RESOLUTION OF THE SEVENTH ANNUAL REGIONAL CONFERENCE ON INSTITUTION BUILDING Kyiv, November 7 – 8, 2013 We, the participants of the Seventh Annual Regional Conference on Institution Building, representatives of the public bodies of the EaP countries, foreign and Ukrainian experts emphasize the importance of qualified expertize to implement acquis communautaire which is provided through efficient implementation of institution building instruments Twinning, TAIEX, SIGMA and CIB programme: Stating that institution building instruments Twinning, TAIEX, SIGMA and CIB programme are unique and extremely valuable; Willing to exchange the experience of using above-mentioned instruments and programmes, in particular achievements, best practices and challenges on the way of its implementation and analyze the state of civil service reform in EaP countries and familiarize with the experience of EU member states in this sphere; aiming to support civil servants professional network development in EaP countries, exchange best practices, success stories and lessons learned in the sphere of civil service system reform and institutional reform through implementation of institution building instruments and improvement of its introduction mechanism; taking into account the EaP major tasks regarding establishing the unique format of cooperation with the EU and setting up the community in particular through capacity development, approximation legislation to the EU best practices along with civil service reform; considering preparation to the implementation of agreements of cooperation with the EU to create necessary conditions for deepening the relations between the EU and interested partner countries; recognizing that in order to improve the implementation of EU institution building instruments and programs to raise effectiveness of public authorities, to ensure professional civil service in the EaP countries it is necessary to consolidate the efforts of EaP relevant public bodies, European experts, research institutions and international organizations. REACHED THE CONCLUSION: 1. Eastern Partnership aimed to promote stability and prosperity to East Neighbours of the EU through implementation of institution building instruments Twinning and TAIEX, SIGMA and CIB Programme. 2. Implementation of institution building instruments should reach the highest level of efficiency, effectiveness, impact and sustainability. 3. Further improvement of the implementation mechanism above mentioned instruments requires the following steps from EaP countries: − special attention should be paid to internal monitoring, assessment of institution building instruments, sharing information regarding best practices; − improvement of the level of cooperation between projects beneficiaries and theirs partners from the EU Member States; − strengthening capacity of not only present but also potential beneficiaries of EaP countries through holding trainings, organizing information events on implementation of Twinning and TAIEX instruments; − strengthening capacity regarding the implementation of these instruments for conducting complex reforms combining the implementation of institutional building instruments and technical assistance projects. 4. To increase the effectiveness of Twinning instrument implementation some EaP countries advised to enlarge it to the regional level. “Regional Twinning” has to be naturally complementing Twinning on the central level.

The role of PAOs should be further strengthened as far as the level of the appropriate implementation of these instruments depends on the competency, proficiency of the national coordinator of the instruments. 6.There should be provided systemic reforms in all spheres of social life in the context of European integration that are based on the new approach to the issue of establishing and development of human resources, competency, responsibility and reliability of civil servants, new standards and principles of their activity. 7. In order to get ready for signing the Association Agreement with the EU some EaP countries should establish a proper and effective system of continuous professional training for civil servants that corresponds to the highest international standards of administration and management capacity development of the state and meets the unique European educational space. 8. The exchange of experience among the EaP countries is very useful to ensure an effective application of the institution building instruments Twinning, TAIEX, SIGMA and CIB programme and modernization of the civil service in these countries. 9. Enabling conditions for institutional building instruments implementation, strengthening expert support of public administration reform provided by SIGMA Programme should facilitate the effectiveness of public bodies’ performance, approximation national legislation to the best practices of the EU. RECOMMEND: − to continue complex strengthening of institutional capacity of EaP public bodies by means of the institution building instruments Twinning, TAIEX, SIGMA and CIB programme; − to promote enhancing of cooperation among the EaP countries and strengthening of civil servants network by signing bilateral agreements; − to continue practice of informing the public bodies on attraction the EU assistants within the framework of Twinning and TAIEX instruments as effective mechanism of harmonization national legislation to the EU best practices; − further increase the awareness of the instruments particularities, making specific emphasis on the projects connections with the national reform that is to be the step on the way to successful implementation;
− to ensure involvement of representatives from the regional level in the implementation of Twinning and TAIEX instruments; − to implement institution building instruments considering complex approach, which is to ensure effective attraction of technical assistance and allow to avoid duplication; − practices;
to continue improvement of civil service in EaP countries according to the EU best
− to implement new approaches and forms of professional training for civil servants and officials of local self-government bodies according to the Association Agreement; − to continue modernization of the civil service as a part of the system reform taking into account best practices of EaP countries and the experience of the EU member states in this sphere.
