Wawrzaszek Inżynieria Samochodów Specjalnych (WISS Special Vehicles Engineering) is a modern, rapidly growing company in the fireservice industry. It offers a whole range of products: fire engines, airfield crash tenders (including the FELIX series), technical rescue vehicles, command and communication vehicles, police riot vehicles (the TAJFUN series). The company also produces specialist trailers, containers, basket lifts with a 48 meter reach, fire extinguishing pumps, firefighting foam dispensers and Compressed Air Foam Systems (CAFS). The flagship company of WISS Group is WISS Polska. It is a leading European fire fighting engine producer. Among other companies that belong to the WISS Group are: FM Bumar-Koszalin S.A., basket lift producer operating in the market since 1945; Ruberg AB, producer of firefighting pumps and moto pumps founded in Sweden in 1932; WISS CZ S.R.O, the Czech branch of the Group and WISS Cooperation that specialises in cutting and bending structural steel, stainless steel and aluminium. In May 2015, Thoma, a German producer of fire fighting vehicles, joined the WISS Group. The company founded in 1987, after entering the Group, has changed its name to Thoma-WISS. Thanks to an effective development strategy WISS has become a global player in the fire fighting market. The company operates in 60 countries around the world, on every continent.

T

he recent news about the increase in Chinese exports has electrified the media worldwide and instantly became a topic of economic debates. The most current analysis of the World Bank also opens a discussion on the opportunities for the global economy and its dependence on the economic condition of China. Is the world really that interested? 近来,中国出口量增加的报道引发世界各地媒体的关注,并 立即成为一个争论的经济话题。世界银行的最新分析也引发了关 于全球经济发展机遇和其对中国经济依赖的讨论。世界市场对 中国真的有如此兴趣? There is no place in the global economy to say this does not concern me, so I remain ambivalent. Especially when we are talking about events occurring in the “Factory of the World”. China does not only sell its products to other countries, but also buys from them resources and materials. Considering the scale of the Chinese giant, a change of a fraction of a per cent may have a negative effect on small and medium-sized partners. The dramatic drop in copper and coal prices had a clearly negative impact on the Polish economy. Nevertheless, the drop of oil and gas prices had a positive effect. But is the deflation they caused also positive? We still have our doubts. The concerns over the Chinese economy also affect the Warsaw Stock Exchange. One cannot escape globalisation. One has to learn to make use of it. In the 1990s, the Polish market went through an economic transformation, and later Poland joined the European Union. It received its first lesson in market economy during the first wave of the economic crisis of 2008-2009. It was then that we learnt that market economy needs a... market. China has over 1.4 billion people who, after a period of economic boom, do not suffer from extreme poverty. It inspired the idea of Poland’s Go China strategy, which is a response to China’s Go Global strategy. 世界经济中没有人能够独善其身,很难用好坏来形容,特别 是在我们提及“世界工厂”发生一系列变化的时候。中国不仅向 其他国家出口产品,而且也会从他们那里进口资源和材料。考虑 到中国广大的市场,任何细微变化都会对中小型的合作伙伴产 生影响。铜和煤炭价格的骤降对波兰经济产生了负面影响,相 反,石油和天然气价格的下跌却促进了经济的发展。但是这些 变化引起的通货紧缩也是有益的吗?我们仍有疑问。波兰的股 票也受到了中国经济的影响。没有任何一个经济体能够摆脱全

The highest ranking officials from our countries have visited one another, and Poland has been proclaimed China’s strategic partner. Poland has also joined the Asian Infrastructure Investment Bank. Now the market is flooded with business activities. These started when Poland made a spectacular appearance at the EXPO 2010 in Shanghai. Since the opening of the Polish Trade and Investment Promotion Sections in Beijing and Shanghai, Polish companies have participated on a regular basis in specialist trade missions and the largest fairs. Polish exports to China may have started at a reasonably low level, but they have already tripled in value. Their shape is also changing. The Polish agri-food sector has recently entered the Chinese market. It is the sixth net exporter in the EU of clean and healthy food. Will this pave the way for others? Apparently the Poles and Chinese share the same proverb: “Through the stomach to the heart,” meaning one can win someone over through one’s cooking. 现在,我们能见到双方合作的第一个成果。起初,波兰向中国 出口的总量处于低水平。现今,其出口总额已经翻了三倍,且正处 于转型期。近来,波兰的农副产品已经进入中国市场。波兰是欧 盟第六大清洁和健康食品净出口国。这是否会为其他产品铺平道 路呢?毫无疑问,无论是波兰人还是中国人都适用于一句谚语“ 抓住你心的最好办法就是先抓住你的胃”,说的是用好吃的东西 来赢得别人的好感。 polish market

