A message from our Board Chair The Prairie Valley Board of Education is proud to present the 2020-2021 strategic plan update and budget renamed This is Us – Looking Back, Moving Forward, which reports on the work we did last year and sets out what we plan to achieve in the 2020–2021 school year.

Last year was unique for Prairie Valley and the education sector as a whole. The COVID-19 pandemic forced us all to reflect on how we could deliver education in a new way, and the Prairie Valley Board of Education is incredibly proud of the students, families and staff for their hard work and dedication to remote learning.

As we look ahead to the 2020-2021 school year, we are preparing for a fresh set of challenges and opportunities. Our ten member board remains committed to ensuring we provide high quality educational opportunities to students in safe, inclusive environments and to bringing the public voice to public education. We are in this together.

In Prairie Valley School Division’s Strategic Plan 2017-2021, we identified six areas of focus for direct action by the Board of Education in our governance role. These six priorities continue to guide the Board over the remainder of the current term (to November 2020) and to the end of this academic year. These priorities are listed on page five of this document. Our Board has made great progress on achieving these goals.

In 2019-2020, the Board participated in a number of valuable events to achieve on its priorities and continued to encourage Truth and Reconciliation actions within the Board and throughout the Division. You can read more on the Board’s work on the next page and throughout this document. We commit to working at a governance level in these six areas and to reporting on progress at year-end.

As we embark on another year of unknowns due to the ongoing pandemic, we would like to thank our SCC members, parents, communities and partners in education for your trust in Prairie Valley as our Board continues to support the system in delivering education safely to our more than 8,500 students.

In all we do, the Prairie Valley Board of Education will continue to celebrate student, staff and system progress, and in all facets of our work, we will continue open and transparent communication.

Board Invites SCCs to Parent and Family Engagement Event Supporting schools and families in parent engagement became a new area of focus for the Prairie Valley Board of Education in the 2019-2020 school year. "Our Board has heard many times about the value of parent engagement in improving outcomes for students. Parent engagement is also one of the seven practices outlined in the Division’s Framework for Student Success, Achievement and Graduation," said Janet Kotylak, Prairie Valley Board of Education Chair. "That is why we made this an additional area of focus for our Board and why we invited Dr. Debbie Pushor to present to our communities on how to truly engage students in learning.”

Pushor is a former teacher, principal and administrator who works as a professor in curriculum studies at the University of Saskatchewan. She shared with families in Prairie Valley that parent engagement is not the same as parent involvement.

"Involvement means you're helping support school initiatives, like volunteering on a field trip, helping with a fundraiser," said Pushor. "Engagement is showing genuine interest in your child's learning by asking them what they want to be when they grow up, talking to them about how they learn, having conversations about what is on the news, playing board games, reading to your kids, baking with them, teaching them about their culture and language," said Pushor.

Pushor presented to more than 100 families during two community engagement sessions hosted by the Prairie Valley Board of Education in the 2019-2020 school year.

Student Senates Bring Student Voice Each year, the Board hosts student senates to hear directly from students about what matters to them. In 2019-2020, the Board hosted two senates, the first with middle-years students in Grades 6 to 8, and the second with high school students in Grades 9 to 12. For each senate, students were provided with a list of age appropriate questions in advance, so they could prepare their answers with input from their peers. The Prairie Valley Board of Education’s goal is to represent the voice of its communities. The student senates provide a valuable opportunity for the Board to bring student voice to the Board table.

Your Board Working Hard for You In 2019-2020, the Prairie Valley Board of Education: • participated in events such as an annual Board Elders forum • supported acts of reconciliation through attendance at various events including the Métis flag raising ceremonies hosted across the Division • regularly attended School Community Council (SCC) meetings to promote SCC engagement • celebrated parent and family engagement through its communication channels • participated actively in the Saskatchewan School Boards Association work In addition, the Board continues to advocate for long-term school division success through strong governance practices such as approving the annual strategic plan and budget, carefully analyzing resource allocation decisions, monitoring year-end reporting and maintaining strong system oversight.

