NHC launches its new home Kambarage House

fter the successful completion of their new office, National Housing Corporation finally launched its headquarters in Dar es Salaam, christening the new home as Kambarage House. The proceedings of the day that came a week before the unveiling of the Iyumbu project in Dodoma also featured the inauguration of the Mwalimu Julius Nyerere statue in the Mwitongo Gardens. Speaking at the inauguration National Housing Corporation’s Director General Nehemia Mchechu said it was a great pleasure that they now finally have a home in Tanzania’s commercial capital’s CBD.

“As you are aware in the beginning we were operating from Temeke but because of the changing times we had to invest in having a new office to come closer to our clients who are mostly in the city centre,” said Nehemia Mchechu. According to Mr Mchechu the seven-storey building cost the

corporation a handsome Sh26 billion was built by CRJE and it covers 13,810 square meters. “This house has been awarded the Green Building Certificate for having taken into issues of environmental issues into consideration during its construction,” he said.

anzania like many other developing countries across the globe is faced with a housing shortage that figures at 3,000,000 or even higher as per NHC statistics. Yet the number of homes that are being built annually is in the range of 16,000 units which is a rather negligible fraction of the actual need which stands at 200,000 units. NMB Bank this month has introduced a new mortgage scheme which is expected to encourage and enable many Tanzanians to own their dream homes on the outright purchase, finish their homes under construction( from linter stage ) or use their current homes to access fund for other businesses. Speaking to Prime Location magazine NMB’s Mortgage Manager Ms Miranda Lutege said the bank’s mortgage takes care of homes outright purchase, finishing ongoing construction (starting from linter stage) and refinancing for other business. “The bank’s mortgage loan facility offers customers options of choosing from purchasing for those who want to buy houses, refinancing for those who own a titled property and would like to get a cash release from their property to invest in other activities or finishing the construction of a house for those who would want to get money to complete the construction,” said Ms Lutege.

She adds, for the outright purchase the client is required to deposit with NMB bank as low as 10 per cent of the house total buying price and the bank will finance the balance which is 90 percent of the total amount. The amount is directly paid to the seller or developer of the house. Whereas those who are opting for the home finishing mortgage facility, the house should be at the linter stage and will not be required to deposit any amount. According to Lutege NMB bank has become the first bank to offer a lower interest rate of 17% with the minimum amount being TSh10 million while the maximum is TSh700 million. “The aim is to offer solutions to challenges facing Tanzanians in building and owning homes….In Tanzania, buildings belonging to individuals are often gradually constructed through savings and takes long time to accomplish their mission. We now offer this loan, which brings together the entire sum needed to own or build a dream home,” she said. The scheme targets employees form various private and government institutions, self-employed and Tanzanians in the diaspora who were once not eligible for such loans. The repayment period of the entire loan is pegged at 15 years but should a client opt for early repayment, he or she can do so after six months without having to suffer a early repayment penalty as is the case with some lenders.

NMB bank has become the first bank to offer a lower interest rate of 17% with the minimum amount being TSh10 million while the maximum is TSh700 million. To make it even more exciting the bank charges an interest rate of 17 per cent and in the next five moths the loan applicants will be waived from arrangement fees. To qualify for the mortgage loan, the house should have a clear title deed and the applicant should have legitimate source of income. “It is not a must that the applicants should have an account with NMB bank at the time they lodge in their application, it becomes a necessity after the facility has been processed,” she said. The facility can be accessed at all the 250 NMB branches throughout the country. Close with other services key offered by the bank.

