County officials have proposed moving the Soil and Water Conservation District office, the Farm Service Administration office, and the Natural Resources Conservation Service office out of leased space in the the Pender County Agricultural Building at 810 S. Walker Street in Burgaw. The move would allow county government to put several related county offices together – Environmental Health, Planning, Inspections, and Permit-

Tier 3 status continues to hinder county By Andy Pettigrew Post & Voice Publisher Pender County’s designation as a Tier 3 county in North Carolina proves to be a hindrance to access to grants and other funding. The N.C. Department of Commerce annually ranks the state’s 100 counties based on economic well being and assigns each a designation. The Tier system is incorporated into various state programs to encour-

age economic activity in the less prosperous areas of the state. The 40 most distressed counties are Tier 1, the next 40 as Tier 2 and the 20 least distressed are Tier 3. Super Lawyers is a rating service of outstanding lawyers who have attained a high degree of peer recognition and professional achievement. Attorneys are selected through a process that combines peer nominations, evaluations and independent research. While up to five percent of the

lawyers in the state are named to Super Lawyers, no more than 2.5 percent are entitled to the Rising Stars list. Rivenbark grew up as the son of educators, but he decided early on to take a different path. Since he was around 10 or 11 years old, he knew that he wanted to be an attorney and that he wanted to practice in Burgaw. He remembers growing up surrounded by good lawyers and having positive experiences with them all, like going to church with Ricky Biberstein and Judge Gary Trawick.
