Cannington Trackworks

The last meeting at Cannington before the scheduled track works is on Sunday May 26.

After that time racing will be conducted at Northam on Monday’s and Thursdays with Mandurah picking up the other days.

A firm return date to Cannington is not known yet however it is expected to be in late September to early October.

The Northam race program schedule on Thursday’s will include a mix of Country, Provincial and City race events.

Note the WA Sprint and Distance finals leading to the Adelaide finals will be conducted at Northam to match the track style of Angle Park.

The Winter Cup, Winter Maiden Classic, Paradise Street Trophy, The Westchase & Distance Potential will be moved to Mandurah and either run over 488m or 652m.

Greyhounds that have an existing Provincial Maiden Sprint grade only, wishing to nominate for City Maiden 488m & 509m races, will be allocated a City Maiden grade on request.

The same will apply for Country Maiden Sprint greyhounds wishing to nominate for City Maiden 509m & 488m races.

Owner Licence Renewals

Please note that Greyhound Owner Licence renewals for the 2024 - 2026 period will be sent in early May, please ensure the relevant forms are completed and returned by 30 June.

MESSAGE FROM IAN EDWARDS

Industry funding for 2024/25

As you’re aware, the

As you’re aware, the COVID pandemic, although challenging in many aspects, supported significant wagering growth which benefitted the racing industry across all codes. I am pleased that we were able to pass on those increases to the racing industry, either in the form of recurring funding, such as prizemoney and club funding, or as one-off infrastructure grants.

There is no question that the wagering market is currently trending towards pre-covid levels, with significant reductions in wagering across the country due to the rising cost of living, increases in wagering taxes and the unwinding of the pandemic boom.

Wagering performance and landscape

As you can see below, prizemoney across the three codes has increased by an impressive 48% since 2019/20. In the same period, wagering turnover on Western Australian racing has only increased by 1.9% (a 22% decrease since the peak of 2021/22) while racefields revenue (Race Bets Levy/product fees) has increased by 17% (decreasing 10% since the peak of 2021/22). This downward trend is forecast to continue for the remainder of the season and perhaps beyond.

As with most other States, we are now contending with the fact that since 2019/20, our racefields revenue has increased by $16M, whereas our prizemoney has increased by $47M. This disparity now offers a challenge to the sustainability of our current funding levels.

However, during the boom we were also mindful that this point would come at some stage and we have planned accordingly. On that basis, I’m able to confirm that we will be holding prizemoney levels flat across all codes in the year ahead. While we had hoped to be able to offer further increases, the wagering market and broader economic conditions simply do not allow for this, and to do so in these conditions would be financially irresponsible. I am aware that prizemoney in WA is reasonably strong compared to many other States, and do believe our ability to hold steady, while seeing others come down, will allow us to maintain our strong position.

What is not certain, is where the bottom of the market will be. Aside from economic pressure, we are also contending with a tightening regulatory landscape at

both a state and federal level. At a state level, we have seen a 400% increase in the fees paid to our regulator as a result of the Perth Casino Royal Commission which is unfairly impacting the racing industry. And at a federal level, looming changes impacting both advertising and customer generosities will contract the wagering market further and could be highly impactful for the racing industry across the country.

In order to maintain racing industry funding at current levels for the year ahead, I have committed to finding significant savings from within RWWA’s business, while being mindful that these must be found without compromising RWWA’s own future financial performance.

To this point, the WA TAB’s performance has been better than national wagering operators, which is an encouraging sign both about the strength of that business and also of the WA economy.

Despite the challenges, the WA TAB and the WA racing industry have shown their resilience on many occasions in recent years, and I believe that with prudent financial and strategic decision making we will be well positioned to ensure the future success of the racing industry.

We are currently engaged in discussions with the State Government to enhance their understanding of our current financial pressures, amid the ongoing national downturn in the wagering market.

Changes to race meetings – greyhound only

From next season, we will be implementing some changes to our greyhound racing program.

