State court ruling affects Hampstead Bypass project By Barbara Hazle Post & Voice Staff Writer

A significant decision was recently passed by the North Carolina Supreme Court regarding the stalled and unfunded Hampstead Bypass The N.C. Supreme Court ruled in favor of homeowners who have been in limbo to date regarding selling, developing, or actively pursuing other improvements on their land which had been earmarked to become right of way properties purchased for the bypass. According to the Map Act the North Carolina Department of Transportation needs to either buy or abandon the land tracts identified as within the development of the bypass, the North Carolina Supreme Court determined in early June 2016. The ruling included that regardless of the stalled funding, the state would need to compensate homeowners that have been in limbo for the last several years. The N.C. House and Senate approve all the funding for the

Festival draws big crowds

North Carolina Department of Transportation. Representative Chris Millis (R-Pender), has already proposed a referendum via bill HB 1090 to move money from the NC Connect bond fund passed in March 2016 towards road projects including the bypass. The measure would redirect $490 million of the $2 billion Connect NC Bond passed in March 2016, to promote and push ahead much needed infrastructure including the limited access road from the New Hanover line to Jacksonville, North Carolina. The Pender County Board of Commissioners voted to lend their support for the road improvements, and affirmed their position with Representative Chris Millis to redirect funds into local infrastructure at the recent commissioners meeting. “We don’t know what the outcome is, but we know we do want an efficient and well thought out roadway that will serve the citizens in eastern Pender County.” Said Chairman George Brown.

Tammy Proctor, Tourism Director for Pender County unveiled a new logo and marketing brand for the county at the recent Pender County Board of Commissioners meeting. “This new brand can be used by each and every department.” said Proctor. The new logo has a modern turtle design with two subtitles.

“Pender County has not had a marketing brand or tag line,” Proctor said. “We went with Greg Ford here in Hampstead to design the logo. Mr. Ford already understood the richness of the county as a whole. The turtle design is a pin drop used by Google to indicate you have arrived at your destination. We want tourists, residents and consumers to understand
