New rate cap for Vic councils Councils able to raise rate revenue to 3.5 %

THE Strathbogie Shire Council will have the ability to raise its rate revenue by up to 3.5 per cent for the 2023/24 financial year after a new rate cap was announced last week.

Minister for Local Government Melissa Horne announced the 3.5 per cent cap for all Victorian councils as part of the Andrews Labor Government’s Fair Go Rates system.

The Fair Go Rates system was introduced in 2016 as an attempt to ease cost of living pressures on Victorians and encourage sound financial management by local governments.

“The rate cap for the next financial year takes into account higher inflation and the need to protect Victorians from uncontrolled rate hikes, while ensuring councils can continue to deliver vital community services,” Minister Horne said.

“Each council is responsible for setting rates within the rate cap based on the needs of their community.”

Councils set rates for their residents and use the revenue to fund essential community services and infrastructure like local parks, libraries, community centres, roads, kindergartens, waste collection and sports grounds.

Within this framework, rates are set individually by councils for their municipalities every year through their budget process and require consultation with their communities on decisions relat-

ing to budgets, rates and other charges.

Strathbogie Shire Council Mayor Laura Binks acknowledged the scope of the rate increase and discussed how council would operate within the new cap.

“Council has consistently set rates within the cap since the Fair Go Rates program was introduced,” Cr Binks said.

“Council is currently in the process of preparing the 2023/24 Draft Budget where the overall rate increase will be determined.

“This will then form the basis of an extensive community engagement opportunity for our community to provide their feedback.

“Strathbogie Shire has successfully managed its budget under the rate cap for several years despite pressures from inflation, labour shortages and spiralling materials costs.

“Despite the challenge of the rate cap being below the rate of inflation, we have delivered improved services and invested in new facilities including business support, maternal and child health, community development, our swimming pools, new footpaths, streetscape upgrades and so much more.

“We have also successfully obtained grants to complete some wonderful projects for our community.”

While not outlining how the rate increase would impact the costs faced by local ratepayers, Mayor Binks recognised that regional councils like Strathbogie Shire are in dire need of increased funding.

“We are acutely aware of the significant impact ongoing wet weather and flooding has had on our road network,” Cr Binks said.

“Across our shire we have 2210km of roads - 1465km unsealed and 748km sealed.

“On top of this there are 521 bridges and culverts to maintain.

“Maintenance of this extensive road network is a significant ask, even when conditions are good.

“With about 7500 ratepayers our ability to generate enough revenue to cover the actual costs to construct, maintain and upgrade roads and other assets is impossible without assistance from state and federal governments.

“We are a small rural shire and an asset-heavy level of government.

“We manage our road maintenance responsibility prudently, considering the combined impacts of climatic conditions, rate capping and reduced government grants.

“However, the continued lack of State and Federal government investment in roads, maintenance, and infrastructure renewal, will have longterm impacts on the quality and safety of local roads across Strathbogie Shire.”

The decision on the rate cap for the next financial year was guided by independent advice from the Essential Services Commission (ESC) recommending a cap of four per cent - in line with the Consumer Price Index, but the government set the rate cap 0.5 per cent below this figure.

One Nation, Animal Justice in New Northern Victoria MPs,, as state’s Upper pp House boasts crossbench of 11 members

By STEVE KELLY ONE Nation and Animal Justice Party candidates have officially taken out fourth and fifth spots in the Upper House for Northern Victoria.

The five Upper House candidates were declared for the region at the end of December following the distribution of preferences and Rikkie-Lee Tyrrell (One Nation) and Georgie Purcell (Animal Justice) have held on.

Three candidates were voted in on first preference votes alone including Wendy Lovell (Liberal), Jaclyn Symes (Labor) and Gaelle Broad (Nationals).

Northern Victoria spans from Mildura to Wodonga, taking in 11 lower house districts, including Ovens Valley.

Results have the Labor State Government with 15 seats, the Coalition one less with 14 (12 Liberal and two Nationals), with a crossbench of 11.

Former Northern Victoria MPs Tania Maxwell (Derryn Hinch’s Justice Party) and Tim Quilty (Liberal Democrats) were not successful following distribution of preferences.

Party namesake Derryn Hinch also ran for the Southern Metropolitan Upper House seat but failed to be elected.

Ms Lovell made the comment recently that Ms Maxwell was “shafted” by a deal which effectively diverted preferences to her competition.

She said the potential election of Ms Purcell for the Animal Justice Party could be something very interesting moving forward.

Victoria’s first One Nation MP, Ms Tyrrell, runs a dairy farm with her husband Aaron at Invergordon and she has been an advocate for fairer water policies to give farmers more certainty and better water security.

“In addition to supporting the expansion of the Big Buffalo dam, One Nation has been calling for 100 per cent water allocations at the start of the irrigation season when storages are at or near capacity, rising to 120pc if storage allows it,” Ms Tyrrell said.

“For too long, Victoria’s irrigators have borne the brunt of water reform in the Murray-Darling Basin and the cost of water has driven many farmers out of the industry with commensurate impacts on regional economies.

“Federal Labor’s move to reintroduce buybacks will only make this worse.”

Ms Tyrell said with energy costs skyrocketing in Victoria, she will also be working to unlock the state’s vast energy reserves to improve domestic supplies - especially gas - and bring down prices.

“I’ll push for a second Bass Strait interconnector, and increased fuel storage at Geelong, to improve energy security,” she said.

“I’ll also be advocating for other long-term infra-

Victoria leads nation on sick pay for casual workers MORE than 55,000 Victorian casual and contract workers have signed up to the State Government’s Sick Pay Guarantee - so they can stay at home when they are sick or need to care for a loved one.

Minister for Employment, Ben Carroll, said the Australian-first program has so far supported more than 80,000 claims from Victorian workers.

Casual and contract workers without sick leave entitlements can access up to 38 hours of sick and carer’s pay each year, paid at the national minimum wage.

Retail and sales assistants, hospitality workers and aged and disability care workers currently make up the highest percentage of workers registered for the program.

Casual and contract supermarket and supply chain workers, cleaners, laundry workers, security guards, food trades workers, cooks, bakers, fast food workers and kitchen hands are also

eligible for the program.

The Labor Government’s $245.7 million Sick Pay Guarantee is a two-year pilot program aiming to reduce workplace illnesses and injuries and keep businesses safer and more productive.

