Above all, these lawless NYCHA practices are intended to force tenants out of their apartments.

I am an elder, good standing, never missed or late rent paying tenant and I am being harassed beyond words and I seek an immediate end to this harassment.

Foremost, attached you will find another NYCHA lawless, harassing, fraudulent billing, and elder abuse extortion letter threatening eviction with no validation or cause. Please compare this lawless NYCHA letter dated March 2015 signed by Anita Lal stating that $323.24 is due for March 2015 when and while my receipt for March 2015 is attached for $527.00.

Ms. Lal is fraudulently and maliciously billing me and is doing so while refusing to validate her lawless billings, despite multiple requests. She is targeting me for harassment based on her lack of knowledge of validation. She is a co-conspirator.

In addition to her fraudulent billing, she has refused to make needed safety repairs. In retaliation to my attached letter dated March 1, 2015, seeking a date for the below over one year safety repairs, she sent me her attached as exhibit 1, harassment letter threatening and extorting money from me. I have never in my life been treated in such a criminal manner and I seek an end to her NYCHA harassment.

I do not owe this woman or NYCHA any money and they are maliciously trying to create a billing problem to subterfuge their ongoing and persistent harassment, including their induced flood in my apartment, the busting down of my front door without lawful cause or reason, the lawless search and seizure of my apartment, the continuous vandalisms and apartment sabotage. I am an elder and these NYCHA crimes are harassing and terroristic. I am appealing for an end to these crimes before additional NYCHA atrocities are ordered and implemented.

At present, the following apartment sabotages have deliberately not been repaired. I say deliberately, because it is over one year I have put ticket numbers in and still no repairs.

Please note that when NYCHA used one of their maintenance men to induce a flood in my apartment, refused to pay for their damages and thereafter busted my front door down when I was not home but in the area, I was forced to sue NYCHA in federal court. I was never compensated for the invalid and malicious NYCHA criminal search and seizure and the water damages like other tenants have been. I was forced to go to court.

While the matter is pending, the apartment harassment has continued and escalated to legal abuse. In court, the NYCHA lawyers are using federal funds to submit and defend unsworn and no personal knowledge declarations.

Please note the record, I have lived in NYCHA apartments for over 20 years. I had no problems with NYCHA until about 2009. This is when eugenicist Jonathan Lippman became NYS Chief Judge. Since this eugenicist lawlessly became judge, my tenancy was targeted. My rent escalated and my home became a haven for unregulated vandalisms and sabotage.

All of the NYCHA crimes inflicted on me have been law department led. The fraudulent billing, the induced apartment flooding, the denied without cause or reason water damage compensation, the denied repairs, and the court entertained legal abuse and organized fraud.

I have attached my March 2015 receipt showing that March 2015 rent is paid and that I did not and do not owe her or NYCHA any money.

I do not know why she is fraudulently billing me other than it is part of the above noted patterned and practiced law department led NYS Judicial Trespass Jonathan Lippman crimes. I do not know why NYCHA has refused to make safety repairs. I am a senior and the tiles in the floor are accident prone. I have waited for over a year for the needed safety repairs. I am being forced to make the repairs myself and offset the rent. I served notice of such March 2015 and was retaliated against and was given no repair date while being bullied, harassed, threatened and intimidated as exemplified in exhibit 1.

I have asked the Federal Court Chief Judge Carol Amon for Orders that will stop the NYCHA harassment and my petitions have been ignored and disregarded. I will not be further victimized by these NYCHA crimes and any premeditated denied due process crimes.

For this reason, I am writing this criminal report and sending it to Governor Cuomo, NYC Police Chief William J. Bratton, NYC Mayor Deblasio, and other criminal justice and elder abuse prevention offices. My tenancy and my life is being criminally threatened and I seek equal protection under the laws of this state.

I will not be a programmed and premeditated victim to Ms. Lal’s attached organized fraud which paves the way for a no due process simulation of process warrant or warrantless eviction. NYCHA’s manager Anita Lal is criminally trying to evict and extort money out of me that is not owed. She is creating a rental money problem that does not exist and is doing so to harass and terrorize. Her concocted debt cannot be validated. Additionally, I am being denied repairs and Anita Lal has been ordered to additionally harass me via her fraudulent non validated billings and wrongful and malicious threats of eviction. I seek an end to these crimes.

I invoke my God given rights to defend myself and live free from ongoing, documented, deadly, preventable and malicious tenant terrorism, premeditated criminal eviction threats, extortion, harassment, elder and legal abuse crimes. I seek an end to NYCHA crimes. I seek immediate bill correction, end to criminal eviction threats, mold removal, tiles to be placed in the floor, and the door wall to be plastered to secure the locks NYCHA busted.

Eugenicist and NYS Chief Judicial Trespass Jonathan Lippman must be made to stop using law departments and lower level lacking knowledge individuals from extorting money, making unwarranted and invalid threats, terrorizing and harassing my daughter and I. In God’s time the world will see how criminally insane this man is and the damages his criminal insanity has enforced.