A message from our Director of Education I am pleased to present Prairie Valley School Division’s new This is Us – Looking Back, Moving Forward publication for 2020-2021, which is a refresh of our annual strategic plan and budget document.

While the publication has changed slightly, Prairie Valley’s strategic plan continues to follow the Education Sector Strategic Plan and the direction set by the Board of Education. This update is the last of the four-year 2017-2021 Strategic Plan and outlines how we plan to sustain our focus on academic success and student wellbeing, high performing employees and effective support services. It also reflects back on what we accomplished in the 2019-2020 school year.

To guide our work as a system, I have defined three overarching themes for the Division: • A Culture of Teamwork that recognizes none of us can do our job alone and as always, what unifies us in all we do is student achievement and well-being; • Improving Graduation Rates, recognizing this work starts in the early years and extends through to graduation guided by our Framework for Student Success, Achievement and Graduation; • Instruction focused on continued development and implementation of balanced and outcome based instruction and assessment in all Prairie Valley classrooms.

Over the next pages, you will read about how we all worked together to deliver on the initiatives we planned for the 20192020 school year and how we plan to continue building on this work in the 2020-2021 school year. We will also share how the COVID-19 pandemic affected our students, staff and the education system as a whole.

In Prairie Valley, our team of more than 1,100 employees should be very proud of our accomplishments and past successes.

I marvel at what we pulled off this spring when classes were suspended due to COVID-19. I am amazed by all the efforts poured into re-opening schools safely for the 2020-2021 academic year. Our school leaders, educators and staff in facilities, transportation, business, human resources and IT have been so responsive and have worked tirelessly to make school start up as safe as possible.

In the world of public education, we are always looking to improve, though it is also important to celebrate and recognize what we do well! The trust our students, families and the broader community has placed in us is both daunting and exciting. This work we get to do is not easy but it is so rewarding.

We are embarking on another year that is sure to bring with it some challenges navigating many unknowns, though by holding ourselves and each other accountable to high expectations and by bringing our best each day, we are going to be able to do more for students. We truly are in this together and I look forward to another year of learning together.

The Strategic Plan at a Glance The Provincial Education Sector Strategic Plan guides the Division’s overall strategic plan. The Prairie Valley Board of Education has established six priority areas for direct action by the Board of Education in its governance role. These priorities have guided the Board since 2017 and continue through the remainder of its term (to November 2020) and to the end of the 2020-2021 academic year.

The Director’s improvement priorities and Prairie Valley’s seven local priorities all sustain our system focus on academic success and student well-being, high performing employees and effective support services.

THE ESSP INCLUDES FOUR PRIORITIES TO BE ACHIEVED BY JUNE 2021: Through improved collaboration, increase the 3-year FNMI student graduation rate from 35% in June 2012 to at least 65% and the five-year graduation rate to at least 75%

80% of students will be at grade level or above in reading, writing and math.

Saskatchewan will achieve an 85% three-year graduation rate and a 90% five-year graduation rate.

Children aged 0-6 years will be supported in their development to ensure that 90% of students exiting Kindergarten are ready for learning in the primary grades.

About Us Prairie Valley is uniquely rural, consisting of towns, villages, resort villages and rural municipalities, with no urban centre.

Our geography greatly affects our service delivery models and cost structures. The Division is located in southeastern Saskatchewan and encompasses 27,000 square kilometers.

We are located on Treaty 4 Territory and the homeland of the MĂŠtis with 39 schools located in 32 communities. Our geographic area spans from Regina Beach and Bethune to the west, Kelliher and Lipton to the north, Milestone, Sedley and Montmartre to the south and Whitewood and Kennedy-Langbank to the east.

