Top Questions about Dog Bites in BC Answered

og bites are serious incidents that can cause severe injuries, emotional trauma, and lasting scars. Do you know who is responsible if a dog bites you or your loved one in BC? On the other hand, what happens if your dog bites someone in BC?

When you think of a dog bite, the geographical location of the incident probably does not come to mind right away, but in Canada, it should, as provinces and municipalities have different laws and local bylaws that dictate how they deal with a dog bite incident. Here is what you need to know about dog bites in BC. Dog Bite Laws in BC In BC, there are three ways for a pet

owner to be responsible for a personal injury caused by a dog: 1. The Legal Concept Known as “Scienter”

PAGE 2

Also known as the “one free bite rule” in BC. This legal concept holds an owner responsible if they knew of the dog’s propensity to be aggressive. The injured person must prove that at the time of the attack: (i) the defendant was the owner or keeper of the dog; (ii) the dog had manifested a propensity or tendency to cause the type of harm that happened, and (iii) the dog’s owner knew of that propensity. If those three elements are established, the dog owner is liable regardless of whether they were negligent.

Section 1 of the Occupier’s Liability Act defines an “occupier” as a person who is in physical possession of or has responsibility and control over the place where an incident occurred. Under section 3 of the Occupier’s Liability Act, an occupier must take reasonable care to ensure that others on the property are reasonably safe from harm. The injured person would have to prove both that the property owner knew or ought to have known that the dog was likely to Troy McLelan be a risk and that the owner failed Associate 2. B.C. prepares to strengthen protections for homebuyers Amendments to the Property Law Act introduced on Monday, March 28, 2022, will enable the creation of a new Homebuyer Protection Period to protect people buying a home in a challenging real estate market.

How to squeeze in that last-minute RRSP contribution

(NC) It’s RRSP season again — but what does that even mean? A Registered Retirement Savings Plan is a great way to save money tax-free, but there’s a catch: you can only contribute a set amount per year, and there’s a time limit. March 1, 2022 is the deadline to contribute to an RRSP and save on 2021’s taxes. Any funds you add after this date will go towards next year’s taxes, and you’ll miss out on this year’s deductions. It’s best not to wait until the deadline; the sooner you begin, the easier it is.

The Importance of Masking Despite Rollbacks In an exclusive interview with CIVL, Dr. Bonnie Henry explains that she believes people should continue wearing masks indoors. The provincial health officer for British Columbia touched on the importance of taking the necessary precautions to avoid COVID 19 despite mask mandates being lifted. Dr. Henry says we are at a place in BC where we don't need the mask mandate; however, she stresses the importance of masking. She says it is particularly important to wear masks if we are in indoor settings where it is crowded, and we are with people that we don't know. In regards to the upcoming Vhasaki festival, her advice is to have smaller gatherings, have gatherings outside, and make sure we are supportive of people who are not yet comfortable returning to crowded indoor spaces. Dr. Henry also said that Gurdwada's and other temples should give people a virtual option, so that no one misses out because of their fear of returning to crowded indoor spaces. At the turn of the last century, many persons were denied the right to the vote and citizenship based on discriminatory opinions and the incorporation of racist and prejudicial laws. The focus of our work was to research the history of South Asians’ disenfranchisement in British Columbia, with a keen awareness that communities like the Chinese and Japanese in BC also had shared similar experiences of racism and legal restrictions were also placed on them.

A great deal of racial tension and strife ensued from 1906 onwards as South Asians were laid off from work, were barred from entering public facilities, evicted from their homes, physically abused by the police and individuals, and vilified by the local press, public opinion and the media. The formation of racist and exclusionary groups such as the Asiatic Exclusion League resulted in discrimination and mistreatment of the South Asian, Chinese and Japanese communities. “The new investment in this program will help more B.C. growers replant their fields with varieties that will support their businesses and increase the amount and improve the quality of local berries,” said Lana Popham, Minister of Agriculture, Food and Fisheries. “Planting varieties that grow well in our climate and produce berries suitable for fresh, specialized frozen and value-added markets will ensure B.C. raspberries continue to be on many of our menus and part of B.C.’s food economy.” The Raspberry Replant Program helps growers cover some of the expenses incurred when they replace plants of lower-quality berries with varieties that grow well in the coastal climate and are more suitable for fresh, individually quick frozen (IQF) and higher-value processed products.

The new funding will help growers replant fields in the spring and fall of 2023. The new funding allows growers to pre-order plants from the nurseries a year in advance, as is typically done by berry growers, while knowing the program is available to support their efforts.

The B.C. government launched the Raspberry Replant Program in the fall of 2020 as part of the Province’s economic recovery plan, StrongerBC. The program has supported the replanting of 49 hectares (120 acres) of raspberry fields, and with the new funding, the program will provide as much as $500,000 to support B.C. raspberry growers.

