uality housing is a dream that every human being looks forward to, yet it remains elusive to many families and as a result Tanzania continues to suffer housing deficits. In an ideal situation mortgage financing would be the solution to this but it remains as one of the trickiest elements despite the fact that there are several banks offering loans that can enable Tanzanians buy homes. Oscar Mgaya is the Chief Executive Officer of the Tanzania Mortgage Refinancing Company, an apex financial institution that is charged with offering mortgage loans to banks to enable them give long term mortgage facilities. Speaking to Prime Location he said,TMRC is a specialised financial institution that was formed for the purpose of providing long-term funding to Tanzanian banks with the aim of developing the residential mortgage loan market in Tanzania. “The main reason why TMRC was created was because banks depended on customer deposits to lend borrowers who wanted to buy

According to Mr Mgaya mortgage is not a very new system in Tanzania because since 1972 there was Tanzania Housing Bank (THB) which was in charge with issuing loans for home buying. Unfortunately the bank closed its doors in 1995. “So for more than 15 years until when TMRC was founded in 2011 you may say that there was a vacuum and we lacked an operational system that could allow Tanzanians access affordable home loans,” he says. He says that this was probably the period where Tanzania’s housing deficit that is close to three million grew to what it is today. As opposed to the operational system of the defunct THB, TMRC uses the commercial banks’ infrastructure to enable them offer the mortgage facilities to their clients. “Our main obligation therefore is to look for long term funds both locally and internationally to make sure that we meet the banks’ requirements and then it is now up to banks given their expanded networks to reach the clients.” But how does TMRC ensure that these funds reach the targeted customers across Tanzania? “The banks are doing a great job in this area because mortgage forms one of the major products that most banks offer today and they are doing a great job in educating the general public on the availability of these loans,” says Mr.

Mgaya. When TMRC started operations there were only 3 banks that offered mortgage loans but currently a total of 32 banks offer mortgage loans. But they have not left it completely on the banks because TMRC has continued to sensitize the general public on how they can acquire homes on long term financing. “We also work with property developers such as WHC, NHC, Tanzania Building Agency (TBA)and many others because after they have built properties they inform prospective buyers on how they can obtain long term financing,” says Mgaya. In the beginning TMRC only worked with the initial 12 member banks that had invested some TSh. 18 billion into the organisation’s operations but that has so far changed. “After a careful review in 2017 we decided that we were now stable enough to include all the banks in Tanzania who are interested in offering mortgage to their clients,” he says. He adds: But that has not been all, through the Housing Microfinance Fund (HMMF) which is at the Bank of Tanzania, HMMF offers support to financial institutions that offer housing microfinance loans. TMRC intervention has helped lengthen the repayment period of mortgage loans as opposed to what it was some 10 years ago. “The regulation has changed and banks now have a repayment period of between 15 to 25 years, but this does not mean that it is mandatory for one to go all that long, a client might opt to go short term,” says Mgaya. He believes that due to their long term funding which has now attracted 32 banks to offer mortgage, the interest rates have become competitive to the extent that it now ranges between 15 and 18 per cent. His call to Tanzanians is that owning a home is now possible and a realistic dream that can be pursued as opposed to what it was in the past.

for realtors lie in abundance

A

year can be such a short period but it definitely makes a great difference in several facets of life and as long as a decade.

It is almost a decade since we started talking real estate and from the look of things it is the cash cow and the prospects are even looking brighter than ever before in the year ahead. Despite the talk of downward spiral in the past year realtors have a cheery outlook on 2019, predicting that total existing home sales will keep pace with the same period the previous year, and that new single-family home sales will begin to surge as the boom returns. But as always there are some nuances to the market you need to be aware of as a real estate agent. However apart from that slight blip there lies a shining silver lining in the clouds especially with several of government initiatives such as the SGR (Standard Gauge Railway) construction which is already taking giant strides. On the other hand the Uganda – Tanzania Oil Pipeline construction is set to take off in June once the two leaders of the two countries endorse agreements signed during the negotiations. These government initiatives coupled with a stronger economic growth will definitely spur more growth in the next 12 months making this a bright year for real estate industry players.

Legislation

With the government preparing legislation that will limit land lords from asking for long term rent between six months to a year, this limitation is likely to see short-term rentals go. This as it stands is not totally ingrained in the

minds of homeowners as an obvious option for additional income. In the coming year, expect the short-term rental market to continue to grow as more homeowners recognize the opportunity to make extra cash from renting either their entire homes or individual rooms.

Secondary markets

There is nothing that hits out there as hard as the explosion of rents in the biggest, hottest markets; consumers will look for value elsewhere. This means big growth for secondary markets, so you may want to expand your focus to the suburbs—or at least to overlooked, less-expensive areas of the city. Take a look at just about any real estate investment ranking list out there and you’ll see that traditional real estate hotspots in Dar’s leafy surbubs for example are consistently dropping. These days smaller markets on the outskirts of the big cities and towns such as Dar es Salaam, Mwanza, Arusha and even Dodoma enjoying surges in popularity especially after attaining city status.

