WEDNESDAY’S MINDEN CITY COUNCIL WORKSHOP WILL PHILLIPS Minden Press-Herald

The Minden City Council met on Wednesday afternoon in order to discuss the items on the agenda before the upcoming Nov City Council Meeting. The agenda is relatively slim compared to previous agenda’s, only currently hosting six different items of discussion, the most intriguing of which include the Appointment of a new City Clerk, Minden Police Department promotions, and a grant for a project at the Minden Airport. While a short discussion, it was revealed that after weeks of interviews that the City Council has decided to hire Debra Smith as the new City Clerk. When it came to the subject of Police Department promotions, Chief Steve Cropper of the MPD explained that a scheduling change he made early in his career from three eight hours shifts to two twelve hour shifts a day made it so the eight Officer 1st Class and three Captain positions were opened. Under Civil Service, this set a standard for how the MPD staffed each shift as well as the filling of vacancies for these positions. “The Civil Service explained to the Minden Police Department that this set standards as far as creating vacancies when it comes to promotion to Officer 1st class,” said Chief Cropper. Additionally, the Chief has passed every officer that passed the examination to Officer 1st Class as soon as their test scores were confirmed, also setting a standard under Civil Service. Given these set standards, Cropper explained that the standards set also made it so they were currently in violation of promoting an officer to the rank of Captain, something that was set to take place earlier in the year, but after the pandemic, it got put to the side. “It got up on top of me and I See, COUNCIL, Page 3

At the October 27 meeting of Claiborne Electric Cooperative’s Board of Directors, the Board presented Louisiana Public Service Commissioner Foster Campbell with a plaque and a resolution. The resolution recognizes Campbell’s support of the cooperative’s Fiber-to-the-Home broadband internet plan and his help in getting the plan approved unanimously by the Louisiana Public Service Commission. This plan will help to bring internet services to areas that do not yet have easy access to WiFi. Gunshot victim dies in hospital, shooter brought to justice WILL PHILLIPS Minden Press-Herald

Last saturday the Springhill Police Department received a call from Springhill medical about a patient being treated for a gunshot wound. On Wednesday the gunshot victim lost his life. Through investigations carried out by the Springhill Police Department and Webster Parish Sheriff’s Office, the alleged shooter, Marcus Bowlin, was arrested and currently has bond set at $1,000,000. On 10/24/2020 the Springhill Police Department received a call that a white male was at Springhill BOWLIN Medical being treated for a gunshot wound. The Springhill Police department initially responded and began investigating,” the Webster Parish Sheriff’s Office stated. “The Springhill Police Department identified the victim as Justin Bryant and determined that the shooting occurred at a residence on Jones Road in Sarepta, LA, outside their jurisdiction. The victim was transported to Ochsner LSU Health Shreveport with life threatening injuries.” After finding out the shooting took place outside their jurisdiction, Springhill Police Department handed the case over to the Webster Parish Sheriff’s Office. “Investigators identified and arrested Marcus Bowlin for Attempted Second Degree Murder. On October 28th, the victim died from his injuries and Bowlins charge was upgraded to Second Degree Murder. Bowlins bond was set at $1,000,000.00.”

Zeta barrels northeast after battering storm-weary coast

NEW ORLEANS (AP) — A fast-moving Zeta weakened to a tropical storm as it ripped through the South on Thursday morning, killing at least two, knocking out power to more than 2 million across the region and prompting a rare tropical storm warning for Atlanta. And officials said life-threatening conditions would last into the day. Zeta weakened over central Alabama but its strong winds continued across portions of the state and the Florida Panhandle early Thursday. The storm was about 50 miles (80 kilometers) west of Asheville, North Carolina, with maximum sustained winds of 60 mph (95 kph). Zeta was moving quickly toward the northeast at 39 mph (63 kph). The storm killed at least one person, a 55-yearold man who a Louisiana coroner said was electrocuted by a downed power line in New Orleans. In Georgia, authorities said a man was killed when high winds caused a tree to fall onto a mobile home in Cherokee County. Power outages were reported across Louisiana, Mississippi, Alabama and Georgia, according to the website PowerOutage. us. Georgia had the most outages before dawn Thursday with more than 1 million customers in the dark. The storm raged onshore Wednesday afternoon in the small village of Cocodrie in Louisiana as a strong Category 2 and then moved swiftly across the New Orleans area and into neighboring Mississippi, bringing with it both fierce winds and storm surge. There was heavy rain at times but since the storm was so fast-moving, rain related flooding wasn’t as much of a concern. Waveland Mayor Mike Smith told WLOX-TV that his Mississippi Gulf Coast city, which was part of the area most heavily damaged by 2005’s Hurricane Katrina has maybe taken the worst hit since then from Zeta. “We’re going to see a whole lot of damage in the morning,” Smith said. Among the many trees blown down was one that fell on Smith’s own house. “It was my next-door