The pandemic revealed just how many casual and contract workers have been forced to choose between a day’s pay or their health.

Around one in five casual and contract workers work more than one job to earn a living - many without any access to sick and carer’s pay.

The program is delivering sick pay to workers in industries with the highest rates of casual and contract workers whose work hours are often unpredictable and low-paid, and where people facing disadvantage are overrepresented, including people from culturally and linguistically diverse backgrounds, women and young people.

Casual and self-employed

contract workers are encouraged to check their eligibility and sign up now via the Service Victoria app or at vic.gov.au/sickpayguarantee.

Information is available in 19 languages on the Sick Pay Guarantee website.

“Workers shouldn’t feel forced to go to work sick because they can’t afford to miss a day’s pay - that’s why we’re ensuring it’s a choice they never have to make through our nation-leading Sick Pay Guarantee,” Mr Carroll said.

“This scheme creates more security for Victorian casual and contract workers, supporting them when they’re sick or caring for a loved one.”

North East records limited road trauma figgures over holidayy season

By RYAN MALCOLM POLICE are keen to build on a downturn in the state’s road trauma statistics late last year, after Victoria recorded its fourth-lowest lives lost figure since Transport Accident Commission records began more than 35 years ago.

Traditionally the state’s deadliest month for road fatalities, the 10 lives lost in December was Victoria’s second-fewest in 2022, with police hoping the late turnaround in road trauma projections reflects meaningful change in driver behaviour across the state into 2023.

However, despite a relatively quiet end to the year, the 240

lives lost on Victorian roads was seven higher than 2021 figures, and saw 135 motorists lose their lives on country roads, having increased from 120 in 2021.

Road trauma in the North East was limited, with Wangaratta (2), Alpine (3), Wodonga (3) and Mansfield (2) local government areas each recording minimal fatalities throughout 2022, with the bulk of road fatalities recorded by Goulburn Valley (26), Bendigo (19), Dandenong (18) and Geelong (17) police divisions.

Speeding was the leading suspected cause of fatalities statewide, while failing to give way, illicit drugs, alcohol and mobile

phones were also common contributors to road deaths.

The 240 lives lost across the state were a direct result of 238 separate fatal collisions, 236 of which were single vehicle collisions, up from 202 the year before.

Acting assistant commissioner road policing, Justin Goldsmith, said police were committed to further limiting “needless loss of life” going forward.

“While the number of lives lost is only slightly above the previous year when there were still significant travel restrictions due to COVID, its crucial to stress any life lost is one too many,” he said.

“These are not just numbers

- each represents a mother, father, brother, sister, child or friend whose life has been needlessly cut short.

“Often it is behaviours within our control like choosing to speed, driving after a few drinks or texting behind the wheel that results in the most catastrophic road trauma.

“That’s why you will continue to see us right across the state checking your speed, conducting alcohol and drug tests and removing unlicenced and suspended drivers from the road.”

Road trauma has largely declined in the 35 years since TAC records began, peaking at 776 in 1989 before reaching its lowest point, 211, in 2020.

Euroa streetscape upgrades completed THE first stage of Euroa’s streetscape upgrade has been completed, with the addition of locally crafted seating now in place thanks to the efforts of community members.

The project came to fruition after the suggestion of local community groups DESIGNEuroa and the Euroa Chamber of Business and Commerce.

DESIGNEuroa’s Shirley Saywell said it was a no-brainer to push for local craftspeople to work on the project.

“The community was saying they wanted to support local artists and council was asking for input on ways to do this at the time,” she said.

“We thought why not incorporate art into infrastructure?

“We are most grateful to council for listening and responding; the end result says it all.”

The seats were designed and built with a combined effort of local craftspeople Hugh Salmon, Steve Tobin, Rowan Craven, and artist Tank.

By GUS RIDDER TESTING on the new Nagambie Splash Park will continue through the early New Year, with work still to be done before the park opens to the public.

The park located on Buckley Street has been a much anticipated initiative by the Strathbogie Shire Council, particularly as the weather warms up this summer.

Construction was announced as being underway in April of last year and council statements at the time indicated that it was aiming to be opened by September.

Prior to construction commencing, residents used Strathbogie Shire Council’s online engagement platform to have their say and share

advice on the preferred equipment for the splash park.

At the top of the list was a water slide structure.

In addition to the water slide, the park will also include a rainbow tunnel, a mushroom umbrella, tilting cones and splash buckets.

There is set to be a lot of fun for children, with crab and several more spraying apparatuses planned for the site.

Delays have been understandable due to poor weather and considerable flooding in the Nagambie region during the construction process.

A statement released by council on December 31 acknowledged the frustrations of the community regarding the delays and the park’s

lack of availability so far this summer.

“Council is hard at work ensuring the park runs smoothly and all safety precautions are in place before it opens,” it said.

“We know it’s frustrating - it’s been described as dangling lollies in front of children - we agree!

“Unfortunately we can’t provide an opening date as yet, but we’re working on it and will provide updates on council’s social media channels, website and through Go Nagambie.

“We appreciate your understanding and apologise for the delay.”

The $1 million splash park is being built by Wacky Water Play who has installed some base pads and steel frames for the fun structures.

By GUS RIDDER EUROA Health’s imaging services department will be able to purchase a new ultrasound bed thanks to a $3000 donation made by the Rotary Club of Euroa.

The funds were raised through the Garden DesignFest held in November, a Rotary backed event that showcased the work of professional garden designers across Victoria who displayed gardens in the local region.

Visitors to the gardens would pay a $12 entry fee with funds going to a charitable cause selected by Rotary, with this year’s beneficiary being Euroa Health and their imaging services.

Rotary Club of Euroa president Bob Irving delivered a cheque to Euroa Health chief executive officer Cherree Hunter at the end of December to confirm the donation had been made.

Ms Hunter spoke about the donation and the benefits it would have for the local community.

Mobile coverage reliability needs government intervention LEADER of The Nationals David Littleproud is calling for government intervention to ensure Australians in regional and remote areas have adequate mobile coverage, saying telcos have failed to provide an adequate service.

Mr Littleproud said extending and reforming the Universal Service Guarantee (USG) to mobile phones from landlines and introducing mandated mobile roaming in 2023 was essential to grow the regions and protect lives.