There are two Hutterite Colony schools in the Division: Arm River and Lajord. Fifteen First Nations are within, or in close proximity to the Division: Piapot, Muscowpetung, Pasqua, Standing Buffalo, Little Black Bear, Okanese, Star Blanket, Peepeekisis, Muskowekwan, Carry-the-Kettle, Zagime Anishinabek, Cowessess, Kahkewistahaw, Ochapowace and Pheasant Rump. Last Mountain Lake First Nation, also known as Kinookimaw (Long Lake), is also within Division boundaries.

Looking Back: Student Learning and COVID-19 The COVID-19 pandemic has impacted Prairie Valley School Division as well as the entire education sector. On March 20, the provincial government suspended in-class learning across the province and directed school divisions to provide students with optional supplemental learning opportunities. In response, Prairie Valley developed its Supplemental Learning Plan to guide students and staff in learning from home. Below are highlights of how Prairie Valley was able to continue supporting students while classes were suspended.

Supplemental Learning

Support Through Technology

74 per cent of students participated in supplemental learning online through Seesaw, Google Classrooms and Office 365.

Recognizing access to technology was a barrier for some students in participating in supplemental learning, Prairie Valley distributed more than 450 pieces of technology to students who required access. Items included iPads, laptops and Wi-Fi hotspots to aid students in accessing learning from home options.

• The Division developed an online Supplemental Learning Resource repository to support staff.

• Online versions of classroom materials such as textbooks, guided reading etc. were provided to support students.

Prairie Valley’s Information Technology team also provided remote technology support and guidance to staff in implementing various online classroom technology platforms.

Unique Programming Offered

Student Connections: GSA

Several student-related initiatives were moved online during the COVID-19 pandemic. Highlights include:

The Gay-Straight Alliance created a virtual online space where students could learn about the unique challenges and needs of people who are gender and/or sexually diverse. The online venue continues to provide students with a safe space/place to collaborate, enter discussions, and support each other.

PVSD Writing Contest to provide students with an avenue to share, via writing, their COVID-19 experiences at home during what was an unprecedented time.

Virtual Career Fair, which was in response to the cancellation of Prairie Valley’s annual Grade 11 Career Fair at the University of Regina. Nearly 240 students participated in eight online sessions.

The 100-hour Challenge was a virtual challenge encouraging students to learn experientially outdoors in their backyards, farms or in natural areas around home while under quarantine.

Virtual Learning Supports Learning moved from the school to home however, learning support team members continued to support students and families. Since March, involvement shifted from in-person to virtual interventions such as: • one-on-one speech language interventions and strategies • programming strategies and learning packages for students with intensive needs • substance abuse support • online counselling sessions and crisis response • psychological assessments and checklists • continued collaboration with outside agencies through referrals and planning

Facilities Support

Student Marks and Year End Reporting

Facilities ensured that buildings were available 24x7 maintaining 100 per cent availability through the pandemic. Efforts included timely repairs, modifications and an increased level of cleaning and disinfection protocols in line with provincial and SHA guidelines. Creating and implementing division-wide plans for closure, monitoring then re-opening buildings included access, safety and re-entry training sessions for all staff.

Due to the COVID-19 pandemic and the move to supplemental learning, all students from Kindergarten to Grade 9 were promoted to the next grade. For Grades 10 to 12, students who did not participate in supplemental learning opportunities received the grade that they had as of March 13, 2020, or 50 per cent, whichever was greater. Students were able to improve their final grade by doing supplemental learning assignments. All students received a final report card based upon assessment and evaluation done throughout the school year.

Highlights of the Strategic Plan The 2020-2021 strategic plan and associated budget provide details on Prairie Valley’s direction for the 2020-2021 school year and highlights of how we achieved our goals in the 2019-2020 school year.

The following pages describe how we sustained our overall focus on academic success and student wellbeing, high performing employees and effective support services.

Education Sector Strategic Plan (ESSP) – Short Term Improvement Breakthroughs Development of Community Early Years Engagement Networks.