Since the inception of seven-day racing in March 2020, there was an anticipation of a gradual rise in

HEAT POLICY REVIEW –

Mandatory airconditioning required for transport of greyhounds on “hot weather affected” days.

As is standard practice following summer, a review of the operation and effectiveness of the RWWA Greyhound Heat Policy has been undertaken.

The outcomes of the review, undertaken in consultation with Stewards, RWWA Veterinarians and Welfare staff, was tabled before the Greyhound Racing Consultative Group meeting on 10 April 2024 with members expressing agreement with the proposed amendments.

The RWWA Integrity Assurance Committee has since formally resolved to adopt the amended Hot Weather Policy.

These amendments ensure alignment with similar policies in other jurisdictions and further improve upon the industries already high standards with respect to the management of racing in hot weather.

the number of participating greyhounds. However, data indicates that the population of racing dogs has remained relatively stagnant. Consequently, some greyhounds are racing more frequently than those in other states, while we also sometimes encounter challenges in filling the fields across a complete 12-race program.

It’s important to highlight that we maintain a steadfast focus on constantly monitoring and enhancing our animal welfare standards. Accordingly, we will revert to racing six days per week, removing Sunday from the program from 1 August 2024.

Significantly, attention is drawn to the requirement which will take effect as of 1 November 2024 for greyhounds to ONLY be transported in vehicles or trailers that are airconditioned as from that date when the policy applies on ‘hot weather affected days’. A ‘hot weather affected day’ is any day that the forecast maximum temperature is above 32 degrees.

Trainers who do not already have airconditioned means to transport greyhounds will need to ensure they acquire such means in order to comply with these requirements. Essentially this is likely to mean in a State as warm as ours that greyhounds will always be transported by airconditioned means.

It is acknowledged that for some there will be costs involved, however welfare considerations must always be given higher priority where it is reasonably practicable to further enhance standards.

This policy will be reviewed annually in accordance with the schedule prescribed within the RWWA Integrity Assurance Committee register of policies.

To outline when the RWWA Greyhound Stewards will declare that a venue is ‘hot weather affected’.

To provide requirements for all racing and trialling activity at venues that have been declared ‘hot weather affected’.

To ensure the welfare of greyhounds during transportation, at race meetings and trial sessions in hot weather conditions on days that are ‘hot weather affected’.

All participants, greyhound transporters, RWWA and WAGRA club officials must comply with the requirements in this policy.

The RWWA Transportation of Greyhounds Policy applies for all transportation of greyhounds including on hot weather affected days.

Policy Principles

The welfare of the greyhound always comes before travelling, racing and trialling endeavours.

Adherence to the requirements in this policy will assist in minimising the potential for heat stress in greyhounds transported, raced or trialled on ‘hot weather affected’ days.

For the purpose of this policy the:

• venue is the location where a race meeting or qualifying trial (‘event’) is scheduled to be held.

• scheduled day is the day that the event is scheduled to be held.

• forecast maximum temperature is the highest temperature forecast by the Bureau of Meteorology (BoM) for the venue at any time within the duration of the scheduled event.

• travel time covers the period from 2 hours prior to kennelling start time plus the 2 hours after the last race.

• duration of the scheduled event is the time which altogether covers the period from 2 hours prior to kennelling start time, until 2 hours after the last race.

All decisions will take into account the duration of the scheduled event which includes the travel time to and from the race meeting - this altogether covers the period from 2 hours prior to kennelling start time, until 2 hours after the last race.

Declaring a ‘hot weather affected’ day

RWWA options on ‘hot weather affected’ days:

32-37.9°C

Participant requirements on all ‘hot weather affected’ days

1. RWWA Greyhound Stewards will check the temperature forecast for the venue regularly in the week prior to a scheduled event including between 8.00 am and 3.00 pm on the day before the scheduled day. Ideally the last check should be no less than 24 hours prior to the first race on the scheduled day.

