In order to serve well the community, a conducive place and comfort must be obtained to extend optimum service towards the general public.

The Logistics Unit of the INPPO is taking care of the best ever service towards the community by facilitating and improving supplies and structures for the common good of every member of the INPPO and the community as well. Some of the initiated development inside camp are as follows:

Installation of three (3) Air-Conditioning Units, painting and polishing the concrete floor, and provided new office furniture two (2) tables, two (2) swivel chairs and twelve (12) monobloc chairs to the newly improved Old Barracks.

In order to foster stronger relationship, knowing the basics and needs of individual must be undertaken. Bringing before the doorsteps of the community and continuous relay of important and necessary information often plays a vital role to establish link towards every member of the community.

Such action oftenly applied by the Police Community Affairs and Development Unit (PCADU) of the INPPO in bringing the police closer to the community.

Livelihood Program and Assistance is also given importance in bringing the police towards the community. “Pangkabuhayan Program” oftenly conducts animal dispersal among our “kailians” as the beneficiaries.

Repair and rehabilitation of the new INPPO Administrative and Multi-Purpose Buildings damaged by Magnitude 7.0 Earthquake specifically patching and repainting of the hairline cracks.

Blood Letting Activities

Newly constructed Stage and Comfort Rooms of the Manong PD’s Mini Park.

Blood is the source of life for every human being, thereby the PCADU looks after the welfare of every community member that is in need of blood. With such scarcity of blood, the INPPO periodically conducts blood letting activity in coordination with the MMMH&MC of Batac City as the official partner and blood bank of the INPPO. For the first Semester, INPPO were able to conduct 2 bloodletting activity.

Crime Prevention Improvement (TRIMP) 

Thru the different social media platforms, information dissemination is vital in bringing warning and precautionary measures to the general public.

Manong PD’s Initiative V.I.P. Kids Program Among the initiatives undertaken by the Community Affairs Development Unit is by bringing and introducing INPPO to the less fortunate kids within the province and let them feel the life of cityhood during their childhood life.

With the sustenance of the on going programs by the Provincial Community Affairs and Development Unit, closer ties towards the community will be forged with respect and humility for the attainment of common good thru rapport and camaraderie by and between the INPPO and the general public. 

A concept used to qualify the actual output of the Operations Unit of the INPPO. The actual conduct of police operations results in the numerous successful operations conducted by the members of the Provincial Operations and Management Unit (POMU).

For the 1st Semester of 2023, significant operational accomplishments recorded are as follows:

Violation of Environmental Laws Natural Resources must be preserved and cultivation is not prohibited as long as proper documentation is presented. However, some individuals tend to commit violations against environmental laws for a illegal ways.

The INPPO personnel does not tolerate such kind of activities and results in the confiscation of goods and arrest of individuals.

Culprits may hide but they can never escape from the tough and strong arm of the law. The Provincial Special Enforcement Team of the INPPO was organized for the purpose of going after the individuals who runs away from mischievous acts.

For the 1st semester of 2023, the PSET bagged a total of 81 wanted persons that varies from different violations incurred. With only a handful number of personnel whose dedication is beyond compare results in the arrest of numerous wanted persons.

Campaign Against Loose Firearms With the relentless operation against loose firearms, Operatives of the INPPO were able to launched series of operations that results in the confiscation of numerous firearms either for safekeeping or deposited.

Retooled Community Support Program

Although the Province of Ilocos Norte is enjoying its declaration as Insurgency free, members of the Provincial Mobile Force Company do not let their guards down instead, they are tightening rapport and camaraderie among the general public particularly those that are from the far-flung areas and the government.

Continues conduct of indoctrination and persuasion among the suspected supporter of CTGFO.

The real essence of patriotism is being pushed thru engaging the public in different government programs and livelihood projects. Members of the 1st and 2nd INPMFC’s oftenly conducts socio civic activities and anti-terrorism campaign thru Ending Local Communist Armed Conflict program (ELCAC).

ISO Prophylactic Activities In order to sustain the Insurgency free status of the province, INPMFC continuously conducts major and minor operations to thwart any atrocities that might be waged by the CTG’s and its Front Organizations.

INPPO IMPLAN 02-2023-01 “Pagwadan” INPPO sustained its Drug-Free Workplace status for yielding all negative results from the 1,283 personnel who were randomly tested.