“In 2023, communication has never been more important,” Mr Littleproud said.

“It’s critical as a safety and emergency response, enabling better commerce, business and social interaction in areas of limited network coverage.”

Mr Littleproud said he supported the Australian Competition and Consumer Commission’s (ACCC) recent decision to rule out a 10-year mobile infrastructure sharing deal with Telstra and TPG Telecom because more than 700 towers would have been lost.

Mr Littleproud said the former Coalition Government funded more than 1200 new or upgraded mobile base stations under their Mobile Phone Black Spot Program, which the telcos benefited from. He said there now needed to be regulatory guidelines to make sure they could be used by all Australians, no matter what telco

they were with.

Mr Littleproud said if mandated domestic roaming in rural areas was introduced in concert with reforms to the USG that extended to mobile service and removed the averaging provisions that currently allows Telstra - the recipient of the $270 million in USG funding - to have landline customers without phones for months, then services would improve.

“The USG isn’t working and needs reform, which was highlighted in the Regional Telecommunications Review handed down just before the federal election, yet the new government has made no commitment to implementing its recommendations,” he said.

“Telcos should also be forced to maintain mobile towers, not just landlines.

“Unfortunately, the October 2022 Budget also revealed cuts to regional telecommunications despite the urgent need for improvements.”

The former Coalition Government directed an ACCC inquiry into mobile roaming, to focus on the costs and access to telecommunications towers and facilities.

“I’m urging our regional communities to provide input into the consultation process, open until February and prior to the publication of the Regional Mobile Infrastructure Inquiry draft report in April, 2023,” he said.

Melanoma risk higher for regional men NEW Cancer Council Victoria (CCV) research has revealed only 35 per cent of Victorian men regularly use sunscreen, significantly increasing their risk of developing deadly melanoma cells.

The 2022 Summer Sun Protection Survey, which received 734 responses, 324 of which were men, found only 51 per cent of men reported often or always seeking shade to protect themselves from the sun if the UV level is three or above.

CCV head of SunSmart, Emma Glassenbury, said slipping on clothing, slopping on sunscreen, slapping on a hat, seeking shade and sliding on sunglasses where particularly important for regional men, where higher rates of melanoma were often diagnosed compared to major cities.

Research published by the Victorian Cancer Registry in December found melanoma diagnoses in regional Victorians were 44 per cent higher than their metropolitan counterparts.

“Males are twice as likely to die from melanoma than women - we want Victorian men to protect their skin by using all five forms of sun pro-

Goat winners confirmed

LONGWOOD MASTERPLAN: Members of the Longwood community are being urged to review the draft plan for improvements to the town’s facilities and to help provide input about the suggested projects.

Longwood community urged to have a say IMPROVED equine facilities, upgrades to the community centre and the pub paddock are just some of the key projects identified in the Draft Longwood Masterplan.

Footpath installations, accessible picnic furniture, children’s play spaces and native plantings have also been identified by the Longwood community as opportunities for improvements.

The Longwood community, with the help of Strathbogie Shire Council, is now calling for the community to review the draft plan and provide their input.

“This is a community initiated and owned plan,” Mayor Laura Binks said.

“The community wants to ensure your ideas and input have been captured correctly before the Masterplan is finalised.”

The Draft Masterplan identifies a host of different potential projects across six key areas, which include: • Equestrian zone

• Oval, sports zone • Dam, wetlands zone • Pub paddock, and • Railway land zone.

“Draft Plans for each area can be found at www. share.strathbogie.vic.gov. au, along with a survey seeking feedback on priority projects,” Cr Binks said.

“The Longwood Masterplan was a project, funded through the Pitch My Project initiative in Council’s 2022/23 Budget.

“The Pitch My Project initiative is designed to ensure community input into council’s budget.

“It means we’re funding the projects and initiatives that matter to our community.”

Pitch My Project is now open for submission to the 2023/24 Budget.

NGV kids program touring at Euroa Library GOULBURN Valley Libraries will be offering the National Gallery of Victoria’s ‘NGV Kids on Tour’ program in Euroa throughout January, providing opportunities for families to enjoy a range of free art activities, creative programs and workshops.

‘Let’s Make Art!’ is the theme for the 2023 tour, with free programs being held at the Euroa library, as well as Shepparton, Cobram and Yarrawonga libraries, from January 4 - January 25.

The tour is inspired by the 2022 NGV kids’ exhibition ‘Making Art: Imagine Everything is Real’, which celebrated the work of some of the most innovative European artists of the twentieth century including Pablo Picasso, Georges Braque, Natalia Goncharova and Remedios Varo.

During the programs, children will be encouraged to create drawings, sculptures, poems, portraits, collages and one-of-a-kind creatures.

Tony Ellwood AM, director at the NGV, discussed the program and the benefits of touring to regional libraries.

“Since its inaugural year in 2014, the Kids on Tour Program has demonstrated the NGV’s commitment to providing Victorians of all ages with the opportunity to engage with art, design and culture from Australia and around

the world,” he said.

“The 2023 program will be our largest yet, extending a diverse range of free art-making activities for kids, teens and families to over 130 community organisations right across Victoria.”

Emma Kennedy from Goulburn Valley Libraries said she was thrilled to host the program.

“It is a wonderful opportunity for kids to try something new and different,” she said.

ENERGY Safe Victoria (ESV) is reminding Victorians using solar photovoltaic (PV) systems to have them serviced every two years, following three house fires over the past two weeks.

Faults that cause fires are a risk, particularly in older solar PV systems that have not been properly maintained or serviced by a licensed A-grade electrician regularly.

Over the past two weeks, ESV has investigated three fires involving older solar PV systems, which haven’t been serviced over the previous two years.

In all three incidences the fires were caused by faulty or malfunctioning d.c. isolators.

Servicing involves detailed electrical testing of the components that make up a solar PV system, including d.c. isolators, as well as a thorough visual inspection of the system to ensure the integrity of equipment and cabling.

THE State Government has introduced a new inbuilt security feature in general-issue number plates to help reduce crime and number plate theft.

Rolling out from this week, the Directional Security Markings embedded in the surface of new general issue number plates will provide an extra level of authentication, making it harder for them to be illegally copied.

