제주도 남쪽 지형 중에서도 바다 쪽으로 튀어나온 강정마을은 파도가 높고 조 류가 센 곳입니다. 지난 2012년 강정 앞바다에 투하되어 있던 해군기지 방파 제 기본 구조물인 케이슨 7동이 태풍으로 모두 파손되었습니다. 이는 강정마 을의 입지조건이 대형 항구를 짓기에 매우 불리하다는 사실을 보여주는 하나 의 사례입니다. 해군 스스로도 "제주 남방 해역은 기본적으로 지형상 천연기념 물, 기후 조건 등으로 대형 해군기지가 들어서기에는 불리한 지형조건" (해군, 기본계획보고서 2009. 4)이라고 밝힌 바 있습니다. 설계상의 문제가 반복되는 이유는 불가능한 입지조건에 무리하게 해군기지를 건설하고 있기 때문입니다.

Gangjeong village is located at the southern part of Jeju Island and is famous for its high waves and strong tidal current. In 2012, seven caisson structures to be used for building a breakwater of the Jeju naval base were severely damaged due to typhoons. This is a typical example showing that Gangjeong village is not an appropriate place to build a naval base. The navy also mentioned in its 2009 Basic Plan Report that “Southern part of Jeju Island has unfavourable topography condition for a grand-scale port because of its climate condition and nearby natural monuments”.

Design faults are repeatedly raised because the government is enforcing the naval base construction on a site where a grand-scale port cannot be constructed.

'항만 및 어항 설계 기준'에 따르면 15만톤 크루즈가 안전하게 입출항과 정박 을 할 수 있으려면 지름 690m의 선회장이 필요한데 해군기지 선회장 규모는 520m에 불과해 법적 기준에 미달합니다. 또한 입출항 항로는 천연기념물 보 호구역과 유네스코 생물권보전지역 등을 침범하고 있습니다. 이에 국회 예결 특위 제주해군기지 조사 소위원회 위원들은 "해군은 크루즈 선박은커녕 군함 마저 입출항에 문제 있는 황당무계한 사업을 강행하는 억지를 부리고 있다"고 지적한 바 있습니다.

According to the “Harbor and Fishing Port Design Standards,” it is necessary to have at least a 690-meter diameter turning basin for the safe arrival and departure of 150,000-ton cruise ship, but Jeju naval base is designed with a 520-meter diameter turning basin, which does not meet the legal standard. Also, based on the current design, the sea route intrudes on the UNECO Biosphere Reserve and the Natural Monument site. Members of the Jeju Naval Base Investigation Sub-committee of the Special Committee on Budget and Account of the National Assembly pointed out that “the Navy is enforcing a naval base construction which has problems of arrival and departure of not only cruise ships but also warships.”

정부는 제주해군기지가 '우리 선박의 남방해양수송로 보호'라는 안보상의 이 유로 필요하다고 밝혔습니다. 그렇지만 주요 해양수송로인 말라카 해협의 위험 요소는 테러나 해적활동이 아닌 불법어로 문제이기 때문에 해군을 파견하여 해 양수송로 보호에 나서겠다는 정부의 주장은 타당하지 않습니다.

The government said that the Jeju naval base is necessary for security reasons, to protect South Korean vessels at the southern sea transportation route. However, risk factor of the Strait of Malacca, which is a major sea transportation route, includes unlawful fishing rather than terrorism or piracy. Therefore, it is not appropriate to protect the sea transportation route by dispatching the navy.

제주해군기지는 주한 미해군사령관(Commander U.S. Naval Forces Korea, CNFK)의 요구조건을 만족하는 수심으로 계획되고 있습니다. 한국군이 보유 하지도 않은 CVN-65급 핵추진항공모함을 기준으로 항만설계가 이뤄지고 있 다는 사실은 제주해군기지가 추후 미 해군의 동북아 거점으로 활용될 수 있다 는 사실을 보여줍니다.

The Jeju naval base is designed in compliance with water level requirements suggested by the Commander U.S. Naval Force Korea(CNFK). It was revealed that the design of the Jeju naval base is based on the nuclear-powered aircraft carrier, CVN65, which the South Korean Navy does not even have. This shows that the Jeju naval base can potentially be used as a Northeast Asia base for the U.S. Navy in the future.