Implementation of Pensioner Ko, Sagot Ko Program Sustenance The Pensioner Ko, Sagot Ko Program (PKSK) was implemented at this Police Provincial Office which aims to promote camaraderie between the PNP personnel in active service and the pensioners; and to assist pensioners in processing their requirements of their benefits and/or any requirements needed.

PNP personnel from the different police stations were assigned to their respective pensioner-buddies to regularly monitor their health, wellness and condition, and in the process, account and update them frequently (quarterly basis). This office has a total of 870 pensioners (retirees, transferees, survivors).

In the heart of South Cotabato, a leader emerged who would leave an indelible mark on the lives of his men and the communities he served. He is a man of wisdom, driven by a desire to build his own legacy through service and sacrifice.

POLICE MAJOR FERNANDO LIMOS FERNANDEZ JR was born and raised in Occidental Mindoro. A proud LAKAN member of PNPA “KAISANG-BISIG” Class of 2009 and has been serving the country and the community for over 18 years including his cadetship in the Philippine National Police Academy. He is the current Force Commander of the 2nd Provincial Mobile Force Command (INPPO), who is known for always having a high-quality standard in performing his sworn duties and responsibilities. He is determine in imposing the law and what is due to the people he swore to serve and protect and most of all to assure the welfare of every citizen and extend his hands whenever needed. Most of his subordinates who had worked with him says that he is a tough leader and has iron hand in imposing the law but has compassionate heart; and always look forward for the welfare of his team.

Prior his assumption as FC of 2nd PMFC, he held various positions in Pangasinan PPO. His leadership was tested on the frightening challenges brought about the COVID 19 Pandemic but he was thankful to God that is so kind to him and able to carry out his sworn duties and responsibilities of a police officer’s job. He was able to file a total of 180 cases for violation of RA 11332 or the Bayanihan to Heal Act as one.

With his dedication and commitment in serving the community, he received numerous awards and medals for his exemplary achievements in the field of police service one of which was the Award for Best Municipal Police Station 2022 during the 119th Police Service Anniversary during his stint as Chief of Police of Villasis, Pangasinan Police Station.

On his stint as the Force Commander of the 2nd PMFC, he gives importance on the upgrading of the logistical assets of the company to boost its operational readiness and capability. He believes that this will immensely improve the unit’s performance in securing peace and order in the community.” These vehicles and equipment are great help to be even more effective in fulfilling our duty for a better and faster service delivery and security needs of our citizenry” he added.His programs and projects were aligned with the 4 Leadership Cornerstones of the Provincial Director which include MAPAGTALKAN, ALISTO, addaan TURED ken TARIGAGAY nga agserbi The brave officer always tried to live by the saying “ I shall pass this way but once; any good that I can do or any kindness that I show to any human being; let me do it now. Let me not defer nor neglect it, for I shall not pass this way again.” PMAJ FERNANDEZ is a man of character and kindness, and stands his personal life with so much dedication and commitment in public service. He believes that random acts of kindness yields positive benefits to the community and the nation he is serving. 

At a young age, he already possessed a vision of leadership and a commitment to making a difference. He understood that true leadership lies not in seeking personal glory but in dedicating oneself to the welfare of others. With this mindset, he set his sights on joining the Special Action Force, a renowned unit known for its elite and disciplined officers.

He believed that SAF had a strong foundation to shape aspiring leaders, providing the necessary training, discipline, and values to navigate the complexities of life in the field. The SAF was not just an elite force to him; it was a platform to refine his skills and nurture his innate leadership potential.

As a leader, he encountered numerous opportunities to demonstrate his wisdom and courage. Among his notable accomplishments was executing a search warrant operation in Vintar, Ilocos Norte. They were requested in assisting the local police station of Vintar to secure the area before the main operation commenced because the subject person was believed to possess high-powered firearms. Their expertise in tactical operations and experience in handling similar cases made them the ideal choice to lead the clearance phase of the operation. Through the continuous coordination between the two units and their determination contributed to the overall success of the operation. Subsequently, his accomplishments in Maguindanao also shaped him as a great leader. The mission was rife with risks, as Maguindanao was known for its challenging security situation.

Yet, fueled by his unwavering commitment to upholding justice and safety, he led his team with prudence and bravery.