2. RWWA Greyhound Stewards will declare a venue to be ‘hot weather affected’ if the forecast maximum temperature is 32°C or higher for the venue at any time within the duration of the scheduled event.

3. Where the forecast maximum temperature for the venue at any time within the duration of the scheduled event is between 32-37.9°C, RWWA will either:

a. continue with the meeting consistent with requirements set out in this policy; or

b. re-schedule the meeting to another time of the day; or

c. re-schedule the meeting to another day; or

d. change the venue of the meeting; or

All decisions will take into account the duration of the scheduled event which includes travel time to and from the race meeting - this altogether covers the period from 2 hours prior to kennelling start time, until 2 hours after the last race.

4.1 Where a meeting has been re-scheduled to another time of the day, the amended race times must be determined prior to the advertised scratching deadline for the meeting.

4.2 Where a meeting has already been re-scheduled to another time of the day, and temperatures remain at or above 38°C at the venue 2 hours prior to kennelling, the meeting will be abandoned.

5. As per the provisions of the RWWA Transportation of Greyhounds policy greyhounds must only be transported in vehicles or trailers that are air conditioned.

6. Participants must seek veterinary advice from the On Track Veterinarian (OTV) immediately if their greyhounds show signs of heat stress upon arrival on course.

7. Participants are permitted to use cooling vests on their greyhounds at any time prior to racing or trialling.

8. Participants must offer water to their greyhounds upon arrival at the race track and then proceed to kennel the greyhounds as soon as possible.

9. Participants must immediately refer any greyhound to the OTV to be examined if they observe that greyhound to be passing dark or red coloured urine.

10. Racing greyhounds must proceed to the boxes without being paraded.

11. Participants must offer drinking water to greyhounds immediately after racing, or trialling without forcing them to drink.

12. Greyhounds must be directed to the nearest hosing or wash-down bay immediately after the trial or race, without being paraded. Participants must hose down the greyhound immediately to thoroughly wet the feet, chest, head, neck, back and groin areas. Excess water must be removed from the greyhound afterwards.

13. Veterinary advice must be sought if a greyhound is showing signs of heat stress or other abnormalities post racing. Potential indicators of heat stress are: dehydration, panting, skin feeling warm, fast heart rate and pulse, drooling, red gums, muscle tremors and unsteady gait. If there is any doubt as to whether or not a greyhound is suffering from heat stress, participants must consult with the OTV as soon as symptoms present.

14. After racing a greyhound must be held in the kennel area, in order to fully recover, for a period of time at least until the end of the next scheduled race (approx. 20 minutes), prior to leaving the course. The Stewards may decide, in consultation with the OTV, when it may be appropriate to discontinue this procedure at some time during the race meeting, if the temperature and thermal load has decreased to a more suitable level.

15. At no stage are greyhounds to be loaded into their transportation until such time as they are leaving the course. This measure applies throughout the entirety of the scheduled event and is still applicable when greyhounds are no longer required to remain in the kennel area after racing.

Scratching’s on ‘hot weather affected’ days

Club Requirements

16. Stewards may allow a greyhound to be withdrawn from an event without penalty where:

• The temperature is forecast to be above 32°C; and

• the greyhound has a journey exceeding an hour to get to the race track; or

• the greyhound has a history of previous episodes of heat/travel stress.

17. Any application for withdrawal without penalty must be made prior to the official scratching time of the race meeting, however Stewards may consider late requests.

18. Clubs must fit all kennel areas with temperature measuring devices.

19. All Club air conditioning systems must be functional and serviced at least annually before the month of October.

20. Clubs must activate the air conditioning system in the kennels no later than 9am on race days.

21. Ambient temperature in the kennels should always remain between 18 to 24°C.

22. Ensure adequate hosing bays are available to facilitate post-race cooling.

23. Kennel staff must have iced water and towels available for post-race cooling of greyhounds where necessary.

24. Track staff must water all concrete and tarred surfaces in and around the kennel block and carpark just prior to kennelling where necessary.