This is the most ever removed in one year and will help to make government regulations more inclusive. “Using inclusive language wherever we can doesn’t just remove barriers to services, it also protects people’s rights,” said Grace Lore, Parliamentary Secretary for Gender Equity. “It’s a way for government to make life a bit easier for the thousands of British Columbians who face unnecessary barriers due to outdated language and to help address gender bias.”

Tips to make the most of your fixed income

(NC) Living on a fixed income in retirement can present challenges, but it doesn’t mean you have to give up on your passions or the things you love. Here are a few ideas to stretch your dollars: Use the discounts Countless businesses offer discounts or free programing for those of us past a certain age. Next time you’re making a purchase, from toothpaste to takeout, make sure you’re taking advantage of any deals available. These discounts may not be advertised, so it’s worth an ask. Every dollar can really make a difference. Re-evaluate expenses Review your core expenses, like housing, utilities and telecommunications and see if there are any opportunities to save some cash without hurting your quality of life in a big way . For example, are there things you can do around the house to cut utility costs, like doing laundry in cold water or sealing up your doors and windows to prevent heat loss? Are you taking ad-

vantage of programs which help lower your financial barriers? When it comes to technologies, programs like Telus Mobility for Good for Seniors and Internet for Good for Seniors allow eligible low-income seniors to access discounted smartphones and wireless plans across the country, and benefit from low-cost, high-speed internet in some provinces. These programs can help you manage your budget while you stay connected with loved ones, access online healthcare resources and participate in virtual events. Focus on community Although a careful budget is important on a fixed income, don’t get so stuck in the details that you lose sight of yourself and your community. Making new friends and spending time with loved ones doesn't rely on high spending. There are affordable ways to connect. Try going for a weekly walk with a group in a local park, join a class at the library or participate in a free seniors’ night at a local museum or gallery.

3 tips for hitting your savings goals Simple tips to keep your home free (NC) Saving looks different for everyfrom toxins one. Maybe it’s putting away every spare dime for a major purchase, or saving what you can, when you can into a rainy-day fund. No matter what your savings goals look like, focus on getting there a little faster with these three tips: 1. Mould your savings to your budget, not your budget to your savings. Like any habit, saving money takes time and discipline, and unrealistic expectations mean you may be disappointed when you don’t save as much as you were hoping to. To achieve your goals, don’t make any decisions about how much you want to save until you’ve done a "triaged budget". That means ranking all regular, monthly expenses from the essential to the “nice-to-haves.” See how much is left over, and if that number feels too small, reassess some of the items that are lower on your budget. This will help you put your goal in context and better set you up for success. 2. Make shopping lists — and stick to them.

(NC) After spending more time indoors during winter, many of us see spring as time of renewal, and a time to re-evaluate our spaces to ensure they encourage good health. Don’t be surprised to find yourself wondering about something you thought was really important to have or to do. There could be some disappointment with a friend or any situation that involves you with a group of people. Be patient – things can become clearer with time. Meanwhile get on with work that needs to be done.

Responsibilities need to take precedence over floating wishes. In a strange way this will help you to establish greater independence for yourself. This will lead to more choices in the long term. You can be lucky when it comes to future opportunities especially from people who are in a position to recommend you. Get in touch.

You can become clear on what you want to put in place mainly because you have seen it work for somebody else. Any situation that seems to be producing more commitments but not great results could be better dropped. You need to focus on what you believe will produce greater balance and harmony in the long term.

Someone else who has the power or authority to see them put them into practice in the future can readily accept well-structured ideas that you come up with. Someone else could rebel, particularly if this involves a group of people, though they will go about it in subtle ways. The main thing is to remain focussed on the goal.

already have in place and for this reason you need to be careful that you do not respond too quickly without thinking. They can be secretive about many things and quite manipulative. Don’t take your focus away from work that needs to be done associated with your finances or job.

There is something working up behind the scenes that could be beneficial particularly in relation to any home and family matters or getting something in place in a manner that you would like. It could take a bit of work with details though. Somebody you thought was easy going could turn out to be quite rebellious.

Something can come to fruition in relation to work. This could involve gaining greater recognition for your efforts. When it comes to putting ideas forward you need to be mindful of clarity. This will be accomplished by dividing information up into small stages. You can understand the complete picture but others can’t.

The Full Moon this week occurs in your sign, putting you in the light and providing you with the opportunity to plan some enjoyable things for yourself that could include other people. Don’t be put off by any person who tries to make you feel guilty about having a bit of fun. It doesn’t have to interfere with usual routines.

You might have to accept that something you wish to organise has not been well thought out and could be more a wish than a reality. Somebody else could come up with an alternative way of looking at things that can be put into place in a well- structured manner that will be particularly pleasing to others who are involved.

Anything you have been considering to transform in some way, including something about yourself can become quite clear. It is more about what you would like to accomplish in the long term. Part of this could be spending some money on things you enjoy that are out of the ordinary to what you have normally done. Why not?