Minister for Police, Anthony Carbines, said VicRoads has been working closely with Victoria Police and the Department of Justice and Community Safety on a solution to combat number plate theft and cloning.

The new design features a ‘VIC’ logo within a small circle - with the security markings unable to be removed by chemical or physical means from the sheeting or finished sticker without causing irreparable damage to the reflective system.

This new style plate aims to stop criminals creating duplicate number plates and placing them on a vehicle of the same make and model as the original,

Minister Carbines said number-plate theft has been a growing problem in Victoria.

“These new Directional Security Markings add an additional layer of security that will stop theft and help reduce crime,” he said.

ings will appear on about 430,000 new number plates per year including all general issue standard car number plates, trailer number plates, Commonwealth Government ‘Z’ number plates and Ministerial number plates.

Victorians will see the new number plates released gradually onto our roads from this month as new vehicles are registered, and new number plates are issued.

There will be no extra cost to drivers who order standard-issue plates with new security markings.

By CHRIS HARDMAN, Chief Fire Officer, Forest Fire Management Victoria IN 2022, many Victorians experienced extreme weather with heavy rain and flooding.

Our changing climate means these events are becoming more frequent and extreme.

The recent State of the Climate report by the Bureau of Meteorology and CSIRO confirms that changes to weather and climate extremes are happening at an increased pace across Australia.

In the coming decades, we will see an increase in the number of dangerous fire weather days and a longer fire season for southern and eastern Australia.

Even though conditions have been wetter through most of the state in 2022, Forest Fire Management Victoria (FFMVic) has continued to take action to manage bushfire risk.

Victoria is Australia’s most bushfire prone state.

By investing in prevention, we aim to protect people, property and the environment by reducing the risk and impact of ma-

jor bushfires.

We look for opportunities year-round to conduct planned burns that will protect people, and our environment - including forests, their wildlife and biodiversity - from bushfires this summer and in the drier years to come.

We burn to the conditions, not the calendar.

Some burns that were planned for spring may take place this summer if conditions are right and it’s safe to do so.

Others could take place in autumn next year.

Although we don’t expect many long-running or large forest fires this summer, areas across the north and west of the state may see increasing fire potential from midsummer, especially in areas of high grass growth.

Drier forests, woodlands and heathlands are also at risk of fires with the onset of hot and dry weather conditions.

Going forward, we will prioritise planned burns in places with increased risk.

The wetter weather has presented opportunities for different types of burning.

In some areas, the higher

levels of moisture in the soil and natural gullies have allowed our crews to conduct lower-intensity burns.

The gullies act as natural boundaries for the fire, which is not always possible during drier conditions.

Past events show us that planned burning can reduce the loss and destruction caused by bushfires.

As a world leader in bushfire risk management, we have many different tools in our toolbox.

Planned burning is not the only way we manage bushfire risk and reduce fuel like grass, leaf litter, twigs, bark and vegetation.

We’ve increased our use of mowing, slashing and mulching this year.

We’ve also expanded our network of strategic fuel breaks to better protect against bushfires.

These strips of land are in the highest priority locations¬ - close to towns, water catchments and sensitive environments.

We have also upgraded our infrastructure, including forest roads, fire dams and fire lookout towers.

In addition to our bushfire risk management program,

FFMVic, together with Country Fire Authority (CFA), is continuing to support Traditional Owners to use cultural fire on Country.

More than 200 cultural burns are planned over the next three years.

We work with CFA, Fire Rescue Victoria (FRV), local government and communities to deliver the best local approaches to bushfire risk management in Victoria.

The combination of our actions helps communities and our environment to become more resilient.

Our crews will continue to keep communities safe all year by reducing the risk and impact of bushfires on Victoria’s parks, forests and other public land.

While FFMVic does a vital job managing bushfire risk, I encourage all Victorians to ensure they have the right information, tools and actions to prepare for fires.

This means familiarising yourself with the new Australian Fire Danger Rating System.

This system is the same across Australia, so you can assess risk and take action if needed, wherever you are.

A RISE in COVID-19 cases locally has prompted Euroa Health to close its acute hospital so staff can be realigned to GraniteHill Aged Care to support the residents, and their urgent care is also closed until further notice.

COVID-19 cases have been rising in the past weeks with more people being able to travel in and out of the Strathbogie Shire to see their families over Christmas and New Year.

ON Boxing Day 2017, beautiful nine year old Chloe Perry passed on because of brain cancer.

The little girl was diagnosed aged five in 2013 and spent a little bit less than half her life on earth fighting tirelessly against her sickness, but didn’t end up winning the battle after a long and brave fight.

INDI Independent MP Helen Haines has called on the Federal Government to commit $100,000 to develop a community-led plan for the Euroa railway precinct.

Unmissable due to the array of orange t-shirted supporters nearby, Dr Haines visited Euroa last week, where she met with several members of the community.

February 2 RATs on their way INDEPENDENT Federal Member for Indi Helen Haines believes the government has failed Australia’s most vulnerable people on the lack of rapid antigen tests, particularly for pensioners, and those living in aged care centres or with a disability.

May 4 Candidates converse THE community helped decide the topics of discussion between six of the 10 Indi candidates at a ‘Meet the Candidates’ forum in Euroa on Wednesday night.

Following community polling, topics included integrity and corruption, climate change, education and rural economic development.

October 12 Riled up at Ruffy SOME members of the Ruffy community have raised questions over the arborist report released last month that suggested the LongwoodRuffy Road is a low risk area.

There was 109mm of rain in Euroa over Thursday and Friday last week, causing massive floods, power outages and issues for the town.

October 26 Show must go on ONE of the region’s most exciting annual events, the Euroa Agricultural Show, has locked in a new date of Saturday, December 3 after it was postponed due to flooding across the state.

The new date was confirmed by the Victorian Agricultural Shows Ltd (VAS) last Tuesday after extensive conversations with the event organisers, the Euroa Agricultural Society.

November 2 Euroa wins tidiest town THE local community celebrated last week as Euroa was named as the 2022 Victorian Tidiest Town of the Year.

Euroa had been selected as a finalist earlier this month, alongside fellow nominees Anglesea and Warrnambool, after taking out three awards in the Premier’s Sustainability Awards, including the major award of Premier’s ‘regional champion’.