미국의 중국 견제 구상에 활용될 제주해군기지

미 오바마 행정부는 2012년 중국을 견제하기 위한 아시아로의 회귀(Pivot to Asia)를 군사전략으로 천명했고 이에 2012년 6월 21일 강정마을 근처 제주 남 방 해역에서는 역사상 최초로 한미일 군사훈련이 진행되었습니다. 한국 국방부 는 인도적 차원의 훈련이라 설명했지만 이는 사실 대(對)중국 군사훈련입니다. 제주해군기지는 자주국방의 요충지가 아니라 미국을 중심으로 일본까지 끌어 들인 대중국 해양군사동맹의 전초기지가 될 것입니다. 미국의 아시아로의 회 귀 전략과 더불어 제주해군기지 건설로 한국이 미·중 갈등의 한가운데 휘말릴 가능성은 더욱 커지고 있습니다.

In 2012, the Obama administration declared “Pivot to Asia” as its military strategy to check China. Consequently, on June 21, 2012, the ROK-US-Japan joint military drill was conducted for the first time, at the southern waters of the Jeju Island near Gangjeong village. The Ministry of Defense of South Korea explained that it was an exercise for humanitarian purposes, but based on the vessels participated in the exercise, it was a military drill targeting China. Jeju naval base will be an outpost of the U.S. maritime military alliance, together with Japan, targeting China, rather than a strategic point of independent national defense. With the U.S. Pivot to Asia strategy, the chances of South Korea’s getting pulled into conflicts between the U.S. and China increase.

제주해군기지, 우리 모두의 문제입니다 No Naval Base on Jeju Island

배경

Background

제주도 강정마을 주민들은 2007년부터 지난 7년 동안 해군기지 건설에 맞서 평화를 지키기 위해 싸워왔습니다. 해군기지 공사는 평생을 강정마을에서 살아온 주민들의 동의도 없이 강행되었고, 심각한 절차적·환경적·군사 전략적인 문제점을 안고 있는 것으로 밝혀졌습니다. 그러나 평화적인 방법으로 해군기지건설 저지 운동을 펼쳐온 이들에게 돌아오는 답은 공사 강행과 정부의 탄압 뿐이었습니다. 제주해군기지 건설 공사는 즉각 중단되어야 합니다.

Since 2007, Gangjeong villagers have struggled to maintain their peace against the construction of a naval base in Gangjeong Village, Jeju Island. Jeju Island is located at the southern part of the Republic of Korea. Peace defenders including villagers, peace activists, artists, and religious leaders have continued peaceful protests such as organising a grand march across the country to raise awareness on the issue, continuing one-person demonstrations in front of the construction site by holding a banner, and bowing one hundred times in prayer for the construction to be stopped. While peace defenders are peacefully protesting, the Government is using excessive police force to crackdown on peace defenders. The Jeju naval base construction should be stopped immediately.

절차적 문제점 : 해군기지 건설 과정은 정당했나? 주민 동의 없이 진행된 강정 해군기지 건설 정부가 제주해군기지 건설 부지로 처음 구상했던 곳은 강정마을이 아니었습니다. 애초 후보지도 아니었던 강 정마을은 2007년 3월에야 처음으로 해군기지 후보지 로 검토되었습니다. 대다수 주민들이 이 사실을 모르는 가운데, 해군에게 설득된 일부 주민들의 주도로 2007년 4월 26일에 개 최된 강정마을회 임시총회에서는 전체주민 1,900명(유 권자 1,050명) 중 87명만 참석해 정확한 표결 없이 박 수로 해군기지 유치를 결의했고, 다음날인 4월 27일에 제주도에 해군기지 유치를 건의했습니다. 대다수 강정 마을 주민들은 이러한 마을회 임시총회가 적법하지 않 았다며 크게 반발했습니다. 강정마을 향약에 따르면 총 회소집 7일 전에 반드시 소집공고를 내고 수시로 방송 해 회의 소집 사실을 알려야 함에도 불구하고 임시총회 는 불과 3일 전에 주민에게 공지되는 등 향약에 따른 절 차를 제대로 지키지 않았기 때문입니다. 이에 2007년 8월, 강정마을 주민들은 해군기지 건설에 대한 재투표를 실시했고 725명이 참석하여 94%에 해 당하는 680명이 반대표를 던졌습니다. 또한 해군기지 유치 결의를 주도한 윤태정 전 마을회장을 해임하고 강 동균 현 마을회장을 새로 선출했습니다. 그러나 정부는 더 많은 주민이 참석한 재투표 결과는 무시한 채 주민의 10%도 참석하지 않았고 절차적으로 도 정당화할 수 없는 첫 번째 투표 결과만을 강조하며 강정마을 해군기지 건설이 주민 동의를 얻은 사업이라 고 주장하고 있습니다.

