“We conducted a rigorous truck test across five months of the hot Polish summer in 2014, using two tractor units with the same age and type of tyres, pulling identical trailers on matched routes. One was fitted with OKO on-road sealant while the other was not,” says Ring. The OKO-fitted truck had 20 per cent less tyre wear than the other. On the all-important steer tyres, where the wear is at its worst, the improvement was a substantial 40 per cent. “The implications for fleet running costs are huge. OKO has a track record of excellence based upon amassing a library of institutional research tests and tough real-world product trials. A security systems company based in Chorley, Lancashire, Visor Systems Ltd, designed, developed and manufactures the VISOR Under Vehicle Imaging System, the essential aid to perimeter security in an ever-changing field of global security.

E

stablished to address the need for a high performance under-vehicle imaging system (UVIS), which could literally be deployed from the boot of a saloon car by a couple of people in a few minutes, Visor Systems, based in the north-west of England, strives to offer users systems that are simple to use, robust, and highly-effective. Speaking on Visor’s beginnings, director William Halkett, who is an electronics engineer with over 25 years’ experience working with advanced technology detection systems and sensors in the security industry, says: “VISOR was developed to meet a demanding requirement for a high quality UVIS, which could be installed quickly by one or two people from the boot of a car.” He recalls the original challenge presented by a UK police force, which owned a UVIS that needed to be moved around on a trailer and required four men to install, “hardly a fast response system is how it was put to me.” According to Halkett, VISOR is portable and tough. It has robust multi-camera hardware, advanced

software and an easy to use operator interface. These features set the standard for high-quality colour undercarriage imaging of cars, trucks, buses, vans and trains. “From the original portable version, VISOR now has three basic models including one for trains,” he says. All models are available for either fixed or temporary requirements. Like Halkett, all of the company’s key staff have extensive experience in security technologies. The team takes pride in working towards the company’s goal of providing top-range security systems, which are durable and highly-effective. “Visor Systems is an engineering company and our remit and experience include routinely keeping a close watch on developments in the technology areas, which might be useful however developmental something might be. “For example, when we identify a candidate technology, if it is hardware, we acquire samples and test them to death. We will push it as hard as we need to to understand its limits, both technically and environmentally,” Halkett says. “Our software is exposed to extensive testing by people with capabilities ranging from expert to novice. What we will never do is expose our customers to products which have an identifiable failure mode.” Halkett believes under-vehicle inspection is, or should be, an essential part of all vehicle inspections carried out as part of the perimeter security operation at critical infrastructure, border crossings, prisons, government facilities, major events, and VIP sites. “The mirror on a stick, even when used correctly, misses the critical centre section,” he says. VISOR under vehicle imaging systems are available in 3 basic configurations: Standard, Compact and Rail. Each of these is available for Portable or Static

(fixed) requirements. The Static variants can also be supplied so that they are installed flush or level to the road surface. Standard VISOR systems are suitable for scanning all sizes of road vehicle, cars, vans, buses and trucks. Compact systems are suitable for scanning cars and vans. VISOR Rail systems will scan a whole train. The VISOR UVIS range offers unique advantages to users. These include the fact that the portable versions are really portable, static versions that do not require a chamber excavated into the roadway, easy to use software that displays the undercarriage image in about one second, colour images which are excellent – about one mm in resolution, and angled cameras that allow operators to see around objects. “All VISOR UVIS work in the same way,” says Halkett when describing the way his product functions. “The vehicle drives over the VISOR camera unit; the frames from each camera are processed, and the image displayed in about one second. The operator has a full colour image and a frame by frame search tool if it is required.” “Every frame from every scan is archived and date and time stamped. Images of a vehicle making a return visit can be compared and checked for anomalies,” he adds. VISOR UVIS systems are deployed at several types of locations and at both fixed and temporary inspection sites, and importantly, can be linked to central databases to notify the operator of, say, a ‘vehicle of interest’.