When solar water heaters come in handy

eating water is very expensive as it requires a huge amount of energy. It is believed that 18 per cent of domestic energy is used to heat water. In most homes in Dar es Salaam people still heat their water using electricity or charcoal stoves which is the most expensive way to heat water. Domestically, life would be pretty miserable without hot water, and in some manufacturing businesses, hot water is the lifeblood. However, there are times when you are not guaranteed that warm shower

in the morning even when you want it that bad, it doesn’t come out of a personal choice but one that is rather forced on you.At times when power supply is sometimes just what it is-unreliable, you definitely need a fall back plan, one that is reliable and affordable as well. FIGHTING AGAINST MONEY LAUNDERING Part 1 The Concept of Money laundering

E

very year, huge amounts of funds are generated from illegal activities such as drug trafficking, tax evasion, people smuggling, poaching, theft, arms trafficking, fraud and corrupt practices. These funds are mostly in cash form. The criminals who generate these funds need to bring them into the legitimate financial system and economy without raising suspicion. Money laundering is the name given to the process by which illegally obtained funds are given the appearance of having been obtained legitimately or money laundering is the processing of criminal proceeds to disguise their illegal origin. In principle, money laundering is committed after committing certain crimes and obtain proceeds of crime. They include among others illicit drug trafficking, corruption, illicit arms trafficking, kidnapping, extortion, tax evasion, trafficking in human beings and smuggling immigrants, sexual exploitation, armed robbery, counterfeiting, piracy, etc. Money laundering is a tool that is used by people involved in illegal activities, such as drug trafficking, organised crime, tax-evading, political bribery and above all, corruption. The terrorist events of 1990s and 2000s like bombing of US Embassy in Dar es Salaam and September 11th bombing of Twin Towers in the United States have added another dimension to the problem of money laundering and brought to light the synonymity between money laundering and terrorism financing. The scourge of money laundering is not new to mankind. Despite money laundering being topical in policy discussions nowadays and on the minds of stakeholders, supervisors and regulators, the scourge itself has a long history and could be as old as the history of organized trade. Nonetheless, in spite of the fundamentals of the crime remaining, largely, the same as in the olden days, recent advances in technology and globalisation have offered and will continue to offer more sophisticated means to convert ill-gotten proceeds into legally acceptable financial assets. In recent times, money laundering has grown into real big business. As a

percentage of world economic output, money laundering is estimated to account for about 2% to 5%. Obviously, given the secrecy and the illegal nature of this business, it is difficult to tell exactly the extent of money laundering. Nevertheless, the figure gives us an indication of the magnitude of the problem.

Why fight money laundering? The fight against money laundering is inevitable due to the fact that money laundering has serious effects on any country’s economic, political and social structures; it may increase the risk of bank failures, can affect country’s reputation and scare away honest investors and erodes the integrity of the financial system. Failure to prevent money laundering would allow criminal organizations to accumulate considerable economic and financial power, which can ultimately undermine national peace, security and stability. Let us look at one example of undermining legitimate private sector efforts to illustrate how serious money laundering effects are. Money launderers use front companies, to disguise the proceeds of illicit activities and in the process hide the ill-gotten gains.

These companies have access to substantial illicit funds, therefore allowing them to subsidize the front company and offer it’s products and services at levels below market rates. At times they quote prices, which are below production cost. This explains why front companies have competitive advantage over companies that source their funding from the financial markets. This makes it difficult, if not impossible, for legitimate business to compete against such companies. This situation may lead to the crowding out of legitimate private sector businesses by criminal entities. Clearly, such criminal enterprises would not adhere to good corporate governance practices as legitimate businesses would.

Fighting against laundering

Tanzania established Financial Intelligence Unit whose primary function is to receive suspicious transactions reports and various reports from reporting persons, analyse those reports and if there are reasonable grounds to suspect money laundering disseminate financial intelligence to Law Enforcement Agencies (LEAs) for investigation and possible prosecution. Tanzania has further made significant progress to improve its AML/ CFT regime including by: adequately criminalizing money laundering and terrorist financing; establishing and implementing adequate procedures to identify and freeze terrorist assets; improving and broadening CDD measures and record keeping requirements; and designating authorities to ensure compliance with AML/CFT requirements. Both, AMLA and AMLPOCA have identified various reporting persons including among others; Banks and Financial Institutions, accountant, real estate agent, dealer in precious metals and stones, dealer in works of art, attorneys, notaries and other independent legal professionals, etc. Reporting persons have obligations to comply with AML legislation by among others, carrying out customer due diligence (CDD), monitoring transactions, record keeping, reporting suspicious transactions and establishing internal reporting mechanism. Reporting persons are required to identify and verify the information or particulars of their customers. They have to establish the true identity of their customers to ensure they really know their customers (KYC). FIU and regulators are mandated to monitor and enforce compliance of the reporting persons or regulated entities. It includes conducting onsite and offsite inspection and imposing administrative sanctions for non compliance. The real estate sector in Tanzania is among economic sectors that are vulnerable to money laundering risk.