A snapshot of how we will accomplish this action in 2020-2021 includes the following: • Begin to establish biannual meetings with Early Learning Networks, within each region, by hosting and facilitating a spring meeting.

• Develop a repository of community-based services, agencies and contact people for schools to access when developing supports and resources for children identified in Tiers II and III.

In support of improved math achievement, develop a SaskMath web resource to support high quality math instruction and assessment.

A snapshot of how we will accomplish this action in 2020-2021 includes the following: • Develop communication and rollout plans in support of the sector’s SaskMath web resource to promote implementation in Prairie Valley School Division.

Academic Success and Student Wellbeing In Prairie Valley, we commit to providing equitable opportunities for all students to learn, grow and succeed.

In this section, you will read more on how we plan to continue supporting student academic success and wellbeing in the 2020-2021 school year, highlights of what we did in 2019-2020 and some of the unique approaches required to provide education during the COVID-19 pandemic.

Outcome

By June 30, 2021, 80 per cent of students will be at grade level or above in reading, writing and math.

To achieve the above outcome, in the 2020-2021 school year Prairie Valley commits to: • Increasing capacity of school-based administrators and teachers in outcome-based planning, assessment and engagement through: • Division-wide professional development.

• School developed outcome-based professional growth plans for every school.

• Development and sharing of online planning and assessment webinars for all teachers.

• Individual teacher generated professional growth plans.

• Improving student achievement in literacy in Grades 1 to 5 by: • Developing and implementing processes to support students transitioning to Grade 1.

• Developing and adapting current screening tools to address gaps.

• Developing and delivering a literacy intervention plan for Indigenous students in Grades 1 to 3 in targeted schools.

• Delivering professional development on reading and writing instruction.

• Improving mathematic achievement in Grades 1 to 9 by: • Implementing SaskMath and balanced math instruction.

• Rolling out new math resources.

• Developing a math professional development plan.

Highlights from 2019-2020 With a focus on the learning priority of balanced instruction, Prairie Valley school-based administrators led their schools in on-going professional growth that resulted in concentrated attention on balanced literacy in every elementary classroom.

Student engagement in the classroom and improved opportunities for learning were achieved by making instruction more accessible for all students thanks to more than 20 professional development sessions hosted to positively impact student learning.

BALANCED INSTRUCTION IN ACTION AT ROBERT SOUTHEY SCHOOL

Outcome

By June 30, 2021, collaboration between First Nations, Métis and Inuit (FNMI) and non-FNMI partners will result in significant improvement in FNMI student engagement and will increase the three-year graduation rate from 35 per cent in June 2012 to at least 65 per cent and the five-year graduation rate to at least 75 per cent.

To achieve the above outcome, in the 2020-2021 school year Prairie Valley commits to: • Increase the number of schools offering Indigenous culture classes. (This action is ambitious. Focus has been on supporting the course offerings currently in place, with expansion in current schools where these courses are offered.)

• Establish connections to develop updated Education Service Agreements in all First Nations bands that have children attending Prairie Valley schools.

• Continue to implement the year-six Following Their Voices sustainability plan at Bert Fox Community High School and the year-three implementation at Balcarres Community School and regularly report on progress, including OurSchool surveys, student attendance, retention, credit attainment and graduation.

• Ensuring every school plan offers at least one learning opportunity for staff and students in relation to Truth and Reconciliation.

• The Prairie Valley Board of Education participating in and encouraging acts of reconciliation within the Board and throughout the Division.

Highlights from 2019-2020 Elder Supporting Students While Classes Suspended Ensuring students remain connected to Indigenous learning was a focus in Prairie Valley while classes are suspended.

Resident Elder, Charles Wayne Kequahtooway, who offered his teachings while classes were suspended, supported Prairie Valley students of Zagime Anishinabek First Nation in their learning. While students were learning from home, Kequahtooway prepared online videos of his cultural teachings, supporting the content being explored by students in Health Science 20. "[Sweet grass] is also used as a cleansing medicine. You can smudge with the sweet grass. It will take the negativity away from you," Elder Wayne explains in a video teaching students about Indigenous medicines.

