New Co-op Hybrid store officially cuts the ribbon The Gateway Co-op Preeceville Home Centre, C-store Hybrid project opened its doors in August almost one full year after the official sod turning for the project took place on August 12, 2019. An official grand opening took place with dignitaries, executive and board members in attendance on October 15. “Things have come together and we are looking forward to introducing the new store,� said Brad Chambers, general manager for Gateway Co-op.

Chambers went on to welcome everyone and thanked

the board of directors for their insight and dedication to Gateway Co-op. He also acknowledged Quorex, all sub contractors, the architects, Federated Co-op for its financial support, the Preeceville staff and Co-op members. “The result of this facility have been fantastic since the first day it opened and it is through your ongoing support that we are able to invest in the communities we serve,� Chambers said.

and privilege to be part of Gateway Co-op. Today’s event has been in the making for many years.

Members from the past and present have worked very hard for this facility to happen. We have seen a substantial growth in memberships since the ground breaking ceremony back in 2019. This facility now employs over 35 team members and is one of the largest employers in town,� concluded Balyski.

COVID-19 case update for Saskatchewan There were 24 new cases of COVID-19 to report in Saskatchewan on October 18, according to information from the Government of Saskatchewan website, bringing the total to 2,330 reported cases.

The new cases are located in the Far North West (one), North West (one), North Central (eight), Saskatoon (one), Central West (two), Central East (three), Regina (six) and South East (one) zones. One case has a pending residence location.

Of the 2,330 reported cases, 342 are considered active. A total of 1,963 people have recovered.

Fourteen people are in hospital. Twelve people are receiving inpatient care; six in the Saskatoon zone, one in the Regina zone, four in the North Central zone, and one in the Central East zone. Two

people are in intensive care, one in Saskatoon and one in Regina.

Of the 2,330 cases in the province to date: • 323 cases are travellers; • 1,137 are community contacts (including mass gatherings); • 636 have no known exposures; and • 234 are under investigation by local public health.

Overall in Saskatchewan to date: • 78 cases are health care workers; however, the source of the infections may not be related to health care in all instances.

• 406 cases involve people 19 years of age and under, while the remainder are adults.

• 805 cases are in the 20 to 39 age range; 693 are in the 40 to 59 age range; 353 are in the 60 to 79 age range; and 73

are in the 80-plus range.

• 51 per cent of the cases are females and 49 per cent are males.

• 25 deaths related to COVID-19 have been reported to date.

The regional breakdown of cases is as follows: • 480 cases are from the Saskatoon area.

• 470 cases are from the south area (226 south west, 209 south central, 35 south east).

• 404 cases are from the far north area (366 far north west, zero far north central, 38 far north east).

• 384 cases are from the north area (145 north west, 156 north central, 83 north east).

• 332 cases are from the central area (191 central west, 141 central east).

• 258 cases are from the Regina area.

Two cases have a pending residence location.

To d a t e , 2 3 0 , 7 2 9 COVID-19 tests have been performed in Saskatchewan.

As of October 16, when other provincial and national numbers are available from Public Health Agency of Canada, Saskatchewan’s per capita rate was 158,234 people tested per million population. The national rate was 229,966 people tested per million population.

The PA Gospel Worship event in Prince Albert is the origin of at least 79 first and second generation cases across the province, primarily in the north. Many of the newer cases and outbreaks arising in the north are now third generation cases from this event. Note that “superspreader” events are not limited to those who attended the event itself, but quickly

transmit in local settings.

Possible fines In Saskatchewan and across the country, public health authorities are seeing increasing transmission rates as a result of contravention of public health orders and guidelines, particularly as a result of public and private gatherings. There can be very serious consequences for not following Public Health Orders, including fines in cases where negligence or misconduct have been found. Fines may be $2,000 for individuals and $10,000 for corporations, plus a victim surcharge.

Private gathering sizes reduced As of October 16, private indoor gatherings may have a maximum of 15 people in the home or in buildings located on the private property such as garages and sheds.

Two-metre physical distancing should be observed when people from outside the extended household are present. This will not impact restaurants, licensed establishments, banquet halls as well as weddings, funerals and religious gatherings which are all required to follow seating and physical distancing guidelines as described in the Re-Open Saskatchewan Plan at https:// w w w. s a s k a t c h e w a n . c a / government/health-careadministration-and-provider-resources/treatmentprocedures-and-guidelines/ emerging-public-healthissues/2019-novel-coronavirus/re-open-saskatchewanplan. Any event that occurs in a private dwelling, including weddings, religious gathering and funerals, must abide by the 15 person gathering limit.

National group at work to meet Saskatchewan recycling needs The Electronic Products Recycling Association (ERPA) is an industry-led, not-for-profit organization that operates regulated recycling programs across Canada.

Over 95 participating locations throughout Saskatchewan accept a wide variety of electronic devices at various drop-off locations:

computers, printers, stereos, gaming devices, GPS units and so on.

ERPA works with a variety of groups including urban and rural municipalities, businesses and regional waste management authorities.

EPRA only works with recyclers who have been audited and approved under the national Recycler Qualification

Program (RQP), which is designed by the electronics industry to ensure that EOLEs (end-of-life electronics) are managed in a safe and environmentally sound manner.

Gayleen Creelman, EPRA program director for Saskatchewan, said the group is always on the lookout for more collecting partners.

“Saskatchewan is made

up of a diverse population which includes rural, urban and First Nations residents,” said Creelman. “SARCAN is a very popular recycling destination for many. The SARCAN locations now have their own recycling ambassadors to help visitors with their recycling.”

But she is quick to point out that not everyone’s recycling needs are met by SARCAN. “I love to meet people, listen to their stories and

together figuring out how best to help them.”

One of the main goals of EPRA is to divert more material from landfills so that the landfills are used less.

Many of the resources in electronics, including plastic, glass, gold, silver, copper and palladium can be reused continuously without losing their properties.

