Seasonal factors driving Louisiana gas prices down

(September 14, 2020) - Louisiana gas prices have fallen 1.8 cents per gallon in the past week, averaging $1.89/g today, according to GasBuddy’s daily survey of 2,436 stations. Gas prices in Louisiana are 4.8 cents per gallon higher than a month ago and stand 30.7 cents per gallon lower than a year ago. The cheapest station in Louisiana is priced at $1.61/g today while the most expensive is $2.89/g, a difference of $1.28/g. “Seasonal factors, as expected, are pushing gas prices down in most areas across the country. In addition, oil prices have hit a rough patch on renewed concerns about the economy and falling demand, leaving motorists the beneficiaries for the next few weeks,” said Patrick De Haan, head of petroleum analysis for GasBuddy. The national average price of gasoline has fallen 3.2 cents per gallon in the last week, averaging $2.17/g today. The national average is down 0.5 cents per gallon from a month ago and stands 38.6 cents per gallon lower than a year ago. “No one should be in a rush to fill up as prices will likely continue to trend lower, especially as the summer gasoline requirement ends on Tuesday, ushering in cheaper to produce winter gasoline and a return to less fragmentation in supply since winter gasoline is common nearly coast-to-coast, making it less of a headache to produce fuel since it can be used universally,” siad De Haan. GasBuddy is the authoritative voice for gas prices and the only source for station-level data spanning nearly two decades. The September Webster Parish School Board Meeting took place Monday evening, being the first meeting since the beginning of a school year which is unlike any that came before it. That, on top of the recent transition of Louisiana from Phase 2 to Phase 3 of re-opening left the School Board and Superintendent Johnny Rowland with plenty to address. Early in the meeting Rodney Talyor of Taylor & Sons presented the employee of the month award. The first to be given since the start of the shutdowns

caused by the COVID-19 pandemic. The person chosen for the award was Melba Taylor, who went above ROWLAND and beyond to ensure that everyone was safe, even during her time off from working as Cafeteria Staff. “At the time we were in Phase 2, Taylor gave up her time off to come and help sanitize. She cleaned the building and helped in any way that she could, preparing the board room for the school board meetings and making sure we were at

the correct distance. She thoroughly sprayed each day in the mornings and afternoons. She also made sure the bathrooms were disinfected and cleaned every hour. Hated to see her leave, and return to working her routine job with food services,” said Taylor, which was met with a round of applause. Robin Tucker, Personnel Director for the WPSB, announced during her report the passing of someone who had a long career in the Webster parish School system. “I did want to take liberty if it was possible just to announce and make sure we were all

Gardner issues two Mayoral Proclamations

Mayor Terry Gardner issued a proclamation declaring Sept. 17 as Constitution Day. It is a living document that assures each citizen of the freedoms we cherish and appreciate. The DAR helps keep our ancestors’ legacy alive by promoting the ideals they fought valiantly to give their descendants.

A proclamation was signed declaring Sept. 13 through 19 as National Truck Driver Appreciation Week. Accepting the proclamation was Todd Rupple, President of Preferred Materials, stated, “It is very exciting that Mayor Terry Gardner would recognize the importance of truck drivers. They get nowhere near the amount of recognition or thanks that they should. There’s 3.5 million drivers in this country, and they go out every day, they work hard, they’re dedicated, and they don’t give up. 80% of communities rely solely on drivers in trucking industries to deliver their goods. They’ve kept the economy going during the pandemic. They keep America going.” Mayor Gardner stated, “The trucking industry is the backbone of the nation. They get it from the manufacturer to the supplier. It’s important that we recognize our drivers, during this week especially, but also throughout the entire year. We appreciate them for everything they bring to our economy and our community.”

