Low inventory & rising interest rates: a tipping point for home prices

The real estate market is a dynamic and ever-changing environment, influenced by various factors that impact both buyers and sellers. In recent times, two significant factors have been driving conversations: Boulder’s persistently low inventory levels and the rise in interest rates. While low inventory has been an issue for some time now, the increase in interest rates is creating a tipping point that’s affecting Boulder’s home prices. However, it’s essential to note that this shift in the market is not solely due to buyers’ affordability concerns but is also influenced by a psychological perception that prices have reached a peak.

Low inventory levels have plagued Boulder’s real estate market for years. A combination

of factors, including minimal new construction, hesitant sellers, and increasing demand, has resulted in a limited number of available homes. This lack of inventory has created a highly competitive landscape, with multiple buyers vying for the same properties. Consequently, this intense competition has historically pushed prices higher, as buyers are willing to pay a premium to get what they want.

Adding to the complexity of the current market conditions, interest rates have started to rise after a prolonged period of historically low rates. The Federal Reserve has responded to improving economic indicators by gradually increasing interest rates to keep inflation in check. While this move is aimed at maintaining economic stability, it has clear implications for the real estate market.

When interest rates rise, the cost of borrowing for homebuyers increases. As a result, the purchasing power of potential buyers diminishes, as they can afford less

expensive homes with higher interest rates. This affordability issue has a dampening effect on demand, reducing the pool of qualified buyers in the market.

Beyond the affordability concerns around rising interest rates, there’s also a psychological component at play. Buyers, even those who can still afford homes, may perceive that prices have reached a peak and are unlikely to increase significantly in the near term. This perception stems from the recent rapid appreciation of home values and general market sentiment that prices have become overinflated

Imagining productionbuilt homes that have zero steps, zero thresholds, leads the way to a new generation of homes accessible to all.

When it comes to production home design, there’s nothing easy about making the kinds of substantive changes that are envisioned by the Living In Place Institute--now at work on an Idea Home that visitors will tour next year in Louisville, Colo.

The Idea Home is a custom home by a builder that’s used to working in one-off situations where new ideas can be easily implemented But the Living In Place Institute, which envisions a new generation of American homes designed to meet people’s needs at all ages and facing all of life’s challenges, is already at work encouraging production builders to adopt those same innovations

“Nothing points up the inadequacy of production-built homes more than finding steps into new models marketed to the age50-plus market,” says Dani Polidor, Vice President of Sales & Marketing at the Living In Place Institute

“These patio ranch plans are very popular in many markets, but they will confront their owners and guests with insurmountable challenges as they age, ” Polidor adds.

Making a conversion to zero-step homes, Polidor notes, is similar to the challenge that production builders overcame during the 1990s in converting to higher energy

efficiency.

“It will take work, but it’s very achievable,” she adds There are relatively inexpensive ways that builders can work toward offering those innovations to customers in the near term, says John A. Danielian, AIA, President of California-based Danielian Associates Architecture/Planning/ Design.

The firm, selected as architects for the Living in Place Institute Idea Home, has a 55-year history in production housing, including credits for having pioneered many innovations seen in master-planned communities today, including wide and shallow lot configurations, combo/condos, and ‘z-lots’.

“I think you can still have good, workable production design while implementing these new standards,” says Danielian “We do everything from production homes to large multifamily projects, and we need to incorporate similar considerations

all the time.”

Just as builders did 30 years ago when the hurdle was offering better energy performance, builders might begin by offering Living In Place features as options on their conventional models. That might start by showing customers a zerostep home with no thresholds, as one model home in a new collection

Designing a zero-step entry and garage entrance in a pre-platted community is an ambitious change that requires thinking ahead about which lots have a suitable slope along with the necessary interior flooring designs; and perhaps offering those sites for pre-sale, says Danielian The Idea Home has an entry that’s accessible from the driveway or front walk without intervening steps But the home still has some elevation from the street, providing an attractive street appearance. “There might be some additional costs in doing specific

grading for a model with zero steps, ” Danielian says. “But you might be able to get a premium on those specialty home sites that will offset the costs. ”

Danielian notes that rising land costs are making ranch plans still popular in some markets more expensive for builders to offer “It’s getting to a point where it’s not feasible to build single-story; where it’s less expensive to offer a twostory with an elevator, or to frame and wire a house now for a future elevator.”