By recycling e-waste, these resources are recovered, recycled and reused; thereby reducing the overall

carbon footprint and lessening dependence on mining for new resources, said Creelman.

Recovering and recycling resources that can be put back into the manufacturing supply chain helps conserve natural resources. Dangerous substances such as lead and mercury, usually found in some older electronics, are removed prior to the materials going back into the manufacturing process.

Canora/Sturgis RCMP activity report

By Sgt. Derek Friesen Canora RCMP Detachment The Canora/Sturgis RCMP responded to 57 calls during the week of October 8 to October 15, some of which included: two traffic accidents, 30 traffic offences, one impaired operation, five other provincial statutes, one other criminal code, one uttering threats, two assaults, one theft under

$5,000, one theft over $5,000, three mischiefs, two break and enters, and eight others.

Preeceville vehicle theft On October 10, Canora/ Sturgis RCMP investigated a vehicle theft complaint in Preeceville.

Police were advised a vehicle was stolen out of a yard and abandoned down the street.

SaskPower incident

SaskPower reported a break and enter to the C a n o r a - S t u rg i s R C M P. On October 11, unknown subject(s) cut the lock off the gate and entered the SaskPower yard in Sturgis. RCMP continue to investigate.

Canora altercation Canora/RCMP received a complaint on October 12 of two males fighting at a Canora residence.

Police attended and arrested the two males.

Both were charged with assault and released on conditions to stay away from each other.

Farm theft On October 13, a break and enter was reported to a farmyard in the RM of Good Lake. Numerous outbuildings were broken into resulting in the theft of firearms.

Canora mischief T h e C a n o r a Detachment received a complaint of mischief to a business window in the town of Canora on October 13.

The Division’s solution was to use radiant heaters in the affected classrooms, said principal Marty Johnson. ***** Emergency crews worked together during the second mock disaster emergency setting for the year to help free a pinned man under an all-terrain vehicle, said Robert Neitling, emergence measures co-ordinator for the Town of Preeceville and the RM of Preeceville. ***** A toe-tapping fun time was held by a full house as concert goers gathered at the Preeceville Ukrainian Catholic Hall to listen to an old-time music and fiddle concert featuring Vic Mullen of Don Messer’s Jubilee fame and his wife Joan Mullen, both of Preeceville, along with other talented musicians from the local area. ***** Kerri Bletsky presented a $1,000 donation on behalf of herself and her husband, Jim, local Pioneer HiBred sales representatives, to the EveryBODY’s playground in Preeceville, represented by Kim Sandager, who was spearheading the fundraising effort.

Capturing energy produced on farms The idea of farms being a source of energy is hardly a new one.

Ethanol produced from farm grains was thought not so long ago to be the answer to high crude oil prices and to low grain prices for producers. There were those with a vision of ethanol production plants turning corn, or barley, or wheat to an alternate fuel spotted across North America.

But, grain prices jumped, oil prices dove, and the growth of an ethanol sector basically burned out.

In a world of low oil prices, the desire to find alternate sources of renewable fuel naturally dwindled, but if you look longer term the need remains.

Oil reserves are finite, even if you wish to argue their life expectancy, and when the resource hits some level in the future the cost of getting at remaining reserves is going to climb, adding some eventual urgency to alternatives.

The most natural alternative at present seems to be ethanol, although whether grain-based production is viable long-term is unclear.

The world population grows, and demands to keep people fed, and to maintain a level of livestock production, veggies burgers notwithstanding, means grain production may have better places to be consumed than to produce fuel for our all-terrain vehicles.

An alternative to grain is likely to be biomass.

That is where some current research in British Columbia is intriguing.

“University of B.C. researchers are looking beyond forest material to

crop straws and chaff to build renewable power products,” notes a recent article at www.producer. com What that generally means is turning cereal straw into pellets.

Producing biofuel pellets from crop residue is the focus of a new project by researchers at UBC explains the article.

The goal is to produce pellets with consistent quality from under-utilized and low-quality agricultural biomass resources in Canada, since Ag biomass is a huge resource.

The amount of cereal and legume crop residue produced in the world annually is in the billions of tons, details the story.

Certainly straw is a resource that has drawn interest before.

Flax straw was going to turn into a range of products including car door panels, when a plant was built near Canora.

The project had government support, and Cargill involvement, and still couldn’t create the anticipated demand to make it viable, so the plant closed.

In nearby Kamsack a plant was going to turn cereal straw into building sheets to compete with chipboard in home builds.

It never managed to find the markets it sought and closed.

The straw of course remains, renewed with each growing season. It sits there underutilized and just maybe biomass pellets can be the answer, if it can be viable given baling costs, hauling, pelleting costs, and of course accessing markets.

It’s a big ‘ask’ but ultimately energy alternatives will be required.

What are the primary roles of local government?

By Christina Benty As we approach municipal elections, it’s essential that electoral candidates, as well as voters, build a better understanding of both service delivery and re s p o n s i b i l i t i e s w i t h i n the context of the broader government system.

Last week we established a collective understanding of the purpose of local government to deliver services that provide a foundation for the health, well-being, a n d e c o n o m i c p r o s p e rity of our communities.

Dependable services such as water, sewer, transportation networks, attractive public spaces, fire halls, recycling and garbage

pickup, and recreation amenities exist to provide basic necessities of life, which we rely on every day. Even though it may seldom enter our stream of consciousness, I am sure you are as much an unbeknownst fan of water and sewer as I am. So, as we approach the election, why does it matter that candidates and voters focus on these fundamental services, therefore, allowing local government to do what it does best?

Imagine asking your doctor to cut your hair. Or your accountant to clean your teeth. Surely, they would refuse since that is not where their skill, training, and responsibility

lies; and we would not assume it. Why is it that during elections, local governments are asked to tackle a broad range of problems far beyond their scope and expertise?

Pipelines, poverty reduction, housing, food security, childcare, and school closures are all critical social issues and important community concerns but tend to highly distract from the real work of local government. If resources were unlimited, there would be no problem.