인권침해 : 주민을 상대로 한 정부의 전쟁 고조되는 갈등과 계속되는 인권침해 강정 주민과 평화활동가들은 일방적인 해군기지 공사 강행에 비폭력적으로 저항해오고 있으나 해군과 정부 는 갈등 해소를 위한 대화는 없이 강경한 방식으로만 대응하고 있습니다. 이 때문에 2007년 공사가 시작된 이래 제주해군기지 건설에 반대하다 연행된 사람들은 무려 650명에 이르고 있으며 기소된 사람은 473명에 달합니다. 2013년 10월 현재 총 세 명의 평화 옹호자 가 구속된 상태입니다. 해군기지 건설이 결정되고 7년 이 지난 오늘, 강정은 어느새 한국에서 가장 범죄율이 높은 마을이 되었습니다.

과도한 공권력 투입 2011년 8월부터 2012년 8월까지 1년 동안 연인원 12 만 8,402명의 경찰력이 강정마을에 투입되었고 총 41 억 8천만 원의 예산이 배정되었습니다. 해군기지 건설 을 반대하는 주민들과 활동가들은 대부분 공사장 정문

앞에서 피켓을 들고 1인시위를 하는 방법으로 공사 차 량의 진입을 막고 있습니다. 경찰이 이를 저지하는 과 정에서 사람들의 다리를 잡고 끌어내 머리를 다치거나 사지를 들고 옮기다가 떨어뜨려 부상을 입거나 발에 차 이고 관절이 꺾이는 등 심각한 물리적 폭력이 발생하고 있습니다. 심지어 매일 기지사업단 앞에서 진행되는 생 명평화 미사와 같은 종교 행사 중에도 업무방해라는 이 유로 참석자와 사제들을 연행하거나 폭력적으로 진압 하는 상황이 이어지고 있습니다.

한 하자가 있었다고 보이지는 않는다고 판단하였습니 다. 이는 최고 사법기관인 대법원이 환경영향평가 제도 를 둔 취지, 환경권 및 생태계에 관한 제대로 된 인식 없 이, 국책사업 강행에 일방적으로 손을 들어준 것과 다 름없습니다. 또한 해군은 그나마 있는 환경영향평가 협 의 내용도 수차례 위반하며 공사를 강행하고 있습니다.

날치기로 통과된 절대보전지역 해제 제주해군기지 건설부지인 구럼비 바위와 강정 앞바다 는 개발이 제한되는 '절대보전지역'으로 지정되어 있던 곳으로 남방큰돌고래, 붉은발말똥게와 같은 멸종위기 종이 다수 서식하고 있습니다. 그러나 2009년 당시 한 나라당이 다수였던 제주도의회는 조례에 명시된 주민 동의 절차도 지키지 않은 채 절대보전지역 해제 안을 날 치기로 통과시켰습니다.

과도한 벌금 부과로 인한 경제적 압박

오탁수방지막만 있으면 해양 오염 막을 수 있나?

2013년 현재 공무집행방해 등의 혐의로 재판을 앞둔 강정 주민과 평화활동가들은 210여 명(중복포함)으로 총 53건에 이르고 있습니다. 판결이 종료된 약 50건의 형사사건으로 납부한 벌금은 1인당 최소 15만 원에서 최대 천만 원에 달하며 전체 금액은 약 1억 원 정도로 추산됩니다. 형사재판 벌금액은 경범죄와 과태료를 제 외하고도 앞으로 2~3억 원대에 이를 전망이고 해군기 지 시공사가 마을회장 등을 상대로 3억 원의 손해배상 청구 소송을 제기하는 등 강정마을 주민과 활동가들에 게 과도한 벌금이 부과되고 있습니다. 이 때문에 몇몇 평화활동가들은 해군기지 반대 평화활동 중 부과된 벌 금의 부당성을 알리기 위해 벌금납부를 거부하고 감옥 에서 노역으로 대신하는 선택을 하기도 했습니다.