olish entrepreneurs have taken part in agri-food fairs in the People’s Republic of China for many years. The SIAL China fair in Shanghai is regularly visited by representatives of Polish business and administration. This year our participation is special because Poland is a guest of honour. In 2016, China is among the priority markets in terms of economic promotion. Polish food will be presented at approximately ten fairs in China. Apart from the event in Shanghai, Poland will also be a guest of honour at the Anufood fair held in Beijing on November 16-18, 2016.

波兰企业家们参加中国各种农业食品博览会已经很多年了。上 海的中国国际食品和饮料展览会更是波兰政商人士常常光顾的展 会。今年的活动更显特殊,因为波兰是展会的荣誉嘉宾。2016年中 国是我们经济推广方面的优先市场。波兰食品将在中国的大约十 个展会上进行展示。除了上海的活动,波兰还将作为荣誉嘉宾出现 在2016年11月16日至18日的北京国际食品博览会上。

hina is the biggest Polish trade partner in Asia. Last year was successful for the economic co-operation of our two countries. Our trade reached the total value of over EUR 22 billion. The volume of goods traded, particularly of Polish exports to China, does not measure up to the existing needs and capabilities. However, we should be pleased with the fact that, although the level of our sales to the Chinese market is relatively low, it has grown substantially in recent years. Between 2000-2015 we noted a 17-fold increase in Polish exports to China to EUR 1.8 billion. 中国是波兰在亚洲最大的贸易伙伴。去年,两国的经济合作 取得了成功。双方贸易总额达到220亿欧元。贸易总量与实际需 求和潜力还有很大的差异,特别是对中国的出口。但是,我们 应该高兴的是,虽然我们向中国出口的水平还很低,但近些年 有了大幅提高。我们注意到从2000年到2015年间,波兰向中国 的出口总额翻了17倍,达到了18亿欧元。 New opportunities for investment co-operation have appeared for Poland and China. The New Silk Road project, announced by the Chinese People’s Republic President, Xi Jinping, in Autumn 2013, creates opportunities for investment engagement on the route between the border of Poland and the boarder of China through Belarus, Russia and Kazakhstan. It also facilitates investment in the Southern Euro-Asian Route that runs, for now only on paper, through the areas closer to Iran, Georgia and Turkey. What is more, Polish companies could benefit from the development of the land routes that connect China to Europe by taking part in the investment project along the routes, especially through modernising and developing intermodal transportation in Poland and profiting from the transit of goods between Europe and China that runs through our country. It is worth to notice that a Łódź-Chengdu rail line has been operating since 2013. Initially, the line was used to ship goods from China to Poland only. However, since September 2015, the first shipments of Polish goods have been departing for China. The transit is 12 days long including customs clearance on the border crossings. polish market

Poland is offering very attractive conditions to develop business thus appealing to an increasing number of foreign investments. In comparison to other European Union countries, Poland’s performance looks impressive and places our country among European growth leaders. Therefore, global corporations eagerly choose Poland to start their new investment projects in Europe. 波兰强大的经济实力和坚实的经济基础为外资企业的投 资获利提供了保证。和其他欧盟国家相比,波兰的经济表现令 人欣喜,波兰是欧洲发展最快的国家之一。因此,全球的大企 业都急切地选择在波兰开始他们的新一轮投资。 Our high ranks are the result of the activities of, among others, the Ministry of Economic Development which supports investment development in Poland. Investors can receive, among others, financial support in the form of subsidies, personnel training assistance or innovative investment subsidies. Moreover, they can benefit from our special economic zones (SEZ). SEZ investors can obtain tax breaks and have access to land that is prepared specially for new facility construction. Moreover, we actively support the activities of Polish companies on the Chinese market. We initiate large promotional activities that facilitate new contacts and intensify the existing bilateral relations. We also collaborate within a multi-party co-operation platforms of Europe – China and Middle-Eastern Europe