However, with ageing water and sewer pipes, deteriorating roads, and depreciating buildings, it begs the question: What is the risk of local government

squandering its limited resources outside its mandate? What will the future look like if we continue along this trajectory?

Leadership is about knowing what you are responsible for. Now is the time to elect leaders that are willing to accept their stewardship responsibility as custodians of the future. It is always easier to forget about the invisible pipes under the ground and to focus on the visible challenges plaguing our communities, because water and sewer ain’t s e x y ‘ t i l i t a i n ’t w o r k ing. The late Steve Jobs said: “What you say no to is just as important as what you say yes to.” The

province does not fix potholes on municipal roads, but they are responsible for housing, healthcare, and education. The federal government does not operate pools, but they are responsible for industry regulations and national defence. The community is well-served when their elected officials focus on what they’re elected to do, not distracted by what other levels of government are doing.

With this in mind, join me next week as we dive into what your elected officials are actually elected to do, and explore their roles versus the roles of staff.

Sask. Party releases full platform for 2020 election

Saskatchewan Party Leader Scott Moe cited new jobs numbers released earlier that day, saying, “Just this morning, the new job numbers from Statistics Canada show that Saskatchewan created 8,700 new jobs i n S e p t e m b e r. O u r u n employment rate fell to 6.8 per cent, the lowest

i n t h e c o u n t r y, f o r t h e second month in a row.

T h a t ’s t h a n k s t o y o u , Saskatchewan. Thank you.

“You’re shown that we can reopen our economy.

Yo u h a v e s h o w n t h a t we can bring back jobs.

You have shown that we can control the spread of the COVID-19 virus at the very same time.

Saskatchewan now has one of the lowest rates of active cases in the country.

And at the same time, we have one of the strongest economic recoveries underway in Canada.”

Moe said, “Our economic recovery is now underway. And the question in this election is,

The 50-page document will be sent to all voters in Saskatchewan, Moe promised.

Platform The platform focuses largely on the S a s k a t c h e w a n P a r t y ’s record since coming to power in 2007, as opposed to new promises. Those promises, comparatively speaking, are relatively few compared to elections past.

The Sask. Party platform has emphasis on a strong recovery from the economic hit caused by the COVID-19

pandemic, affordability for Saskatchewan citizens, growth and strong fiscal management.

When asked about how the province will return to balanced budgets, Moe pointed out that several of the measures are shortterm, such as the home renovation tax credit or the 10 per cent cut in SaskPower bills.

Several major points were announced in either the lead-up to the election, or in the first days of the campaign.

NDP release “People First” election platform

By Brian Zinchuk Local Journalism Initiative Reporter Estevan Mercury The Saskatchewan New Democratic Party (NDP) announced its complete 2020 election platform in Saskatoon on October 9, focusing on “People First.”

NDP Leader Ryan Meili said, “This past six months has really shown the strength of Saskatchewan people. People have stepped up in remarkable ways to keep each other safe, and to help each other out.

The government hasn’t stepped up in the same way. They haven’t had our backs the way that they should. We need a premier that won’t ignore the problems Saskatchewan is facing. We need a government that understands what Saskatchewan people are going through, time and again. Scott Moe and the Sask Party have shown us that he isn’t that Premier, that they aren’t that government.”

He continued, “This election, the people of Saskatchewan have a clear choice. A choice between austerity, cuts, privatization, more bad decisions, more broken promises, or a government that will make the investments to put people first. Get our economy moving, generate the revenue need to pay for what matters most and help each other out through this difficult time. The cuts on offer from Scott Moe are a bad idea anytime. But right now, they’re downright dangerous. Unfortunately, that’s all that’s on offer from the Sask Party. It’s all they’ve got. They’re out of ideas and spinning their wheels.

They’re satisfied, and the only thing they have to offer

the people of Saskatchewan are more empty promises and deeper cuts.”

Platform The NDP promised to “appoint a panel of experts to open the Sask. Party’s books, tell the true story of our finances and advise us on how to build our province back stronger than ever.”

On health care, the NDP promise to end short staffing in primary care, longterm care and acute care by hiring 100 doctors, 150 registered nurses, 300 licensed practical nurses and 500 continuing care aides.

Better home care would allow seniors to stay in their homes longer. Minimum care standards would be implemented in long-term care facilities. There would be an independent “Seniors Advocate.”

Saskatoon, Regina, Moose Jaw and Prince Albert would see dedicated mental health emergency rooms. A $2 million opioid and crystal methamphetamine strategy would be implemented, along with a $5 million suicide prevention strategy. Addiction treatment would get an additional $10 million. Public health would be given $1.5 million to prepare for future outbreaks. Insulin pumps for Type 1 diabetics would be covered, as would continuous glucose monitoring for minors.

For education, smaller class sizes would be a priority, particularly in the wake of the COVID-19 pandemic.

The NDP would fund 1,000 more teachers, 700 more educational assistants and 400 caretakers. There would be 50 school-based mental health and addiction nurses hired as well as other mental health supports. The NDP

The NDP would implement “affordable and accessible $25/day childcare, fix the childcare subsidy and create 2,200 new spaces each year to help struggling families.”

Student loan interest would be eliminated.

Children leaving foster care would get free tuition.

Funding would be restored to the Northern Teacher Education Program, and First Nations schools would receive equal funding.

On the economic front, several points would specifically undo recent Sask. Party initiatives. The Saskatchewan Transportation Company would be rebuilt and a film tax credit would be restored.

Labour legislation would be changed “so that workers can join unions, have safe workplaces and get fair contracts from employers.”

Crop insurance rates would be lowered for new farmers to help them get started and $20 million per year would be provided to increase AgriStability reference margins.

The NDP would remove the PST from construction labour and improve rural

high speed Internet and cellular service. SGI would lower rates roughly $85 per vehicle, and provide a $100 rebate for all policy holders.

Pay equity legislation would be enacted and a $15 per hour minimum wage would be implemented, phased in over the first term.