Did You Know?

Since 2018, Prairie Valley School Division has had a Resident Elder program to support teaching First Nations, Métis, and Inuit ways of knowing foundational in the curriculum and to help students, both Indigenous and non-Indigenous, better understand First Nations and Métis perspectives. In the 20192020 school year, Prairie Valley committed to continuing the Resident Elder program in three schools and expanded the program to Grenfell schools.

Reconciliation in Education In September 2019, eight schools across the Division held flag raising ceremonies to commemorate raising the Treaty 4 and Métis Nation flags alongside the Canadian and Saskatchewan flags outside each building.

These ceremonies are an act of reconciliation and as a public school division, we are committed to reconciliation through education. These events provided attendees the opportunity to reflect on how each of us can contribute to reconciliation and how we can continue to celebrate and learn about the cultural diversity of Indigenous peoples.

In the education sector, we have a special obligation to work to understand our colonial history and actively work to build a better understanding between Indigenous and non-Indigenous people. To do this, in Prairie Valley School Division we are focused on improving our understanding of Indigenous ways of knowing and the Truth and Reconciliation calls to action, and to bringing those calls to life in our schools. These ceremonies, and proudly flying both the Métis Nation and Treaty 4 flags outside our school buildings and Education Centre, is one small way we are bringing reconciliation to education.

Did You Know?

In 2019-2020, the Prairie Valley Board of Education continued to encourage Truth and Reconciliation actions through its participation in a traditional Pipe Ceremony.

2019-2020 Graduation Results Preliminary graduation results for 2019-2020 show a flat overall trajectory with 87% of students who entered Grade 10 in 2017-2018 graduating in June 2020. Minimal changes to the three-year graduation rate are expected as the Ministry of Education reconciles and finalizes 2019-2020 student numbers.

THE FIRST PVSD FUTURES SESSION ON MAY 14 HOSTED NEARLY 75 PARTICIPANTS.

Highlights from 2019-2020 Supporting Students with Post-Secondary Plans During a Pandemic Every year, approximately 550 Grade 11 students attend the Prairie Valley Job Fair to connect with professionals and discuss post-secondary educational and career opportunities.

In 2019-2020, Prairie Valley had to cancel the event due to COVID-19.

To ensure students entering grade 12 in 2020-2021 still received the valuable job fair experience, Prairie Valley developed a new initiative called PVSD Futures, a virtual job fair for students.

PVSD Futures ran over a two-week period providing students in Grade 11 with interactive, online sessions on various career pathways and post-secondary training options. PVSD Futures provided students with an opportunity to meet with officials from the University of Regina, the University of Saskatchewan and Saskatchewan Polytechnic to discuss admissions, program offerings, services and more. The event also provided an avenue for students to connect with professionals on scholarship and apprenticeship opportunities.

In 2017, Prairie Valley School Division developed its Framework for Student Success, Achievement and Graduation. The framework outlines seven practices to guide educational leaders in providing a basis in curriculum and instruction and in creating environments where students are able to achieve at their best levels of engagement and learning abilities.

Highlights from 2019-2020 From 2018-2020, Prairie Valley focused on improving outcomes for children by investing in professional development opportunities in Early Childhood Education and by enhancing quality in Early Learning programs to ensure children get the best possible start to their first school experiences. As a result, 475 children and their families have positively benefitted from 22 programs within the division.

Highlights from 2019-2020 One of the ways that students have demonstrated a commitment to learning is sharing their voice through provincial leadership. Wakpa McKay, a Bert Fox Community High School student, was a member of Saskatchewan’s first ever Youth Council in Education. McKay and 11 other students across the province worked with the Minister of Education to provide student perspectives on the future of education.