Downsizing

The growing number of young and first time home owners on the rise with government preaching affordable housing , it is definite that downsizing is set to become a hot trend in real estate. There is a trend that shows people that people are opting to live smaller, with “Tiny House, Big Living” phenomenon catching up. While these tiny homes may be more of a fad and face obstacles like zoning restrictions, they could also represent a growing reality for many in the real estate market.

RESIDENTIAL SECURITY MEASURES Location: The first step in choosing a new

home is to check it is in a low crime neighbourhood. A visit to the local police station will help you determine that. Pay attention to access roads, street lighting and parking availability. High vehicle or pedestrian traffic roads are favoured by criminals looking to blend in and to be able to undertake surveillance of properties and the movements of occupants. A third, or remote outer perimeter, may exist if the residence (home or apartment) is located on a compound. Any perimeter barrier, even if it is only a symbolic hedge, serves as a deterrent. An intruder must commit an overt act in crossing the barrier and run the risk of being seen. Therefore, it is recommended that, where possible, a single-family dwelling has a perimeter barrier. The type of barrier employed should be carefully considered, as each has its advantages and disadvantages. Although a solid wall limits the occupant’s observation out of the compound and could provide concealment for an intruder, it is usually the most secure perimeter. However the perimeter barrier is no stronger than the gate. A wooden or metal gate is appropriate for a solid fence/wall. The gate should be anchored well to the fence or wall, swing outward with hinges on the inside and be provided with a high-security lock. Keys to locks should be stored in a secure but accessible location in the residence. An electric fence linked to an intrusion detection systems is a good deterrent as it discourages intruders, but sets off an alarm if they make an attempt to enter. Shrubbery around the perimeter should be trimmed so that it does not provide a hiding place. Videofied outdoor detectors with video is a battery operated wireless system that can be installed at strategic points in the grounds by attaching to trees or lighting posts. It sends video alarms over a cellular network or the IP address. If the battery powered PIR motion sensor detects an intrusion it instantaneously records a 10 second video alarm signal and sends it to the control panel via RF for cellular relay to the central station where immediate review/verification can initiate a priority response

Any padlocks used for residential security should always be stored in the locked position. Sophisticated burglars sometimes will replace a padlock with a similar one to which they alone have a key.

Alarm Systems: Intrusion alarms automatically detect intruders either inside or outside the property and should be linked to a response company. Alarm systems also deter criminals and alarm and response signs should be posted on all exterior perimeters, on doors and windows Lighting; Security lighting should be an integral part of the intrusion system. Most intruders will go to great lengths to escape visual detection and will normally strike at a residence that appears vacant or dark. Keep Your Security Provider Informed: Keep your security provider and

office (if applicable) informed of your address and telephone number. This will enable the provider and your office to update your location and access/egress details. Additionally, provide a complete profile of the family including, if possible, details of household staff including ID information. You should arrange for your security provider to meet you at the residence to know exactly how to get to your home.

Know the Neighbourhood and Neighbours: Get acquainted with at least

one neighbour as quickly as possible. You may need a neighbour in an emergency or for a temporary “safe haven” in the event of a burglary or other type of incident. Learn the location of the nearest hospital and police station. Drive the route to the hospital during the day and at night. Go directly to the emergency room entrance so no time is lost in an emergency. You

should also check on traffic conditions during rush hours and at other times, in order to determine how long it will take to reach the emergency room at various times throughout the day.

Emergency Preparedness; Obtain an emergency fire and safety kit including fire extinguishers, first-aid kits, blankets, matches and candles, flashlights and battery-operated phones with spare batteries. You should consider storing a seven-day supply of canned food, juices, water and other staples for all members of the family. Supplies should be stored for emergency use and inspected on a regular basis. Family members and domestic employees should be trained on the use of each item of emergency equipment. Keep the phone numbers of the fire, police and ambulance service always at hand. Extended absences: present the burglar with his easiest opportunity to target a residence. Don’t discuss a planned absence in the office or in the neighbourhood, leave the home unlighted or the blinds, shutters or drapes closed. Ask close friends or neighbours to look after the home and turn different lights on and off. Don’t schedule your trusted domestic

Fire Precautions: You must have at least one smoke detector near but not in the kitchen, near the main electrical panel if it is in a different location than the kitchen and in or near the sleeping area. If the sleeping area is upstairs, typically its detector should be at the top of a staircase where the rising gasses and smoke will first appear. There must be a fire extinguisher near or in the kitchen, but placed so that one can get to it without going near the stove and from which one can escape in case the fire is too big to put out. Keep a fire extinguisher inside the safe haven and have an escape system by hinging a grilled window, or a fire ladder from a veranda or by creating an escape door through the wall (relatively cheap and easy). Residents should have periodic discussions of how to escape from the house, and the procedure should be practiced. Ensure that everyone knows the location of the key to open the emergency exit; ensure also that the key works. Discuss where the family will assemble outside if the house must be evacuated.