“Effective security is a combination of techniques, technologies, and procedures – perimeter security is no different,” says Halkett. “Vehicle entry ports should combine effective vehicle and personnel screening.” Screening of people and their baggage is a well developed and a structured process largely based on aviation security; however, vehicle search is more variable, which according to Halkett, should not be the case. “This is where VISOR comes into its own whether for fixed or temporary checkpoints – it is easy to install and operate. All VISOR UVIS reflect the users’ critical factors of speedy response, high-quality and searchable images, simple deployment requirements, ease of use, reliability, and robustness.” To achieve the aforementioned factors, Visor has a philosophy of using components and sub-systems with intrinsically highperformance and reliability. “We apply clever and sensible engineering design practices and our proprietary advanced image management software. A manufacturer of Rigid Inflatable Boats that are more rugged and utilitarian than leisure boats but easier to live with than the most utilitarian RIBs, Parker Ribs combines the best of both worlds without compromising either.

W

hether cruising with the family in calm conditions on a smooth blue sea or battling the elements on an ugly, rough grey sea, Parker Ribs provides a reassurance that everyone expects but seldom gets, points out Andre Scott, director, Parker Ribs. “All our RIBS are bespoke crafts and only built to order,” he says. “We are not a mass RIB manufacturer but cater to a unique clientele with special requirements and demands.” Over time, Parker Ribs has built a reputation for its built quality where, Scott assures, only the best materials and equipment is used. All Parker RIBS are built in Poland. “The Polish laminators have a reputation of being one of the best in the world,” states Scott. Scott should know, having been involved in international sales for 35 years selling mainly to

Poland. It was his passion for RIBS that led to Parker’s decision to involve itself in the manufacturing of these pleasure boats. Until then, Parker was already established as Poland’s exclusive distributor of Mercury marine engines. “I was instrumental in bringing this product to the company and like many others in this industry, ribbing is my passion and my favourite past time.” Parker Ribs, as the company is known is a joint venture of three companies namely A.H.Parker & Sons (GB), Parker Poland and Model Art. Parker Poland is a leading supplier to the Polish boatbuilding industry representing and stocking products of companies such as Brunswick Marine (Mercury and Mercury Diesel) Vetus, Navico (Simrad , Lowrance, B&G), Osculati and its own brand of the Parker Pilothouse and Weekend range of hardboats. “Since the early 1970s A.H.Parker has been involved in sales to Eastern Europe and in particular Poland, where it has acted as an agent, representing several UK companies. Sailing over competition “We are also a major supplier of RIB accessories from the UK and a supplier to a number of Polish marine and aviation OEMs of survival and lifesaving equipment.” In 1999, the Parker Group teamed up with the company Model Art in Ostroda to build the now well-established range of Parker RIBS. The combination worked well, making Model Art one of the largest GRP boat builders in Europe. Around for 50 years, the RIB has been the chosen craft of several navies, coast guards, special forces, search and rescue units and maritime security. From the very early years its role as a rescue craft has been widely recognised and accepted. RIBS, which are similar to having a 4x4 on water, should have excellent sea-keeping qualities and be capable of going out to sea and back in most weather conditions while providing a safe, stable and comfortable platform for the crew.

“Our RIBS are well-built and come fitted with the latest equipment whether this is for a rescue boat, water ambulance or maritime security. Indeed, our RIBS are filling in the gap in the market where others do not or cannot reach.” Long sea journeys are another area where Parker has proven mettle.

Parker RIBS have a wide range from 5.1 metre and up to 16 metre in length. These can be powered by single or twin petrol outboard / diesel stern drive of water jet drive with cabin or in the open configuration “Our hulls provide safety and surety. They have a proven record, which has been confirmed by each and every user and operator,” says Scott.

“We are not afraid of long distance sea passages. For example, in June 2014, a voluntary team from Watersafe UK Search and Rescue Team successfully took a diesel-powered UK demo Parker 750 Baltic RIB on a 2000 Nm 999 Coastal Round Britain Challenge.”

As a result of its unique sea capabilities and construction the RIB has been the primary choice for conducting maritime security. Parker Ribs has supplied ribs to the Middle East for such work including both outboard petrol and diesel-powered crafts from 6.5 metre to 10 metre in length with and without a cabin.

The team completed the challenge on time with all team members and the RIB getting back safe. In another instance, brand new ribs were not only shrink-wrapped and delivered directly to the client but also by sea under their own ‘steam’. According to Scott, the most memorable such deliveries were from Littlehampton to Estonia and from Gdynia Poland to Southampton.

