Atty. Carminda Fabros is the Executive Director of the SubicClark Alliance for Development (SCAD). She also served as Director for Policies and Plans (2017-2019) and Legal Counsel (2008- 2011) of SCAD. She was previously consultant for Housing and Development, City Government of Tarlac; and consultant for the One-Stop Shop Inter-Agency Tax Credit and Duty Drawback Center, Department of Finance.
Atty. Roberto Lim is the Undersecretary for Aviation and Airports at the Department of Transportation. He comes with a wealth of experience in the aviation industry, legal profession, and corporate governance. As Undersecretary, he is responsible for formulating policy, plans and programs to modernize and grow the aviation industry. He was previously a member of the management committee of Philippine Airlines; Country Head of International Air Transportation Association Philippines; and independent director of the Philippine Stock Exchange and other publicly listed companies.
Brigida Pili is the Officer-in-Charge Regional Director of the Department of Trade and Industry Regional Office 3. She started her civil service journey as an Accounting Clerk II for the National Cottage Industries Development Authority. Ms. Pili has been serving the DTI for 44 years. She has worked relentlessly over the years to help facilitate the creation of a business environment where Filipino micro, small and medium enterprises can strive while also ensuring utmost consumer welfare.
Leonel De Velez is the Assistant Secretary for Planning and Project Development at the Department of Transportation. He was previously a Project Manager for the North-South Commuter Railway System. Mr. De Velez has been involved in several transportation projects such as the Regional Airports Public-Private Partnership, NAIA PPP, PNR South Long Haul, Mindanao Railway, and Subic-Clark Railway. He obtained his degree in Bachelor of Science in Foreign Service in International Economics from Georgetown University’s School of Foreign Service.

Atty. Agnes VST Devanadera is the first woman President and CEO of Clark Development Corporation, which manages the Clark Freeport Zone, one of the Government’s major economic catalysts and socioeconomic exponents. She was previously chairperson of the Energy Regulatory Commission. A woman of many firsts, she is a trailblazer for women empowerment. She is the first woman to be appointed twice as Secretary of Justice; first woman Solicitor General; and first woman Government Corporate Counsel, among a long list of many firsts.
Eduardo Jose Aliño is the Subic Bay Metropolitan Authority Chairman and Administrator. Previous to his appointment, he was part of the private sector, being involved in various businesses, including those related to ports, shipping and logistics. He was president and chairman of the S.T.A.R. Group of Companies; chairman of the Subic Bay Yacht Club; and vice president of Mega Equipment International Corp, among other business enterprises.
Noel Manankil is the President and CEO of Luzon International Premier Airport Development Corporation (LIPAD), the operator of Clark International Airport. Before his current position, he was the Executive Vice President of LIPAD from February 2022 to August 2022. He was formerly with the Clark Development Corporation (CDC), starting his career in 1996 as Senior Financial Analyst in Corporate Planning. He was appointed President and Chief Executive Officer of CDC in December 2016 until his resignation in October 2020.

Mikkel Puyat is ICTSI’s Commercial Director for the Philippine Cluster, bringing over a decade of experience in the port industry. He recently served as the Chief Commercial Officer at Contecon Manzanillo, Mexico’s largest port and main gateway for international trade to the Far East. Prior to this role, Mikkel held various positions, including Senior Operations Manager at the Manila International Container Terminal in the Philippines.
Christian Go is the General Manager-Operations of DHL Summit Solutions, Inc. as well as Country Head, Transportation, and Business Unit Head of DHL Supply Chain Philippines, Inc. He was previously the Senior Transport Manager - Fleet Management and Billing; and Transport Head for Luzon at 2GO Logistics, Inc.
Noel Santiago is the Chief of Party for the United States Agency for International Development Strengthening Private Enterprises for the Digital Economy (USAID SPEED) Activity. Additionally, he is on the Board of Directors at Zip Financial Technologies Inc., Magpie. IM Pte Ltd, and Sun Savings Bank. His career spans over three decades in the financial services sector and influenced the financial technology landscape in Southeast Asia and the Philippines. His experience includes being CEO of Solutions Exchange Inc; a Board member at Bancnet; and Chairman of Operations at Instapay.
Israel “Ely” Baleta is the Chief Solutions Officer of the logistics arm of FAST Logistics Group, focusing on enhancing FAST’s 4PL business and supporting the commercial team in delivering innovative solutions aimed at enhancing customer value. Mr. Baleta is a seasoned professional with over two decades of experience in the field of logistics and supply chain management. His diverse background encompasses various areas, including Supply Chain Management, Business Continuity Planning, Center & Logistics Operations, Project Management, Program Management, Distribution Quality Management Processes, and International Management Systems.
Mary Jean Pacheco is an Undersecretary at the Department of Trade and Industry. She manages the DTI Regional Operations Group composed of 16 regional offices, 81 provincial offices and 1,387 Negosyo Centers nationwide. Her portfolio includes the E-Commerce Bureau, Supply Chain and Logistics, Wholesale and Retail Trade Office, and DTI’s Business Name Registration System. Pacheco is a highly motivated and dedicated Career Executive Service Officer with significant contribution and experience in public sector management, specifically in planning, monitoring and evaluation, performance management, public administration, and public policy formulation.

Atty. Marlon Fritz Broto is the Deputy Collector for Operations at the Port of Subic, Bureau of Customs. He is also an academician, having been a member of the University of Eastern Philippines College of Law faculty, and then the College’s Law Dean. Atty. Broto graduated Class Valedictorian (summa cum laude) and Best Thesis Awardee, and is a double gold medalist in the Executive Master in National Security Administration of the National Defense College of the Philippines in 2021, with the rank of Lieutenant Colonel in the Philippine Army.
Atty. Erastus Sandino B. Austria, CESO V, currently serves as the District Collector of the Port of Clark, one of the ten major Collection Districts in the Bureau of Customs, Department of Finance. He previously served as District Collector at the Ports of Manila, twice in the Port of Davao, the Manila International Container Port, and the Port of Cagayan de Oro, before his most recent assignment in Clark.
Mariz Regis is the President and CEO of Airspeed International Corp. She is an experienced logistics professional with over 40 years of expertise in project management, strategic business development, business solutions, operations, and international logistics. She has held leadership positions in multiple industry organizations, including the Philippine Mulimodal Transport and Logistics Asssociation.
Samuel Bautista is a Customs Broker by profession and is the Chairperson of the Professional Regulatory Board for Customs Brokers at the Professional Regulation Commission and a member of the Technical Panel for Customs Education at the Commission on Higher Education. Mr. Bautista is also a Researcher on Customs & Trade Security and International Trade Regulations for the Center for Information Convergence and Strategies at San Diego State University in California and a Management Committee member of the International Network of Customs Universities.
Atty. Alden C. Labaguis is a Tax Principal at SGV& Co specializing in tax and customs advisory for local and multinational companies in the consumer products and retail, power and utilities, and technology sectors. He is a lawyer focused on helping clients deal with controversy involving Philippine tax and customs authorities.