November 9 Net zero goal STRATHBOGIE Shire Council has pledged its support to help the Victorian Government to halve statewide emissions by 2030 as part of its target to achieve net zero emissions by 2050.

December 7 Show day success THE Euroa Agricultural Show made its much anticipated return over the weekend, much to the delight of the local community and all those who attended.

There were initially fears the event might be cancelled yet again when the event was postponed from its scheduled date in October due to floods, with the show already having taken a two-year hiatus due to COVID.

December 14 Family violence down THE Crime Statistics Agency has released key data from the 2021-2022 Victorian Family Violence Database, with incidents of family violence reported as decreasing significantly across the Strathbogie Shire.

IN mid-October 2022, many areas of Victoria and New South Wales were besieged by massive flooding.

Local regions such as Seymour, Nagambie, Kirwan’s Bridge, Murchison, Shepparton, Rochester, Wangaratta, Wodonga-Albury and other Murray River areas were affected when the Campaspe, Goulburn and Murray Rivers bursting their banks.

John and I drove twice past these towns when flood waters were rising and receding in November on our way to Canberra.

We also crossed the Murrumbidgee River near Gundagai in early November and it was awash with floodwaters under it also, as were some other central NSW towns.

Some South Australia towns along the Murray have now recently also experienced the floodwaters heading their way.

The huge clean-up of the devastating damage of the Victorian floodwaters is taking months by those towns, farms, properties, homes, businesses and local wineries that were caught up in the catastrophe.

Many people who had to evacuate are still in emergency or temporary housing.

Around Nagambie some local community folk took up the call for assistance by local residents affected and at the badly affected Discovery Park in Loddings Lane just on the banks of the Goulburn River near Chinaman’s Bridge.

Extensive damage occurred after cabins, caravans and infrastructure were badly damaged by the flooded Goulburn River.

Friends and visitors offered a helping hand to the park folk and property owners along the river who lost livestock, their homes and belongings to the flood waters.

A few weeks after the crisis Go Nagambie hosted a couple of barbecues cooked by the Nagambie Lakes Men’s Shed for the volunteers, contractors, annual visitors and staff at the park to allow them some rest from their tasks cleaning up the park.

Sissy Hoskin, executive officer of Go Nagambie, said “I spent 4 weekends out there helping clean up and just helping individuals.”

“It’s been traumatic for many.”

Last week a Discovery Parks spokesperson spoke about the difficulties caused by the floods.

“It’s been an extremely challenging time for everyone in the Nagambie region and we are thankful for the cooperation of site holders, holidaymakers and the local community who have all chipped in to assist in the clean-up process,” they said.

With clean-up almost complete, we will soon begin the next phase of our recovery plan to restore the park environment and infrastructure.

Given labour and material shortages, we are working closely with contractors and service providers to understand the timeframes required for this so we can welcome the public back to the site as soon as possible.

Repairs to the café are part of the recovery plan for the park.

A call went out nearly straight away for aid and this helped the formation of the Clean Up Nagambie team of volunteers who gave up their time to help return the town to pre-flood order, specially on Lake Nagambie and the Goulburn River. Both of these waterways are now open.

Thanks to all those who cleared debris from the Lake and river and affected properties.

Mitchelton winery and Tahbilk wines were also affected and major clean up tasks have been carried out there also.

Let us not forget those who have suffered from these floods even though the danger has passed in our region.

It has changed so many lives and livelihoods and rural folk are well known for helping each other out.

If you know of a family, farmer, or a person affected who needs help see if you can lend them a hand in some way or direct them to someone who can.

Good Samaritans needed

By DIANE GRANT REPRESENTATIVES from Victoria Police, Ambulance Victoria and Nagambie Country Fire Authority teamed up with the Nagambie Lakes Men’s Shed who provided a sausage sizzle on Saturday at Jacobson’s Outlook.

The gathering of the three essential services was to promote the need for GoodSam responders and the need for members of the community to learn Cardiopulmonary resuscitation emergency procedure (CPR) which could save lives.

Ambulance Victoria has conducted some courses in this procedure around town in various groups.

If any club, group or school want a refresher course they would be willing to conduct such a session if requested.

The slogan on their banner that day read “Someone you know might need CPR”.

The three services would like their members all to learn CPR in case of emergencies and the general public to be aware that they can support this program by helping a person in need if they are willing too and by becoming a

settings with an alert that volunteer GoodSam responders can use in an emergency in their club, workplace, home, in the community, at a sports game, the pool, on holiday or whenever a need arises for assistance being sought to help someone.

An experienced Ambulance Victoria Paramedic will contact the responder after they accept

any GoodSam alert.

They will talk to the responder about their GoodSam experience and answer any questions they may have.

It was very good to see our three major services stepping out amongst the general public to make them aware of the need for assistance in our community.

Christmas and New Year celebrated in style

By DIANE GRANT THANKS to those who decorated the town, houses, retirement villages and businesses and for allowing the decorations to stay up until well after New Year Eve. Those locals and visitors that were in Nagambie over Christmas and those who came along for the colourful explosive fireworks display on a warm summer’s night for the New Years Eve celebration were very impressed with the decorations they saw.

In mid-December, the St Joseph’s school had some creative decorations on their fence while St Malachy’s Catholic Church had beautiful nativity scenes on their church wall and inside the church.

St John’s Anglican Church had their nativity scene set on the lawn outside their church hall and kept it there for the 12 Days of Christmas, celebrating the Epiphany-the coming of the Wise Men. Thank you to the churches for showing the story of the first Christmas through their nativity scenes, and for conducting Christmas and New Year services for the community.

The wire shaped tinsel Christmas trees placed on Jacobson’s Outlook looked colourful as did the red ribbons tied around some of the trees there.

The lights on the tinsel trees looked splendid on the Jacobson’s Outlook foreshore on New Years Eve, making the area for the majority of fireworks patrons a real party atmosphere.

Our Chamber of Commerce and Tourism group, Nagambie Lakes Tourism- or Go Nagambie, through their executive officer Sissy Hoskins was successful in receiving an Australia Day Grant through the National Aust Day Council.

Sissy said “We are going to have a great day in Nagambie.”

Plan before you hike to prevent a tragedy WITH an abundance of bush tracks and hiking opportunities throughout the North East this holiday period, local police have urged adventurers to make sure they’re prepared for what the wilderness throws at them.

