ชั้นคุณภาพลุมน้ำและมาตรการการใชที่ดินในแตละชั้นคุณภาพ ลุม น้ำ ถูกใชเปนเครือ่ งมือสำหรับบริหารจัดการลุม น้ำ ในการควบคุม โครงการพัฒนาของหนวยงานภาครัฐและเอกชนที่อาจมีผลกระทบ ตอพื้นที่ลุมน้ำ ใชเปนกรอบในการจัดทำแผนบริหารจัดการหรือแผน ปฏิบัติการในพื้นที่ลุมน้ำ ตลอดจนแผนควบคุมมลพิษสิ่งแวดลอม ซึง่ ทีผ่ า นมาสามารถรักษาคุณภาพสิง่ แวดลอมไวไดในระดับหนึง่ แต เนื่องจากการดำเนินการจัดทำขอมูลเพื่อกำหนดชั้นคุณภาพลุมน้ำ ในระยะแรกเปนการจัดทำในระดับลุมน้ำหลัก ดังนั้นเมื่อนำผลการ ดำเนิ น งานไปใช ใ นระดั บ พื้ น ที่ จึ ง ยั ง มี ป ญ หาในการนำไปปฏิ บั ติ ประกอบกับสถานการณในปจจุบนั ไดใหความสำคัญกับการมีสว นรวม ของภาคประชาชนตามที่ระบุไวในรัฐธรรมนูญแหงราชอาณาจักรไทย พุทธศักราช 2550 แนวนโยบายดานที่ดิน ทรัพยากรธรรมชาติและ สิ่งแวดลอม มาตรา 85 ที่กำหนดหลักเกณฑการใชที่ดินใหครอบคลุม ทั่วประเทศ โดยใหคำนึงถึงความสอดคลองกับสภาพแวดลอมทาง ธรรมชาติ ทั้งผืนดิน ผืนน้ำ วิถีชีวิตของชุมชนทองถิ่นและการดูแล รักษาทรัพยากรธรรมชาติอยางมีประสิทธิภาพ และกำหนดมาตรฐาน การใชท่ดี ินอยางยั่งยืนโดยตองใหประชาชนในพื้นที่ท่ไี ดรับผลกระทบ จากหลักเกณฑการใชทด่ี นิ นัน้ มีสว นรวมในการตัดสินใจดวย ตลอดจน เทคโนโลยีสารสนเทศในปจจุบันมีความสามารถในการเก็บและ วิเคราะหขอมูลเพิ่มมากขึ้น ดังนั้นควรดำเนินการในการกำหนด ชั้นคุณภาพลุมน้ำในระยะตอไป ดังนี้ 1. เตรียมความพรอมของกลุม /องคกร ซึง่ ประกอบดวยทุกกลุม ที่ เกี่ยวของกับการใชที่ดินในพื้นที่ลุมน้ำยอย เพื่อใหเกิดความรู ความ เขาใจในแนวความคิดการกำหนดชั้นคุณภาพลุมน้ำ รวมทั้งวิธีการ ใชเครื่องมือและเทคโนโลยีที่ทันสมัย 2. สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิง่ แวดลอม ในฐานะหนวยงานประสานการกำหนดชั้นคุณภาพลุมน้ำ ควรจัดทำ แผนที่การกำหนดชั้นคุณภาพลุมน้ำโดยใชหลักวิชาการในภาพรวม ของลุมน้ำหลัก พรอมกำหนดกรอบมาตรการการใชที่ดินในแตละ ชั้นคุณภาพลุมน้ำ เพื่อใหกลุม/องคกรที่จัดตั้งขึ้นตามขอ 1 นำไป ดำเนินการจัดทำแผนที่การกำหนดชั้นคุณภาพลุมน้ำและมาตรการ การใชที่ดินในระดับลุมน้ำยอย 3. กลุม/องคกรที่จัดตั้งขึ้นควรทำการปรับปรุงแผนที่ โดยสำรวจ รายละเอียดขอเท็จจริงในพืน้ ทีก่ บั แผนทีก่ ารกำหนดชัน้ คุณภาพลุม น้ำ ที่จัดทำขึ้น และกำหนดรายละเอียดของมาตรการการใชที่ดินในพื้นที่ รวมกับนำภูมิปญญาทองถิ่นในการอนุรักษดินและน้ำในแตละพื้นที่ มาประกอบ โดยใชมาตรการการใชที่ดินในแตละชั้นคุณภาพลุมน้ำ เปนกรอบในการจัดทำรายละเอียดในระดับลุมน้ำยอย 4. ประกาศใช แ ผนที่ ก ารกำหนดชั้ น คุ ณ ภาพลุ ม น้ ำ และราย ละเอี ย ดมาตรการการใช ที่ ดิ นในแต ล ะพื้ น ที่ ร ะดั บ ลุ ม น้ ำ ย อ ย ทั้งนี้ กลุม/องคกรที่จัดตั้งขึ้นจะตองประสาน กำกับ ติดตามใหมี ดำเนินงานตามมาตรการการใชที่ดินในพื้นที่ที่กำหนดขึ้น รวมทั้งมี การประเมินคุณภาพสิ่งแวดลอมในระดับลุมน้ำยอย 5. สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิง่ แวดลอม ประสานติดตามและประเมินคุณภาพสิ่งแวดลอมในระดับลุมน้ำหลัก หลังจากกลุม/องคกรนำแผนที่การกำหนดชั้นคุณภาพลุมน้ำและ มาตรการการใชที่ดินในพื้นที่ระดับลุมน้ำยอยไปใชเปนเครื่องมือ ประกอบการบริหารจัดการลุมน้ำ
BALANCE AND DIVERSE
Watershed class and land use measure in each watershed classes are being used as watershed management instruments for controlling development projects of both public and private sectors that may affect watershed areas. They are being used as a framework for the preparation of management plan or action plan in the watershed areas, including the plan to control environmental pollution. It could be said that the implementation of watershed class is capable to maintain environmental quality at certain level. However, since data preparation for determining watershed class was completed only at the initial stage, and it focused on the main watershed area. Practical problems still occurred when it was implemented in micro watershed. Furthermore, the current situation places emphasis on people’s participation as stipulated in the Constitution of the Kingdom of Thailand 2007. The policy regarding land, natural resources and the environment in article 85 has extended land use all over the country by considering the environmental compatibility of land, water, community lifestyles and effective natural preservation, including sustainable land use with the participation of local people who had been affected by land use criteria. Moreover, modern information technology is capable of storing and analyzing more data. Consequently, further operations should follow these steps: 1. Preparation for group/organization readiness, for all groups related to land use in the watershed area, in order to create knowledge and understanding of how to determine watershed classification, including the application of modern instruments and technology. 2. The Office of Natural Resources and Environmental Policy and Planning, which is the responsible organization for determining watershed classification, should prepare a watershed class map based on academic principles as well assetting up measure for land use for each watershed class. A group/ organization must be set up as specified in 1 above to improve the watershed class map and the suitability measures for land use in micro-watersheds. 3. The established group/organization should modify the watershed class map by comparing actual details of the areas concerned with the finished map, using details of land use in the area together with indigenous knowledge in land and water conservation
