hold you all in great honor and take this space, to, once again welcome you to a further edition of Prime Location - Home of properties.

As you are aware, the orbit of this magazine is related to development, construction and prospects in the real estate industry of Tanzania and also carries events and news relevant to the sector in form of articles. Being a monthly magazine we bring to our readers a unique package of information, analysis and opinions, providing them with an all-encompassing perspective of activities affecting the property industry. We interact with local professionals, property developers, property managers, banks, real estate agents and other key players of the accordant industry to bring out the facts and trends influencing the property market. The good news is that Prime Location has now spread its wings to the capital city of Dodoma making Prime Location - Home of properties easily accessible to all the members of parliament and the local professionals of the city of Dodoma. As our channel of distribution continues to grow and touch base in various cities in Tanzania, we are incredibly thankful to our esteemed clients for having trust in us and continue to welcome them on our upcoming editions. On another note, we have come to realize that magazines about design can serve as a little guide to crafting your own world. All of which makes me glad that we decided, last month, to introduce an interior design segment in our magazine. On page 08 we have a wonderful article on design by Teresa Fisher, a Space planner and Interior designer at Mizani Interiors. With Africa growing rapidly and with great diversity, we did not have to look too far for our international segment, this time. The recent announcement by Ghana had our heads turning in awe as we hear they have decided to scrap off their VAT on real estate costs. Read all about it on page 24. Mortgage is seen as one way through which people can own homes but this too sometimes come with its headache, either it becomes just too tedious plus plenty of strings attached or the interest rates are just way too high. But this could all be something of yesterday as Bank of Africa Tanzania (BOA) has come up with a financial solution that will have all mortgage seekers smiling with a new product on the market.

Speaking to Prime Location Magazine BOA Tanzania’s Marketing manager Mr. Bisheko Muganyizi said it feels like a breath of fresh air in the mortgage industry as it is a different home loan where financing is advanced to the borrower to enable them construct a residential property. The Bank’s home construction scheme is billed to offer solutions to challenges facing Tanzanians in building their own homes. The WEZESHA, a mortgage solution, expects to cater for the home construction needs of many Tanzanians in an environment under which it usually takes up to 10 -15 years to put up a simple family house.

As the population is getting more access to surveyed land, it increases the opportunity for the Bank to offer its unprecedented home construction solution to many Tanzanians. The types of Houses to be built under WEZESHA Loan includes brick houses and pre-fabricated houses, with the simple criteria of just having a title for the land on which the property is to be developed. According to available data, the country faces an acute shortage of 3,000,000 houses, with the demand growing at an annual rate of one per cent monthly. The Bank offers 100% financing to make getting a home construction loan more

affordable, quite unlike the other products which are available on the market where the mortgage seeker is required to deposit a certain amount upfront before the loan is processed. A lot of the time, especially for the first timers, saving up enough money for a down payment can be one of the most difficult steps in constructing a home. It is used to be despite having strong creditworthiness and stable income. Now with “WEZESHA” It is not therefore a hurdle that would cause the delay of owning a dream home, saving for another 2 to 5 years of the initial deposit since it is 100% financed. To qualify for the home construction loan, a customer will have to choose contractor to build the house among preferred contractors who were selected by BANK OF AFRICA. The home construction loan will be disbursed in phases such as foundation, lintel, roofing and finishing. And the money will be disbursed to the contractor’s account in BANK OF AFRICA for the project. After completion of each phase, Quantity surveyor report will be submitted and analyzes before the disbursement of the following loan phase. The bank says the product is available to salaried individuals in both Public and Private sectors, whereby the bank finances up to 100 per cent of the construction value with payment tenure of up to 25 years leading to an added piece of mind to the customer.

ousing deficits in most African countries remain a critical issue that most governments are struggling with as an attempt to raise the standards of living of their people. But as provision of low cost affordable housing tops the agenda of most governments across Africa, it remains a pipeline dream as most governments continue to charge Value Added Tax on properties. This means that developers have to transfer the costs onto their prospective buyers leading to high prices that become a hindrance to many middle income buyers. The recent announcement by Ghana that it was scrapping off VAT on the cost of real estate has been the toast of the industry as many think there is just so much that African countries can copy from the West African country.

However, this did not only come as good news to Ghanaians only where the Ghana Real Estate Developers Association (GREDA) welcomed government’s decision to scrap VAT on cost of real estate, there was applause across the continent. GREDA had for some time now pushed for the tax to be removed as they described it as a nuisance levy. Expressing the association’s stand on the issue, the Executive Secretary of GREDA Samuel Amegayibor said the move will create more opportunities for the housing sector. “It’s good news. The population boom, rapid urbanization and housing deficits across the continent is a three-dimensional problem with the same end: crisis. This in the eyes of the pundits can be diverted with some government intervention with the right taxation policies that can accelerate growth in the real estate sector.

How do I figure out the monthly payments? Once you have an idea of the kind of home you want, a great way to figure out whether the payments fit within the 40% rule is to consult your banker or use online tools i.e. calculator though the online tools might not be accurate. How do the terms of the loan, the percentage of the down payment, and the interest rates affect my home loan? Majority of the banks if not all require a down payment as a starter to the loan. This amount is typically 10%-20% of the appraised value of the home. Once that down payment has been made, the rest of the loan is paid back in monthly installments, with interest added. Home loans can be repaid in as short as five years, all the way up to 20 years. The secret is finding the right balance between the term of the loan, and how much you can comfortably afford to pay each month. Bank loan officers can help you determine what this sweet spot is. Another thing to note: Interest rates for the term of the loan can either be fixed (meaning they stay the same for a certain duration – typi-

cally one year, five years, or the entire duration of the loan), or can be reviewed after a number of years. Fixed interest rates can give you the peace of mind in knowing from the start how much the entire loan will cost. In exchange for this peace of mind, interest rates are locked in at slightly higher rates. On the other hand, interest rates can be allowed to adjust up or down as the market dictates.

How do I determine how much down payment I need to make? Down payments for properties are based on the appraised value, and banks only finance up to 80%-90% of the appraised value of a property. For brand new properties projects that are developed by reputable developers and are in strategic partnership with banks, the appraised value is the selling price, and you can compute down payment and monthly payments from quoted selling price. For properties that are individually owned or on sale for second time, the selling price and the appraised may not always be the same. What happens in this scenario is that banks make their own determination of what they think a property

is worth through appointed bank valuer, and set down payment and terms according to that. So if a previous owner is selling a property for Tzs 200 million, but a bank appraises it at Tzs 170 million, the amount the bank would be willing to finance is 80% (Tzs 136 million). This leaves the difference (Tzs 34 million) for you, the buyer to shoulder. This works both ways: If a property is selling below what the bank appraises it, then you could also end up paying less than 20% of the selling price as a down payment. In an age of constantly increasing real estate prices, particularly in Dar es Salaam and other big cities, home loans are the practical way to home ownership. As rental rates go up, turning your monthly payments into home loan payments makes more financial sense. There are still a few more things that go into availing of a loan, but the best place to start is to meet with a loan officer from your bank. He/She is always armed with the latest interest rates, exact computations, and detailed knowledge of the process, your bank officer serves as important resource toward owning a home for you and your family.