오탁수방지막은 바다 한가운데 설치하는 차단막으로 오염물질이 해류에 의해 이동하는 것을 막아주는 장치 입니다. 문화재청과 제주도청은 오탁수방지막 설치를 조건으로 강정 앞바다의 건설공사를 허가해주었지만, 오탁수방지막 설치만으로 오염된 '물'을 완벽히 차단하 는 것은 불가능합니다. 특히 제주도 남방 해역은 거대한 태풍이 자주 오기 때문에 오탁수방지막이 쉽게 훼손될 수밖에 없습니다. 또한 해군기지 시공사가 오탁수방지 막을 제대로 관리하지 않고 있어 그나마 있는 방지막도 제 기능을 못 하고 있는 실정입니다.

강정마을 인권침해와 관련해 유엔 인권옹호자 특별보 고관, 집회결사의 자유 특별보고관, 의사표현의 자유 특 별보고관은 2012년 5월 31일, 강정마을에서 벌어지고 있는 인권침해 상황에 대해 해명을 요구하는 공동서한 을 한국 정부에 전달했습니다. 해당 서한에서 특별보고 관들은 평화적인 방법으로 제주해군기지 건설 저지 운 동을 펼치는 사람들에게 가해지는 지속적인 괴롭힘, 협 박 등에 대해 우려를 표하며 한국 정부가 평화활동가들 의 권리와 자유를 보호하기 위해 모든 조치를 취할 것 을 촉구했습니다.

민군복합형 관광미항 가능한가?

환경파괴 : 생명의 섬 파괴하는 군사기지 천혜의 자연환경 속에 해군기지가 들어선다면? 제주도는 유네스코(UNESCO) 자연환경 분야의 3관왕 이라 칭하는 생물권보전지역, 세계자연유산, 세계지질 공원으로 지정된 아름다운 섬입니다. 그 중에서도 해군 기지가 건설되고 있는 강정 앞바다는 천연기념물 442 호(제주연안 연산호 군락), 인근 범섬은 천연기념물 421 호로 지정되어 있으며 범섬 주변은 생태계보전지역과 서귀포 해양도립공원으로 지정되어 있습니다. 이렇듯 강정마을은 모두가 인정하는 천혜의 자연환경을 지닌 곳입니다.

허울뿐인 환경영향평가 환경영향평가는 국책 사업이 환경에 미칠 영향을 사전 에 분석하여 사업의 적합성과 타당성을 가늠해보는 중 요한 장치입니다. 그러나 제주해군기지 사업에 대한 환 경영향평가는 대표적인 보호종들이 누락되는 등 졸속 으로 부실하게 진행되었습니다. 2012년 7월 5일 대법 원은 환경영향평가에 부실함은 있었다고 보여지나 국 방·군사시설사업실시계획승인을 무효로 할 만큼 심대

사탕발림 공약 : 정부와 해군의 거짓말

2007년 노무현 정부는 해군기지가 제주도에 들어오는 것과 관련해 제주 도민들의 강력한 반대에 직면하자 새 로 건설된 항구가 해군기지가 아니라 민항을 중심으로 하고 군용선박은 기항만 하는 '민군복합형 기항지'가 될 것이라고 약속했습니다. 이어서 2008년 이명박 정 부는 국가정책조정회의에서 제주해군기지 공식 명칭을 '민군복합형 관광미항'으로 확정하고 최대 15만 톤 규 모의 크루즈 선박 2척이 동시에 드나들 수 있도록 하 겠다고 약속했습니다. 그러나 1조 원에 가까운 민군복 합형 관광미항 건설 예산 중 '관광미항'을 위한 예산은 530억에 불과하고 실제 15만톤급 크루즈 선박이 자유 롭게 드나들 수 있는지도 제대로 검증되지 않았습니다. 박근혜 대통령은 "하와이 같은 민군복합형 관광미항을 만들겠다"고 공언한 바 있지만, 정작 하와이 진주만 인 근 해역에는 수은과 방사능 등의 오염이 상당히 심각하 고, 고유생물종 82%가 멸종위기에 처해 있습니다. 이 때문에 하와이 주민들은 대부분의 수산물을 수입해서 먹고 있는 실정입니다. 그래서 오늘도 강정 주민들은 허 구적인 발전 계획과 보상 대신, "그냥 이곳에서 평화롭 게 살게 해달라"고 외치고 있습니다.

