By Barbara Hazle Post & Voice Staff Writer Architect Charles Boney with LS3P updated the Pender County Board of Commissioners on the budget and progress of the Surf City elementary and middle school project at the July meeting. In stark contrast to the April update during which the commissioners complimented Boney on the progress and the contingencies built into the budget, the commissioners heard that prior to the construction work having a finalized bid, or even going out to bid, the contingencies had been absorbed and the cost was already $3 million dollars over the $35 million dollar budget. The primary causes of the cost overrun was 10 percent inflation in costs, site development and additional classrooms required by the state for K-3. Commissioner David Piepmeyer expressed frustration at the lack of communication between the architects, the Pender County School Board and the County Commissioners. “Why wasn’t this planned for? The budget is flawed, the contingencies were not high enough, there were no inflation contingencies in place, communication is poor and we had to find out about this in the paper which should never be the case,” said Piepmeyer. Boney reminded the board that more than two years ago when the budget plan was developed the site had not been finalized from four that were proposed. Two of the sites had expansive wetlands, and the current site is 60 percent wetlands. But the site was the best of the four with the ability to tie into Surf City for water and sewer. Site development at $50 a square foot are significantly higher than the average site development costs. The solution put before the board included eliminating the state curtain, some athletic fields, canopies, a less expensive façade, terrazzo floors, garden planters in the courtyards and most importantly 15 classrooms with a loss of 329

Road projects, road closures and delays were a major topic of conversation at the recent July Pender County Board of Commissioners meeting. The Board asked Jessi Leonard, Division Traffic Engineer in Pender County for more communication from the Division Traffic Unit and the NC DOT relating to road closures and delays. Movie filming in the Currie area recently cause traffic delays along N.C. 210 near the intersection with Bell Williams Road. “I have had numerous complaints lately about delays especially during filming,” said Chairman George Brown. “If I don’t have any information to tell them, and if we are not aware of what’s going on, we can’t give anyone stuck for long periods of time an explanation. I know we get DOT closures but we need to make sure that anyone filming is following through by telling the DOT ahead of time, and your office so we can have answers if the public calls us.” Leonard said that the department ties to use the Variable Message Signs (VMS) to alert citizens to upcoming delays without specifically saying what is going on especially as it relates to filming particularly in the Burgaw area. The VMS signs were posted along Malpass Corner Road and N.C. 210 prior to the filming delays. “I know that they do not want people knowing ahead of time and showing up to a particular location,” said

Patsy Bolick is retiring after 40 years of service at Pender Memorial Hospital. We would like all of Patsy’s friends and past colleagues to come and celebrate with us July 29 in the education room at Pender Memorial from 12-2:30 p.m. Patsy has had many chapters in her life but the longest one has been here at Pender

College, Sandhills Community College and East Carolina University, she received a degree in medical technology. Patsy found her first and only full time job here at Pender Memorial in the laboratory June 21, 1976. Patsy’s base pay when she started was $4.25 an hour – today you can’t even buy a combo meal for that. Working as a medical

technologist in the laboratory has been a rewarding and challenging adventure. Patient routine testing is, well, routine. But the most interesting tests are the ones that produce critical values and uncover complicated diseases. Technology has changed in many ways during the past 40 years.