Warmer conditions are likely to entice locals and tourists to enjoy the outdoors, but it’s vital all parties take the necessary precautions to ensure their ability to survive if their plans go awry.

According to police, filling out

a trip intentions form with information about the length and route of your journey, to be provided to a trusted friend or colleague not partaking in the hike, was an important step to ensure emergency services could be notified in the event of an emergency.

It’s also vital those embarking on lengthy trips pack enough water and food for their journey, as well as extra in case of an emergency, and always dress for the conditions, while bringing wet

weather clothing if faced with inclement conditions.

While mobile phones are valuable tools in built up areas where GPS signal is abundant, isolated areas can often limit access to the internet, and render online maps inaccessible.

If travelling to remote parts of the state, downloading specific maps ahead of time onto a mobile phone can be a valuable decision, however, a map and compass can also be of significant assistance to travellers.

SAFETY FIRST: Police issued a basic safety checklist to ensure hiker safety throughout the state, including the North East, this summer.

Goulburn River reopens, but exclusion zone remains THE Goulburn River was reopened from midday on Thursday, December 22.

An exclusion zone will remain for 100m either side of Chinaman’s Bridge due to structural assessments of the bridge indicating that a collapse may be imminent.

Strathbogie Shire Council released a statement regarding the bridge and the usage of the river this summer.

“A structural assessment of Chinaman’s Bridge has told us it is dangerous and will collapse at any time,” the statement said.

“Council cannot and will not compromise people’s safety.

“We urge all water users to please be safe on the water.

“There continues to be moving hazards following recent major flooding.

“Traversing under Kirwan’s Bridge is open via the transit lanes.

“We continue to wait for the results of the safety assessment before we can make a decision on reopening the bridge to traffic.

“Water patrols will be occurring over the holiday period.

“We encourage you to please watch our website and social media channels for the most up-to-date information.”

An additional statement from director of maritime safety Cameron Toy indicated that the exclusion zone would remain until January 31.

RIVER OPENS: The Goulburn River has re-opened for use, although an exclusion zone remains around Chinaman’s Bridge due to fears over the bridge’s stability.

Tragic accident takes dad’s life LOCAL young father Shanan Wooley died tragically just before Christmas in a motorcycle accident.

Shanan leaves behind his wife and soulmate, Jess and his precious three-year-old daughter, McKenzie.

Jess is also expecting their second child in June this year.

Shanan was a dedicated father and husband and a fun-loving and genuine friend to many in the community.

This heartbreaking event has devastated his family,

who never expected to lose Shanan in the prime of his life at just 33.

His passing has left a hole in the hearts of the Wooley and Styles families at a time of year when families come together to celebrate.

Friend Kristy Pennington and two others have created a Go Fund Me page to help support Jess and her children.

Ms Pennington wrote: “Kenzie misses her daddy dearly, and Jess has been strong for her and the little

one, but there’s a long road ahead for them.

“Let’s unite as a community to help and support Jess and Kenzie as they navigate their grief and try to form some semblance of a life after this shattering loss.

“Any donation, no matter how small, will support their family with their expenses during this difficult time.”

Shanan’s funeral is expected to be held today, Wednesday, January 11.

ON SCENE: Police and CFA were on scene at a five car accident on Maroondah Highway.

Five car accident at Maindample NO injuries were recorded in a five car accident which occurred at Maindample last Wednesday.

In a nose-to-tail incident up to five cars were

involved and damaged as well as an off-road motorcycle and minor camping equipment.

Although no injuries were reported police and CFA brigades were called to

the scene at the entrance of The Paps on Maroondah Highway.

The scene took 1.5 hours to clear, however, traffic continued to flow slowly as directed by police.

All-girl group set for Alpine Valley Vibes

By BRODIE EVERIST LISTENING to The Buoys’ particular brand of assertive punk, you get the sense the quartet are having the time of their lives.

As it turns out - they are.

“We all agree that the funnest thing that you could ever do is to join a band,” said drummer Tess Wilkin.

“We see so much of each other when we’re touring and it’s just the best, it brings us so much joy.

“I think that our audience can feel that when they watch us live because we just can’t wipe the smile of our faces.”

Punk rock quartet The Buoys will be tearing up the stage as one of the major acts - alongside Jessica Mauboy and Issy - at Alpine Valley Vibes, a day-long music festival to be held at Bright’s Pioneer Park on January 21.

Made up of vocalist and rhythm guitarist Zoe Catterall, drummer Tess Wilkin, bass guitarist Courtney Cunningham and lead guitarist Hilary Geddes, The Buoys has been relatively prolific, producing a 6-track EP in 2020, and another in 2021.

“Red Flags is a really lighthearted, wind the windows down in your car and have a singalong kind of song,” she said.

“The song is essentially

about seeing all the red flags in your relationship and deciding to ignore all of them, which I think is something that a lot of people can relate to.”

The Sydney group is coming off the back of a monster 2022, having performed at the Sydney Opera House, Splendour in the Grass, and with the Dandy Warhols and

the Hoodoo Gurus.

“There’s been so many pinch-yourself moments,” Wilkin said, but next year looks to be even better.

The group will be supporting the Arctic Monkeys next January, only a week before they perform in Bright.

“The Arctic Monkey’s show, that’s a bit of a dream come true,” Wilkin said.

“I think it was a week before we got offered that gig someone asked me what my ultimate support slot would be, and without hesitation I said Arctic Monkeys.”

According to Wilkin, the band is also working on a new album.

The Alpine Valley Vibes Festival will feature the Buoys, as well as headline act pop superstar Jessica Mauboy, ARIA award-winning hip hop artist Illy and singer/songwriter Gretta Ray. Bright will be a new location for The Buoys, but Wilkin said they’ve received messages from fans who are stoked they will be performing.

“We’re super excited to play this gig,” she said.

“I love all the bands who are on it.”

Shaun Spicer continue on his winning way and claim victory with a great score of 41 points.

Solid ball striking and constantly getting up and down around the greens a feature of his round.

Falling agonizingly short for the second week in a row was Graham Keogh with 40 points.

Third place was decided by a three way countback with Joe Labas getting the nod over Peter Lawrence and Michael Roberts with all three players on 39 points.

Nearest the pins were Peter Lawrence on the third, which resulted in a 2 for 5.