neighbor’s and he wanted to give it to me, apparently,” Smith said. In Louisiana, Gov. John Bel Edwards was expected Thursday to tour the coastal regions hardest hit by the storm. During a radio interview Wednesday evening, Edwards said the wind had caused extensive structural damage. And as neighbors and church groups started reaching out to help those affected, he also highlighted the need to protect against the coronavirus at the same time. “Offer the help but do it with a mask on,” he said. Much of New Orleans and the surrounding area was without power Wednesday night. The storm packed a punch as it whipped through the city. Signs outside bars and restaurants swayed back and forth in the wind and palm trees along Canal Street whipped furiously. Officials said a person was hospitalized with minor injuries after a structure collapsed. More than 200 trees were reported down in the city. Echoing a plea made by officials across the Gulf Coast in the dark hours after the storm passed, New Orleans Mayor LaToya Cantrell implored residents to stay home and let city officials assess the damage. “Although we have made it through, we have been damaged, we have been hit,” she said. Along coastal Louisiana, there were reports of some trailers flipped over, a gas station destroyed, and downed power lines and trees. Zeta had top sustained winds of 110 mph (177 kph) as a Category 2 hurricane at landfall and is the 27th named storm of a historically busy Atlantic hurricane season — with over a month left to go. It set a new record as the 11th named storm to make landfall in the continental U.S. in a single season, well beyond the nine storms that hit in 1916. Zeta weakened to a Category 1 hurricane with winds of 90 mph (144 kph) as it moved into southern Mississippi a few hours after landfall. As much as 5 feet of Gulf water surrounded a casino in Biloxi, Mississippi, and deputies in Harrison County, Mississippi, received multiple calls from people who had remained in mobile homes that were threatened by winds.

In the small coastal town of Bay St. Louis in Mississippi, former mayor Les Fillingame said the storm was “very intense” when it blew through. “It was a noisy storm. It was a truly howling wind,” he said, but said thankfully it was also fast-moving. “It was a lot of wind for several hours which is enough.” Tropical storm warnings were issued as far away as southern Virginia, highly unusual for the region. Forecasters issued a string of tornado warnings for as far east as the Florida Panhandle. And Atlanta was under a tropical storm warning for the second time ever. Its first warning was in 2017 when Hurricane Irma roared into Florida as a deadly Category 4 storm. New Orleans was in the warning areas of six previous storms that veered east or west this season. This time, Zeta stayed on course. Officials had been worried about the loss of a power from a turbine that helps power the city’s aging drainage infrastructure and whether that would leave the city vulnerable to flooding but Zeta’s swift movement meant flooding wasn’t an issue. On Tuesday, Zeta raked across Mexico’s Yucatan Peninsula, toppling trees and briefly cutting power to more than 300,000 people but causing no deaths. It then regained strength over the Gulf of Mexico along a path slightly to the east of those of Hurricane Laura, which was blamed for at least 27 deaths in Louisiana in August, and Hurricane Delta, which exacerbated Laura’s damage in the same area weeks later. The deteriorating weather prompted early voting sites to close for hours in the western Florida Panhandle. One voter in Mississippi worried about how long felled trees and debris might block roads. “With the election I just kind of hope the city gets the roads clear by November 3rd so everybody can get out and vote,” said Mackenzie Umanzor, of D’Iberville, Mississippi. An average season sees six hurricanes and 12 named storms. This extraordinarily busy season has focused attention on climate change, which scientists say is causing wetter, stronger and more destructive storms.