If the judiciary cannot stop his crimes than the criminal justice system must. The tenant harassment and extortion crimes must be stopped, and will not be complimented with criminally insane premediated denied due process and or fraudulent warrants to silence or destabilize the criminal reports exemplifying Jonathan Lippmann’s eugenic name alignments, associations with the University of Rochester medical center and judicial corruption. Please note under the lawless leadership of Jonathan Lippman, NYC Tenants particularly, low income tenants, are being killed, harassed and terrorized by the use of fraudulent warrants, criminally conspired and or obtained denied due process warrants, and judicial corruption. Innocent, rent paid tenants are being wrongfully evicted while in court and I will not be next. My tenancy and life are being wrongfully threatened based on documented court ordained NYCHA organized fraud. Help is needed. I will not fall further victimized by these premeditated and preventable crimes and killings. Despite this matter being in court, the harassment continues and I seek an end to this deadly harassment embedded in organized fraud.

The above noted Jonathan Lippman criminal insanity tenant harassment programming is an organized fraud public safety hazard which enjoins people on a payroll unbeknownst to many, puts the lives of innocent people, police, marshals, and sheriffs in harm’s way, for no other reason than Jonathan Lippman’s criminally insane, satanic programming, and in this matter, his revenge and attempted silencing, that will never happen until he is arrested. I seek an end to these NYCHA terroristic law department led crimes against my family and I. I seek an end to the NYCHA extortion, criminal eviction threats, malicious and invalid threats, non-validations, denied mold removal, denied safety repairs, including the door plastering and floor tiles and seek enforcement of my entitled water damage claim. Dear Ms. Lahl:

I write this letter regarding the fraudulent billing on the attached bill dated March 2015. This bill fraudulently has an opening balance of $360. 34 this includes a monthly charge of $8.00 for a nonexistent air conditioner. Please cease and desist from this type of harassment. It is aggravating. Please get your billing records corrected. I have never missed a rental payment and the opening balance is zero.

Pursuant to all consumer protection laws against deceptive business practices, please stop this fraudulent billing.

Please validate your alleged concocted and maliciously created nonexistent alleged debts. If you cannot validate and certify your malicious and fraudulent billing practices, please cease from such.

Also, I have tried to work with this office regarding the removal of mold under the sink and needed new cabinets in the apartment because of the unregulated sink leak and nothing has been done to correct this public safety mold hazard. The mold removal and the new cabinets need to be prioritized or I will prioritize such by using the rent money to make the repairs. Please schedule a mold removal and new cabinet appointment or I will schedule and pay for such via the next month’s rent. I have waited over 6 months for this and I am suffering the ramifications from such negligence.

Also, it is malicious and ridiculous to schedule an appointment 4 months in advance. To this end, I have waited over a year now to have the tiles in my apartment repaired from the NYCHA induced flood and the tiles on the floor are still busted.

I have waited over a year for the plastering of the door walls due to NYCHA criminal apartment bust down, search and seizure and the door walls are still not plastered.

To this end, this letter shall serve as NOTICE to NYCHA management that if the above noted repairs are not made within 14 days of this notice, the rent will be offset and I will make the repairs with the upcoming rent money. I have no choice, NYCHA’s continuous and unregulated harassment and dysfunctionalism has obstructed my enjoyment of the home and I have a God given right to stop the unregulated tenant harassment embedded in 12

NYCHA destroying the apartment as noted above and refusing to repair. No one will make me under harassment and terroristic conditions so I urge you to do something to stop this deliberate and intentional harassment and neglect.

For over a year I have waited for the above repairs and I will wait no longer. The ticket numbers include:

This letter supplements your fraudulent March 2015 rent demand extortion letter. Both of these NYCHA extortion documents are in direct conflict with my March 2015 rent receipt attached as exhibit 3.

Consequently, this is my last notice to you to stop the fraudulent billing scam. Validate your fraudulent billing or remove the fraud. If you do not stop this organized fraud and send me another letter extorting rent money paid again, you will be sued individually and individualized criminal charges will be filled against you for criminally threatening me.

Also, again note you have had over one year to make the needed safety repairs, specifically, mold removal, floor tiles, and the plastering. You have chosen not to administer the repairs. Again, if the repairs are not done by April 1, 2015, I will pay for the mold removal, floor tile input and the wall plastering and offset the rent. I will send you the receipts.

Pease note over seven maintenance men have come over at different times and have verified the mold and not remove it. I will no longer entertain this harassment. Pictures and verification of the mold have been documented, removal of the mold is needed.

Your management style is ineffective, illegal and harassing. I urge you to guide your actions cautiously, stop the harassment and organized fraud and fix the over one year old repairs noted above. . I have been very patient, but I will no longer suffer the ramifications for your harassment and negligence.

To this end, remove the fraud off of my rental record, stop demanding rent paid, and make the safety repairs and enjoin in stopping the harassment. Thank you.
