From Staff Reports Topsail Beach was named to the Best Restored Beach list in 2016 by the American Shore and Beach Preservation Association (ASBPA) Only five beaches were selected in the ASBPA’s much-anticipated annual list of the nation’s best restored beaches. In addition to Topsail Beach, beaches in Galveston, Texas, Highland Park, Ill., Seabrook Island, S.C., and Redondo Beach, Calif. were honored for their restoration projects. “This is an honor for Topsail Beach,” said Michael Rose, town manager. “Our town officials, BIS Committee and residents have worked hard on

Topsail Beach’s nourishment program.” Chris Gibson, president of TI Coastal, the contractor for the beach project, called Topsail Beach a benchmark project. Gibson worked with Topsail Beach for more than four years and played a key role in the nourishment project. Topsail Beach’s re-nourishment is a unique project, said Mayor Howard Braxton. Topsail Beach’s project is the first to utilize legislation sponsored by state legislators Harry Brown, Chris Millis, and Bill Rabon. Beach nourishment started

the Pender County Sheriff ’s Office, New Hanover County Sheriff ’s Office, and the Duplin County Sheriff ’s Office into the manufacturing, trafficking, sell and delivery of Heroin has resulted in several arrests over the last couple of months. In March, 2016, Angelo Ornez Basyden, Byron Levi Basyden, Schecara Keith Acevedo and Gregory Lynn Winfield, Jr. were arrested and face charges related to this investigation. Agents with The Pender

Commissioner Demetrice Keith asked Pender County Utilities Director Michael Mack about a subject that recently came up at the Greater Currie Community Organization meeting Commissioner Keith had attended. “Some of the members told me they were getting their money back from the water project in the Moores Creek area. This is specifically the Patriot’s Watch community – is that true,” asked Keith. Mack responded that some areas would not be serviced in phase one. “We broadcast out to 9,000 citizens in all of Moores Creek to find the density and where we could afford to do the project. At that time there were no limits. We asked anyone in that area to sign up and pay the $120. Upon the

signups and based on the cost estimates, we said we can’t do all this with the funding available.” The county decided to create a core where the citizens and signups were the densest mirroring the plan used in the Rocky Point district. “If they are not in the phase one area, rather than sit on their money for years, we are returning it to them. We are keeping their applications active and on file, and hopefully we will have additional phases.” Commissioner George Brown said if additional phases are funded then the fee will have to be repaid at the time of signing up. “In Rocky Point we probably held some homeowners money for 12 years – we are not going to do that to those Moores Creek this time.
