apua New Guinea (PNG) has a storied gold and copper mining history harking back to the early 1900s, and the likes of Ok Tedi, Lihir and Simberi are some of the active mines still producing today. The country’s mining past has not been without its troubles, but a series of local and international companies are driving today’s sector forward, generating new opportunities for PNG communities and emerging professionals.
The IEA College of TAFE, based in the country’s capital of Port Moresby, is playing a key role in fostering PNG’s next generation of miners. While IEA doesn’t provide education in practical trades, it does offer courses in business, accounting, IT, sales and marketing, each of which are important disciplines in the mining sector. As PNG continues to develop and progress commercially, the country’s population is beginning to embrace the opportunities, learning the importance of professionalism and customer service.
Through the support of international companies, tertiary institutions such as IEA, and allied countries such as Australia, PNG has a way forward. IEA manager Dr William Pedley told Australian Mining that the institution’s vision is “teaching the right attitude”. “Three quarters of our students are people from school, another quarter are people who are in work but realise they can’t get a promotion without a qualification, so they come back and get a proper qualification.” Pedley said. “We are the only college TVET (TAFE-delivered vocational education
and training) college in PNG which gives Australianequivalent-level qualifications.” This enables IEA students to not only receive a high standard of education, but also ply their trade in Australia if they are able to do so. IEA has links with various Australian institutions, such as James Cook University in Queensland, to support those who want to study across the Torres Strait.
“People who get our diplomas and advanced diplomas can go on (to James Cook) after getting credit for their first year of studies at IEA,” Pedley said. “It is noticeable whenever somebody who’s gone to Australia comes back – the professionalism they’ve absorbed from being in Australia, and the professional attitudes they’ve learned there. “In an ideal world, you’d have all our graduates go to Australia to do one, two, three or more years’ work experience and, because they all love their country, they will probably filter back at some point anyway. “The experience they would then bring back would have a very beneficial effect on Papua New Guinea.” As IEA fosters PNG’s next generation of professionals, the institution’s key strategy is to get students into companies, which is often a two-way partnership.

“We also train people within companies,” Pedley said. “We’ve got links with Ok Tedi and Lihir and we’ve had a huge link with Panguna in the past, which is set to be reopen in the next year.” Panguna – a copper-gold mine in Bougainville – has produced three million tonnes of copper and 306 tonnes of gold in the past. Panguna’s reopening is a key objective of PNG’s Department of Mineral and Energy Resources (DoMER), with discussions between the Autonomous Bougainville Government (ABG) and the mine’s landowners continuing to advance. It’s mines such as Panguna that not only offer career opportunities for IEA students but also enable IEA to provide career development opportunities within companies. “We go into companies, help train their staff and give them train-thetrainer qualifications, so they know how to teach new procedures effectively to their employees,” Pedley said. “At the same time, we look to hopefully place our students in these companies once they’ve graduated.” Pedley said IEA has also formed ties with oil and gas companies as

the institution looks to support this growing industry. The production of liquefied natural gas (LNG), in particular, is spurring PNG’s future economic potential. “We’ve been talking to the oil and gas industry because there are some major new projects coming online next year,” Pedley said. “Many of these companies are looking for chefs to provide catering. So we’ve got an MoU (memorandum of understanding) with a Oilmin, who are supplying catering services to many of these big projects. “In conjunction with Oilmin, we train senior chefs who then train their students and we oversee the standard and give them a qualification at the same time.” IEA is also working with Express Freight Management to support PNG’s next generation of logistics personnel. This is particularly important for a PNG mining sector reliant on effective sea, air and road transportation. “These are the areas where soft skills are key,” Pedley said. “There are technical aspects to these industries, but it’s largely about sensible planning and effective training of procedures, which companies and employees typically don’ have in PNG.