Head of Louisiana State Police stepping down DAVID JACOBS The Center Square

(The Center Square) – Louisiana’s State Police superintendent is stepping down after 30 years with the agency and more than three years in the top job, Gov. John Bel Edwards announced Tuesday. Col. Kevin Reeves’ retirement is effective Friday, Edwards said. Protesters have been calling for Reeves to step down amid questions about State Police’s role in the death of Ronald Greene. Troops initially blamed Greene’s death on injuries suffered in a car crash following a chase.

But Greene’s family and attorney say body camera footage shows troopers choking and beating him. The footage has not been released publicly, REEVES though a short audio clip obtained by The Associated Press seems to support the family’s claims. “It was not a surprise, nor was it anything that I asked for,” Edwards said about Reeves stepping down. Edwards said he ex-

pected to appoint a new superintendent “relatively soon.” The governor said he had not lost confidence in Reeves, who had been planning his retirement since last year. “I have appreciated his partnership and counsel for the past several years as Superintendent, especially as Louisiana has navigated cybersecurity incidents, natural disasters, peaceful protests and the COVID pandemic,” Edwards said in a prepared statement. “Throughout his career with Louisiana State Police, from his early time on motorcycle patrols to his promotion to Super-

intendent, Col. Reeves has been a model of professionalism.” Reeves was appointed the 25th superintendent of the Louisiana State Police in March 2017. His career started in 1990 as a trooper on motorcycle patrols for Troop A in Baton Rouge, according to the governor’s office. “As humbling as this opportunity has been, my greatest professional accomplishment remains the title of Trooper, a title I have the honor of sharing with the over 1,100 men and women who wear our badge,” Reeves said in the statement from the governor’s office..

The Civil Service board has stated that under a revised statute, if a Captain isn’t promoted in the Nov. City Council Meeting, the City of Minden will be in violation of State Civil Service Law. The same goes for four officers awaiting

promotion of Officer 1st Class. The next item addressed was that of authorizing the Mayor to execute an agreement with the Louisiana Department of Transportation for improvement to the Minden Airport. The Director of the Airport Steven Burdeaux stated that this would allow them to receive a $125,000 grant.

Burdeaux stated the airport was receiving this grant, “so we can eliminate some obstruction and potentially purchase some properties that will allow us to put more of a perimeter fence around the airport. This would be 100% funded through the state.” The Minden City Council Meeting will take place on Monday, Nov. 2 start-

ing at 5:30 p.m. While the meeting is open to the public, given measures to reduce the spread of COVID-19, those who come in person are asked to wear masks and socially distance. Do-nothing session yields meaningless petition

Contrary to the prevailing opinion among opinion writers and politicos, the Louisiana Legislature didn’t do nothing in the 30-day special session that concluded late last week. No sir, lawmakers shuffled some money around to compensate public school systems impacted by hurricanes Laura and Delta, and they managed to stave off a spike in the unemployment tax on businesses in the wake of sky-rocketing unemployment claims during the Coronavirus pandemic. But that about sums up everything positive the Legislature accomplished in a special session that cost the taxpayers millions of dollars to conduct. Anyone who was around in the 1980s when the state ran out of money to pay unemployment claims during the collapse of the oil and gas industry will remember the surtax businesses were forced to pay to keep the money flowing to the unemployed. Well, here

we are again some three-plus decades down the road and the state is borrowing money from the federal government to pay unemployment claims. Why? Because the state has drained its unemployment trust fund thanks to the econ o m i c calamity caused by the pandemic. L a w makers as well as the SAM Edwards HANNA administration are counting on the Congress to approve another economic stimulus package to assist businesses and state and local governments adversely affected by the pandemic, but it’s anyone’s guess when that will occur and whether the Congress will ap-

propriate enough money to pull states like Louisiana out of a financial ditch. Another option Louisiana could pursue would entail taking on bonded indebtedness to replenish the unemployment trust fund and repay the federal government for the money the state borrowed to pay unemployment claims in the first place. Bonded indebtedness must be paid off over time, and it’s under that scenario that the business community in Louisiana will get socked with an unemployment surtax to service the debt. If you believe Louisiana businesses can simply absorb a tax hike at this time, ask a business owner what he or she thinks. Meanwhile, lawmakers in the House of Representatives also found some time toward the end of the special session to spit out a meaningless petition directing Gov. John Bel Edwards to set aside his watered down emergency order restricting

gatherings and whatnot while we mere commoners fumble along in the midst of the Coronavirus craze. Edwards says he will take the House to court to challenge the petition on constitutional grounds. Mark my word, the governor will prevail, and the House will be made to look foolish and leaderless. Nevertheless, an aspiring House member or two will take to the social media airwaves — with a straight face — to inform his conservative base that he fought the governor but the governor won thanks to a judge who thinks he knows a thing or two about the state Constitution just because he went to law school. Then again, every legislative body needs a good chest-thumper. Or a panderer.