A provincial “Buy Saskatchewan” campaign would be initiated.

Improved recognition of foreign credentials would be implemented for new Canadians. A retraining program worth $10 million would be put into place. A provincial government and Crown corporation internship program would be created.

By 2030, the NDP would see Saskatchewan move to 50 per cent renewable and non-emitting electricity generation, with a legislated target of 100 per cent emissions-free electricity by 2050. Geothermal power production would be encouraged, as would smallscale power generation, including municipal, First Nation and Metis communities generating their own power.

In a broader context, under “All of us, together,” the NDP would spend $10

million acting on the Calls to Action of the Truth and Reconciliation Commission.

They would work with the federal government, First Nations and Metis governments to “close the gap in health, employment, justice and education between Indigenous and non-Indigenous people.”

There would be a $5 million poverty reduction strategy and doubling of a gang-prevention strategy.

The child welfare system would be reformed.

A Ministry of Northern Affairs would be re-implemented.

Dress codes at work that make women feel less safe, like mandatory high heels, would be banned.

Legislation would officially recognize gay-straight alliances “to ensure safety and support for all our students.”

Children would be taught “respectful relationships, including the importance of consent.”

The NDP would “Eliminate predatory lending through a cap on interest rates and a cap on cheque cashing fees.”

There would be a disabilities strategy and restoration of the family class for the Saskatchewan Immigration Nominee Program.

On the political front, the platform states, “Our top priority is finally making it illegal for people from outside of Saskatchewan to donate to political parties and banning corporate and union donations.”

The NDP would call a public inquiry into the G l o b a l Tr a n s p o r t a t i o n Hub and Regina Bypass.

Stronger conflict-of-interest rules would be brought in for MLAs. All lobbying would be made public. The Provincial Auditor would

report on the state of the province’s finances prior to each election. Commercial development in parks, like Regina’s Wascana Park, would end.

O n “ B u i l d i n g Saskatchewan,” the NDP would focus on a “SaskFirst procurement policy.”

Instead of building “megaschools,” the NDP would build small local schools and end the use of publicprivate partnerships for government projects.

Prince Albert would get a new bridge and a new hospital, “not just a glorified renovation.”

Southeast Regina would get a new high school.

Wollaston Lake would get an all-season road.

Regina would see a new surgical centre. Community rinks would get a grant program restored. The NDP would also “Clear the $5 billion backlog on upkeep for our schools and hospitals, starting by increasing spending on deferred maintenance in health care and education infrastructure by 50 per cent.”

The 22-page document is “fully costed and has been reviewed” by Rob Gillezeau, PhD, assistant professor in the department of economics, University of Victoria.

The platform lists $171.7 million in new spending in 2020-21, $598.9 million in 2021-22, $628 million in 2022-23, $658.4 million in 2023-24, and $687 million in 2024-25. That would result in a $2.3 billion deficit this year, $1.95 billion in 2021-22, $1.48 billion in 2022-23, $998 million in 2023-24, and $563 million in 2024-25. There is no reference to balancing the books within the next four years.

Numerous new school or school renovation projects were announced, as was $51 million from the education COVID-19 contingency fund for pandemic support. Several of the education, health and highways announcements fell under the broader $7.5 billion two-year capital investment plan.

treatment of children with autism and diabetes, and remove the age restriction for insulin pump coverage.

Seniors would see a 50 per cent reduction in ambulance fees, and no f e e s f o r i n t e r- h o s p i t a l ambulance transfers. They would also see an increase in the Seniors Income Plan from $270 to $360 per month, phased in over three years. Long-term care and home care would see an additional 300 continuing care aides hired.

Community rinks and the Royal Canadian Legion would see support. The Saskatchewan Advantage scholarship would be increased to $750 per year.

oil, gas and natural resource economy,” reducing interprovincial trade barriers, and “growing Indigenous participation in the economy through the growth of Saskatchewan’s natural resource industries and labour market development.”

On the climate change front, reducing carbon emissions in electricity production and developing small modular nuclear reactors using Saskatchewan uranium were mentioned.

Further on, the platform included “30 Goals for 2030.” These included growing the population to 1.4 million people and creating 100,000 new jobs. Growth in exports and their value were emphasized. Increased processing of canola and pulse crops within the province was mentioned.

Irrigation is to be expanded. Oil production hitting 600,000 barrels per day, up 25 per cent from current numbers, is a goal. Increasing the annual value of potash and uranium sales were also listed, as well as doubling the growth of Saskatchewan’s forestr y s e c t o r. Tr i p l i n g t h e growth in Saskatchewan’s

technology sector and increasing tourism expenditures by 50 per cent were other goals. Surgical wait times to be reduced to a three-month target was another goal. Building and upgrading 10,000 kilometres of highways was also included.

All of this is built within a framework of reaching a balanced budget by 2024. The platform noted, “Prior to the pandemic, Saskatchewan was on track for balanced budgets in 2019-20 and 2020-21.”

One-time expenses from dealing with the pandemic are the reason for the deficits, the platform said.

“The total cost of the Saskatchewan Party platform is $93 million in the current fiscal year, $345.3 million in year 2021-22, $205.3 million in 2022-23, $123.6 million in 2023-24 and $81.6 million in 2024-25,” the platform said. By far the largest portion of that is the one-year SaskPower 10 per cent rebate, totalling $261.6 million out of the $848.8 million in additional spending, going out to 2024-25.

record of growth to the NDP record of decline.

We want to compare our record of building hospitals, building schools, building long term care homes to the record of the NDP who closed 52 hospitals, 176 schools and 1,200 long-term care beds in our communities.”

He said the NDP didn’t have a plan to balance the budget, saying they have a plan to make a plan to balance the budget. Moe said, “A plan to make a plan is not a plan at all. It’s an utter nonsense. The election is on, now. Voters deserve to see your plan, now.

