Honorary Secretary’s Statement

Pay it forward

Pursuant to Article 53(b) of the Constitution, I submit this Annual Report 2023-24 (as of August 27, 2024) for your consideration at the (97th) Annual General Meeting 2024 to be held on September 10.

The new ExCom has been fortunate to sail through the past year upon resumption from the epidemic in full, blessed by the unwavering and humbling support from Members, Old Boys, the QC family and the community. This made a number of new and bold initiatives in a more focused approach possible after years of challenges.

The proposal to establish the QC Education Fund is the commitment of the QC fraternity for the future, while the “Labor omnia vincit” calligraphy auction for fund-raising is the test of our unity to achieve that goal. Noting the emerging needs of our brothers, we introduced the QC Medical Training Scheme

to bring expertise home and converge talents to serve.

We are most excited to share the joy and achievements of alumni across generations locally and beyond, from art to sports and from individuals to teams, giving full play to the QC vibes, core values and, above all, the pursuit of excellence. We have also been working closely with community partners to play our role better in the city today.

That may take time, but should not be long in such a volatile world today. We all had heartening moments which made us proud in the last twelve months or so. We need to transform that energy into hard work to move forward and indeed fast-forward to pay it forward and pay kindness forward for this great institution.

Brotherhood is the force for good. We are delighted to have maintained partnership and advanced harmony with students, staff and parents through multifarious projects, which have brought us closer. We shall press ahead like the Olympic motto “Faster, Higher, Stronger – Together” for that harmony and unity, with a view to enhancing the resilience of the QC family along the unlikely journeys ahead.

Mr WONG Yan-lung, SC, appointed as Hon President

At the (96th) Annual General Meeting 2023 on September 16, 2023, Mr WONG Yanlung, SC, was appointed as the Honorary President in recognition of his exceptionally good and valuable contributions to QCOBA and QC, with immediate effect for a tenure of four years until September 2027.

Accepting the appointment, Mr WONG said, “I would like to thank the ExCom and Members of QCOBA for reposing such trust on me. Honestly I have not made contributions to QC or QCOBA worthy of this appointment. However, I am humbled and honoured for this opportunity to further

deepen kinship with the QC fraternity, who have been a source of my pride throughout the past few decades.”

“I feel challenged to make myself available to serve in this new position. Fresh initiatives and great efforts are being put in by the ExCom and many Old Boys to enhance students’ development and progress of the wider QC fraternity. I will endeavour to assist to the best of my ability, including the new education foundation to be established by QCOBA to collate resources for students and nurture talent for QC,” Mr WONG added.

Mr WONG Yan-lung, SC, was admitted to QC in 1976 and was from Class of 1981. He has been appointed by the ExCom as an Hon Adviser for a decade since 2013, in recognition of his exceptionally good and valuable services to QCOBA and QC.

Mr WONG is a staunch supporter of the alma mater, lending the benefit of his experience to QC boys. He hosted sharing session with students on his career in 2002 during QC 140th anniversary. Further to his appointment as the Secretary for Justice in 2005, he officiated at the Speech Day in 2006 as an Old Boy rising to the rank of Secretary of Departments and the youngest principal legal advisor of the government in Hong Kong history. He also had exchanges with students from

The Yellow Dragon, which he served as editor in school days, and the Christian Fellowship from time to time.

In 2012, Mr WONG officiated at the Issuing Ceremony of QC 150th Anniversary Special Stamps. In 2017, he gave a celebrity talk during QC 155th anniversary and visited the newly built QC History Museum. He regularly supports QCOBA, including its Centenary in 2020-21, and was an Hon Adviser of the QC 160th Anniversary Organising Committee, talking about how to maintain QC’s competitiveness at the Thank You Ceremony in 2022 and joining the extraordinary reunion in the officiating party of the Gala Dinner in 2023. He has been an ongoing donor to QC and QCOBA.

The Year in Review

As a barrister by profession, he has received many pupils and students who are QC Old Boys into his chambers, bringing them up as a kindly instructor in serving the QC community. He served as Council Member of the Hong Kong Bar Association and had long been the Consultant Editor of the Hong Kong Law Reports and Digest. He is now an Hon Lecturer of the Department of Professional Legal Education of the University of Hong Kong (HKU).

Taking on the chairmanship of the Advisory Committee on Mental Health from 2017, Mr WONG advises the government on policies and works closely with the community in public education campaigns in the face of emerging challenges of diverse mental health issues amid healthcare manpower shortage, population ageing and cumulative stress from social unrest to COVID-19.

As an inspiration to QC boys, Mr WONG’s professional achievements, dedicated service to both the city and the QC community as well as leadership with mission and wisdom have enlightened so many brothers and members of the public in maintaining integrity, charity and humility as well as self-care and care for others for good health and mental health.

From a defender of justice to a carer of the vulnerable, from humble beginnings to a Head Prefect, with his strong faith and passion to serve, QC and QCOBA will be additionally honoured by his guidance in a new capacity in building stronger brotherhood to provide sustainable impetus for the development of the QC family to meet future challenges.

“Labor omnia vincit” calligraphy auction

Officiating at the Annual Speech Day 2023 on December 8, 2023, Mr WONG Yanlung, SC, delivered his address on “Pursue excellence with panorama and physical and mental well-being”. He also took the lead to join QCOBA’s fund-raising exercise by “Labor omnia vincit” calligraphy works of Chinese paintings and calligraphy specialist Dr CHUI Pui-chee (1997) for a new education foundation, dedicating it to the alma mater as an appeal to QC boys for continued and comprehensive pursuit of excellence.

“QC is a government school, but it is a 161-year-old government school. We hope to build a support platform to enable the tremendous potential of our huge alumni community to be unleashed to provide support and empowerment, which might not be readily available from within the government school structure. So, Old QCs here and scattered asunder, time to get our acts together,” Mr WONG said.

The first-round auction comprising 160 unique calligraphy works in different fonts was held from March 25 to May 15, 2024 for fund-raising to establish the Education Fund as part of QCOBA’s celebrations for QC 160th Anniversary. “While private and Direct Subsidy Scheme schools raise the hurdles and advance the scratch line, it is increasingly difficult for QC to join the race as a government school. To maintain the QC legend, Old Boys should do our part to support the alma mater,” Mr WONG wrote in his letter to Old Boys.

The project manager and Hon Adviser, Mr Julian LAW Wing-chung, added that the Education Fund aimed to collate resources more systematically, develop opportunities for students with continuity and nurture talent in a forward-looking manner. Dr CHUI Pui-chee holds a Doctor of Philosophy degree from the China Academy of Art.