RECENT ARRESTS IN WEBSTER PARISH STAFF REPORT Minden Press-Herald Kedarion McKinney,30, of the 200 block of Miller Street, was arrested on a bench warrant. Norris Booth, 29, of the 100 block of Perritt Street, was arrested on a bench warrant. Nikki Lyons, 29, of the 900 block of Bayou Drive, was arrested on two counts of Aggravated 2nd Degree battery. Brenda Chatman, 64, of the 700 block of East Street, was arrested for domestic abuse aggravated assault. Sequin Clemons, 29, of the 700 block of Drew Lane, was arrested for unauthorized entry. Kordarius McClendon, 33 , of the 100 block of Knight Street, was arrested for improper lane usage, hit and run, and driving without a license. aware that former assistant superintendent Ronnie Brown passed away this weekend. He served his entire adult professional career in the Webster Parish School System, starting from teacher/coach, all the way up to Assistant Superintendent, and I just felt it was important that we publicly recognize that,” said Tucker. Ursula Hulaby, Community Liaison, made known a recent donation from Walmart to the SchoolBoard, including many pallets of water to distribute throughout the Webster Parish schools. “We wanted to make sure that all of our students had water, since all the water fountains are cut off or not accessible to our kids, so we reached out to Walmart to see how they could help us get some water into all of our schools,” said Hulaby. “I didn’t even realize, but they were willing to donate pallets of water for us. Walmart donated a number of pallets, and each pallet had 48 cases on it, so we really appreciated that. We have a really good

relationship with Walmart, so they helped us supply our schools with water.” Superintendent Johnny Rowland took the time during his report to speak more candidly to those present about the realities of handling the school system during a year such as this. The 2020 calendar year is one I’m sure all of us in this room will forever remember. No matter what seat we sit in, what our position in society is, when we think of 2020 we will forever remember,” said Rowland. “You can imagine the conversations that I have had with people, and you have to humbly and respectfully listen, because each one of them is speaking from deep down in their heart. They’re sincere and concerned.” “I have heard from people that told me, ‘We need to get these kids back in school right now, they need us.” “ Yes they do need us, yes they do, dig time.” “I have heard from people that have said, ‘what in the world are you thinking? don’t you know what’s going on?’ I’ve heard from people in the middle,” said

Rowland, “but I just want to state publicly to everyone here and to everyone who may be listening, that every word that has been spoken to me or any member of our staff has been listened to with patience, love, respect, and care. Because everyone has their own personal feelings associated with this thing. And I think at the end of the day, we all want what is best for our kids, as well as our colleagues. What goes along with that is you have to make difficult decisions. I’m well aware that there are folks who are not pleased, but I can assure you all the members of our staff, our principals, our teachers, and all employees are all working really really hard to get us to where we need to be.” Looking at the silver lining, Superintendent Rowland also spoke of how a side effect of the pandemic has been the increased push to get education online and making students and staff more familiar with the technology that may not have come so soon otherwise. “We’re at a place now in Webster Parish, that if this pandemic were to not have happened, i think it’s

Louisiana Trust launches effort to identify former Rosenwald Schools across state STAFF REPORT Minden Press-Herald

Baton Rouge, LA - In the early 20th century, a partnership between Booker T. Washington of the Tuskegee Institute and Julius Rosenwald, president of Sears & Roebuck, built thousands of schools for African American children in the rural areas of the South. Louisiana saw 442 of those 5400 school buildings constructed, with grants from Rosenwald and matching support from the local communities where they were built. Following desegregation, many of the schools were abandoned or demolished. The Louisiana Trust for Historic Preservation (LTHP) has launched a new effort to identify and document the locations of these historic buildings (as well as those that have been lost) throughout the state. Rosenwald Schools were primarily located in rural areas, constructed of timber framing on short piers. Windows

were numerous and often grouped together, to provide for natural light and ventilation. The most common forms feature gable-ends. Most parishes had between three and twelve Rosenwald Schools, while only six parishes had no Rosenwald built. The highest concentration of Rosenwalds occurred in the northwest corner of the state, in Caddo, Claiborne, Webster, and Bienville Parishes. This effort began after a site visit with staff from the Claiborne Parish Library, where the former Mt. Olive Rosenwald School was identified and its condition assessed. Brian Davis, LTHP Executive Director, says, “Since the Louisiana Trust works in all 64 parishes, connecting building owners with the resources to preserve them, it makes sense to incorporate this project into our ongoing efforts to help insure that the buildings and their importance are not completely lost.” Following