The way to work that in is to build two storage closets, one on top of the other In the Idea Home, visitors will see that modification “Designing a place for the elevator now definitely saves money in the future,” Danielian says. “Who doesn’t like the idea of having that extra storage?”

The Living In Place Institute trains and accredits housing and other professionals to adopt stateof-the-art innovations that will help create a generation of homes that favor families facing everyday challenges, including younger families coping with kids with autism and other developmental disabilities, and people dealing with an accident or a cognitive challenge

In addition to zero-step entries, in the Idea Home all rooms, baths and other areas will be equally accessible. Those include halls and doorways designed for walkers and wheelchairs; kitchens and baths with counters and cabinetry designed to accommodate users with disabilities; and lighting, safety and smart-home technologies that eliminate a wide range of accessibility issues and safety risks.

US housing starts surge most since 2016, exceed all estimates

U.S. housing starts unexpectedly surged in May by the most since 2016 and applications to build increased, suggesting residential construction is on track to help fuel economic growth.

Beginning home construction jumped 21.7% to a 1.63 million annualized rate, the fastest pace in more than a year, according to government data released Tuesday The pace exceeded all projections in a Bloomberg survey of economists. Singlefamily homebuilding rose 18.5% to an 11-month high.

Applications to build, a proxy for future construction, climbed 5.2% to an annualized rate of 1.49 million units. Permits for one-family dwellings increased.

The figures corroborate Federal Reserve Chair Jerome Powell’s comments last week that the housing market

has shown signs of stabilizing. Homebuilders, which are responding to limited inventory in the resale market, have grown more upbeat as demand firms, materials costs retreat and supply-chain pressures ease.

The housing starts data will feed into economists’ estimates of home construction’s impact on second-quarter gross domestic product. After the report, the Atlanta Fed GDPNow forecast calls for

residential investment to add slightly to gross domestic product. Homebuilding last contributed to growth in the first quarter of 2021.

At the same time, elevated mortgage rates are crimping affordability, suggesting limited momentum in housing demand.

The increase in starts from a month earlier was the biggest since October 2016 and reflected gains in three of four U.S. regions. Starts of apartment buildings and other multifamily projects jumped more than 27%.

The number of homes completed increased to a 1.52 million annualized rate. The level of one-family properties under construction were little changed at 695,000.

Existing-home sales data for May will be released on Thursday, while a report on new-home purchases is due next week.

3 tips for selling your home in a down market

Whether a market is “down,” depends on which side you’re on. A down market for buyers occurs when there are few homes for sale and lots of competition from other buyers.

For sellers, it’s the opposite lots of homes for sale and few buyers in the market.

So, how does a homeowner sell a home that isn’t particularly the belle of the local real estate ball while competing with other sellers? Here are several things to think about:

Pricing

Strategically pricing your home means the difference between making and breaking the sale. In a buyer’s market, getting the

price right is critical.

While market value is based on the sales prices of similar homes and not on the prices of homes currently for sale, in a buyer’s market it pays to be aware of your competition. This means touring homes for sale in your area. If you find one that is priced comparable to yours you’ve found your main competitor. If it’s in far better condition than yours, you have two choices, upgrade your home similarly or the price of your home.

Increasing the velocity of real estate wealth by limiting capital gains Taxes

for a home in Boulder County was about $200,000.

If you own your personal residence in Colorado, you have probably noticed that your recent tax assessment increased by a large percentage.