Governments today, says Scott, have recognised the need for specialised companies to advise how best to protect its coastal installations. “Maritime Security has become a serious issue in most countries today, particularly in those countries where petrochemical installations can be found along the shore. This industry is of a critical importance to the strategic development and continued growth of the national economy of the respective countries.

However, resting on laurels is not something that comes easily to Scott and his team. “In the boat-building industry it is very important to maintain constant sight of the market requirements,” he says. “You have to be up to date and even one step ahead of the competition.”

racking technology and its use in the transport sector is constantly evolving, but no matter what the changes, as Ben Liffen, Managing Director at Switzerland’s Hunter Global Tracking knows, there’s no feeling you learn to appreciate more than security. “The founder of HGT has over 30 years’ experience in transport in developing countries.” Ben explains. “The need for secure tracking across dangerous terrain was vital to ensure cargo reached the destination safely and on time.

“Our products can boast of being the most intelligent out there with the best battery life. They do more than just track; they can be a real support tool, like an extra man in the field.” Ben explains that many companies still rely on an additional power source to power their trackers, or use a battery that only lasts six months. “Ours can go from 9-15 years, easily, with easy click-on installation; each device can do a multitude of tasks; when it’s finished the journey, simply take it off and stick it under another container or trailer for the next job.” He also points out that HGT devices can be slotted in

This means it doesn’t need a lubrication system – it operates oil free.

“It also means that these machines produce almost undetectable levels of vibration and virtually no noise,” says Bookless. To accompany this technology JCI has developed a low vibration air handler with a G1-balanced fan assembly. The STS solution enables all these aspects to be demonstrated. Explaining the working of the STS solution, Ward says: “A simulated instrument and probe are used to detect a small gas cloud generated from a clear, odourless, harmless liquid applied to a surface. The cloud sits close to the surface and in a small area, therefore the trainee must monitor carefully to detect it.

Simulating confidence in radiation equipment This cross-contamination is probably the single biggest issue facing operators carrying out monitoring, PPE is never comfortable or well-fitting so the chance of accidently transferring contamination is significant and the STS system is ideal for demonstrating this. The second solution, Ward says, is for Field Survey simulation. “In this instance, the STS system utilises a miniature source, which generates a radio signal and a receiver that is built into the simulated instrument. The simulator uniquely has an array of antenna which enables the received signal to be seen from a full 360 sphere around the instrument. The same technology operates in the source giving an isotropic field pattern – just as real radiation does.” The use of radio waves also enables demonstration of the inverse square law and of the properties and characteristics of shielding. All the devices work together so that up to 16 survey instruments and dosimeters can

interact with one or more sources. The system allows workers to train for tasks within a radiation zone without accumulating any dose and so reducing their real dose when a job is completed. “Training simulators are now fundamental to learning and on more than one level,” Ward continues. “Trainees respond far better to skills learnt through physical learning than desktop theory. The very principles of ALARP (as low as reasonably possible) mean that training with real sources exposes students and trainers to unnecessary dose.” Simulation- based training allows trainers to create one-off scenarios where students can be put into a radiation field far above anything they would normally face and to activate dose and rate alarms on their equipment that they will hopefully never see in reality. In its quest for excellence, STS has continually strived to bring new technology to the market. “Fundamental understanding of our customers’ requirements, practices and even finances has all played a part in moving products to market,” Ward states. “Aligned with this STS has recruited in house expertise and utilise an extensive range of sub contract experts in the development of new products.”

But not all radar devices are the same.” he begins. “A few years ago we launched a solid-state radar (removing the need for a magnetron) called SharpEye™ and targeted the technology at the commercial marine market. Later with the development of an X-Band variant, the naval market was able to benefit from the technology in terms of a new highly capable situational awareness and navigation radar.” Swinhoe-Standen explains that whilst the introduction of solid-state, low power