Rozeman: Light at the End of the COVID-19 Tunnel

The only certainty about the future is that it will be uncertain. It has always been that way. The people who crossed the ocean from Europe to start a new life in America faced uncertainty. So did Americans who settled the West. And uncertainty is present today in this pandemic as COVID-19 cases increase in many cities and states. Uncertainty and fear of the unknown can be paralyzing. As we continue to learn and apply learning during this pandemic – as we develop new and more targeted treatments– as we begin to roll out safe and effective vaccines – as we apply prevention strategies – we gain confidence and reduce fear. What we are learning every day helps us engage the virus more on our terms. What we learn reduces uncertainty. Over the last few months, the treatment of COVID-19 has evolved. The result of the evolution of treatment has been significant reductions in length of hospital stay, severity of illness, and mortality rates for COVID-19. This may be best exemplified this week when, despite a record number of COVID-19 cases nationwide, the capacity of community health systems has not been overwhelmed like in March and April. The rollout of safe and effective vaccines against COVID-19 is imminent – much earlier than anyone expected only six months ago. These vaccines are expected to be made available to those with the greatest need (first responders, healthcare workers, elderly and high-risk patients and their caretakers) this winter and to be made available to everyone by the summer. Safe and effective vaccines and widespread immunity will mean the end of pandemic levels of cases and hospitalizations. As we now get closer to the rollout of vaccines, it makes even more sense to follow recommendations by the President’s Task Force concerning

physical distancing and use of masks in indoor settings where social distancing is difficult. The same is true in avoiding large indoor gatherings of people in crowded places. Reasonable precautions can tide us over until vaccines are widely available. These measures reduce transmission of the virus and facilitate the reopening of businesses and the creation of jobs. Our country and especially our state cannot afford another round of lockdowns. The unintended consequences of lockdowns are both health related and economic. Preventable deaths PHILLIP of AmeriROZEMAN cans with heart disease and cancer are the result of people not seeking medical care during the pandemic. Other consequences also include increased domestic abuse, suicides, and drug, alcohol and opiate abuse. Business lockdowns and stay-at-home policies have resulted in significant economic consequences requiring government help for businesses and workers. An estimated 20% of small businesses are likely to permanently close. Nearly half of the millions of people in the restaurant and bar sector have watched their jobs disappear. Similar losses have struck the hotel, entertainment, conference, rental, and airline industries. The ripple effects have been enormous and recovery will not be immediate. Our political and health policy leaders should expand the definition of vulnerable in the COVID-19 crisis to include not only the elderly and high-risk patients that we care for in the hospital but also working people and small business owners. They have suffered and will

continue to suffer until the dual health and economic crises are solved. With the lockdowns, we learned the hard way about the enormous harm associated with closing down schools. Education is the fundamental accelerator to opportunity and COVID-19 will have a significant negative impact for a generation of students. Marked drops in reading and math skills have been noted with the substitution of distance learning for in-school learning. The negative mental health and social development of children and the impact on the employment of the parents has been substantial. Thankfully, the complications of COVID-19 are much less in children and young and middle-age adults. Because of this, the opening of schools in our country and across the globe have gone well. What do we do now? First, we accept the inevitable tension of different perspectives and of different degrees of risk acceptance in different people. We continue to work together to physical distance and wear a mask at least through the time needed to complete vaccination protocols. We concentrate resources on prevention efforts for the vulnerable population in our nursing homes and “hot spots” within our community. Upward of 50% of COVID-19 deaths have been in nursing home patients; 30% in people over 65 living at home; and only 20% are from the whole rest of the population. We stay at home when ill and continue reasonable limitations on crowded large indoor gatherings. We concentrate on monitoring the most important metrics of hospitalizations and hospital capacity and mortality rates and be less fearful of case rates. We get as many children as possible into inschool learning. We avoid the institution of lockdowns or rigid stay at home policies. We all get vaccinated and we do what needs to be done to prevent