In an exceptional display of dedication through his leadership, he also initiated the building of the Masidlak Hall which serves as a hub for meetings and events, benefitting troupes and communities alike. Additionally, as a gesture of respect and remembrance, he also conceptualized a SAF monument for the yearly commemoration, honoring the sacrifice of the SAF 44 heroes.

Throughout his journey, he held firm to the belief that leadership is not just about achieving immediate results but also about sowing the seeds for long-term growth and success. He embraced the saying, “A little seed needs time, a little water, and sunlight to become a great tree” and in doing so, he cultivated a forest of greatness that would endure for generations to come.

As the years passed, his name became synonymous with integrity, bravery, and humility. The communities he touched continued to benefit from the seeds of leadership he had planted, with his colleagues now carrying the torch of service forward. 

The RMFBs ARK: PCPT MARK ARCHIE M AGUILAR Company Commander, 101st MC, RMFB1

Lakan born in the suburb of Manila then raised in Ilocos Sur who is dedicated in serving the Ilocos Region. He is a man of professionalism and integrity who upholds the identity and dignity of the police force; a captain who nurtures the environment they needed to flourish as leaders themselves; and a commander who listens to their concerns, addresses their needs, and encourages them to step beyond their comfort zones. endering security coverage in safeguarding the Philippine President and other dignitaries upon arrival in the Ilocos Province is the fundamental task of his company.

In every deployment, he takes the time to mentor his subordinates, instilling in them the values of integrity, discipline, and empathy. Through his leadership, numerous wanted persons were arrested throughout the province. He also leads the company in conducting the Patubig, Pailaw, Pabahay, Pantawag, at Palikuran ni Juana (5Ps) Project to ensure the comfort and security of the residents; to give light and hope to less fortunate families in the geographically isolated and disadvantaged areas (GIDAS) in Ilocos. More so, under his guidance, the company also organizes Community Outreach Programs such as Libreng Gupit, supplemental feeding, distribution of groceries and school supplies to pupils and students. Such generosity from the organization gives warmth in the hearts of the Ilocanos.

He also initiated and encourage his personnel to have a common fund that will serve as financial assistance to the personnel and/or their dependents who suffer from medical conditions and to allocate other emergency expenses of the company. His compassion to his fellow instigated him to improve and renovate their barracks by tapping the financial help of the generous stakeholders and built it by the skillful police officers. This is a manifestation that he puts his men’s welfare in order to be efficient in rendering their tour of duty. nown with his goodwill, he believes that he is a dependable commander who lends his shoulder and doesn’t neglects his people. His compassionate personality makes him approachable and have earned respect from his subordinates.

That as much as possible, he wants to be a ray of sunshine to people by serving and showing compassion to others. As his nickname says ARK, “Act of Random Kindness”, he is driven by his life goal to set a good example by being a blessing to everyone and seeing goodness in everyone.



The ramp up to internet infrastructures and connections even in a far flung areas is a need for a greater development. On July 12, 2023, at exactly 9:45 AM, Sitio Bucarot, Adams, Ilocos Norte was officially connected to the cyberworld through the initiatives of Congressman FERDINAND ALEXANDER A. MARCOS, Governor MATTHEW J. MARCOS MANOTOC, the Department of Information and Communications Technology - Region 1, and INPPO led by PCOL JULIUS C SURIBEN.

Bridging the digital era and the need to deliver faster economic, social and educational connectivity and opportunities, the Installation of VSAT Internet Connectivity at Sitio Bucarot, Adams Ilocos Norte has provided hope and happiness to residents. The program will enhance public services especially to students on their education. The long time land dispute area between the municipalities of Adams and Calanasan province of Apayao which mostly composed of Isnag tribe has already resolved after a welcome marker was installed at said sitio.

Lecture on the rights of Active Members of the Community by PCPT MARK JUAN, Provincial Legal Officer; Blood Pressure and Blood Sugar Monitoring and distribution of vitamins/ medicines and dental hygiene kits by INPMDU; KKDAT Session by Mr. Wilbert Palar and Mr. Darwin A Agullana, Provincial KKDAT Officers; and Parlor Games by KKDAT and FJGAD were also conducted.

The Ilocos Norte Police Provincial Office (INPPO) recently held its highly anticipated annual Sports Fest, aligning its activities with the 5 Focus Agenda of the Chief of the Philippine National Police (PNP) and embracing the 7-pronged approach of Manong PD focused on Health Management and Wellness Programs. The event aimed not only to foster camaraderie and teamwork among the police personnel but also to promote physical fitness and overall well-being, addressing the critical aspect of personal morale and welfare.

