This mid-year review was put forward to council in an initial meeting at the end of February by director of people and governance Dawn Bray with recommendations that it be endorsed by council. Councillor Kristy Hourigan moved a motion to note the review

but not endorse it due to the Audit and Risk Committee being unable to provide their insight on it. In the initial meeting, Ms Bray said that not endorsing the mid-year review would mean that council was not endorsing
proposed changes to the capital works budget and that it would have an impact on the ability of council to move forward with flood recovery projects. Ms Bray adamantly spoke about why it was in council’s best interest to endorse the review. “Officers certainly wouldn’t provide that advice, from our perspective you have to make sure that we’re financially sustainable and
this would jeopardise that,” she said. “We’ve worked really hard to get ahead of the curve in terms of other councils for contractors. “I would strongly recommend that we consider that position because it would mean that we be later on in the process for procurement and might not be successful in getting tenderers for those works. ■ Continued page 2