“Our plan is fully costed and you will see Saskatchewan’s budget returned to balance in 2024, as our economy grows as our economy recovers, so will our provincial revenues. Which will mean a balanced budget by the year 2024, while continuing to invest in important public services like health care, education and public safety. That’s a far cry from the NDP’s reckless unaffordable plan that will drive up the deficit, it will drive up your taxes. And you will still never see the budget back in balance,” Moe said.

Local activities geared for safe Halloween celebration T h e To w n o f Preeceville Recreation department has developed a unique option for Halloween for children in the area. â&#x20AC;&#x153;October 31 will feature Halloween activities and a parade,â&#x20AC;? stated Andrea Tonn, recreation director. The Halloween parade will be held on Main Street sidewalks at 1 p.m. starting at the Legion Hall. More details of the route will be available later. We would love for our community to come support our ghosts and goblins by watching from their vehicles or maintaining safe distances on the street and

cheering them on. The town cannot control who may trick-or-treat from house to house on that day but we would like to offer the community members and businesses an option to drop off treats at the Town Office prior to October 30. We will be taking a pre-registration at the Town office of participants to attempt to guestimate the number of treaters. We are hoping to be able to add a couple small activities for our young Halloween participants but more information on that will provided as the time gets closer.â&#x20AC;?

There will also be a workshop that shows how to do Halloween make up that will include cuts, bruises and more. All supplies will be provided individually at this work shop. A free-will offering will be set up for those that can help out with the cost. There will only be 30 participants allowed that will be able to take part in this activity due to public health guidelines. Saskatchewan makeup artist Jade Danyluik, trained at the Vancouver Film School, will be holding a makeup workshop.

Participants must be age appropriate to be able

to participate on their own in order to follow the public health guidelines. This workshop will be at the Preeceville Community Hall from 9 a.m. to 12 noon October 31.

Danyluik is a makeup artist based in Saskatchewan. â&#x20AC;&#x153;I have always had a passion for art, so when I graduated high school I moved to Minot, North Dakota to take a bachelorâ&#x20AC;&#x2122;s degree in art at Minot State University. I majored in graphic design and photography. I received my degree in 2015 and began working as a magazine designer,â&#x20AC;? Danyluik said.

â&#x20AC;&#x153;I have always had a strong passion for makeup artistry and for movies. Put the two together, and I realized I wanted to pursue a career i n t h e f i l m i n d u s t r y. I then moved to Vancouver to attend Vancouver Film School, where I took the Makeup for Film and Te l e v i s i o n p r o g r a m . I did some work on short films and passion project, and even had some work entered in contests such

as the Asian film festival.

I have since moved back to Saskatchewan and do more beauty based makeup, however, I still love to dabble in the special effects world,â&#x20AC;? she concluded.

There is also a haunted forest scheduled for October 24 at Annie Laurie Lake. Participants will walk along trails at the lake that will be haunted by ghosts, creepy creatures and goblins.

Meet the candidates for Mayor and Reeve In the Town of Preeceville Mayor Garth Harris of Preeceville is being opposed by newcomer Ralph Ager for the Mayor position in the upcoming election on November 9.

Mayor Harris has in office for 14 years and previously was a councillor for three years prior to being elected in 2006 as mayor. â&#x20AC;&#x153;I am very passionate about the town and the growth and health of our community. I ran again for the mayor position as I would like to see the completion of some of the projects I started with the major one being the quality and viability of our water system,â&#x20AC;? Harris said.

Ralph Ager was previously a Town of Preeceville councilor for 13 years and built up his leadership skills through his many yearsâ&#x20AC;&#x2122; experience on council. â&#x20AC;&#x153;There is a fairly young council and employees that would benefit from my experience.

Olson was a councilor for the Town of Sturgis from

1991 to 1997 prior to being elected in 1997 as mayor. He resigned as mayor four years ago when Alan Holmberg took over for the four-year term and has now returned as the mayor. â&#x20AC;&#x153;I decided to return as mayor because I really miss the people and seeing that projects get completed to be able to grow the town,â&#x20AC;? said Olson. â&#x20AC;&#x153;Projects help build, stimulate and offer stability and viability to ensure the growth of our community.

Building projects attract people who want to live in Sturgis. Developing recreation walking paths helps build on that. The more we can offer people, the more the community will attract new community members,â&#x20AC;? he said.

Olson grew up in Sturgis but moved around with his job with Ducks Unlimited.

When the opportunity to work on the Quill Lakes project came he and his family jumped at that opportunity and he was able to move back to the homestead in Sturgis which his grandparents owned and look after his aging mother.

Crossroads Credit Union announces project funding Crossroads Credit Union announced the recipients of $34,000 in funding from the Crossroads Investment Fund (CIF) on October 15, International Credit Union Day. The CIF committee selected three projects from the pool of applicants that would be involved in the online voting for a chance to receive funding for the cost of their project up to $15,000. The three projects were from Canora, Sturgis and Wadena, according to Kristin Olson, Crossroads marketing assistant.

The Canora Leisure Services entry was for enhancements at the Canora Sports Grounds. The Sturgis and District Regional Park Lady Lake project involves hall improvements at Lady Lake.

The Wadena Community Childcare Centre is working on a Childcare Centre in Wadena.

After the final votes were tallied, the Lady Lake project was declared the winner.

“In addition, we were very excited to announce

that Canora Leisure S e r v i c e s a n d Wa d e n a Community Childcare Centre Inc. would each receive a commitment of $5,000 towards their projects,” enthused Olson.

“Also, three additional non-profit organizations that support community development and initiatives received funding from the 2020 Crossroads Community Investment Fund.”

The three non-profit organizations which received funding of $3,000 each were: Invermay and District Fire Department, Preeceville Club 60 and Good Spirit Cross Country Ski Club.

The day is recognized to reflect upon the credit u n i o n m o v e m e n t ’s h i s tory, promote its achievements, recognize the hard work and share member experiences.

New Co-op experiencing strong community support The history of the project goes back 15 years.