The different sports activities, such as Tug of War, Sack Race, Volleyball, Basketball, adn Amazing Race (ongoing) were meticulously chosen to encourage physical activity and promote a healthy lifestyle among the police personnel.

In addition to the competitive sports, the Sports Fest also featured recreational activities, creating a fun and stress-free environment for the personnel.

The INPPO Sports Fest 2023 witnessed intense competitions among the different units, with each participant giving their best to showcase their skills and teamwork.

The Ilocos Norte Police Provincial Office (INPPO), under the infatigable leadership of its Provincial Director, PCOL JULIUS C SURIBEN was adjudged as the “Outstanding Police Provincial Office for CY 2023“ nationwide during the celebration of 28th Police Community Relations Month with the theme “ ” on July 27, 2023 at the National Headquarters, Philipine National Police, Camp BGen Rafael T Crame, Quezon City. Badoc Municipal Police Station, INPPO was also awarded as the Best Municipal Police Sation - Class C for CY 2023 under the stewardship of PMAJ JOSEPH H TAYABAN for its exemplary efforts in delivering the police services to the community.

The recognition stands as a testament to the relentless dedication and commitment of the INPPO in upholding and promoting human rights principles within their jurisdiction.

The award was the result of the collective efforts of the HRAO personnel, who worked tirelessly to meet various criteria.

One of the key factors contributing to the award was the unwavering compliance with human rights standards and regulations. By strictly adhering to protocols and guidelines, the INPPO-HRAO demonstrated their commitment to safeguarding the rights and dignity of every individual they serve.

Furthermore, their active engagement on social media platforms played an essential role in reaching out to the community and fostering transparency. Through regular postings and updates, they were able to build stronger connections with the public and reinforce the importance of human rights awareness. They even showcased commendable results during the custodial facility inspections. B. Campaign against Most Wanted Persons For manhunt operations, INPPO has identified nine (9) Wanted Persons with approved DILG rewards. Based on the degree of offense committed and the range of reward amount, wanted persons with rewards were classified as Regional and Provincial Level.

This PPO apprehended one (1) Provincial level MWP with reward.

C. Accomplishment on COPLAN For the period covered a total of ten (10) Case Operational Plan were launched against illegal drug personalities (High Value Individuals) and Most Wanted Person with Reward. This resulted to the arrest of six (6) and the surrender of one (1) target personality.

Meanwhile, one (1) target was accounted due to natural death.

The Provincial Plans and Program Unit of the INPPO is not contented with what the INPPO ICT capability of the moment.

The General Services Office otherwise known as the GSO is a unit that is under the Administrative Supervision of the Provincial Administrative Resource Management Unit (PARMU) while on the part of Operation and Control, they are under the supervision of the Camp Commander PLTCOL ROLDAN G SUITOS. Such unit comes to its existence under the NAPOLCOM MEMORANDUM CIRCULAR 2019-1031 otherwise known as “Approving the Restructuring and Strengthening of 81 Police Provincial Offices”.

The GSO is primary responsible for the upkeep and maintenance of the INPPO Camp premises. Programs and activities of this office are made easier by GSO because of their assistance. Various tasks are delegated to the GSO personnel that’s why they are seldom called the Jack-of-AllTrades.

The GSO personnel serves a major part on the renovation of the Ilocos Norte Provincial Cybercrime Response Unit which will be utilized soon.

Your Manong PD sees to it that all those who serve and protect the community are also being cared for by their superior officers.

For easier buy-in, the program which caters to the well-being of every personnel was localized in the mother tongue as follows: SALUN-AT (Health Management Program). Manong PD’s Putting People First Leadership style includes looking after the health of each Manang and Manong Pulis so they can perform their duties well everyday. This is also to ensure an improved office productivity.

SIGLAT (Wellness and Sports Development Program). It is a program which involves Organized Sports, Fun Run, Fun Bikes,Fun Walks/Hikes, Zumbasurero, Admin foot patrols, Yoga Sessions and NP Assessments. The program aims to maintain a physically fit body which is necessary for an improved and sustained performance in their mandates.

