Hampstead incorporation meetings planned From Staff Reports Public meetings will begin in February and March on possible incorporation of Hampstead. Since the summer of 2018, a group of Hampstead area residents have been working on a potential incorporation of 34 square miles and about 15,800 residents in the Hampstead area into a municipality. planned for Feb. 12 (7 p.m.), 16 (1:30 p.m.), 21 (2 p.m.), and 26 (7 p.m.) at American Legion Post 167 166600 U.S. Hwy. 17 in Hampstead. Meetings are also scheduled at the Hampstead Library for Mar. 16 (10 a.m.), and Mar. 23 (noon). These presentations are open to the public and the same materials will be presented at each meeting. According to information presented by the incorporation committee, an Ad Valorem city tax of 20¢ per $100 property
valuation will be needed. For the average homeowner this is about $1.10/day. The committee reports a town the size of Hampstead can receive at least 40 percent additional funding from state and federal sources. In North Carolina, only the General Assembly can incorporate a city, town or village. A petition bearing the signatures of approximately 1,950 Hampstead area registered voters certified by Pender County Board of Elections is required to present the request for incorporation to
the Legislature for their consideration. A previous attempt to incorporate Hampstead more than 10 years ago failed to garner enough support from residents after a straw vote failed to produce enough votes. A study conducted by the incorporation committee includes an analysis of growth and development in the Hampstead area, legal requirements and actions to incorporate, services the town would provide, and a financial analysis of the costs of incorporation to residents.
