Alameda County Juvenile Justice Center

The new 379,000 sq. ft. juvenile justice center was designed to achieve LEED Gold Certification. The commissioning on this project represented the necessity to conform the Owner’s original program, the design/builder’s solution, and the vendor’s integration.

PSE personnel were in full time attendance during peak test and conformance periods.

Professional Systems Engineering, LLC provided commissioning and authority services for this new $130 million juvenile justice center. This facility is comprised of a 360-bed detention center, with 180 Medium Security beds, 90 Maximum Security beds, and 90 Special Population beds, as well as court facilities and administration offices.

In order to verify the functionality of the building security systems, a final testing plan was implemented. The methodology of the plan was based upon standard operational activities that would be expected within the building to assure security systems would respond as designed. The commissioning methodology was focused upon functionality of the security system.

A more secure and dependable system was required to minimize the possibility of a security breach, or escape while improving correctional officer safety.

PSE was selected over a field of nine qualified firms for outstanding experience in renovations for justice facilities.

Special phasing requirements and lead-based paint abatement procedures were implemented to minimize the effect the renovations had on prison operations. Rikers Island Correctional Facility

Perimeter Security Design & Commissioning New York, New York

A $15+ million perimeter project involving 6 miles of linear perimeter detection sensors and fencing was added to the west site with design documents prepared to New York City design standards.

Professional Systems Engineering, LLC continues to serve as the perimeter security engineer of record and commissioning partner for; perimeter security electronics and detection monitoring center, and site infrastructure design on the $6.8 million renovation for Rikers Islands West Perimeter. PSE’s involvement with the Rikers Island started with an evaluation of the contract documents related to the a previous perimeter security improvement project at the request of the NY DDC to determine if the equipment provided met contract requirements. As a result of our recommendations this initial project was expanded to include testing of the shaker devices currently used at Rikers Island and investigation of alternative perimeter security systems. The final west perimeter design includes a 1.8 miles perimeter, 1.8 miles of razor ribbon integrated detection system, with dozens of microwave zones, 1.8 miles of duct bank, 40 miles of cables, and 1500 feet of PVC coated rigid conduit.

PSE prepared systems design and consulting services for the four-story, one million square foot facility.

Bland Correctional Center

Perimeter Intrusion Detection System & Fencing Bland, Virginia

Situated in one of the most beautiful settings in Virginia, this low key complex just north of the Tennessee line represents the approach PSE takes to keeping designs simple. And of attention to detail--with “low maintenance” as the outward goal while achieving the level of safety needed.

Bland Correctional Center is located on approximately 2,100 acres near the town of Bland, Bland County, Virginia. The Virginia Department of Corrections required strict upgrades to security the enhanced the deterrence capabilities of an attempt at escape.

Professional Systems Engineering resolved the difficulties of existing older fence and large compound requiring surveillance with multiple electronic detention systems using both cable sensing technology and embedded sensor coils housed in barred tape mounted on structures.

The requirements could only be met after analysis and determination of repairs to the existing fence addressed with PSE’s 15 years of perimeter barrier experience.

Project specifics included: The project was a success for a number of factors, but especially because of the pace which allowed this facility to go online months before another sister facility installation-even though the other designer had well over a six month head start.

San Francisco Jail

PSE aided the client in closing a protracted litigation situation that pitched the district attorney’s office against an embittered, long-delayed, construction management team. PSE provided rigid support to the construction team, which led to a stronger negotiation position, yielding millions in withheld payments to the contractor.

Professional Systems Engineering, LLC provided an independent third-party professional review of the security system and special wired and wireless communication systems, to determine whether the systems were fully operational, met current industry standards, and complied with the contract documents.

This also required PSE’s staff to evaluate the operational vs. equipment provisioning of the design/builder. PSE’s “frontline” knowledge of justice and enforcement procedure added significant credibility to the team’s success prevailing over arduous circumstances.

PSE’s services included review and analysis of relevant drawings, specifications, documents, on-site field review and inspection, and testing/commissioning of systems.

PSE documented its findings in written reports and photographic evidence.

The City and County of San Francisco Jail #3 is a Replacement Project of approximately 375,000 SF, containing 768 beds, grouped into 8 split housing units, with a construction cost of $115 million.

A two phase 4 year project included a new housing and program space structure while all systems were renovated in the existing facility during Phase II work.

Security, data/telecommunication, and fire alarm systems for a new 330,000 SF, 5-story, 500-bed addition to this corrections facility were completed as Phase I work for $8 million.

Phase I: ❖❖Jail, correctional and justice consulting ❖❖Planning and professional estimating services ❖❖Consulting, design, engineering, and construction administration ❖❖Life safety/fire alarm system including proprietary monitoring, digital network, prison grade, network interfacing ❖❖Touch screen network, CCTV, cell locking, and door control ❖❖Intercom, paging, card access, digital recording, audio and wired duress system ❖❖Control room design/layout: master control and 12 housing units ❖❖Commissioning and close-out services The renovation of security and fire alarm systems in two existing facilities and interfacing to new building system was the second phase valued at $7 million.

Phase II: ❖❖Replacement of two existing control centers into one new Master Control Center (MCC) ❖❖New PLC system with fiber optic network and PC touch screens ❖❖Motorola radio system on existing city-wide wireless network ❖❖Digital intercom/paging systems interfaced to new integrated system