desegregation, those Rosenwald Schools that were used and maintained as a church, a community center, or even as a residence stood a better chance of survival. LTHP has since set up an educational and resource center on lthp. org to gather information and memories about these schools and those who used them. This online center has additional resources including links to a searchable database and guides from the National Trust for Historic Preservation. LTHP encourages former students, teachers, their descendants, local libraries, and school boards or others with a connection to a former Rosenwald School to share any photos or information about the building. safe to say it would have taken us years to get here. Why do I say that? Look at where we are now. Every student in Webster Parish has a chromebook. Not everyone has internet, we know that, but our guys are really working towards making that situation better,” said Rowland. “We would have never been able to do that in the short term without the funding that we received. Not that I wished this thing on anybody, I wish it would never have happened, but since it did, we got to this place where we’re now offering virtual instruction in Webster parish, which I didn’t know if I would see it during my time.” “Personally, I’ve been in more google meetings then I’ve ever dreamed on that I’d ever be one in my life, just in the last few months, and we’ve seen that that is an effective tool to reach out to people and meet people, and keep them in their schools, their jobs, wherever they need to be,” said Rowland. He also spoke to the fact that Webster Parish students now have a 100% virtual alternative to school, something he didn’t think he would see for quite

some time. “We have a real opportunity here to have a credible fantastic alternative to foks other than the brick and mortar. Personally I love the brick and mortar, that’s what I know. We want to have the opportunity to say, when someone comes up to us and considers the homeschool route, this may work for you,” said Rowland. “If we have our name attached to it, we want to offer a viable, legitimate, virtual alternative, while continuing to offer the very best at school brick and mortar education that we can to our kids.” When speaking to the changes that occurred in Phase 3, the only notable ones were that of maximum occupancy size going up from 25 to 50 students and busses being able to hold students at 75% maximum capacity. All safety guidelines, regulations, and practices will continue to be followed, such as students and staff having to wear masks, social distancing, and repeated sanitization of high touch areas. “There are still a lot of unknowns out there. We are in Phase 3 now, and

we are progressively working towards getting into a more structured normal school setting.” We will re-evaluate in a few weeks and see where we are, as far as getting back to the 5 days a week,” said Rowland. Lastly, Rowland expressed his appreciation towards the school Board, as well as all Webster parish school systems staff for their hard work throughout this pandemic to help open schools back up safely. “I just felt led to say to yall as a board, let you know how much I appreciate each and everyone of you. You’ve been so supportive,” said Rowland. “We’re very blessed here, I say it all the time. I appreciate the hard work that our supervisory staff has done, Mr. Washington, and everyone in this office. Then to our principals and administrative teams, we;ve had a very successful start to this school year, and I attribute it to the hours and hours and hours of planning that went into the starting of this school year.”

Moses Lorenzo Cundiff, Jr. (M.L.) Moses Lorenzo Cundiff, Jr (M.L.), age 90 of Mountain View, Arkansas graduated to his heavenly home on September 12th, 2020. Born in Hugo, OK in 1930 to Moses Lorenzo Cundiff and Irsa Euphemy Davis. He moved to Minden, LA in 1941.Though he moved to Shreveport after marriage, he considered himself a native of Minden, LA and Fort Towson, OK. M.L served in the Air Force as a Personnel Clerk serving in Anchorage, AK. M.L. was a diligent worker retiring from his career in insurance sales in 1992 after nearly 4 decades. The Cundiff family was part of the founding of the First Assembly of God in Minden in 1942, but M.L. joined First Assembly of God in Shreveport (now Shreveport Community Church) on his arrival in Shreveport where he served as a Sunday School teacher and in the Choir for some years. He was proceeded in death by his first wife Obie Nell Johnson, his parents Moses Lorenzo Cundiff and Irsa Euphemy Davis, by his siblings Louise Greer, Charles Cundiff,

Walter Williams: The Devil and Karl Marx

Paul Kengor is a professor of political science at Grove City College in Grove City, Pennsylvania. He has just published “The Devil and Karl Marx,” a careful look at the diabolical side of Karl Marx. The book has come out during an important time in our history since so many Americans, particularly our youth, have fallen for the seductive siren song of socialism taught to them by the academic elite. “The Black Book of Communism,” edited by Stephane Courtois details the Marxist-Leninist death toll in the 20th century. Here is the breakdown: USSR, 20 million deaths; China, 65 million; Vietnam, 1 million; North Korea and Cambodia, 2 million each; Eastern Europe, 1 million; and about 3.5 million in Latin America, Africa and Afghanistan. These figures understate those detailed by Professor R.J. Rummel in “Death by Government.” He finds that from 1917 until its collapse, the Soviet Union murdered or caused the death of 61 million people, mostly its own citizens. From 1949 to 1976, Communist China’s Mao Zedong regime was responsible for the death of as many as 78 million of its own citizens. The world’s intellectual elite readily focus on Adolph Hit-