Non-Democratic Decision Making Process Without Proper Consultation with Gangjeong Villagers Gangjeong village was not the first place that was taken into consideration by the government as a naval base construction site. Gangjeong was mentioned only in March 2007. Initially, the government considered Hwasoon as the naval base construction site in 1994, but the plan was can-

celled due to the villagers’ strong protest. In 2005, Wimi was reviewed as an alternative site for construction, but again, Wimi villagers strongly protested against it. Finally, the then governor of Jeju Special Self-Governing Province secretly had a meeting with the chief of Gangjeong village at that time to discuss the naval base construction, and an ad-hoc village meeting was convened without proper notification to the villagers.

While most villagers were not aware of the meeting, the ad-hoc general village meeting, initiated by few villagers who had been persuaded by the navy, was held on April 26, 2007. In this meeting, only 87 of 1,900 total villagers (1,050 voters) made the decision to host the naval base by measuring the volume of clapping in approval instead of counting an exact number of votes; consequently, on April 27, 2007, the village proposed, to the local government, to host the naval base at Gangjeong village. Obviously, most Gangjeong villagers strongly opposed the decision of the ad-hoc meeting since it did not follow proper procedure.

According to the Gangjeong village Code, an announcement should be made at least seven days before a meeting is to be held, and it should be frequently publicized to villagers. However, the ad-hoc meeting was announced only three days before it was held.

In August 2007, Gangjeong villagers voted again on the naval base construction in Gangjeong village. At this revote, 725 villagers participated, and 680 villagers(94%) voted against naval base construction. Also, villagers dismissed Mr. Tae-jung Yoon, the village mayor, and elected Mr. Dong-kyun Kang as the new village mayor. Since then, Mr. Kang has served as the mayor of Gangjeong village.

Unfortunately, the government has ignored the result of the second vote and only recognizes the result of the first vote, in which less than 10% of Gangjeong villagers participated and has no procedural legitimacy. Based on the result of the first vote, the government insists that it received Gangjeong villagers’ consent on the construction of the naval base.

Human Rights Violations

Imposing Excessive Fines As of 2013, around 210 peace defenders with 53 cases, which include overlapping cases, are awaiting trial under charges of obstruction of official business. In addition, trials related to the cancellation of public waters reclamation, application for an injunction prohibiting construction, and compensation for disturbing construction are also scheduled. In total, Gangjeong Village Association and peace defenders have paid around 100 million KRW (around 100,000 USD) in fines as a result of around 50 criminal lawsuits for their actions, with individual fines ranging between 150,000 KRW(150 USD) to ten million KRW (around 9,000 USD) per person. The fines in future criminal trials are expected to reach 200 to 300 million KRW (200,000 USD to 300,000 USD). In addition, a construction company has lodged a 300 million KRW compensation claim against the chief of Gangjeong Village Association. Imposing excessive fine on peace defenders prevents them from exercising their rights and creates a chilling effect on their activities defending human rights. Even some peace defenders chose to be imprisoned rather than paying fines as a way to protest against the unreasonably imposed fines.

In response to these ongoing human rights violations in Gangjeong village, a joint letter by the UN Special Rapporteurs was sent to the South Korean government on 30 May 2012, regarding its alleged acts of harassment, intimidation, and ill-treatment of peaceful protesters in Gangjeong village. The letter was jointly written by the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression (Frank La Rue), the Special Rapporteur on the rights to freedom of peaceful assembly and of associations (Maina Kiai), and the Special Rapporteur on the situation of human rights defenders (Margaret Sekaggya). In the letter, the rapporteurs urged the government “to take all necessary measures to guarantee that the rights and freedom of all persons involved in” the actions against the construction of the naval base be respected and requested the government to “adopt effective measures to prevent the recurrence” of these violations.

Growing Conflicts and Continued Human Rights Violations

Environmental Problems

Gangjeong villagers and peace defenders have peacefully protested against the enforced naval base construction, but the navy and the government have responded with excessive use of force rather than opening up a peaceful dialogue to solve problems. Since 2007, more than 650 people have been arrested and 473 people have been indicted due to their protest against the naval base construction. As of October 1, 2013, three peace defenders were in prison.