It started back in 2005 when the Town of Preeceville acquired the parcel of property. It was utilized as a housing for local physicians for a brief time before the Federated Gateway Co-op purchased it three years later and in 2012 the Co-op put up a cardlock with intentions of building a new Home Centre, C-Store and lumber store.

Business sector growing and strong in Preeceville D e s p i t e t h e d i ff i c u l t times faced in the world today the business sector in the Town of Preeceville is thriving. â&#x20AC;&#x153;The business sector in our community has held its own with some new businesses welcomed into the community over t h e l a s t y e a r, â&#x20AC;? s t a r e d Mayor Garth Harris. â&#x20AC;&#x153;The COVID-19 pandemic has taken its toll on the community but on a positive note has increased business for the local sector.

Individuals have been shopping at home and supporting local business which has been great. We welcome all the new business. The more we have to offer as far as businesses, the better for the townâ&#x20AC;&#x2122;s economy,â&#x20AC;? said Harris.

Over the last year the community has gained two business with other additions to the already featured businesses. Cariâ&#x20AC;&#x2122;s Comfy Creations, owned and operated by Cari Graham, offers hand made items as well as a venue to local vendors. Preeceville Home Hardware is a

family owned business that offers a wide variety of home decor, hardware, kitchen and bath wares and recently added M &M products.

Shawn Patenaude Law will be moving into the o l d To r o n t o D o m i n i o n Bank building with offering professional legal advice. Thirsty Dogz Liquor store offers a complete line of liquor and a mini mart with snacks and a line of frozen food products. The four Precious Petals Greenhouse and Floral Designs offers floral products.

Paulâ&#x20AC;&#x2122;s Drugstore is a family business that has been in operation for 82 years. Preeceville Shop Easy grocery has changed hands and names a few times but was originally was started by Steve Gulka in 1940. Darin Newton took over ownership in 2006. The Golden West Hotel was built in 1912 by Scott Rattray but was sold to Rudy Ramsland followed by Jack Lynch and celebrates 108 years in business.

The business is currently the only bar establishment that offers great daily food and drink specials in the community

and is currently owned

To celebrate this #ICUDay and #COOPWEEK, Crossroads staff wanted to recognize a local business/ organization within their communities that made

a significant impact during the current pandemic situation. Crossroads gave the staff an opportunity to choose a local organization that they would like to make a $150 donation to on their behalf, stated the Crossroads Credit Union website.

From the onset of the pandemic, Shop Easy Foods put the safety of the community as a priority, by hiring extra staff to provide at home and

curbside grocery delivery.

They installed acrylic shields, a stand up hand sanitation station and limited the amount of customers in the store, to keep the community safe while shopping for necessities. Little changes were made like pre-packaging deli meats to lessen staff/ customer contact. A big thank you to Darin who

The new face of law The Office Shawn Patenaude Law is a law firm in Preeceville and Yorkton practicing in the areas of real estate, wills and estates, corporate, business law, family law and general litigation. The Yorkton office, which opened in January of 2012, is conveniently located in the newly constructed Sage Centre on Hamilton Road in Yorkton. The location offers ground-level accessibility and ample parking. Inside, you will be awestruck by the magnificence of the office with its twelve foot ceilings and eight foot doors complimented with vibrant art and charming décor. The Preeceville Office is set to open in November, 2020. The Preeceville office is located in the former TD Bank building on Main Street. The office retains some of the old bank feel but will offer some new charm as well.

Shawn Patenaude is presently joined by four support staff, Andrea, Carrie, Kylee and Nicole, lawyer, Habibat Kasim, articling student, Courtney Yaremchuk and third year law school student, Jesse Baron to assist in his busy practice. About Shawn Shawn grew up in Rosetown, SK but has called the Parkland home since 2005 when he started practicing law in Langenburg, SK. Shawn attributes his “down-toearth” and practical approach to legal practice to his experiences of being raised in a large family (7 siblings) in a rural agricultural-based community.

Shawn is a graduate of the University of Saskatchewan.

In addition to his law degree, Shawn holds a commerce degree with studies in Economics and financial planning.

May 7, 1970- The Gateway Co-op showed a drop in sales and savings stated in the annual financial statement.

September 5, 1985- The windows in the home of Jenny Dukbo of Okla were blown out when a tornado struck west of Okla. Her brother Stanley Krawchuk of Saskatoon and his children were visiting at the time. “The windows in the trailer were shattered and the kids were hanging out the window and I was hanging on to them,” stated Dukbo.

November 19, 1985- Michelle Worobetz of Hazel Dell was photographed with a three-legged kitten that belonged to her sister Alisa. The kitten was born with only one front leg and “has adapted to its handicap admirably.”

September 26, 1968- This cabbage was raised in the garden of Mrs. Fred Leason and donated to the Preeceville Hospital Guild for sale at its bake sale. The head was 171/2 inches in diameter and weighed 20 and 1/2 pounds.

October 20, 1977- Patrick Reagan of Sturgis was the one person from Saskatchewan to represent all 12-year-olds at a luncheon for professional and amateur athletes in honor of Queen Elizabeth and Prince Phillip. Patrick was chosen through the Canada Fitness Awards program and was chaperoned by his mother Evelyn.

Cover cropping an environmental and financial benefit

By Callum Morrison PhD student in cover cropping University of Manitoba Cover crops are crops grown at times when a cash crop is not grown, such as in the fall or over the whole season. The aim is to provide benefits to the soil or the environment, or to improve the subsequent crop.

An example would be following a cereal crop with fall rye in late August/ September to protect the soil in the fall, build soil heath, scavenge excess nitrogen, and add organic carbon to the soil. It is very topical among farmers now and is something to watch.

Full season cover crops are also common; for example, taking a field out of annual cash crop

production to improve the soil, or planting an area of the field which has poor production due to salinity.

Full season cover crops are popular with cattle farmers as they can be grazed at the end of the season. This adds manure to the soil and provides farm income.

One of my areas of research is conducting the Prairie Cover Crop Survey.

