Licence under consideration
THE Alpine Shire Council was to vote on negotiating a licence agreement with Hancock Victorian Plantations (HVP) to oversee the operations and management of the Mystic Mountain Bike Park at their monthly meeting yesterday. Council’s director of assets and Alpine Community Plantations (ACP) board member Alan Rees said due to increasing visitation to the park, along with a growing number of user groups and events, a more contemporary operating model is required to ensure maximum benefit to park users. “Management of Mystic Park has been volunteer

led, with ACP managing trail maintenance, ongoing operations, licensing, event management and liability,” he said. “The introduction of the membership model has enabled Mystic Park to remain viable over the last twelve months; however, in addition to financial security, we need to explore additional operating measures to enable a longer-term sustainable solution.” According to council, the contracting of the operations of Mystic Park to a professional operator by way of an EOI process will
also be under consideration. Along with the meeting agenda, council also released an assessment of the park’s finance and the risks associated with council taking on the park’s licence. The assessment says the current licensor of the land, HVP, will not renew its licence with ACP and have stipulated the park will close if Alpine Shire Council does not take on the licence. “It is the view of HVP that ACP, in its current structure, has found it difficult to manage the asset and the park has outgrown its current governance
structure,” the assessment says. Mr Rees said if council supports the motion, ACP will continue to work with the community and key stakeholders during this transition period to ensure user priorities can be managed within the contractual arrangement with the new operator. “If we go down this path, the current community interests, access and safety principles will remain a key focus of the new operating model,” he said. According to the report to councillors at last night’s meeting, modelling has

established that Mystic Park can be operated under a model which is financially sustainable, providing an attractive opportunity for a commercial operator while providing income to council which is sufficient to cover its costs relating to supporting the operations of Mystic Park and the relationship with HVP. The report also says that consideration of a range of options beyond expiration of the park’s current licence concluded that no other options are feasible to secure the park’s future. Mystic Park is currently managed by Alpine
group with volunteer representatives from council, Alpine Cycling Club, Hancock Victorian Plantations (HVP), North East Victoria Hang Gliding Club, and Bright and District Chamber of Commerce. Last year ACP introduced a ‘pay-to-play’ membership model for the park following concerns that operational costs were exceeding its revenue.