Michael Roberts with a crisp iron strike managed to hold one on the eighth and 16th was Wayne LeCerf with a bullet like strike.

Summer pennant also kicked off with our men heading off to Numurkah and returning triumphantly with a 3/2 win, a great start to the season.

Next week we have a par event with Shaun Bryant (likely to be excluded from this weeks pennant side) on office duty and Jeff Mills in the bar.

EUROA GOLF CLUB LADIES 31/12/2022 results 13 players took to the greens to compete in the 18hole stableford event.

Freda Edwards took out division one off a handicap of 22 scoring a tidy 34.

In division two Jenny Thompson held off rivals taking out the event with a score of 37.

Nearest to the pin on the 12th hole was Robin Lied, whilst Freda Edwards came the closest on the 18th.

04/01/2023 results Returning from the Christmas break, 18 ladies braved warm conditions for the stableford event.

In division one, Gay Mitchell prevailed with a score of 32 and in division two Michelle Thomson came out on top with a

score of 39.

Balls down the line went to Rachel Ritchie 39, Nandine Ingram 35 and Melissa Eddy 32.

Nearest to the pins were Marian McMartin on the 12th hole and Ros Doxey on the 18th.

STRATHBOGIE GOLF CLUB Stableford was played on Saturday, December 31 at the Strathbogie Golf Club.

A small field played this week due to it being New Year’s Eve. Winner of the day was Grant Pearce with 33 points.

Stoke was played on Saturday, January 7 at Strathbogie Golf Club A field of 19 players played on a beautiful sunny afternoon.

There were six ladies and 13 men, and there were some pretty good scores.

SPORT - SCOREBOARD GOLF NAGAMBIE GOLF CLUB Results 31/12/2022 NAGAMBIE golf is back in full swing for 2023 after a short festive season break and it was back to business with a monthly medal on the first day of the New Year.

25 golfers fronted up in perfect summer conditions, and good scoring was on show.

Winning the monthly medal after surviving a narrow countback and producing the best net score on the course for a long time was Peter Lawrence firing 91-2467.

A faultless round for Lawrence saw the putter run hot and few mistakes made on the day.

Runner up is becoming a habit for Chris Roberts with the dressmaker putting on all the finishing touches ready for the final fitting and the big day, the bridesmaid moniker is well and

truly Roberts with another second place with 92-25-67.

Rounding out the top three was the president’s protégé Rhys Shepherd coming up a little short with 96-28-68 for claiming a third monthly medal.

The nearest the pin prizes went to Chris Roberts with a belter into the third, Graeme Galvin rifled one onto the eighth.

David Love played a glorious iron onto the 13th and Jeremy Ezard floating it onto the 16th.

Next week’s golf will be a stableford event with J Lodding on office duty and P Lawrence in the bar.

BOWLS IS BACK: Violet Town Bowls Club has brought in the New Year, hosting pennant and championship games over the past few weeks.

LIFE MEMBERSHIP: Loyal club servant Joyce White was recently awarded life membership by the Avenel Bowls Club.

JOYCE White joined the Avenel Bowls Club in 1998.

The next year she was appointed as the catering manager, a position she held for three years.

In 2000 she was elected by the members as president of the board of management and was re-elected the following year.

In 2002 she was elected as secretary of the board of management, a position she held for a total of 13 years.

An outstanding effort given the responsibilities of secretary are varied and time consuming.

During her time as secretary, Joyce was also a member of the match committee for 12 years.

For five of those years, Joyce was the chairperson of the match committee.

Joyce was instrumental in raising funds to finance the new club house that was built in the early 2000s.

She organized bowls tournaments, trivia nights, garden shows, raffles, games nights, gala dinners and other fundraising activities to fund the new clubhouse for the next generation of bowlers to enjoy.

While being entrenched in the management of the club, Joyce also enjoyed personal satisfaction as a bowler.

She has been runner up in the Ladies Singles Club Championship and the Ladies 100UP. She was also a member of the Ladies Club Championship Pairs and Triples winning teams.

A loyal one club member, Joyce’s reply when presented with her Life Member medal by Chairman Geoff Hateley was “I only did what I did because I love the club.”

AROUND THE CLUB

By LEANNE RUSSELL-JONES I’d like to thank everyone who has made an effort to assist us with all the chores, outside and in, that are additional to everyday running of the club.

After the Honeysuckle flooded the back green, we were unable to maintain all of the grassed areas and gardens around there but we’re on the way to getting it tidied.

David, Gerard and Staffy made another concentrated effort on spraying all the weeds on the croquet area last Friday.

PENNANT We’ve got another four new Pennant bowlers this year, so now also have a division 7 team of eight players on Saturdays!

We’ve had a mixed run of wins and losses in both midweek and weekend Pennant.

CHAMPIONSHIP Ladies Championship played over two weeks were hard fought games.

Leanne Russell-Jones defeated Laurell Heckenberg in the first round.

Second round/final was played the following week and Maxine Daley was the victor.

Three hours in the heat

were a hard slog but she played extremely well.

Men’s Championship was played over three weeks, and the final was played between David Underwood and Harry Daley, with Harry winning another tough game.

Congratulations to husband and wife!

SOCIAL & OTHER MATTERS Jack Attack - December competition has again been a huge success, after a washed out first night.

These nights are a huge amount of fun for everyone, not terribly late on a school night, with a team of youngsters from the King family with Robbie joining in.

The sausages & onion in bread is free, and the drinks and ice creams are cheap.

Our next competition is already full and commences February 2.

We are now anxiously waiting on Barry to build our new barbecue shelter.

There is much talk at the club regarding the placement of the new all-accessible toilet which we’d like to see inside our building for the comfort and convenience of all our bowling visitors.

More discussion is required with the shire.

VICTORY: It was wins for both the A and B grade cricket sides on the weekend, with both teams cruising to victory.

Euroa’s carries form into new year A GRADE CRICKET

By NICK McCABE Euroa 6/217 (S Hamilton 62, Vaughn Kirk 52) defeated Shepp United 110 (W Jackson 2/14, C Paul 3/22) A PICTURESQUE Saturday at Friendlies Oval, that is in remarkable condition thanks to Glenn Coridas and co, saw Euroa welcome Shepparton United for round seven of the Sherbourne Terrace Haisman Shield A Grade competition.