This is the first survey of its kind aimed at finding out information about the number of farmers using cover crops, as well as the distribution of cover crop farmers, the area grown, most popular cover crop species, and cover crop agronomy on the Prairies.

The survey was created since little information was available to farmers on the

Prairies who wanted to grow cover crops, so they had to look to the USA for answers.

Last year was the very first year of the survey and we had many respondents (211) from all three provinces. In Saskatchewan we received respondents from as far north as there is agriculture, right down to the US border. However, I would like to greatly increase the participation of Saskatchewan farmers in the 2020 survey. Ideally, I would like to see all the municipalities represented

in some way. I think it is very important to offer residents of all regions of Saskatchewan the opportunity to be included and have their opinions and agronomy represented in this Prairie-wide survey.

I think this is achievable especially since in this 2020 survey we are also looking for respondents who did not grow a cover crop.

STOBEE, Cora - (October 21, 1924 - October 4, 2020) Cora Stobee passed away peacefully at the Preeceville & District Health Centre - Long Term Care on Sunday, October 4, 2020, at the age of 95 years.

Cora was born October 21, 1924, to Gordon and Mabel (nee Culbertson) Brown, in Alida, SK. She was the third oldest of 12 children. When Cora was 10 years old, her family moved from southern Saskatchewan, by a tractor pulled caboose with all their worldly goods, to their new farm north of Pelly. Maybe this was the start of her adventurous and resilient spirit. Cora received her education at Sunny Isle School up to grade 10. She then went on to Fort Livingstone School in Pelly. She might have left school a little early to join the Canadian Women’s Army Corp as WW2 was going on. If her brothers joined, she wasn’t going to be far behind. Of the 12 siblings, 9 served in the Canadian Armed Forces. Cora was very proud of her military service and even after leaving active duty, she was involved in Air Cadets and held a lifetime membership to the Canadian Legion. Cora held numerous occupations after the war, but eventually settled on a career of being a Supervisor at Residential Schools. She was Head Matron at Sturgis Composite High School until it closed that aspect of it. As a new mom, whose marriage didn’t work out, to support her young daughter Shannon, she headed North… way North, in 1960. Cora and Shannon lived in Fort MacPherson, Inuvik, and eventually settled in Yellowknife, NWT. Cora not only ran Akaitcho Hall, but also became a Justice of the Peace, and Coroner for the NWT. This was her home until she retired in 1989 and moved back to Pelly. Cora was a true pioneer that forged her own path. She met life with a strong work ethic, energy, fortitude, and innate sense of humour. She was loved and will be missed. Cora was predeceased by her parents, Gordon and Mabel Brown; and her siblings and their spouses: Mary (Happy Doughty), Leonard (Sheila), Arthur (Emily), Garnet, Cecil, Tom (Edna), Joe (Mary), Alan, Doreen (Bill Cook), and Walter. Left to celebrate her life are daughter, Shannon (Dave) Hughes; grandson, Charles (Yasmine) Carlson; granddaughter, Carlene Hughes; greatgrandchild, Kenza Carlson; brother, Roy (Toni); and her sisterin-law, Phyllis Dredge; as well as numerous nieces, nephews, extended family and friends. A Public Graveside Legion Service was held at 2:00 p.m., Friday, October 9, 2020, at Malonek Cemetery, north of Pelly, SK, with Laura Dahl officiating. Those wishing to make expressions of sympathy may make donations to the Royal Canadian Legion - Norquay Branch #351, as tokens of remembrance, in memory of Cora Stobee. responsible for water security agency, has announced the Water Security Agency (WSA) is investing $1 million to partner with 10 stakeholder organizations on 11 agricultural water management demonstration projects, according to a release. This will allow the agricultural and environmental communities to test innovative solutions and inform best practices to help farmers and ranchers manage water on their land and mitigate water quality and quantity impacts downstream.

Each organization brings a different perspective on water management and will help contribute agronomic, environmental, infrastructure and economic expertise.

“Agricultural water management is extremely important to our economy and the environment, but every region of our province is different,” Ottenbreit said. “We need to listen and learn from, and work with farmers and ranchers on the landscape. These projects will allow stakeholders, WSA and local leaders to better understand how we can solve complex water management issues.” “ Wa t e r m a n a g e m e n t is important to all of rural Saskatchewan as our economy and viability of rural communities depend on it,” said Ray Orb, Saskatchewan Association of Rural Municipalities president.

“We are pleased to see this investment as WSA works with local leaders on options and examples of how projects can be supported by all stakeholders.”

“We have been working to advance agricultural water management projects for a number of years and it is great to see the government will be working with local leaders to find solutions to

many of our members issues,” said Miles Wendell, Saskatchewan Conservation and Development Association Chair. “A lot of these projects take time and are very complex, so it’s good to see WSA taking this approach to demonstrate what works and what might need a different approach.”

“The majority of our members are from rural Saskatchewan and water management is important to wildlife across the province,” said Darryl Crabbe, Saskatchewan Wildlife Federation executive director. “We are excited to partner with the WSA and other stakeholders to find solutions that work for wildlife and Saskatchewan farmers and ranchers.”

Some of the demonstration projects will test how farmers and ranchers can irrigate with water drained from agricultural fields, continued the release.

Other projects will strategically retain wetlands to reduce the downstream impacts of flooding on infrastructure, water quality and habitat. Others will look at applying fertilizer in different ways in order to minimize nutrient runoff.

The Glacier FarmMedia Discovery Farm (Langham), northwest of Saskatoon, will host one of the projects. It will be the site of a multiyear study that will involve design, regulatory approval, and construction of a drainage system on approximately 40 acres of land. After construction, a field study will evaluate several management practices meant to reduce nutrient runoff.

“The goal is to design a drainage plan that meets regulatory requirements and optimizes land productivity while preserving the environment,” said Blake Weiseth, applied research lead at Discovery Farm. “This demonstration will help producers reclaim marginally productive lowlying areas while incorporating key nutrient management features associated with wetlands.”