Seven years after the Gangjeong naval base construction was decided on in 2007, Gangjeong village now has the highest crime rate in South Korea.

Excessive Use of Force The total number of police officers dispatched to Gangjeong from August 14, 2011, to August 31, 2012, is 128,401 officers, and a 4.18 billion KRW (4.18 million USD) budget was allocated to fund police force presence.

Peace defenders and Gangjeong villagers who oppose the naval base construction prevent construction trucks from going in and out of the construction site by sitting or standing in front of the main gate and holding a banner. When the police intervene to facilitate traffic for the construction trucks, many peace defenders are injured, as the police grab peace defenders by the leg and drag them away, causing head injuries, and also kick their bodies and twist their joints. What Will Happen If a Naval Base is Constructed on a Wonderful Natural Environment?

Jeju Island is designated as a Biosphere Reserve, World Natural Heritage, and Global Geo Park by the UNESCO. Also housed within Gangjeong coastal waters are soft coral bed, Natural Monument No. 442, and Beom Island, Natural Monument No. 421, both designated as such by the South Korean government. The area surrounding Beom Island is also designated as the UNESCO Biosphere Reserve and Seogwipo Municipal Marine Park.

Environmental Impact Assessment in Name Only The Environmental Impact Assessment (EIA) is one of the most important measures to analyse the environmental impact of a national project. It judges the suitability and validity of the project. However, the EIA on the Jeju naval base was not substantive enough. On 5 July 2012, the

Supreme Court also agreed that the content of the EIA was poor and not substantive enough. However, the Court ruled that poor content of the EIA report was not grave enough to cancel the naval base construction. Regardless the quality of the content, the Supreme Court focused more on the fact that the EIA was actually conducted which shows that the Court did not understand the main objective of the EIA.

Change of Absolute Preservation Zone without Proper Procedure The Jeju naval base construction site, Gureombi bedrock and Gangjeong coastal waters, is designated as an “Absolute Preservation Zone,” an area where development is limited. Various endangered species such as the Indo-Pacific bottlenose dolphin and red-footed crab. However, in 2009, the Jeju Special Self-Governing Provincial Council, whose majority members were from the ruling party, approved the cancellation of the Absolute Preservation Zone without the villagers’ agreement. Ordinance requires villagers’ agreement when making changes to an Absolute Preservation Zone.

Silt Protector is not Enough to Protect Environment.

A silt protector is installed in the middle of sea to protect pollutants from moving around by ocean current. The Cultural Heritage Administration and Jeju Special Self-Governing Province allowed construction at Gangjeong coastal waters under the condition of installing silt protectors, but it is not possible to completely block contaminated water simply through the use of silt protectors. Most of all, the southern part of Jeju Island frequently experiences large scale typhoons, which will eventually damage the silt protectors. Also, the Jeju naval base construction company does not manage silt protectors properly and, therefore, the silt protectors that have already been installed do not function properly.

Sugar-Coated Pledges Is it possible to build the Jeju Civilian-Military Complex Port?

In 2007, after facing strong opposition from Jeju islanders against a naval base construction in the Island, the Roh Moo-hyun administration promised that the base will mainly be used as a civilian port and military vessel will only call at the port. In line with this, the Lee Myung-bak administration confirmed the official name of the Jeju naval base as “Civilian-Military Complex Port” at the National Policy Coordination Meeting in 2008, and ensured that a maximum of two 150,000-ton cruise ships would be docked at the port. However, of the one trillion KRW (around 1 billion USD) budget allocated for the Jeju Civilian-Military Complex Port construction, only 53 billion KRW (around 53 million USD) is allocated for the “Civilian Port.” In addition, based on the current design, it is still not clear whether two 150,000-ton cruise ships can freely enter the port.

In 2012, current President Park Geun-hye declared to “make Jeju Island like Hawaii which is famous for its naval base”. In fact, the nearby sea of Pearl Harbor is seriously contaminated by mercury and radioactive material, and 82% of its indigenous species are faced with the crisis of extinction. As a consequence, Hawaiians import most marine products even though they are islanders. This is why Gangjeong villagers continuously urge “to let us live here peacefully” and reject false sugar-coated pledges and compensations.