ler’s murderous atrocities but ignore those of the world’s socialists. Mao Zedong has been long admired by academics and leftists across our country. They often marched around singing his praises and waving his little red book, “Quotations from Chairman Mao Tse-tung.” President B a r a c k O b a m a’s communications director, Anita Dunn, in her June 2009 commencement address to St. WALTER E. Andrews WILLIAMS Episcopal High School at Washington National Cathedral, said Mao was one of her heroes. Whether it’s the academic community, the media elite, stalwarts of the Democratic Party or organizations such as the NAACP, the National Council of La Raza, Green for All, the Sierra Club and the Children’s Defense Fund, there is a great tolerance for the ideas of socialism — a system that has caused more deaths and human misery than all other systems combined. Today’s left-

ists, socialists and progressives would bristle at the suggestion that their agenda differs little from those of Nazi, Soviet and Maoist mass murderers. Keep in mind that one does not have to be in favor of death camps or wars of conquest to be a tyrant. The only requirement is that one must believe in the primacy of the state over individual rights. Kengor highlights another feature of Marx ignored by his followers. This feature of Marxism should be disturbing to Black Lives Matter co-founder Patrisse Cullors, who said that she and her fellow organizers are “trained Marxists.” I wonder whether she shares Marx’s views on race. Marx’s son-inlaw, Paul Lafargue, was viewed as having Negro blood in his veins. Marx denigrated him as “Negillo” and “The Gorilla.” Marx had similar hate for Jews. He referred to his fellow socialist labor organizer Ferdinand Lasalle as a “greasy Jew,” “the little kike,” “water polack jew” and “Jewish n——r.” In 1844, Marx wrote an essay titled “The Jewish Question” in which he asks, “What is the worldly cult of the Jew?” His answer: “Haggling. What is his worldly god? Money.” Down through the years, leftists made a moral equivalency

between communist/socialist totalitarianism and democracy. W. E. B. Du Bois, writing in the National Guardian (1953) said, “Joseph Stalin was a great man; few other men of the 20th century approach his stature.” Walter Duranty called Stalin “the greatest living statesman ... a quiet, unobtrusive man.” George Bernard Shaw expressed admiration for Mussolini, Hitler and Stalin. Economist John Kenneth Galbraith visited Mao’s China and praised Mao Zedong and the Chinese economic system. Michel Oksenberg, President Jimmy Carter’s China expert, complained that “America is doomed to decay until radical, even revolutionary, change fundamentally alters the institutions and values,” and urged us to “borrow ideas and solutions” from China. Kengor does a yeoman’s job of highlighting the evils of Marxism. The question is whether Americans will heed his lesson or fall prey to the false promises and live the horrors of socialism. By the way, while Sweden and Denmark have a large welfare system, they have market economies — not socialist economies, as some leftists claim.

Pat Buchanan: Are the forever wars really ending?

“There is no... sound reason for the United States to continue sacrificing precious lives and treasure in a conflict not directly connected to our safety or other vital national interests.” So said William Ruger about Afghanistan, our longest war. What makes this statement significant is that President Donald Trump has ordered a drawdown by mid-October of half of the 8,600 troops still in the country. And Ruger was just named U.S. ambassador to Kabul. The selection of Ruger to oversee the U.S. withdrawal came as Gen. Frank McKenzie of Central Command announced plans to cut the U.S. troop presence in Iraq from 5,200 to 3,000 by the end of September. Is America, at long last, really coming home from the forever wars? A foreign policy analyst at the libertarian Charles Koch Institute and a Naval officer decorated for his service in Afghanistan, Ruger has long championed a noninterventionist foreign policy. His nomination tends to confirm that, should Trump win a second term, his often-declared goal of extracting America from the forever wars of the Middle East, unachieved in his first term, would become a priority. Yet, we have been here before, bringing our troops home from Iraq and Afghanistan, only to send thousands back when our enemies seemed to be gaining the upper hand at