yet highly capable coherent pulse radar has revolutionised the maritime radar domain, it could be argued that solid-state technology has been around for much longer in the form of land-based applications such as flat panel array radars or dishes. Either way, the advantages for any security conscious transport operation are myriad. “Most flat panel and dish type radars when used for border and perimeter security applications operate in the Ku, K or Ka-band. However, these are potentially limited in range and highly susceptible to inclement weather such as heavy rain or sand storms.” he continues. “Kelvin Hughes has recently applied the principles of its SharpEye™ system to produce a lightweight mobile radar, the SharpEye™ SxV, which is designed to overcome some of the problems referred to above in relation to surveillance applications. “There are a number of important differences between this technology and traditional approaches. First, pulse radar (as opposed to FMCW models) gives simultaneous short, medium and long-range transmission and detection. “Second, the provision of a rotating antenna provides 360-degree radar coverage.” Radar surveillance solutions for highways, bridges and tunnels, deployed in this way, giving reliable real-time alerting on day to day events and emergencies. Today’s radar is able to process out (or filter) clutter without radar picture degradation, through the application of complex algorithms. ‘Clutter’ is a term used to describe unwanted returns such as rain, snow, sand and moving grass or, in a maritime environment, sea waves that may be hiding a tanker or tranportation vessel. “Another distinct advantage of the new solid-state technology is its size and portability.” says Swinhoe-Standen. “It is now possible to produce and deploy a radar system small and light enough for multiple field-based scenarios. “A critical infrastructure location surrounded by a fence line or a wall can be protected with 360-degree radar coverage either from a central mast or at optimum

positions on the perimeter.” Such a location might typically be a logistics’ firms depot, or a dispatch point. He explains that elevated radar provides early warning of planned intrusion as well as the apparent point of breach. Should a response unit not be able to prevent an incursion, the radar will still track and follow intruders inside the compound, providing key information on the intruders’ intended destination. “Radars can be mounted on a retractable mast fitted to a vehicle. Surveillance can then be conducted over a very wide area, with the surveillance patrol able to move its position based on intelligence, covering known incursion points and areas frequently targeted by intruders.” In addition, simple CCTV or powerful electro-optical cameras can be combined with the radar on the same mast, providing an integrated solution. And, running on a windows platform the software is compatible with touchscreen interfaces. “It displays radar video on a main screen area under laid with geo-referenced maps. Integrated into the software is aerial imagery, and accepts open source maps and raster maps with fully customised local information.” Swinhoe-Standen concludes.

But the purchasers wanted to exercise an option to buy the freehold factory at £600,000 through their pension fund, not by the new company which held the option. “For the new company to exercise the option the Stamp Duty would have been £24,000 at 4% with a second £24,000 payable when the factory was sold to the pension fund. The vendors agreed to have the option clause extended to the pension fund – that was no loss to them - and the saving of £24,000 was sufficient to close the gap, and so the mediation settled.” In another mediation, a family company had the freehold of a retail shop which one brother had operated for many years, but he wished to retire. Another brother wished to buy the first brother’s shares so that the company’s main asset, the property, could be redeveloped. The developer brother came along with a fat cheque book, and the other brother with a form requiring signatures so that he could draw his company pension. “Agreement was reached; a cheque and a signed pension consent were passed to the retailer brother, and the developer brother received a signed stock transfer form, and could now develop the property. This is the only occasion on which I have known a settlement agreement setting out, not what the parties promised to do in future, but what they had already done some minutes earlier!”

Typically, traditional training costs work out at around £150 per trainee, double that if the course is delivered off-site. “The same course delivered through a true web-based system will cost between £20 and £40 per trainee depending on the course and numbers to be trained,” Miller specifies. ome 30 years after its incorporation, Geoquip is still best known for its PIDs system (Perimeter Intruder Detection System), ‘Guardwire’. This is based on microphonic sensor cables, which detect vibration on fences caused by various potential actions during an intrusion attempt at the fence line. These might include cutting, climbing or sawing. However, since those early days, the range and capability of the products and solutions offered by Geoquip has increased greatly.

The most radical and exciting development has been the introduction of the Geolog Vision Security Management system and the Gthernet 10G Communication Network system.” This reflects the most significant change over recent years; the convergence of Ethernet and IP networking with physical security products in the industry. “IP has rapidly become the standard for all communications from VoIP telephony to remote internet CCT V monitoring. “In the security industry, many system components are now available in an IP-capable format, for example detection devices, access control equipment, fire alarm devices and so on.