Bearing in mind a special role of China in the world’s economy, since 2013 the Polish Information and Foreign Investment Agency on behalf of the Ministry of Economic Development, has been executing the Go China strategy. It is a Polish version of the Chinese Go Global strategy. China is a country of unlimited opportunities which is continuously seeking partners and planning to enter international markets. Poland has to face these objectives in order to be among the countries that significantly benefit from co-operation with the Chinese market. Therefore, the Ministry of Economic Development, in co-operation with other government institutions offers a joint, coherent cooperation development strategy with China. The objectives of Go China are both developing activities in traditional forms of co-operation and promoting new sectors. In order for the strategy to be successful, more activity from entrepreneurs is necessary and Go China serves as an instrument to encourage Polish companies to be more active. 鉴于中国在世界经济中的特殊作用,自2013年起,波兰信 息与外国投资局代表波兰经济发展部执行了“走向中国”战略, 即中国“走出去”战略的波兰版本。中国市场有着无限的机会, 中国也在不断寻求合作伙伴,寻求进入国际市场。波兰必须抓 住这些机会,成为能在与中国市场的合作中显著受益的国家 之一。因此,波兰经济发展部联合其他政府部门提出了一个联 合一致的与中国合作的发展战略。 “走向中国”战略的目标是 既要开发传统领域,也要创建新的领域的合作。为了保证该战 略的成功进行,企业有必要采取更多行动。而“走向中国”是 鼓励波兰企业积极行动的手段。 Our companies have been increasingly willing to act outside Europe and they have been very successful on new markets. I would like to highlight the fact that Polish companies can always rely on support from the government. Has the Agricultural Market Agency researched and analysed the Chinese market? What Polish products are currently in demand in China? 农业市场局对中国市场做了什么调研与分析?当 前中国需要哪些波兰产品?

The Agricultural Market Agency monitors the Chinese market on a regular basis. We do this in co-operation with our Embassy, the Trade and Investment Promotion Section, and Polish entrepreneurs who want to enter the Chinese market. The Agency has also noticed that there is a rapidly growing e-commerce market in China. We believe that this too will create substantial opportunities for our companies. In previous years China was mainly interested in chocolate and other cocoa products, dairy products, meat, and poultry by-products. Poland is currently holding talks with Chinese administration about the regionalization of products, in accordance with the OIE regulations. We have noticed that there are many Chinese companies interested in importing chicken claws and quills. There are only few Polish companies allowed to export these products to China. However, more poultry processing plants are waiting for China to approve their businesses. Once this happens, we should expect a large growth in export of these products to China. There are also talks concerning exporting apples to China. 波兰农业市场局一直不断地在关注中国市场, 我们同大使馆、贸易投资促进处、以及想要进军中 国市场的企业家们共同合作。同时,农业市场局还 注意到中国的电子商务市场发展迅速。我们相信这 为波兰企业提供了潜在商机。过去几年,中国的兴 趣主要是在巧克力和可可食品、奶制品、肉制品以 及禽类副产品上。波兰正在依据世界动物卫生组织

The Chinese market offers numerous opportunities to Polish producers. How do you relate to the recent trade contacts between Poland and China? Can we use this market to make up for losses caused by the trade embargo imposed on Poland by Russia?

Every year we observe changes in trade contacts between Poland and China, and the developing co-operation in the agricultural and food industries. We see developing partnerships that help with access to the market and product promotion. The Agency once again will have a stand at the International Food Exhibition SIAL CHINA which will be held in May. We are also planning a trade mission at the Exhibition where Polish entrepreneurs will be able to participate in B2B meetings. The Chinese market offers new opportunities for Polish companies. We have noticed this just by observing the growth in export of agricultural and food products to this market. On the other hand, China is a very specific market. Due to many differences, it will be very difficult to make up for the losses caused by the Russian embargo. The Chinese have many non-tariff barriers such as veterinary and phytosanitary certifications.