Cognizant of serious economic, social, political and security that money laundering can inflict, the United Republic of Tanzania has taken a number of measures in fighting against money laundering. Tanzania enacted the Anti-Money Launder-

DUPLCATE KEYS RISKS IN APARTMENT MANAGEMENTS

very landlord has a duty to protect their tenants’ security, and along with that the desire to protect their own property. A crucial part of that protection is the proper handling of keys.

The use of keys plays a role in many landlord decisions, including whether to use master keys, which employees will have access to keys, and how to handle day-to-day issues like maintenance requests.

Worse still the care taker had already started accessing the key areas including in the bedrooms and was carrying some valuables in his hands.

Sarah is a single tenant who lives in one of the apartments in Masaki with a maid who comes thrice a week ,on several occasions she would experience certain strange things while away at work, on safari and sometimes at home during the night. On several occasions she found some of her valuables missing including cash or sometimes notice that someone had been in her house during her absence given the fact that the maid is not supposed to be at work. She has been even sensing someone is in the house during the night while she is asleep, but taking it easy under the assumption that she was dreaming. The situation continued for a while to the extent that she was suspecting the maid who has been working for her for almost three years. One day she found money missing and questioned her maid who could not believe that after all these years there was still issues with trust between them. The tenant kept on observing with the expectation that one day she will find out who is accessing her house while she was

One day she heard a neighbor screaming after she caught the apartment’s caretaker in her inside her apartment without prior information.

The incident was reported to the security officials and immediately the care taker’s house/office was accessed and found out he had a lot of valuable items stolen from different tenants through duplicated keys. That was the point that tenants realized that their missing items had been the work of the rogue care taker who had been accessing their apartments in their absences. But the question here is what could have Sarah done under the circumstances? As an apartment owner it is advisable to always change locks between tenants to reduce landlord liability in the event a former tenant, guest, or thief gains access to your new tenant’s home. Make sure tenants understand that they are responsible for their individual safety, and that leaving keys around the exterior of the property could place them at risk. Also, tenants should be instructed to avoid tagging their keys in ways that would tip off thieves to their name, address, unit number or specific door. Never turn over the keys to a new tenant until you have finished running the tenant background check, and the individual has signed the

lease agreement. Otherwise, you may have no recourse but to file for an eviction should you discover later that the tenant is not a good fit. Use the same care when screening employees. Ask for references when using outside contractors. Make sure you limit access to master and duplicate keys to only those individuals who have been trained about security. Create a check-in/ check-out system for keys to track who had access. The use of master keys is an extremely risky strategy. Other alternatives, like individual locks, keypad locks or pass cards may provide better security for your tenants and your property. When using duplicate keys, be sure to label each using a code system that is not accessible in the case of theft. The more random the code the better. Do not use names or unit numbers on key tags. Duplicate and master keys must be kept in a secure location, away from high traffic areas like the leasing office or lobby. Create a list of all keys that a tenant is given, including gate keys, laundry room, garage doors and so forth. Check that list at move-out to assure the tenant has returned all keys. Prohibit tenants from duplicating keys to reduce the risk. Using keys marked “Do Not Duplicate” will prevent reputable locksmiths or key makers from creating duplicates that could fall into the wrong hands. As for the tenant for added security one could change the locks completely and hand over the old system when leaving at the end of their tenure.