If you are planning to sell your home in the near future, the increased appreciation will result in the likelihood that you have a large capital gain tax bill to pay.

The Taxpayer Relief Act enacted in 1997 allowed for $250,000 exclusion of gain for a single person and $500,000 for a married couple when a personal residence was sold. The caveat was that the homeowner needed to live in the home for the previous two out of five years in order for the exclusion to apply

In 1997, that seemed like a lot of money! Back then, the average price

Compare it to this year, from January to May: the average price of a single family home in Boulder County is over $1,200,000, while in the City of Boulder for Q1 2023, the average price is almost $1,790,000. The Gain Exclusion has not been increased in 26 years. When the law was introduced, it meant that there wouldn’t be a capital gain tax bill for most American homeowners when they sold their homes. That might still be true in some markets, but in Boulder County and especially in the City of Boulder, home price appreciation has outpaced tax relief – and there doesn’t appear to be an increase in relief on the horizon.

As always, consult with your tax professional to determine which strategies are appropriate for you. A few ideas for eliminating or reducing capital gains tax when you sell your personal residence are as follows:

• Don’t sell. There is no tax due if you are not a seller.

• Refinance to pull cash out. Mortgage loan proceeds are not taxable.

• Keep a record of all capital expenditures on your home. Money spent on major capital expenditures are added to your basis, and therefore potentially reduce the tax liability

• Shelter capital gains through Opportunity Zone Funds. This opportunity will end at the end of the 2023 calendar year. According to Chris Bryant of RBC Wealth Management in Colorado, an

alternative to mailing your check off for the amount of the tax due is to invest in an Opportunity Zone Fund. In 2017, the Tax Cuts and Jobs Act created the Qualified Opportunity Zone Program to provide a tax incentive for private, long-term investment in economically distressed areas. An Opportunity Zone is a community, nominated by the state and certified by the U.S Treasury Department, qualified to be a part of the program. That act created 8,700 Opportunity Zones in all 50 states, including a few in Boulder.

• Opportunity Zone Funds are available for investors to defer and potentially reduce or eliminate tax on capital gains. The Fund Manager invests in a selection of Opportunity Zone projects. These investments are only available to Accredited Investors. An Accredited Investor is someone with at least $1 million in net worth or $200,000 of annual income as a single person or $300,000 for a couple.

• Investing in a Qualified Opportunity Zone Fund has several benefits. An investor with substantial capital gains tax liabilities from any (stocks, bonds, real estate, etc.) prior to investment can defer, reduce, and possibly eliminate the tax due if all the criteria are met. Tax savings are only available when an investor is willing to retain the investment in the Qualified Opportunity Zone Fund for specific periods of time. The greatest benefit occurs if the investment if held for 10 years.

• If you are going to invest in an Opportunity Zone Fund, you need to do it within 180 days of the sale of the appreciated asset. The investor may invest the return of principal as well as the capital gain, but only the portion of the investment attributable to the capital gain will qualify for the tax on any appreciation of the Opportunity Zone Investment.

• 1031 Exchange – On the surface, a personal residence DOES NOT qualify for a 1031 Exchange. A 1031 Exchange is a transaction where you trade your old investment property for another investment property and defer any tax if, in general, you trade up in value and debt. In order to enter into a 1031 Exchange with your personal residence, you must first convert it to a rental. Your CPA can help you outline a plan to make this happen. Then, once it is officially a rental, in the eyes of the IRS, you can exchange it for another property. If you just want to sell, pay the tax and move on, this plan won ’ t be for you. However, it is a plan that could create a family legacy. For example, exchanging the old personal residence for an apartment building could create an income stream for the family for years to come.

Multigenerational Living and Its Staying Power

the children move on. Realtor.com cited Parolek’s version of a more versatile single-family home: “The main dwelling houses the core family unit. Then, there’s a wing for the grandparents and a third unit over the garage for boomerang kids or to rent out. The space includes a shared courtyard. So, in this single space, there are three distinct units that function as one unit or close off for privacy”

And finally, communities with multigenerational housing need affordable living options to house the support workers they require such as childcare providers, home health aids and housekeepers. Given the growing trend, it all points to a needed shift in housing that will be felt increasingly in the coming years.

