Violation of Environmental Laws

Natural Resources must be preservedandcultivationisnotprohibited as long as proper documentation is presented. However, some individuals tend to commit violations against environmental laws for a illegal ways. The INPPO personnel does not tolerate such kind of activities and results in the confiscation of goods and arrest of individuals.

Campaign Against Loose Firearms

With the relentless operation against loose firearms, Operatives of the INPPO were able to launched series of operations that results in the confiscation of numerous firearms either for safekeepingordeposited.

Campaign Against Anti-Illegal Gambling

Since the National Government orders for the crackdown on illegal gambling, the INPPO Operatives were able to deliver blow by blow against individuals who indulge themselves in illegalgamblingparticularlycardgames.

Culprits may hide but they can never escape from the tough and strong arm of the law. The Provincial Special Enforcement Team of the INPPO was organized for the purpose of going after the individuals who runs away from mischievousacts.

For the 1st semester of 2023, the PSETbaggedatotalof81wantedpersons that varies from different violations incurred. With only a handful number of personnel whose dedication is beyond compareresultsinthearrestofnumerous wantedpersons.

The Ilocos Norte Police Provincial Office at present is manned by courageous 1,428 Men and Women in Uniform, includingNon-UniformedPersonnel.

In line with Manong PD’s 7S Care “SALUDO” to recognize the utmost performance of the personnel, numerous awards andcommendationsweregiven.

Several trainings were also conducted to further enrich the capabilities and competence of the personnel in order to performtheiroptimaleffort incarryingtheirtourofduty.

INPPO sustained its Drug-Free Workplace status for yieldingallnegativeresults from the 1,283 personnel who were randomlytested.

The Pensioner Ko, Sagot Ko Program (PKSK) was implemented at this Police Provincial Office which aims to promote camaraderie between the PNP personnel in active service andthe pensioners;and to assist pensioners in processing their requirements of their benefits and/or any requirements needed.

PNP personnel from the different police stations were assigned to their respective pensioner-buddies to regularly monitor their health, wellness and condition, and in the process, account and update them frequently (quarterly basis). This office has a total of 870 pensioners (retirees, transferees, survivors)

Theabovestatedquotebespeaksto the current Force Commander of the 2nd ProvincialMobileForceCommand(INPPO), PMAJ FERNANDO LIMOS FERNANDEZ JR, who is known for always having a high-quality standard in performing his sworn duties and responsibilities. He is determining in imposing the law and what is due to the people he swore to serveandprotectandmostofalltoassure the welfare of every citizen and ready to extend his hands whenever needed. Mostofhissubordinateswhohadworked with him says that he is a tough leader but has compassionate heart; he always look forward for the welfare of his team. The brave officer who hails and raised in Occidental Mindoro has been serving the country and the community for over 18 years including his cadetship in the PhilippineNationalPoliceAcademy.PMAJ FERNANDEZ is a proud member of PNPA “KAISANG-BISIG”Classof2009.

Prior his assumption as FC of 2nd PMFC, he held various positions in Pangasinan PPO. His leadership was tested on the frightening challenges broughtabouttheCOVID19Pandemicbut he was thankful to God that is so kind to himandabletocarryouthisswornduties and responsibilities of a police officer’s job.Hewasabletofileatotalof180cases forviolationofRA1132ortheBayanihanto HealActasone.

Withhisdedicationandcommitment in serving the community, he received numerous awards and medals for his exemplary achievements in the field of policeserviceoneofwhichwastheAward for Best Municipal Police Station 2022 duringthe19th PoliceServiceAnniversary duringhisstintasChiefofPoliceofVillasis, PangasinanPoliceStation.

On his stint as the Force Commander of the 2nd PMFC, he gives importance on the upgrading of the logistical assets of the company to boost itsoperationalreadinessandcapability.He believes that this will immensely improve the unit’s performance in securing peace and order in the community. ”These vehicles and equipment are great help to beevenmoreeffectiveinfulfillingourduty forabetterandfasterservicedeliveryand securityneedsofourcitizenry”headded.