“So that’s how we interlink with PNG companies and also the youth of the country.” IEA’s mission is for its students to make an effective contribution to the companies for which they work, with a goal to train leaders who can rise up the ranks and take on management roles. Pedley used the example of former Ok Tedi managing director and chief executive officer Musje Werror, who was the keynote speaker at IEA’s graduation ceremony earlier this year. “Musje was born in West Papua (in Indonesia) but grew up in Papua New Guinea, and he rose right to the top of Ok Tedi,” Pedley said. “That’s the sort of goal we want for our students.” Through its existing operations and emerging development projects, the PNG mining sector has an important role to play in not only supplying the world with important minerals but also providing career opportunities for the country’s population. And educational institutions such as the IEA College of TAFE will key players as part of this process, enabling the next generation of miners to realise and take advantage of their professional opportunities. T
he mining industry is one of the main pillars of economic growth in Papua New Guinea (PNG), which is home to many new and exciting project developments. Miners with PNG operations are on the path to potentially see great success.
Newcrest
The Australian miner wholly owns its Lihir gold operations located in Niolam Island, 900km from the PNG capital of Port Moresby. Lihir is one of the world’s largest producing gold mines, with ore reserves of 22 million ounces (Moz) of gold and measured and indicated mineral resources of 42Moz.
The project’s pre-feasibility study for Phase 14A was approved by the Newcrest board in late 2021, which the company described as a “key milestone towards realising the full potential of (the) operational asset”. Lihir’s Phase 14A aimed to bring forward higher grades to improve gold production and operational flexibility by establishing an additional independent ore source at the site. Newcrest continued to progress the Phase 14A feasibility study during the 2022 financial year (FY22) with ground support, drainage works and shotcrete works completed, and the procurement of mobile fleet equipment, specialised civil engineering equipment and materials.
PNG IS ALSO HOME TO CONSIDERABLE COPPER RESERVES.
“Phase 14A is another step forward in realising the full potential of Lihir with the cutback expected to deliver (approximately) 400koz (thousand ounces) of incremental high-grade gold production over the next four years from an additional ore source that is now well
supported by geotechnical drilling,” Newcrest said in its December 2022 quarterly report. “Ground support works continued in Bench 1 during the quarter and mining is well underway in Bench 2. First high-grade ore from Phase 14A is expected to be delivered from FY24.”
Lihir has continued to see great success in 2023, as was evident in Newcrest’s June quarterly report that included highlights such as a record safety performance with no recordable injuries for a second consecutive quarter. “Newcrest’s all-in sustaining cost (AISC) of $1196 per ounce for the quarter was 20 per cent higher than the prior period, driven by higher capital expenditure mainly at Lihir,” Newcrest said in its report. Gold production at the site equalled to 182koz, which was eight per cent higher than the previous period due to higher gold head grade and higher mill throughput. Lihir’s overall performance was below expectations, however, with mining and milling operations affected by extreme rainfall following a prolonged period of drought. “Medium-term weather forecasts indicate that rainfall levels in the September 2023 quarter will be more aligned with the long-term average,” Newcrest said in its June quarterly report.
“As a result, mining volumes are expected to increase in FY24, supported by the ongoing benefits from the mine improvement program and further productivity improvements with two new large shovels expected on site in the September 2023 quarter. “Lihir’s AISC of $1555 per ounce was 16 per cent higher than the prior period mainly due to higher sustaining capital expenditure, including mobile fleet procurement. This was partly offset by lower site operating costs for the quarter, with higher spend in the prior period relating to the bi-annual plant shutdown in March 2023.” The PNG Independent Consumer and Competition Commission (ICCC) also recently granted clearance for US gold giant Newmont to proceed with its acquisition of Newcrest. “We appreciate the ICCC in Papua New Guinea carefully reviewing and clearing our proposed acquisition of Newcrest,” Newmont chief executive officer Tom Palmer said. “We remain committed to building strong, mutually beneficial and longlasting relationships with PNG’s government and local communities.”

Following the recent sale of its Australian-based Leonora assets to Genesis Minerals, St Barbara appears to be focusing elsewhere for gold. Its Simberi operation, located in the PNG province of New Ireland, has delivered strong results for the gold miner and is projected to improve over time. “Simberi produced 25,189 ounces of gold in the quarter, 55 per cent higher than the March quarter and the best production quarter since Q4 June FY20,” St Barbara said in its June quarterly report, while adding that the Simberi operations delivered 78,320 ounces of gold for FY23. The June quarter’s ounces were produced at an elevated average milled grade of 1.81 grams per tonne (g/t).

HASTINGS DEERING IS BRINGING MORE THAN JUST CATERPILLAR MACHINERY TO PAPUA NEW GUINEA’S MINING SECTOR.
Located in the country’s Western Province, Ok Tedi is the longest running open-pit copper, gold and silver mine in PNG. According to Ok Tedi Mining, which operates the site, up to 240,000 tonnes of overburden (waste rock) is mined each day from a pit covering about 2.6km2, and about 60,000 tonnes of ore is mined each day and delivered to the mill for processing. Oki Tedi’s copper production was 13 per cent higher in 2022 than the previous year due to an increase of 11 per cent in ore milled, with 2021 affected by residual fire damage in late 2020. The site’s gold production was 17 per cent higher in 2022 than the previous year, which was attributable to higher head grade and increased processing throughput, and its mine production (total material movement) increased by 10 per cent to 104.7 megatons (Mt), with COVID-related labour shortages experienced in 2021 largely addressed. “Production levels are now back in line with pre-pandemic 2019 levels,” Oki Tedi said in its 2022 annual report.

training modules,” Dare said. “Training has focused on literature and numeracy testing and parts-warehouse training, being accredited for NC1 and NC2 (National Certificate) for DHEF (Diesel Heavy Equipment Fitting) 1 and 2 and registered with the PNG Department of Higher Education Research Science and Technology.” The in-house education capability specialists and training staff are taught at a global level under Caterpillar’s standards. To that end, Hastings Deering recently invested more than $250,00 in a state-of-the-art Caterpillar simulator that enables virtual training on excavators and track-type tractors. Dare is proud of the work the Hastings Deering PNG team has done, especially the changes implemented over recent years to increase the safety of its employees and customer service, an approach that sits at the centre of the company’s continual improvement strategy. “Our team in Papua New Guinea is doing an incredible job engaging with the local communities and we are very proud of the amazing partnerships they have built,” Dare said. One of these partnerships is with the Hunters, a professional rugby league club in PNG. Since acquiring the Kainantu gold mine in 2014 and restarting it in 2016, K92 Mining has been focused on its operation and expansion. More recently, K92 Mining recorded strong June 2023 quarterly production of 30,794 ounces gold equivalent, 1.52 million pounds (lbs) of copper and 34,001 ounces of silver.