the expense of the allies we left behind. Still, this time, Trump’s withdrawals look to be irreversible. And with the U.S. deal with the Taliban producing peace negotiations between the Kabul government and the Taliban, America seems to be saying to both sides of this endless civil war: The destiny of Afghanistan is yours. The choice of war or peace is up to you. If talks collapse and a fight to the finish ensues, we Americans are not coming PATRICK back, even BUCHANAN to prevent a Taliban victory. Speaking in Winston-Salem, North Carolina, Trump made a remarkable declaration: “We don’t have to be in the Middle East, other than we want to protect Israel. ... There was a time we needed desperately oil, we don’t need that anymore.” If Trump means what he says, U.S. forces will be out of Syria, Iraq and Afghanistan early in his second term. But how to explain the continued presence of tens of thousands of U.S. troops in Kuwait, Bahrain, Jordan, Djibouti, Saudi Arabia, Oman and Diego Garcia? Another indication of where a Trump second term is pointing is the naming of retired Col.

Douglas Macgregor as ambassador to Germany. The winner of a Bronze Star for valor in the 1991 Gulf War, Macgregor speaks German and is steeped in that country’s history. He has been highly visible on cable TV, calling for the transfer to our allies of the primary responsibility for their own defenses, and elevating the security of America’s Southern border to a far higher national imperative. In 2019, Macgregor was quoted: “The only solution is martial law on the border, putting the United States Army in charge of it and closing it off would take about 30, 40,000 troops. We’re talking about the regular army. You need robust rules of engagement. That means that you can shoot people as required if your life is in danger.” That Macgregor’s priorities may be Trump’s also became evident with the president’s announcement this summer of the withdrawal of 12,000 of the 35,000 U.S. troops stationed in Germany. Yet, at the same time, there is seemingly contradictory evidence to the notion that Donald Trump wants our troops home. Clearly, with the cuts in troops in Germany, Iraq and Afghanistan, and the appointments of Ruger and Macgregor, Trump has signaled a new resolve to reconfigure U.S. foreign policy in an “America First” direction, if he wins a second term. Will he follow through? Since the end of the Cold War, the U.S. has been in an extended argument with itself over America’s role, America’s mission in the world. George H. W. Bush’s New World Order is ancient history, as are the democracy crusades his son George W. Bush was persuaded to launch. But what will Trump’s foreign policy legacy be, should he win? Joe Biden has signaled where he is headed — straight back to Barack Obama: “First thing I’m going to have to do, and I’m not joking: if elected I’m going to have to get on the phone with the heads of state and say America’s back,” Biden said, saying NATO has been “worried as hell about our failure to confront Russia.” Trump came to office pledging to establish a new relationship with the Kremlin of President Vladimir Putin. Is that still his goal, or have the Beltway Russophobes prevailed? Patrick J. Community event honors Lizzie Bradford and raises up single mothers

Tavia Melton, along with her two brothers Carlos and Jonathan Bradford organized an event last Saturday in order to both honor the anniversary of their mother’s Lizzie Bradford passing as well as give back to the community that they grew up in. “She was a very hard working woman, but couldn’t accomplish a lot before she passed,” said Melton. “It will be the 26th Anniversary since her passing. We wanted to come back and give back to the community.” Melton is creating the organization Lizzie’s Corner, which is going to be a non profit organization in honor of the mother Lizzie Bradford of Minden, La. After being left without a mother while still a young adult. It was up to Melton to keep taking care of herself and her two brothers. Now that she is in a position in life where she can help others, this event was just the start of the good she’s trying to bring to the community that she grew up in.

“Because I was a young adult, and I didn’t have anyone to help at the time, I know how hard it is when you don’t know about credit, or don’t have credit,” said Melton. “Now we are very blessed, and so we wanted to come back to a community that we love and grew up in and help other people.” The organization’s goal is to provide resources and training to single mothers to help them with life resources such as information on financial management, financial empowerment, and life skills. At the event itself, all the single mothers who attended were given free credit counseling classes. There were also lessons for the young men in attendance as well, such as tutorials on how to tie a tie and change a tire. “God is good. We grew up in substandard housing, which is why I have such a drive and passion to help people in a similar situation. We’re here not to sell anything, not to get the next client, but to truly be a blessing,” said Melton.