Multigenerational homes in the U.S. are proving to have staying power Defined as including two or more generations of adults, multigenerational households spiked during the COVID-19 pandemic years. At the beginning of the pandemic, multigenerational home purchasing jumped from 11% to 15% for three months, returned to around 11%, but then increased again to a total of 14% of purchases nationwide for the year ending in June 2022, according to National Association of REALTORS® data.

But the upward trend did not begin then. Multigenerational living has been growing sharply in the U.S. over the past five decades, quadrupling from 1971to 2021, “and shows no signs of peaking,” according to a Pew Research Center report on survey results last year. Today, 18% of people live in homes with more than one generation under one roof. Forty percent of adults cite financial issues as the motivation for multigenerational living. About 25% say caring for an adult family member or receiving care themselves is a major reason and 28% say it has always been their living arrangement, reports the Pew Research Center. Other goals include a change in their relationship status such as death of a spouse or divorce, companionship,

or for childcare help – either providing or receiving.

With more extended families sharing homes, housing needs are evolving. Realtor.com reports that Daniel Parolek, author of Missing Middle Housing: Thinking Big and Building Small to Respond to Today’s Housing Crisis, said multigenerational housing needs to meet three standards: accessibility, adaptability and affordability.

Experts have identified options to meet these three standards. First, accessory dwelling units, adaptable single-family homes and senior living spaces were identified as key for supporting accessible housing.

Next, homes must be designed to adapt to the changes that occur over a lifetime, from when there are young children in the home, to when they become adults, to when

Demand for charging stations in condo buildings grows as more residents buy electric vehicles

Over the past few years, we ’ ve watched the number of electric vehicles (EVs) in our neighborhood grow exponentially.

Five years ago, there were just 1,000 EVs in our state Now the license plates number in the tens of thousands. In our own little suburb, we mostly see a variety of Teslas, but increasingly Rivian trucks are showing up.

In 2018, there were just about 1 million EVs in the country

According to the Department of Energy, as of Dec. 31, 2021, California led the way with just over 563,000 EVs And last year, experts predicted there would be about 20 million EVs by 2025.

Two years ago, the number of homeowners and renters had grown enough that we discussed a thorny issue facing EV owners: where to charge their EVs At that time, public charging stations were few and far between. Last year, we revisited the subject of where owners could charge their electric vehicles More people were thinking about installing Level 2 charging stations, while condos and co-op buildings were grappling with owners and renters fighting over charging times and who should pay for the electricity

Welcome to 2023 According to J D. Power & Associates, EVs account for less than 1% of the U.S. car market, or about 2 5 million electric vehicles sold. At this rate, it will be a while before there are 20 million EVs in the U S

But every EV owner knows they need a place to charge their vehicle. Preferably, somewhere close by that

has a Level 2 charger. Better yet – in their own garage

What’s new this year is the real estate industry recognizes it must deal with and solve the problem of charging electric vehicles. It also recognizes that the vast majority of existing buildings can ’ t easily install enough chargers to meet the current and coming demand.

Turns out, there are a number of physical, logistical and even financial problems that have to be solved before EV chargers can be installed in every building. This is especially true for buildings that are more than five years old At the recent National Association of Real Estate Editors meeting, Ilyce listened to a panel of real estate experts discuss the EV trend, and how the vast majority of existing buildings can ’ t accommodate the charging capacity residents desire

For starters, many properties don’t have the proper wiring to manage the required electrical load. Residents in condos and co-ops are already fighting about who should pay for the electricity and how the charging rotation should be managed. And, the electrical grid in many parts of the country apparently can ’ t deliver the amount of electricity needed to accommodate the number of EVs on the road today, let alone plan for the next 20 million EVs.