The Division also committed to educating staff, students, parents and communities about mental health issues through a variety of programs. One of the programs included youth like Greenall High School’s Megan Betteridge participating as a Red Cross Youth Facilitator. Betteridge worked with other students to educate peers about healthy relationships.

Psychologists and social workers also worked with students, families, and staff regarding alternatives to suspensions.

They met individually with students and families and offered professional development nights in communities.

In 2019-2020, the focus was on educating families about vaping.

In 2019-2020, Prairie Valley also developed attendance support teams at each school and enhanced system-wide understanding and application of OurSCHOOL data. In addition, professional development and coaching about positive behaviour interventions and supports was implemented in four targeted schools.

Highlights from 2019-2020 In 2019-2020, Prairie Valley developed and updated Physical Education 20/30 modules, worked with staff to begin a roll out of locally developed courses such as social justice and mental health, maintained its focus on providing a diverse range of extra-curricular opportunities and offered professional development on action planning in health education. The Division also continued to expand its French immersion program offerings, developing a plan for expansion at Lumsden High School in the 2022-2023 school year.

WHILE CLASSES WERE SUSPENDED, ALL 1,100 EMPLOYEES IN PRAIRIE VALLEY PARTICIPATED IN RESPECT IN SCHOOL PROFESSIONAL DEVELOPMENT. THE PRIMARY GOAL OF THIS TRAINING IS STUDENT SAFETY AND INCLUDES CONTENT ON PREVENTING, IDENTIFYING, RESPONDING TO AND REPORTING INCIDENTS OF BULLYING, ABUSE, HARASSMENT AND DISCRIMINATION IN SCHOOLS. Highlights from 2019-2020 In 2019-2020 student mental health continued to be a primary focus. Prairie Valley School Division continued to offer mental health capacity building strategies to support student and community mental health and wellbeing.

Throughout class suspension, the Division shared resources with students, families, community and staff on managing mental health and personal wellness.

Students also participated in the Division’s first annual Gay-Straight Alliance (GSA) Summit. The summit supported students in the Division and surrounding communities.

A number of youth and advisers from outside the school division joined students in Prairie Valley for virtual Gay-Straight Alliance sessions for elementary and high school GSAs/Diversity clubs. These sessions were hosted while classes were suspended and provided opportunity for students to come together to support each other.

Highlights from 2019-2020 Prairie Valley worked to develop a sustainable plan to foster a representative workforce that more closely reflects the diversity in the communities and people of Prairie Valley School Division. To achieve this outcome, Prairie Valley presented the Division as an employer of choice to second and third year Indigenous education students and second and third year baccalaureate students.

In 2019-2020, self-declared Indigenous staff numbers have increased slightly to 4.3 per cent for instructional staff and sustained at three per cent for support staff.

The Division also worked to engage staff in processes to address workload intensification, hosting four virtual focus groups to identify themes that support reduced workloads. Teacher communities of practice was also successfully implemented with more than 80 different professional development options available to teachers. Communities of practice, or teacher collaboration days, provide opportunity for teachers to work collaboratively with other teachers in small or large groups to enhance teaching through shared planning and sharing of effective practice. Unified talent was launched, providing employees access to self-paced, online learning options.

Outcome Transportation services will be safe, efficient and effective.

To achieve the above outcome, in the 2020-2021 school year Prairie Valley commits to: • Investigating updated GPS technology, including parent application to view real-time bus locations, as well as provide increased functionality to monitor operational efficiencies.

• Providing technology-use professional development to bus drivers.

• Continuing to actively invite First Nations bus drivers to participate in bus driver professional development.

• Continuing to promote bus driver recruitment initiatives.

Highlights from 2019-2020 In 2019-2020, Prairie Valley’s Transportation department extended invitations to First Nations drivers in school communities to participate in discussions and initiatives and this work will continue in 2020-2021.

The Transportation department, in partnership with the Human Resources department, also hosted a successful recruitment event, where a significant number of new drivers were hired.