A Clean Home is a Happy Home

A messy desk means you are productive and working hard, right? As I sit here typing, I am noticing how messy my desk is. It has work stuff on it. It also seems to be a catch-all place for things we just don’t know where to put just yet. Back in my younger years, it didn’t bother me to have things out of place. I never made my bed unless someone was coming over and I always had a basket full of clean laundry to fold and put away, and a couple of dirty loads of laundry around. In addition, toys all over were a given. I’ll bet there were shoes TINA here there and everySPECHT where. As I have gotten older, I am not a fan of the clutter. It makes me anxious at times and somewhat nervous. I need a clean house, and for the most part, everything to have its place. That doesn’t always happen but I do for the most part. I have a routine that I work from home, and now that we are empty nesters, it helps a lot. We always have family over, especially on the weekend. We don’t mind the toys out and things laying around. When everyone leaves we put things back in their place. Each day of the

week, I have different things I do to keep the house up and things clean and in their place. I feel when you keep things up it doesn’t overwhelm you and have to do it all at once. I remember, as a child, both of my parents worked full time jobs and they taught us how to keep the laundry up, do the house cleaning and getting meals ready. I hated it at the time and but now I am so happy they taught me how to do all of it. We thought it was horrible to have to do chores all the time. If it wasn’t done right we would have to do it again and then sometimes get in trouble for it. Sometimes, we did it half way just to say we did it so we could go play or whatever else we had planned besides cleaning or laundry. I brought this with me and I made sure my boys know how to cook, clean and do laundry. They may not have liked it but now that they are on their own they can take care of their things. One thing I have realized that helps set your whole day is making your bed. Like I said before, I never used to, but for the last couple of years whomever gets out of bed last makes the bed. It feels like things are in place

Hendrix is best known for his guitar virtuosity but I think he sparkles lyrically on Bold as Love. “Blue are the life-giving waters taken for granted. They quietly understand.” This is an album best experienced on headphones. As a young man, I wore an Axis: Bold as Love t-shirt until it grew tattered. Proudly to university classes then relegated to mowing the lawn. Likely no girl was every impressed with the weathered shirt and its ostentatious graphic of Hendrix and his Fender Stratocaster yet I kept wearing it for years. The third album from the Jimi Hendrix Experience was a double record released in 1968. Its controversial cover of 19 naked women was banned in many record stores.

During college, I bought one in Warrensburg, Missouri. I think it was an import from some prurient corner of Europe. Hendrix sonic palette was bigger and stranger than ever. He covered Bob Dylan’s All Along the Watchtower, likely a more popular rendition than the original. The album also included Crosstown Traffic and Voodoo Chile. The Experience broke up in 1969. Hendrix frustrated his bandmates and manager with his perfectionism and insistence on multiple takes. He also wanted to perform with other musicians like his army buddy bass player Billy Cox and drummer Buddy Miles. Hendrix called his new group a Band of Gypsys (sic). In August 1969, Hendrix closed at Woodstock with a set that included an explosive rendition of The Star-Spangled Banner. His electric guitar imitated the sounds of bombs bursting in air. Our national anthem colored by the chaos of the Vietnam War expertly rendered by the giant genius hands on his iconic white Strat. The Band of Gypsys recorded and released a live album at the onset of the new decade. Then they split up. Drink and drugs led to some ragged performances. Hendrix became confrontational with live audiences and they retaliated with booing. He recorded more music in 1970 intended for the next studio album. He again worked with Experience drummer Mitchell but not bassist Redding. Booking studio time was so expensive for the hours Hendrix required that he decided to com-