Is the mission supposed to merely promote Polish products in China, or will it also try to encourage Chinese producers to learn more about Poland, and invest in our country?

Although the Chinese market is opening up for imported food products, it is still considered as a difficult one. Being successful in China requires patience and systematic presence. It is important to find a reliable business partner with a proper knowledge of the industry and local market, who can also advice on how to make a product more attractive to a Chinese consumer. Another step that cannot and should not be missed is a wellprepared, long-term promotion. One of the best ways is a regular presence at specialized food fairs and trade events, where Polish businesses have a chance to display and advertise their products under one big brand – Polish Food. hina and Poland established strategic partnership in 2011. For many years, Poland has been our largest trading partner among Central and Eastern European countries. Last year, our trade volume stood at USD17 billion. It was inspiring, but not satisfactory enough considering the almost USD600 billion worth of China-EU annual trade.

As for Polish investors and exporters, the Chinese market is opening wider to them. As part of our reform efforts, last year, the number of restrictions on overseas investment in China was cut by 50%, and over 95% of overseas-funded projects may now be undertaken on a simple reporting basis. Besides Shanghai, we established several more pilot free trade zones in Guangdong, Tianjin and Fujian. In 2015, about 20 Polish companies were newly set up in China. Polish investment in China also grew remarkably.

One is the Silk Road Economic Belt and 21st Century Maritime Silk Road, or the Belt and Road Initiative, which aims to connect East Asia and Europe, boost infrastructural connectivity, trade and capital flow. As Chinese Foreign Minister Wang Yi puts it, the Belt and Road Initiative is China’s idea, but its opportunities belong to the world. To date, more than 70 countries and international organizations have expressed interest, and over 30 countries have signed agreements with us to jointly build it. Two financing institutions, the Silk Road Fund with USD40 billion input from China and the Asian Infrastructure Investment Bank (AIIB), which has 57 founding members, are both up and running. Another platform is “16+1” cooperation, a tailor-made instrument for 16 CEE countries to cooperate with China. Born out of the first China-CEEC Warsaw Summit in 2012, “16+1” is now a full-fledged mechanism championed by an annual leaders’ meeting, encompassing economic, financial, cultural, educational and other cooperation. Among its major economic projects are the Belgrade-Budapest railway line, China-Europe Land-Sea Express Line and the recently proposed “port zone project of Adriatic, Black and Baltic Seas”. There are several financial tools available, like the USD10 billion special credit line for China-CEEC cooperation and the China-CEEC Investment Cooperation Fund. This year we are also stepping up to create a “16+1 finance company”. ICBC takes the lead, and financial institutions from CEE countries like BGK have shown interests in joining it. Moreover, China and the EU have also agreed to promote three major dockings, namely, docking China’s Belt and Road Initiative with Europe’s development strategies, China’s international production capacity cooperation with the Juncker Plan, and 16+1 cooperation with the overall China-EU cooperation. 此外,中国和欧盟还同意推动三大对接,即对接中国的一带一 路规划与欧洲的发展战略,对接中国国际产能与容克计划,对接 16 +1合作与整体中国--欧盟的合作。

