Commissioners take hit over flooding, drainage issues

Residents bring concerns to BOC meeting By Barbara Hazle Contributing Writer Pender County Board of Commissioners came under fire for their stand on flooding and drainage issues in Hampstead during public comments at the recent March 21 meeting. Rodney Simpkins discussed what he has started calling “wet building permits” “People find themselves suddenly below water, and it’s all because of things that are happening here in the county. It starts with builders buying ever lesser quality low lots, and getting permits to build on these lots, primarily east of Highway 17. People who live over there that think they are on high land, may find themselves underwater in the future because of the activity.” Said Simpkins. “People are finding themselves legally pitted against each other, shallow pocketed neighbor against other shallow pocketed neighbor because a developer dumped loads of dirt building up a new house, causing rapid run off into old neighborhoods. There is a potential catastrophe waiting to happen.” Stating that the county has no run off plan, Simpkins proposed an immediate moratorium on building until CAMA or the Corps of Engineers certifies that a lot is buildable and dry. Simpkins had four additional suggestions that due to public comments being

Hunter Houck, a homeowner in Scotts Hill who home has experienced severe flooding, blasted the panel for their statements that their “hands were tied.” “I have some questions. Mr. Brown you stood in my cul- desac and said how you could see this could happen using a check box situation behind a desk, that someone who hadn’t set eyes on the lot could have issued a permit. You said we should do more, so what has been done?” “In all fairness, I looked at the lot and said to myself, this is low in here, why would I want to build on this low a lot,” said Commissioner George Brown. ”There looked like blockage downstream, who owns that property, a lot of that is out of the hands of the county.” Houck said, “Well, I have found things that are enforceable right now and there is nothing being done. This is a catastrophe that has happening in epidemic proportions in this part of the county.