An extension event will be planned during construction for interested farmers and ranchers to observe the process.

Glacier FarmMedia Discovery Farm is an innovative agricultural event and demonstration site, home to Ag in Motion and Field of Excellence, located on 640 acres at Langham, Saskatchewan.

Civil debate between leaders focuses on pandemic, spending

By Brian Zinchuk Local Journalism Initiative Reporter Estevan Mercury It was a debate where some questions were answered and some weren’t, but overall, both New Democratic Leader Ryan Meili and Saskatchewan Party Leader Scott Moe were able to get their points across in what was a civil debate with little crosstalk.

The leaders of the two parties with seats in the

last Legislature debated at the Provincial Archives in Regina on October 14. The debate was broadcast and livestreamed by a consortium of CTV, CBC, Global and PostMedia. Questions came from a panel of journalists from the consortium. The Buffalo, Green, Progressive Conservative and Liberal leaders were excluded from the debate.

Meili said, “There has been a fair amount of mixed messages. At times you’ve been offside even with the chief medical health officer. One of the things that I was really disappointed was the failure to speak out about the folks who are protesting and the anti-mask movement and to really make i t c l e a r t h a t t h a t ’s n o t helpful.”

He turned a recent reduction in private gathering sizes into a discussion about classroom sizes, a point Meili brought up numerous times.

Meili said, “Now one of the things that’s been

missing is clear guidance, where should people use them, and what are the thresholds, and this is what has been frustrating for folks in public health as well as in the general public.”

“It’s two metres,” Moe interjected.

Meili then said, “The threshold of what number of cases, what rate of transmission, when would you introduce mandatory masks, but when we’re talking about what’s the b i g g e s t r i s k r i g h t n o w, we’re talking about gatherings, and class sizes are very germane to this.”

But Meili did not specifically say when masks should be worn.

Cuts and Crowns Meili said with the Saskatchewan Party, “The road ahead is austerity.”

He repeatedly accused Moe of planning to make cuts in spending, with the Sask. Party having cut STC in 2017. Meili also accused the Sask.

Itâ&#x20AC;&#x2122;s very important that we get back to a balanced budget here in the province so that we have the ability for sustainable health funding, for sustainable education funding, so that we can ensure that that funding is sustainable not for just todayâ&#x20AC;&#x2122;s generation, but so that we can have schools and health care for generations of the future.â&#x20AC;?

Meili, when pressed by both Moe and the moderator, would not commit to a date for a balanced budget. Meili said, â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re going to balance the budget as soon as weâ&#x20AC;&#x2122;re able, but weâ&#x20AC;&#x2122;re not going to hurt families, and thatâ&#x20AC;&#x2122;s the biggest difference.â&#x20AC;?

Moe indicated that not only had his party costed their own platform, but t h a t o f t h e N D P. M o e said, â&#x20AC;&#x153;There is an additional $4 billion, and Mr. Meili has not come forward with in his plan, $4 billion in unaccounted spending and the question that I have is, how do you think Mr. Meili is going to pay for it? And the answer I would give is that he isnâ&#x20AC;&#x2122;t. Saskatchewan people are,â&#x20AC;? Moe said, adding that $4 billion was on top of the $2.7 billion deficits costed in the NDP

What is he really saying?

Heâ&#x20AC;&#x2122;s telling the people of Saskatchewan that we canâ&#x20AC;&#x2122;t afford childcare, that we canâ&#x20AC;&#x2122;t afford to not have overcrowded classrooms, that we donâ&#x20AC;&#x2122;t deserve high quality health care. Well I think heâ&#x20AC;&#x2122;s wrong. I think we do deserve it, and that we are worth it.â&#x20AC;? â&#x20AC;&#x153;But we canâ&#x20AC;&#x2122;t afford four more years of Scott Moe and the Sask. Party.

Four more years of cuts.

Four more years of privatization. Four more years of

backroom deals for the old boysâ&#x20AC;&#x2122; club, while ordinary families are struggling across Saskatchewan. Mr. Moe may be satisfied but the people in the province certainly are not.â&#x20AC;?

Infrastructure and jobs Moe spoke of a $7.5 billion infrastructure plan, and creating jobs, but Meili responded, â&#x20AC;&#x153;Letâ&#x20AC;&#x2122;s talk for a moment about those jobs. Every single time, the Sask party moves forward with a public project, they managed to send it to a company from Alberta, from Texas, from China, from Tokyo, and from England.

A $2 billion road around this city was built by a company from France.

Thatâ&#x20AC;&#x2122;s wrong.â&#x20AC;?

Highest wholesale trade increase in Canada The value of wholesale trade in Saskatchewan increased 3.8 per cent in June 2020 (compared to June 2019), which was the highest percentage increase compared to the other provinces, and well above the 2.4 per cent decline posted for Canada (seasonally adjusted). â&#x20AC;&#x153;Saskatchewanâ&#x20AC;&#x2122;s wholesale trade figures have

shown resiliency through the global COVID-19 pandemic,â&#x20AC;? said Jeremy Harrison, trade and export development minister, in a release. â&#x20AC;&#x153;As a leading economic indicator, growth in this area at a time when most provinces are seeing a decrease on an annual basis shows that Saskatchewan is in a strong position for economic recovery.â&#x20AC;?

The largest year-overyear increase was in machinery, equipment and supplies.

In June 2020, the value of wholesale trade in Saskatchewan increased by 7.9 per cent from May 2020 (seasonally-adjusted).

M o e r e f u s e s to rule out more cuts to health, more cuts to education, cuts that are a bad idea, anytime, and right now, are downright dangerous. He continued, â&#x20AC;&#x153;We plan to make sure every patient can get the care they need when and where they need it. That every kid gets the help from the teachers and even the support they need to thrive in school, that every senior can stay at home for as long as possible. And that every Saskatchewan worker is back on the job, and making a decent wage, so that everyone, every person in Saskatchewan has a chance at a great life, right here, because this is our home.â&#x20AC;?
