Law enforcement officers in easter n Pender County have long lamented the drive to Burgaw to bring suspects before a magistrate. The situation is problematic, taking an officer out of the field for an extended period of time. With no funds available for a magistrate in the Hampstead area, the Virtual Magistrate program may offer some help. The Virtual Magistrate uses online technology to allow access to a magistrate. Pender County Commissioners heard a report on the program at the Board’s Nov. 8 meeting. Pender Information Technology Director Eric Harvey told the board the computer system he was considering was not expensive, but it has limitations. “Working with the county manager’s office and the sheriff ’s office, we looked at the pros and cons of what this system would do,� Harvey said. “We also talked with Surf City, which is also using the system. The system is simple, but it works well.� Harvey says the Virtual Magistrate will be set up at the Sheriff ’s Department substation at the Pender County Government Annex in Hampstead.

Board of Elections meets to certify vote The Pender County Board of Elections will meet Friday in Burgaw to certify the county’s vote totals in the Nov. 9 election. Until then, all vote totals are unofficial. “There is a lot of work to be done between now and then,� Pender County Board of Elections Director Dennis Boyles said on Monday. “We have to do an audit, and look at all the provisional ballots.� Voters who had some sort of problem voting cast provisional ballots – wrong addresses, and voting at the wrong precinct are some of the problems that could cause a voter to cast a provisional ballot. About 537 provisional ballots were cast in Pender County. “We look at each one of them to determine if they are valid and will be counted,� Boyles said. Past elections have seen vote totals begin to be posted shortly after the polls closed and often the count is complete by 9 p.m. the night of the election. The Nov. 9 election saw vote totals begin to be posted well past 10:30 p.m. “It was after 9 p.m. before we even got the early votes counted. Then we have to close out every machine and it takes about 10 minutes per machine,� said Boyles. “It’s time consuming. The earliest we could start on the early voting ballots was 2 p.m. Everything went smoothly on Election Day, but it’s not over until we certify the vote on Friday.�

Sheriff Carson Smith Pender County Sheriff Carson Smith says the system is good, but it is very limited. “The best solution is if the state would fund a magistrate for Hampstead. We have used the Surf City system before, and it’s not the same as having a magistrate in the office. In the past, if we need to swear out a warrant or get a search warrant, we had to drive all the way to Burgaw to the magistrate’s office and swear out the warrant,� Smith said. “This has helped with this tremendously. It could also be used possibly for an initial appearance. Anytime someone is arrested, we take them to the magistrate. It does allow for a video magistrate. But if the magistrate puts them under a secured bond, they have to go to jail in Burgaw anyway.

The system sounds good, and maybe in the future they may open it up. But right now, this is all we can do.� Commissioner David Piepmeyer said any time saving that can keep an officer on patrol rather than driving back and forth to Burgaw was a plus for the Sheriff ’s Department. “There is some benefit here. We need to understand the limitations, but this is well worth persuing,� said Piepmeyer. “On nights and weekends when we don’t have the same level of coverage, this will be beneficial.� Smith agreed and suggested talking with Pender’s state representatives to try to help secure funding for a magistrate in the Hampstead area.
Pender County continues to be a heavily Republican county, according to the results from the Nov. 9 election. Across the ballot, Republicans led Democrats by about 65 to 35 percent. Out of the 40,026 registered voters in Pender County, 27,667 cast ballots in the election, or 69.12 percent of voters. In the race for president, Republican Donald Trump pulled the highest vote totals with 17,425 votes, or 63.26 percent. Democrat Hillary Clinton received 9,240 votes, or 33.55 percent. Libertarian candidate Gary Johnson was a distant third with 627 votes and 2.44 percent of the vote. All vote totals are from the North Carolina State Board of Elections and are unofficial. Republican incumbent U.S. Senator Richard Burr took 62.68 percent of the vote in Pender County, to challenger Deborah Ross’ 33.11 percent.
Incumbent Re publican Representative David Rouzer won with 66.05 percent of the vote. Democrat J. Wesley Casteen trailed with 33.95 percent. In local races, Republican State Representative Chris Millis defeated two-time Democratic challenger Steve Unger 64.9 percent to 35.10 percent. In the Pender County Commissioner’s race, Republican newcomer Jacqueline Newton defeated incumbent Democrat Demetrice Keith 65.87 percent to 34.13 percent. Republican commissioner Fred McCoy retained his seat on the board by defeating challenger Sheree Shepard 64.19 percent to 35.81 percent. Pender County Republican Register of Deeds Sharon Willoughby was reelected unopposed. In a non-partisan judges race, Pender attorney Kent Harrell won a seat on the bench in Superior Court District 5B. Harrell won in the

Maple Hill man charged with sex crime
From Staff Reports Investig ators with the Pender County Sheriff ’s Office charged Johnny Ray Carlton, Jr, a 49-year old resident of Maple Hill, with several sex offenses involving a minor child Nov. 11. Carlton, formerly of Duplin County, was charged with one count each of statutory sex offense of a child by an adult, indecent liberties with a child and sexual battery. He is currently in the Pender County Jail under a $500,000 secured bond. The investigation is still open and the sheriff ’s office is asking the public with any in-