While classes were suspended, all bus drivers participated in a number of professional development opportunities. Respect in School Training, focused on student safety and included content on preventing, identifying, responding and reporting incidents of bullying, abuse, harassment and discrimination in schools.

Highlights from 2019-2020 In 2019-2020, Prairie Valley prepared revenue and expense forecasts on a quarterly basis for the first half of the fiscal year and monthly thereafter. Quarterly financial updates and Public Accounts were presented to the Director, Chief Financial Officer and Board and are available at PVSD.ca. The Division also trained newly hired administrative assistants in school-based financial processes, and began the process of upgrading its financial systems software.

Outcome Buildings and technology will be safe and functional.

To achieve the above outcome, in the 2020-2021 school year Prairie Valley commits to: • Continuing to procure high quality standard cleaning products, reliable equipment, training, and consistent feedback to caretakers.

• Maximizing available resources to achieve targets for Facilities requests in the emergency and high priority categories, with reasonable effort in the routine category.

• Continuing to implement the actions in the Technology Framework 2017-2022.

• Continuing to refresh school hardware to ensure schools have access to new and functional equipment.

• Continuing to work through the Information Technology Security Roadmap work plan, including refreshing the security training and awareness plan.

Highlights from 2019-2020 In 2019-2020, Prairie Valley completed year two of its energy efficiency plan including unoccupied time temperature setback, LED light replacement in three school gymnasiums and Education Centre bus shop, as well as completed phase one of its upgrade to building automation system controllers. Facilities renewed or replaced roofing systems, gym flooring, windows, exterior envelopes, flooring, paint, concrete walks, major HVAC systems and gym change rooms. These combined initiatives reflect an over $3M investment into the physical learning environments of our students which have a direct or indirect impact on student achievement.

The Division also developed a plan to use accumulated capital tuition on facility projects in schools with significant numbers of self-declared First Nations students and projects that directly benefit students, such as the cultural room at Bert Fox Community High School.

The Division also continued to advance elements within its Technology Framework, successfully implemented MySchoolSask and utilized the new student information system in the 2019-2020 school year.

2020-2021 Budget at a Glance At its June 17 regular meeting, the Board of Education approved the 2020-2021 school year budget, which continues to support the goals outlined in the ESSP and the Division’s strategic plan.

For Prairie Valley School Division, 2020-2021 operating grants will be $93.7M, an increase of $2.3M or 2.6 per cent over the 2019-2020 budget, the majority of which was allocated to fund the recently ratified teacher collective agreement and other staff contractual obligations. While senior administration was able to find several internal efficiencies resulting in minimal impact in the classroom, the net result is a cash budget shortfall.

Prairie Valley, like other school divisions, continues to respond to the current pandemic with operational uncertainty for the upcoming school year. We have achieved a level of technology support for students that will prove beneficial should distance learning be required.

Overall, Prairie Valley’s 2020-2021 budget requires $1M from operating reserves to balance on a cash basis, with an operating deficit of $5.3M due to the amortization of capital assets.

Equipment Transportation Total Capital Spending

Spending and replacement of furniture and technology will continue, with expenses reflected in the statement of operations instead of capitalized and reflected as additions to tangible capital assets.

School divisions apply annually to the Ministry of Education for major capital project funding. Prairie Valley’s top three major capital priorities are: • • •

A new high school to serve the White City/Emerald Park area south of Highway 1 Modernizing Greenall High School to serve Balgonie, Pilot Butte, McLean, Edenwold and areas north of Highway 1 A third elementary school to serve the White City/Emerald Park area

Debt Until March 2015, the Ministry of Education’s policy on funding major capital projects provided capital grants equal to 65 per cent of the cost of Ministry approved capital projects and required school divisions to borrow the remaining 35 per cent of the total from a private lending institution. The Ministry covered the principle and interest costs through its annual operating grant.