At a young age, he already possessed a vision of leadership and a commitment to makingadifference.Heunderstoodthattrue leadership lies not in seeking personal glory but in dedicating oneself to the welfare of others.Withthismindset,hesethissightson joining the Special Action Force, a renowned unitknownforitseliteanddisciplinedofficers.

He believed that SAF had a strong foundation to shape aspiring leaders, providing the necessary training, discipline, andvaluestonavigatethecomplexitiesoflife inthefield.TheSAFwasnotjustaneliteforce tohim;itwasaplatformtorefinehisskillsand nurturehisinnateleadershippotential.

As a leader, he encountered numerous opportunities to demonstrate his wisdom and courage. Among his notable accomplishments was executing a search warrantoperationinVintar,IlocosNorte.They were requested in assisting the local police station of Vintar to secure the area before the main operation commenced because the subject person was believed to possess high-powered firearms. Their expertise in tactical operations and experience in handling similar cases made them the ideal choice to lead the clearance phase of the operation. Through the continuous coordination between the two units and theirdeterminationcontributedtotheoverall success of the operation. Subsequently, his accomplishments in Maguindanao also shaped him as a great leader. The mission was rife with risks, as Maguindanao was known for its challenging security situation. Yet,fueledbyhisunwaveringcommitmentto upholding justice and safety, he led his team withprudenceandbravery.

In an exceptional display of dedication through his leadership, he also initiated the building of the Masidlak Hall which serves as a hub for meetings and events, benefitting troupes and communities alike. Additionally, as a gesture of respect and remembrance, he also conceptualized a SAF monument for the yearly commemoration, honoring the sacrificeoftheSAF44heroes.

Throughout his journey, he held firm to the belief that leadership is not just about achieving immediate results but also about sowing the seeds for long-term growth and success. He embraced the saying, “A little seed needs time, a little water, and sunlight to become a great tree” and in doing so, he cultivated a forest of greatness that would endureforgenerationstocome.

As the years passed, his name became synonymous with integrity, bravery, and humility. The communities he touched continued to benefit from the seeds of leadershiphehadplanted,withhiscolleagues nowcarryingthetorchofserviceforward.

Lakan born in the suburb of Manila then raised in Ilocos Sur who is dedicated in servingtheIlocosRegion.Heisaman of professionalism and integrity who upholdstheidentityanddignityofthe police force; a captain who nurtures the environment they needed to flourish as leaders themselves; and a commander who listens to their concerns, addresses their needs, and encourages them to step beyond theircomfortzones.

In every deployment, he takes the time to mentor his subordinates, instilling in them the values of integrity, discipline, and empathy. Through his leadership, numerous wanted persons were arrested throughout the province. He alsoleadsthecompanyinconducting the Patubig, Pailaw, Pabahay, Pantawag, at Palikuran ni Juana (5Ps) Project to ensure the comfort and security of the residents; to give light and hope to less fortunate families in the geographically isolated and disadvantagedareas(GIDAS)inIlocos. More so, under his guidance, the company also organizes Community Outreach Programs such as Libreng Gupit, supplemental feeding, distribution of groceries and school supplies to pupils and students. Such generosity from the organization gives warmth in the hearts of the Ilocanos.

He also initiated the collection of monthlyaide among his personnel in the allotment of financial assistance to the personnel and/or their dependents who suffer from medical conditions and to allocate other emergency expenses of the company. His compassion to his fellow instigated him to improve and renovate their barracks by tapping the financial help of the generous stakeholdersandbuiltitbytheskillful policeofficers.Thisisamanifestation thatheputshismen’swelfareinorder to be efficient in rendering their tour ofduty.

nown with his goodwill, he believes that he is a dependable commander who lends his shoulder and doesn’t neglects his people. His compassionate personality makes him approachable and have earned respect from his subordinates. That as much as possible, he wants to be arayofsunshinetopeoplebyserving and showing compassion to others. As his nickname says ARK, “Act of Random Kindness”, he is driven by his life goal to set a good example by being a blessing to everyone and seeinggoodnessineveryone.