Euroa, looking to carry over their winning form from 2022 into the New Year, won the toss and elected to bat first.

Opening pair Vaughn Kirk and Scott Hamilton set the tone for Euroa posting scores of 52 and 62 respectively that shaped the game for the home side.

Cameos from Sham Dadallage (16) and Nic Hill (25) kept the runs flowing for Euroa as the Shepparton bowlers begun to tire in the scintillating heat.

Lachie Hill and Cohen Paul closed out the innings for Euroa with a 35 run partnership that left Euroa in the box seat at 6/217 after the allocated 45 overs.

With the ball everything that could go right for Euroa did, and everything that could go wrong for Shepparton United did.

Shepparton’s top five batsmen were dismissed for a collective total of 29 runs, leaving the visitors in disarray.

Will Jackson (2/14) and Cohen Paul (3/22) led the charge but the standout to spectators was Euroa’s tight fielding that really restricted the United

Shepparton United’s tail end provided Euroa with resistance as number 11 batsmen Hugh McGregor blasting 21 runs off 28 balls.

But ultimately this was too little, too late as Shepparton United were bowled out for 110.

B GRADE CRICKET

By NICK McCABE Euroa 6/226 (J Bjorksten 70, A Ellis 62) Defeated Katandra 110 (W Jackson 4/11, L Cooke 2/27) RETURNING from the Christmas break, Euroa hosted Katandra at Memorial Oval for round seven of the Clyde Young Shield B Grade

for the first match of 2023.

Euroa won the toss and elected to bat, determined to take full advantage of the flat wicket.

Carl Norton and Jye Bjorksten opened the batting, Norton was dismissed after 35 minutes at the crease for 12 runs.

However, Jye Bjorksten made the day his own posting a match defining knock that totaled to 70 runs and included six 4s and three 6s.

Alongside Bjorksten, Ashley Ellis set the match up for Euroa with a quick-fire 62 runs off 41 balls.

After 45 over Euroa registered a convincing total of

6/226.

In the field Euroa got off to the dream start with Henry Jackson ripping through the stumps of the Katandra opening batsman in the second ball of the innings.

The following Katandra batsmen all made solid starts to their respective innings however, failed to convert these starts into solid scores.

Euroa had five wicket takers, Walter Jackson the standout claiming 4/11.

With pressure building to score runs Katandra begun to take risks at the crease that inevitably did not pay off and the visitors were all out after 25 overs for 110.

C grade falls short by 36 runs but eyes off second victory C GRADE CRICKET

By JACK WILSON Karramonus 177 (R Downie 2-16, J Penman 2-34) defeated Euroa 7-141 (P Anderson 35, L Paul 24) ON Saturday, Euroa C grade hosted Karramonus at Strathbogie for the first game after the Christmas break.

Captain Lucas Paul lost the toss and Karramonus elected to bat first.

Jake Penman returned to the team by claiming a wicket on his first ball of the innings with a low full toss hitting the Karramonus opener on the pads in the second over.

Grayson Kirk also returned to the side with a wicket in his first over, the batsmen top edging the ball straight to Penman at fine leg, leaving the visitors 2-26 after six overs.

The wickets continued to fall for Karramonus with Kirk claiming another and Russell Downie collecting a further two, leaving Karramonus 5-70 at drinks.

After a 64-run partnership for the sixth wicket

pair, youngster Leo Murphy found the breakthrough Euroa desperately needed.

With Euroa getting into gear snaring the last four wickets at the cost of only 21 runs, Karramonus were all out for 177.

Mitch Gleeson and Jake Penman opened the batting for Euroa, both got off to a good start before a mix up between wickets saw Gleeson being run out.

Lucas Paul came in at three and compiled a 34 run stand with Jake Penman, until disaster struck and Penman was given out LBW. Kieran Robertson and Paul Anderson combined for a 52-run partnership which included five boundaries before Robertson was bowled for 20; Anderson followed Robertson back into the sheds for 35.

Euroa saw the remainder of the overs out finishing on 7-141 falling short by 36 runs.

Next week Euroa plays host to the top placed Mooroopna at Memorial to try and get their second win of the season.

Footy fixtures confirmed for 2023 GOTAFE Goulburn Valley League football and netball is set to make its return for season 2023 on April 8 after the league released its fixture at the end of December.

Euroa’s first game will be against Mansfield, with the first home game coming in round two against Benalla.

Locals will have to wait until round eight for the grand final rematch against Echuca, with the first game being held at home and the reverse fixture scheduled for round 15.

“After a successful season in 2022, we are eagerly

looking forward to the return of football and netball in 2023,” GVL board chair Jacqui Hudgson said.

“Round one kicks off over Easter weekend.

“Good Friday will see the traditional Shepparton United v Shepparton clash start our season off under lights at Deakin Reserve with all other games to be played Easter Saturday.”

Round three will be the ANZAC Round, while May 20 will see interleague action return as the GVL takes on archrivals in the Ovens & Murray League who will play host for 2023.

The TAC Road Safety Round will take place in Round 14.

On the back of the league being a successful recipient of a funding grant of $147,000, 2023 will see a Say No To Violence Round (date to be determined) as well as an expansion of the League’s current Indigenous Round, which will now be played over two rounds with all football and netball teams to be outfitted in Indigenous designed apparel.

The funding is from the Preventing the Cycle of Violence - Strengthening Fami-

lies Fund and will offer an expansion of the Cultural Sporting Prevention implemented in the KDL. It will be led by GOTAFE’s Koorie unit coordinator Tracy Hardie and will run in partnership with the GVL and AFL Goulburn Murray.

This will be a whole of league initiative, with all 12 member clubs participating.

“We are proud to partner with project lead Tracy Hardie and our Major Naming Rights Partner GOTAFE to deliver this project to our clubs,” Ms Hudgson said.

GVL operations manager Josephine Spencer spoke about the importance of the themed rounds.

“The Say No to Violence round will contribute to a near regional response from communities to raise awareness of violence,” Ms

Spencer said.

“The expansion of the current Indigenous Round will also see a launch dinner and cultural understanding session for all clubs that will take place prior to the Indigenous round.

“This fixture sees 26 club requests met which will go a long way in assisting clubs financially with key games, premiership reunions and traditional clashes scheduled.”