As a result, Prairie Valley was required to incur new long-term debt of $14M related to the Balcarres Community School consolidation and modernization project, the Lumsden Elementary School expansion, construction of Emerald Ridge Elementary School and other miscellaneous Ministry approved and funded projects.

As of August 31, 2020, Prairie Valley has external debt owing of $12,077,949 for: • •

Energy performance contract debenture (2006) - $7.3M borrowed at 5.15 per cent for 20 years. The annual principle and interest repayment is $595,688.

Loans for Ministry-funded major capital projects in Balcarres, Lumsden and Emerald Ridge Schools (2013) - $12,638,714 borrowed at 3.8 per cent for 20 years. The annual principle and interest repayment is $903,153.

2020-2021 Projected Enrolments Staffing guidelines take into account projected student numbers, distribution by grades, school size, numbers of intensive needs students and other factors. Enrolment projections anticipate an enrolment increase of 122 students for 2020-2021.

School Based Staffing The 2020-2021 Budget funds 547.9 teacher FTEs which includes a small contingency to manage fall enrolment increases. The salary budget was developed in the context of: A new Provincial Collective Bargaining Agreement between Boards of Education, the Government of Saskatchewan and Saskatchewan teachers for the period September 2019 to August 2023 that provides: • A two per cent grid increase as of September 1, 2020.

• Movement through the grids as teachers gain experience.

A new LINC agreement with the Prairie Valley Teachers’ Association signed in January 2019 effective July 2018 to June 2021 that provides additional leaves, benefits and substitute staff rates that vary with qualifications.

Classroom based teaching staff full time equivalent (FTE) in elementary grades are allocated based on pupil teacher ratios (PTRs) and related parameters (e.g., number of split grades, minimum student numbers per split grouping).

Staff allocations for elementary grades are calculated based on projected enrolments and system staffing parameters.

High school staffing is determined based on the number of course sections approved for 2020-2021, guided by student survey results in each high school.

PRAIRIE VALLE Y SCHOOL DIVISION

French immersion staff allocations are reviewed annually to reflect grade expansions as the program is phased in at École Lumsden Elementary School and Greenall High School, with 1.45 teaching FTE added for 2020-2021.

Administrative time (principal and vice-principal) allocations are based on a formula that takes into account total numbers of staff supervised in each school.

The overall PTR includes all teaching FTE’s – classroom teachers, student services, administration, libraries, preparation time, etc. Breaking out these specialized responsibilities provides a clearer picture of classroom PTRs. Excluding these specialized roles, we have approximately 356 classroom teachers, for a classroom PTR of 1 teacher to approximately 23 students.

Support Staff The 2020-2021 Budget funds 270 school-based support staff, 53 caretakers and 160 bus drivers, an increase of 4 FTE. As is typical at the end of each school year, some educational assistants were laid off due to changes in student numbers and an equivalent number of opportunities opened at other schools.

A collective agreement with CUPE Local 5252 for the period September 1, 2018 to August 31, 2021 was signed in June 2019. The agreement provides for economic adjustments of 1 per cent (retroactive for 2018-2019), 1.5 per cent (2019-2020) and 1.5 per cent (2020-2021) in addition to movement through the salary grids, enhancements to leaves and adjustments to hours and days of work. Conditions of Employment (non-unionized) staff receive the same economic and related adjustments.

Education Centre-based Staff The 2020-2021 Budget funds 118.65 FTEs based in the Education Centre, a decrease of 1.75 FTE to provide central administrative services and itinerant learning supports, curriculum services, facility maintenance and technology to schools.

The Conditions of Employment that cover staff based in the Education Centre provide for a 1.5 per cent economic adjustment in addition to movement through the grids. Out of scope staff will receive a 2 per cent economic adjustment for 2020-2021 in addition to movement through the salary grids.

Board of Education The Board increased remuneration rates by 1.9 per cent effective September 1, 2020 while the monthly base meeting rates are unchanged from 2019-2020, the full day meeting rate remains at $255 and the half day rate at $142.