overwhelming our health systems. New vaccines and new treatments will significantly reduce the rate of COVID-19 but won’t rid us completely of the virus. We can expect continued but a much smaller number of cases, hospitalizations, and even deaths attributed to COVID-19 for years to come. The rhythmic ups and downs of COVID-19 cases will continue to be a reality for the next few months and none of this will be impacted by elections. The timing of these vacillations will vary among states and communities. However, new treatments and vaccines will put us in a place where we have more control over this virus than the virus has over us. Isaiah 41:10 says “So do not fear, for I am with you; do not be dismayed, for I am your God. I will strengthen you and help you. I will uphold you with my righteous hand.” We have to remember these truths along with those of scientific discovery as our community, state, nation, and world come through this pandemic. There is a song that we sang in church when I was a child with the refrain “This little light of mine, I’m going to let it shine.” Lots of people for lots of reasons are hurting now. In a world filled with anxiety and fear, expressing love, practicing grace, and serving others may be the most important antidote to COVID-19. Letting our light shine gives us all a role in helping others overcome the pandemic. It is how America has weathered all its crises in the past.

We weren’t familiar with the other roads in the area, however, we followed the signs and then when the signs ran out, we played it by ear, using what we thought was our sense of direction. So far, so good. Then we hit Hwy. 33 , where we were supposed to be, but didn’t recognize it. We turned right, and immediately saw a familiar sight, the mission center, Rolling Hills. We now knew where we were, but were headed in the wrong direction. We turned around and in just a few minutes were at our destination. We made our purchase and headed into Ruston where we got onto the Interstate for the journey home. We didn’t trust our sense of direction to take us back the way we had come. We made it home quicker by I-20, it just wasn’t as scenic. But, we had our stash of pecans and are now ready to start some Thanksgiving and Christmas cooking. Clean Eating Cheesy Cauliflower Mushroom Steaks Ingredients: 1 large cauliflower head, sliced to 3/4 inch thick as shown ghee or avocado oil cooking spray 1 Tbsp avocado oil, or olive oil 1 Tbsp dry Italian seasonings 8 oz fresh button mushrooms, sliced 2 fresh garlic cloves, minced 1 cup shredded mozzarella cheese sea salt and fresh ground black pepper, to taste fresh thyme to garnish Instructions: Preheat your oven to 400 degrees f. Spray baking sheets with cooking oil. Place the cauliflower slices onto a large baking sheet. They need lots of space between

them, and shouldn’t overlap so use 2 large baking sheets if needed. Brush each side of the cauliflower steaks lightly with the avocado oil, and season with sea salt, pepper, and Italian seasonings. Roast for 20-25 minutes in your preheated oven, until nice and golden brown on the sides, flipping once during roasting time. In a mixing bowl add mushrooms, minced garlic, a pinch of sea salt and pepper, then toss to coat well. Spread mushroom mixture on another baking sheet sprayed with oil, and bake for 10-15 minutes in the preheated oven. OR saute mushroom mixture in a medium saute pan with 1 teaspoon of oil over med-high heat for 5-6 minutes. Once done, remove the pans from the oven. Sprinkle roasted cauliflower steaks with cheese and top the cheese with roasted mushrooms & garlic mixture. Return to the oven for 2-3 minutes until cheese is melted and bubbly. Sprinkle with fresh thyme and enjoy!

New Orleans fans of both Drew Brees and Teddy Bridgewater we’re in luck last Sunday, as the two former teammates reunited — this time as rivals — and neither disappointed. A day after Louisiana celebrated the triumphant debut of true freshman and Ponchatoula native T.J. Finley, who led the LSU over South Carolina, 52-24, while filling in for an injured Myles Brennan, Brees and Bridgewater lit up the scoreboard in the Mercedes-Benz Superdome — once again to the delight of the fans. The NFL’s all-time leading passer in nearly every single category imaginable went 29 of 36 for 287 yards and two touchdowns in the Saints’ victory over the Carolina Panthers led by last year’s New Orleans backup Bridgewater, who led the Saints to a perfect 5-0 record during Brees’ early-season hand injury. With “Mr. Swiss Army Knife” Taysom Hill anointed as the heir apparent to Brees, Bridgewater moved on to Carolina replacing current Patriots starter Cam Newton — are you keeping up?