25. Stewards must record the kennel area temperature periodically throughout the meeting via the kennel supervisor.

26. Stewards will abandon or postpone the remainder of a race meeting if the temperature in the race kennel block reaches 26°C and cannot be reduced promptly.

27. If at any time within the duration of the scheduled event the ambient temperature reaches or exceeds 38°C Stewards will, in consultation with the On-Track Veterinarian (OTV), either suspend racing until the temperature falls below 38°C or abandon the remainder of the race meeting as is appropriate.

Steward Requirements and Decisions

Trialling on ‘hot weather affected’ days

28. The OTV will closely monitor all greyhounds and at any time the OTV can make recommendations to the Stewards that the meeting be abandoned, if in their opinion the welfare of the greyhounds competing is likely to be adversely affected by the heat.

29. Where the actual temperature on or after the kennelling start time on the day of the racing or trialling activity is significantly lower than 35°C, the Steward in Charge may at their discretion, relax or dispense with any of the additional race meeting requirements for hot weather affected days set out in this policy.

30. Stewards will minimize the time that greyhounds are required to parade/be held in parading/race presentation areas. Stewards may allow early kennelling of greyhounds should they arrive on course before normal kennelling time.

31. Trialling must not occur at any time when the ambient temperature at the track reaches or exceeds 38°C.

32. A Club will abandon or postpone a non-race day trial sessions when the forecast maximum temperature, checked between 3.00 pm on the day before the trial up until the start of the trial, for the venue is 38°C or higher.

33. Clubs must abandon all qualifying and after race trial sessions if the temperature in the trial kennel area reaches 26°C and cannot be reduced promptly.

34. Where a venue has been declared hot weather affected, trials may only occur after twilight and night race meetings where applicable.

The next date of intake for the 1st of May between 0900 - 1200. Please read below for the List A vs List B explana�on as well as the addi�on of ‘Express Entry’. Trainers will be required to nominate which of the three categories they wish their dogs to be in.

GAP will be conduc�ng a shortened version of the socialisa�on dog interac�on on intake with the trainer present, with the full socialisa�on dog interac�on s�ll taking place as usual several days a�er entry By conduc�ng a shortened version with the trainer present, it allows the trainer to see how their greyhound reacts to other dog breeds and how they cope being handled by an unfamiliar person. Consequently, greyhounds that have very high prey drive or highly fearful reac�ons will not be immediately accepted into the program. This should only aﬀect a small number of dogs that are presented to the GAP program and will allow GAP staﬀ to spend �me working with dogs that are ready for the adop�on program. Trainers can re-present the dog in 6 months if entry is unsuccessful.

Express Entry

The Express Entry system enables GAP to priori�se entry for greyhounds that have re�red from racing and are behaviourally suitable for rehoming, allowing a faster transi�on through the program. Trainers should work with their greyhounds to prepare them for the transi�on to re�rement before presen�ng them to GAP for assessment. The sooner dogs can learn the skills to cope in a home environment and be ready for adop�on, the more dogs can move through the GAP program.

The Express system will focus on the below points:

• Greyhounds’ socialisa�on with other breeds of dog

• Basic loose leash walking skills

• Time in a home environment

GREYHOUND INJURY FULL RECOVERY SCHEME (GIFRS)

Under GIFRS the ownership of a greyhound sustaining an eligible injury at a race meeting, or official trial, is transferred to RWWA’s Greyhounds as Pets (GAP) program, following which the injured greyhound is transported to emergency care and all associated costs of surgery and rehabilitation are covered by RWWA. If suitable, the greyhound will then be rehomed post recovery through GAP’s standard processes. To enter this scheme the managing owner is required to make a co-contribution of $250. This scheme complements the Greyhound Injury Surgery Rebate (GISR), where RWWA offers a financial contribution, for eligible cases, to help the trainer and owner pay for the costs of veterinary care and rehabilitation. as at 30 April 2024