mission his own studio. The million-dollar Electric Lady Studios in Greenwich Village, New York City took twice as much time and money to build as planned but it was up and running by mid-June. Hendrix only recorded there a few weeks. But future popular musicians like David Bowie, KISS, Blondie, U2, and Lady Gaga would put it to good use. Hendrix died in London on September 18, 1970. He couldn’t be roused from a barbiturate sleep and likely choked on his own vomit, another tragic casualty to excess and recreational drug use. The Cry of Love was posthumously released in 1971. It was the fourth studio album but not one Hendrix had a chance to finish. Kansas City baseball players chose their walkup music for public address playback during their approach from the on-deck circle to the plate. While operating a camera for the Royals, I most looked forward to third baseman Mike Moustakas at bat. His walkup music? Jimi Hendrix Voodoo Chile from 1968, recorded twenty years before Moustakas was born. Very cool. There will never be another Jimi Hendrix. Put him on your playlist and experience the electric guitar at its zenith. It’s true that “Castles made of sand fall in the sea eventually” but at least we still have his splendid records. The Mayor and Board of Aldermen for the Village of Dixie Inn met in regular session on September 8, 2020 at 5:00 p.m. in the Village Hall, Dixie Inn, Louisiana with the following members present: Mayor Kay Hallmark-Stratton, Aldermen Nell Finlay, Donna Hoffoss and Judy McKenzie. The meeting was called to order and the invocation and pledge of allegiance were given. There were no public comments or additions to the agenda. Mayor Kay Hallmark-Stratton welcomed guests. A motion was made by Nell Finlay and seconded by Donna Hoffoss to adopt the minutes of the regular session of August 11, 2020. Vote on the motion was unanimous. Financial statements of all funds, including a current budget vs. actual, were presented. A motion was made by Donna Hoffoss and seconded by Nell Finlay to adopt all financial statements for August 2020. Vote on the motion was unanimous. Department Reports: Mike Chreene reported all is good with the utility department. Chief James Edwards informed everyone there will be a National Drug Take Back Initiative held on October 24, 2020 from 10:00 a.m. to 2:00 p.m. at the Dixie Inn Police Department. Mayor Kay Hallmark-Stratton reported the Village has received an insurance claim check for the cutting and removal of a downed tree during Hurricane Laura located by Village Hall. The playground equipment has been ordered and she will follow up on the water yard shop building quotes and present in October. Several security cameras have been replaced and installed. Mayor Stratton reported LMA cancelled the virtual training videos because of Hurricane Laura. Everyone is reminded to com-

plete the Ethics and Sexual Harassment training before the end of the year. A special election has been called and ordered for the Village of Dixie Inn Office of Alderman, primary election to be held on March 20, 2021, and General Election, if necessary, on April 24, 2021. The dates for qualifying for the Village of Dixie Inn Office of Alderman in this Special Election shall be January 20, 21, & 22, 2020. New Business: A motion was made by Judy McKenzie and seconded by Donna Hoffoss to accept and allow Mayor Stratton to sign the 2019 - 2020 annual Audit Engagement letter with Cook & Morehart. Vote on the motion was unanimous. Discussion was held concerning the yearly lease for the night vision goggles used by the police department. The cost is $300.00 per year for one pair. A motion was made by Judy McKenzie and seconded by Nell Finlay to continue the lease for one year for one pair. Vote on the motion was unanimous. Nell Finlay made a motion to adopt the Resolution #01-090820 requesting assistance from the Webster Parish Police Jury for drainage culvert cleaning and repair all in Dixie Inn, Louisiana with Village of Dixie Inn paying any difference owed. Minutes of the Webster Parish Tourism Commission Regular Meeting May 20, 2020 Greater Minden Chamber 8:30 AM The Webster Parish Convention and Visitors Commission meeting was called to order at 8:31 AM on Wednesday May 20, 2020. Attending the meeting were Ty Pend-

Sara McDaniel led the prayer and Derek Melancon led the pledge of allegiance. Tracy Campbell made the motion to accept the minutes of the regular meeting held Wednesday March 25, 2020. Derek Melancon seconded the motion. The motion passed unanimously. Treasurers Report The financial report was given by treasurer, Tracy Campbell. Nick Cox made the motion to accept the financial report and Sara McDaniel seconded the motion. The motion passed unanimously. Tourism Report Executive director, Serena Gray, announced that all radio ads and digital ad campaigns were paused for the time being. Due to the travel ban, Webster Parish CVC should expect a decrease in sales tax revenue for the next few months and as a result, no decisions for additional advertising will be made until the travel ban is lifted or by June 1st. All events through July have been canceled. All workshops and seminars hosted by Webster Parish CVC have been cancelled through August. The final report for the 2019-2020 Competitive Marketing Grant is being finalized and will be submitted by the end of the month. This will start the process for the state to reimburse Webster Parish CVC $20,000.00 that was used for advertising through the previous year. The 2020-2021 Competitive Marketing Grant was submitted to the Louisiana Office of Tourism on behalf of Webster Parish CVC. This grant would provide Webster Parish CVC funds to increase advertising efforts in the upcoming year. Due to the Governors announcement of moving into Phase II, the Webster Parish CVC board began discussion on adjusting the deadline for advertising and major event grants
