Retain any documents you are given. If you have been to hospital, make sure you confirm the next steps with the staff before being discharged. If you need to go back into hospital at a later date, due to your injury, make sure you discuss your payment options with the staff. The Personal Accident insurance policy only reimburses medical expenses which Medicare pays no portion of. You should 14 AUGUST/SEPTEMBER RACING AHEAD

understand whether there are going to be any out of pocket expenses which cannot be reimbursed under the HRA national Personal Accident insurance policy. 4) Obtain a copy of the HRA Personal Accident claim form from www.vinsurancegroup.com/hra or call the insurance broker for V-Insurance Group on 1300 945 547. Alternatively, contact RWWA’s insurance officer on 9445 5190 who can provide a claims pack. 5) Have your treating physician complete their section of the Harness Racing Australia Personal Accident claim form, which is available on the above website. 6) If you are claiming for lost income, you do not need to justify any income earnt through the sport as this information is already held by Harness Racing Australia. However, if you are claiming for lost income outside of the sport, you will need to have your employer or accountant complete part of the claim form. 7) You will need to be able to justify any expenses you want to claim for reimbursement, so hold on to your receipts. If in doubt, include them in your claim for assessment by the insurer, and they will let you know if an expense is not covered under the policy. 8) Submit your claim form to the insurer using the details on the front of the claim form as soon as you have all sections you are claiming for completed. The insurer will issue you with a claim number and information on how to add to your claim within 10 days. 9) Keep in contact with the insurer in relation to your claim and provide them with any additional information they require in order to make their assessment. In Summary. As always, insurance is a very personal thing. Harness Racing Australia has arranged these insurance policies to cover a large variety of people on a group basis and has not taken into account any individuals needs or circumstances. All licenses holders should review the cover in place at www.vinsurancegroup.com/hra and decide whether additional cover might be needed in order to cover your own personal circumstances. This includes considering whether you need to take out Private Health Insurance, Income Protection Insurance or Life Insurance which can complement this Personal Accident insurance policy. If you a have any questions regarding insurance, please call V-Insurance Group on 1300 945 547. Information contained in the above article is current as at 4 July 2017.

With the continuing concern over downturn in betting turnover, some drastic steps are being made to programming by RWWA to stimulate the harness industry. The move to centralise meetings to Gloucester Park from the country has received mixed feelings with the fraternity and only time will tell if this move can rectify the current commercial problems. The recent meeting with Ms. Barbara Scott, the newly appointed Chief Steward was very rewarding and the future of Stewarding Western Australia appears to be in good hands with the promise of consultation and attendance to future BOTRA Committee meetings when necessary. There will be more clarity with issues such as the Ease out Rule, Whip Use and Drivers laying back outside of the confines of the spider . These amendments and other issues will appear in the Racing Ahead Magazine. Stewarding Matters to be further discussed are the proposed policy regarding use of Joggers, the Ease out Rule interpretation-Local Rule 164-Ease out Rule-Australian Harness Racing Rule states--The controlling body may determine the circumstances in which a driver who does not have a clear passage in the course of a race may take action to secure such a passage. Local Rule 164 states—1.) Nothwithstanding Rule 163(1)b –a driver may make another horse cover more ground than necessary where—a) The driver does so on or after entering the front straight with one lap of the race to be run provided that any horse made to cover extra ground is obliged to race no wider than three wide until entering the back straight on the final occasion, or b) –The driver does so prior to entering the front straight with one lap of the race to be run, and the other horse is not maintaining or improving its position. The onus is on the driver shifting ground to do so without causing or contributing to interference. If the driver of the horses being eased resists the move, they must be in a position to do so (they must be at least racing level with the horse attempting to ease them). If the driver being eased is not in a position to resist the move or in doing so breaches the rules, action may be taken against that driver. The proposed policy regarding the use of joggers will be assessed at the next meeting of Committee on Wednesday 5th July 2017. The proposed changes to Official Trials-* Drivers to wear full race attire at official Trials i.e. race colours and wear white trousers *

Article by Rob Deadman All horses must wear a saddlecloth number (head numbers are optional),* Horses that are late nominations for trials will only be permitted to trial if they have their Registration Assessment Certificate (papers). This is used to identify the horse(integrity issue). Feedback on the proposed changes to official trials are welcome. All these matters will be discussed at the next meeting of the BOTRA Committee to be held on Wednesday 5th July 2017. The 2017 Garrards Horse and Hound BOTRA Cup will be run on Friday 21st July 2017 and the major sponsor for the meeting as the name suggests is Garrards Horse and Hound. BOTRA sincerely thanks Garrards Horse and Hound for their continuing support and encourages all harness fraternity to support them by purchasing their many excellent and varied products from Tanya Graham at the Garrards Store at Gloucester Park. The Raffle for the Ultimate Razor Sulky (On show at the Spider Room at Gloucester Park) will be drawn at the Garrards BOTRA Cup meeting during the presentation of trophies to the winning connections. There are still a few remaining tickets for sale and some tickets will be available at Gloucester Park on the night of the BOTRA Cup. BOTRA extends sincere thanks to Downunder Sulkies for their continued support and for providing the magnificent Ultimate Razor Sulky as the prize for the raffle. The proposed Stallion Service Auction to be held at Byford in August 2017 has been launched and has already attracted Stallion Services for Auction. Once this function date is finalised, the full programme for the day’s activities will be circulated to all. The BOTRA Stakemoney Distribution Proposal- An opportunity for all participants to earn money at every race meeting, has been circulated and well received by participants. Objectively, BOTRA believes the introduction of this or a similar proposal will sustain numbers in the industry by offsetting the ever increasing costs associated with racing a horse. Recent winners of the Bio John/BOTRA Award were Bill Horn and Jocelyn Young. Congratulations for their fine performances with training and driving and we wish them both well for the future. To all the trainers and drivers who are currently braving the cold wintery weather to work their team, may you all be well rewarded for your efforts by saluting the judge sometime in the near future.  RACING AHEAD AUGUST/SEPTEMBER 15