China and Poland each have a medium-term development plan. China is just carrying out the 13th Five Year Plan (20162020), stressing the need to promote innovative, coordinated, green, open, and shared development. Poland is embarking on the path of “responsible development”. Taking a closer look, there are some shared features in terms of seeking more efficient, quality and sustainable growth. Building synergies between our respective strategies would help us tap the potential of business cooperation. Poland’s re-industrialization, business innovation and infrastructure investment needs fit well with some of China’s capacities, and we can cooperate in fields like port or port zone upgrading, infrastructure, logistics, manufacturing, innovation, clean energy, to name but a few. The Chinese market, supported by robust domestic demand, also welcomes Poland’s quality agricultural products and investments. Now the Chinese economy is growing at a lower pace but with a better structure. Last year our GDP grew 6.9%, by about USD700 billion. Poland’s economic performance is also eyecatching in the EU. It is estimated that in the coming five years, the value of China’s goods imports will exceed USD10 trillion, Chinese investment abroad will exceed USD500 billion, and more than 500 million outbound visits will be made by Chinese tourists. It is a demanding challenge and a huge opportunity as well as a great risk. The reality of the Chinese market differs vastly from our stereotypical European imagination about it. The knowledge of China among Polish entrepreneurs is an area where a lot of work, training and years of gaining experience are needed. That rule, however, unfortunately applies to both sides equally. When I came to China two years ago, despite knowing the country very well, I did not expect that the lack of knowledge and basic information about Poland was still so wide-spread among the Chinese entrepreneurs. On the one hand, there are enthusiastic comments and forecasts as if China was about to become the biggest economy in the world, proclaiming Chinese intentions of investing across the globe. The Chinese government calms the situation down bringing over the idea of ‘new normality’. The Prime Minister Li Keqiang says that the train of Chinese economy will now ‘carry on with constant speed’. The New Silk Road is a great opportunity for our country. We create itself as a logistics investment hub for entire Europe. Thanks to the railway connection between Łódź and Chengdu which opened 3 years ago, the Lodzkie Region has become an important point on the New Silk Road (Belt and Road initiative). There have been many meetings on the level of regional authorities. A Chinese trade mission has been opened in Łódź. To add to this tally, the Lodzkie Region has signed a partnership agreement with the Sichuan province. All together, in terms of relations with China, these factors make us a European leader.

olish agriculture is the country’s fourth-largest sector of the economy and its share in the GDP is much higher than that EU average. The products of excellent quality produced in accordance with four EU and five national quality systems as well as one of the most advanced agri-food industries in Europe have opened a path to many foreign markets. Agri-food products are one of Poland’s export specialities accounting for approximately 13% of the total exports. Over 30% of Polish food is exported to more than 70 countries world-wide. The activity of Poland’s missions in China is very important. I

moved to China in order to be a volunteer for the Summer Olympics Beijing 2008. I did not speak the Mandarin language, therefore I moved to Beijing and signed up to a language school in January 2008. My dream to work for the Olympics didn’t come true for me but I joined a Microsoft team testing Windows 7. That time I realised CHINA WAS AN EMERGING MARKET OFFERING MANY OPPORTUNITIES for international business development even to such young professionals as me. At that time I was still a young graduate! Chinese culture also impressed me a lot and I quickly made my decision to stay, pick up the language and use the wide opportunities China gave. I can say I was in the right time and place. I had a positive attitude to China and I felt good there. I was very active in social life, establishing new contacts, both Chinese and Polish, during the international meetings organized by the Chinese or events in the Polish Embassy in Beijing. My father is a businessman and he also kept me occupied with searching for new business ideas and exploring new opportunities. We are from the Silesia region in Poland, the coal mining area; it was naturally the first sector to start with. Even if I had arrived with a million dollars of capital to spend in China it would not have helped me establish business contacts because in China you first need to become friends with the Chinese. I met a few Chinese who worked within the coal mining Industry by building relationships and meeting new people. We also linked with the Trade & Investment Promotion Section at the Polish Embassy in Beijing, as a consequence we closely cooperated with Counsellor Robert Góralczyk during promotion events, seminars, and fairs. Luckily, this is how business is done in China. It’s called GUANXI, and it means relationship or connection. Once you meet a person who is in a good relationship with another person who is within the same