SANGGIR (Spiritual and Moral Enhancement Program) To ensure that all personnel maintains a solid relationship with God through activities such as Squad Weekly Interactive Meetings, Peer Counselling Session, Attending Worship Services, Moral Recovery Seminars and Kasimbayanan Weekly Interactive Meetings in the Barangays, Home Visitations during special occasions and Marriage Counselling Sessions.

SARANAY (Medical/Death/Educational Financial Assistance Program) “Malasakit sa kapwa pulis” is among the strength of Manong PD who always sees to it that personnel who needs help are provided with adequate assistance from his own pocket and stakeholder from the friends of the INPPO to ease their burden.

SARIPDA (Legal Assistance Program) Manong PD has directed the Provincial Legal Officer of INPPO to provide all personnel who were respondents of administrative and criminal cases as a result of legitimate police operations with legal assistance to help them get favorable decisions and sustain their drive in the conduct of law enforcement operations. Likewise, the Crime Scene Attorney (CSA) program of LS is fully supported and closely supervised by Manong PD to provide legal advice and assistance during Crime Scene Investigation (CSI).

SIRIB (Mentoring, Character and Leadership Development Program) Manong PD’s Time, building relationships and shepherding Junior PCOs, PNCOs and NUPs. As a Manong of the INPPO, PCOL SURIBEN regularly conducts Manong PD’s Time every Monday to thank and congratulate all personnel, share leadership principles, provide guidance and direction as well as disseminate directives and pressing issues that must be known by all personnel.

SALUDO (Award and Program) Manong PD has issued and facilitated the issuance of awards particularly Certificates of Commendation for all personnel to improve their morale and keep them achieving more and serving with pride. Every Monday, personnel who have exemplary accomplishments are awarded with Commendations as well as Medals.

With these programs we have initiated, your Manong PD is not just your Provincial Director, but your father or brother that you can always count on. The 227,000-strong police force is celebrating its 122nd Police Service Anniversary The event will commemorate the founding of the former Philippine Constabulary, the country’s first insular police force, on Aug. 8, 1901 and carries the theme .

The Philippine National Police evolves from the time it is called Philippine Constabulary the first Insular Police Force of the country. We had been a witness in the changes that surrounds the police organization. Laws were amended to enhance and professionalized the police organization.

On January 1991, Republic Act 6975 was enacted thus marks the birth of Philippine National Police. In that more than three decades we witnessed the courage and selfsacrifice that has propelled the police force to provide great service towards humanity.

Heroism, sacrifices and service above self by our police personnel attributes to the peace and order that we (the community) enjoy are the fruit of public service extends by our police personnel.

Reminiscing the sacrifices and giving credits to our unsung heroes are remembered in this day of celebration, and as members of the law enforcement agencies let us join hand in hand to promote the real essence of policing for the attainment of genuine peace and order within our community. 

Going After the Culprits

The Provincial Investigation Division Management Unit (PIDMU) of Ilocos Norte Police Provincial Office (INPPO) has the mandate to direct and supervise the investigations of crimes and other offenses in violation of the laws of the Philippines and maintain, collect and process Crime Statistics for ready reference. Is bound up in ensuring public safety and reducing fear and crime incidents in the community.

INPPO are equipped with skills, knowledge and confidence in performing their sworn duties and responsibilities as law enforcers.

As such, INPPO constantly conducting patrolling, police presence and information dissemination to the community regarding crime prevention tips.

Of which, 275 are Peace and Order Indicator and 115 Public Safety Indicator in 2023 and 321 Peace and Order Indicator and 73 Public Safety Indicator for the previous year.

As part of the anti-criminality program, the INPPO strengthens close coordination with AFP counterpart, intelligence community, LGUs, Barangay officials, utilization of BINs and non-government stakeholders to preempt/deter/monitor possible targets by any threat groups.

Of the 390 incidents, 359 were cleared cases, 292 were solved cases registering a Crime Clearance Efficiency of 92% and Crime Solution Efficiency of 75% with an Average Monthly Crime Rate of 9.89. For the Peace and Order Indicator, there were 390 crime incidents recorded in January 1, 2022- June 30, 2022 which is lower by 4 or 9% compare of the same period January 1, 2023- June 30, 2023.

SITUATION UPDATE The Peace and Order Situation in the Province of Ilocos Norte remained generally peaceful. There are 394 crime incidents recorded January 1, 2022- June 30, 2022, while there are recorder 390 Crime incidents from January 1, 2023- June 30, 2023.