(There are important questions companies need to answer as well: If companies allow some employees to plug in for free, should that be considered an employee benefit and taxed? Is it fair to give some employees access – effectively subsidizing their mode of transportation – and not others? What kind of technology can manage this and perhaps deduct the electricity cost from an employee’s paycheck?)

David Aaronson, CEO Refuel EV Solutions, noted that there are three basic models when it comes to EV charging: owning its own system, licensing someone else’s system, which would be installed as a service model, or having an owned/operated model.

First, a condominium building or homeowners association could purchase an EV charging station. That includes paying for the electrical conduit, the cost of the charging station itself, cell connectivity, software, and the time and cost of managing it.

Or, you can hire an outside company to install a charging station as a service. Homeowners and renters would pay for what they use. There are software programs that could help manage charging slots This option could potentially drive a small amount of revenue for the homeowners and condominium association, or for real estate investors, as well.

Finally, then there’s an owned/ operated model, where an outside company installs the charging station and maintains it. Revenue is then shared between the outside company and the real estate owner, landlord or condo/homeowners association

Jim Hurless, EV real estate lead for CBRE Group, Inc., one of the world’s largest commercial real estate services and investment firms, said that there are labor issues and infrastructure issues today preventing the building and installation of

enough EV charging stations

“You can ’ t find people to build them. The labor market is tough,” he said. CBRE is “building a facility in Jacksonville to train our 20,000 people ”

Infrastructure is another issue Buildings that are older don’t have the necessary wiring to accommodate an EV for every owner. And even if they did, local substations may not be able to deliver enough power to the building to accommodate that level of charging Hurless says these are problems the real estate industry is starting to work on. Especially now that they’re starting to recognize that EV chargers could present a revenue opportunity

Is a geothermal heat pump right for me?

As you watch the temperatures rise and your energy bills skyrocket even faster, you may find yourself wondering if there’s a better option to heat and cool your house than your forced-air HVAC unit. Depending on your circumstances, a geothermal heat pump could be the right solution for you, using the energy of the earth itself as a completely renewable resource.

No matter how hot or cold it is outside, the ground temperature remains stable once you get more than a few feet underground, where the temperature reliably remains at about 55 degrees.

While traditional air conditioners use compressors to pump refrigerant that cools the air and traditional heaters burn fuel to warm the air, a geothermal system runs pipes underground. These pipes pump liquid that absorbs the constant temperature and then transfers it to the air in your home.

Geothermal heat pumps are

highly efficient and drop your utility costs sharply. You can expect energy costs for heating and cooling to drop by 25 to 50%.

One of the biggest downsides of geothermal heating and cooling is the considerable space and effort required to install it. Professionals will need to excavate a large area of your backyard to bury the pipes. However, this work is also becoming more and more efficient by the year, and newer models require less space to get the same result.

A geothermal heat pump will work well in any climate, but it’s most efficient in colder climates.

Geothermal heating and cooling tends to increase your home’s safety by lowering the amount of potentially combustible gases, fumes and carbon monoxide that can enter your house. They’re also quieter than forced-air systems.

Expect to pay between $20,000 and $25,000 for a geothermal heat pump, which is about a third more than you’d pay for a traditional

forced-air system. However, geothermal energy is subject to a considerable tax incentive. You can receive a 30% Residential Clean Energy Tax Credit for any system installed in the next 10 years, according to Energy Star

Because geothermal heat pumps have fewer moving parts than traditional forced-air systems, they tend to have a longer lifespan. You can expect 20 to 25 years of service from a new system. The buried liquid loop itself has an even longer lifespan of about 50 years.

Geothermal systems are highly technical and complex systems even by HVAC standards, so make sure you hire a pro with experience in geothermal systems and your type of home. They’ll perform the necessary calculations to recommend the correct system size for you, as well as the most appropriate methods for burying the pipes around your home.