industry and then that person connects the next person. It takes time, many meetings, a lot of food consumed, a lot of wine drunken and many songs sung in karaoke together with your Chinese counterparts. The Chinese needed to accept me first as a person hence I don’t have to search for business anymore. It’s actually the Chinese who connect me with people. This is my exclusive “know how” in making valuable contacts. I think the Chinese accept me easily because I work together with my father; we created a family company in Hong Kong. It was indeed a tough school in practice, I HAD TO LEARN QUICKLY HOW TO NEGOTIATE WITH CHINESE COUNTERPARTS. The vision for my company now is to develop cooperation with China and other emerging countries in other industry sectors as well. In particular, we have plans in the food industry. There is logistics in place, for example Shanghai harbour is accepting Polish containers and the fast train from Łódź to Chengdu is operating. We have a network of local buyers and are working on it. Also, knowing that Chinese are becoming richer, not only western food has a future in China but also Polish luxury goods, such as cloths and furniture present an opportunity for my business. Last year Polish President Andrzej Duda’s visit to China was a great success for the political side of Polish-Chinese relations. Therefore, I truly believe the visit of Chinese President Xi Jingping to Poland is a great example of a continuous political support between our countries. ANYONE WISHING TO COOPERATE NOT ONLY WITH CHINA SHOULD CONTACT ME! 测试团队。 那时,我意识到中国是一个新兴的市 场,可以为年轻的专业人员在中国开展国际业务 提供很多机会。 当时,我还只是一位刚毕业的年 轻人,但中国文化给我留下了很深刻的印象, 于是 我很快决定留下来,学习汉语,抓住中国的机会。可 以说,我处在了一个合适的地点、合适的时间。我对 中国的感觉很积极,觉得中国很好。我的社会活动 也很活跃,在波兰驻华大使馆在北京举办的国际 会议期间,我结识了很多中国和波兰朋友。我的父 亲是一名商人,他也让我寻找新的经营理念,探索 新的机遇。我们是来自波兰的西里西亚地区,那里 有很多煤炭开采业,这也是开始合作的第一个领 域。即使我带着一百万美元资金来到中国,我必 须先和中国人交朋友,才可以和中国人进行商业 合作。后来,我遇到了一些从事煤炭开采行业的中 国人,并和他建立了关系。我们还与波兰驻华大使 馆贸易和投资促进处取得了联系,和罗伯特·古拉 尔赤克先生进行合作,参加了研讨会和博览会,这 就是我如何在中国开展我的事业,也就是所谓的“ 关系”——你与同一行业的一个人建立了很好的 关系, 而这个人与另一个人也有很好的关系。这 种关系的建立需要花费时间,需要很多次见面,和 中国的合作伙伴一起吃饭, 一起喝酒, 一起唱 拉OK。中国朋友接受了我, 这样我就不用自己找业 务了, 而中国人会主动联系我。于是我会建立一些 有价值的联系。我认为中国人很容易接受我,因为 我和我父亲一起工作,我们在香港建立了一个家族 企业。就好像在学校刻苦地学习一样,我必须很快 学会如何与中国合作伙伴进行谈判。我们公司的愿 景是和中国以及其他新兴市场的其他行业进行合作。 此外,我们有与食品行业合作的计划。现在在上海 港接受来自波兰的集装箱,从波兰到成都的货运列 车也已经开通,我们有很多当地的客户,和工作人员。 大家也知道中国人日益富裕,在未来不但西餐在中 国有市场,而且波兰的奢侈品,比如衣服、家具之类 在中国也会有很多市场。去年波兰总统安杰伊·杜 达访问了中国,这是波兰和中国在政治方面的巨大 成功。即将访问波兰的中国国家主席习近平对波 兰的访问,将是我们两国合作的政治基础。所有希 望波兰和中国合作的人都可以赶快联系我!在此 前的工作中,我与很多代表建立了重要的联系,随 着时间的推移,我们很快会看到这些新的联系会 变成亲密的友谊。

GREY MODELS, GREY THINKING, GREY WORLD

M

ost of scientific research is carried out using uncertain, incomplete and scarce data. The grey systems theory gives the basis for considering complex technical, economic and social systems whose structure and functioning is not fully known. It was created in 1982 by the Chinese scientist Professor Deng Jilt-long. However, this theory remained obscure for a long time; its first systematic presentation in the English language was published in 1989 and the first English language textbook available to a larger number of readers appeared only in 2005. Despite the initial difficulties with its popularisation, this theory has found many interesting applications, in particular, in technical sciences and economics. Currently, the main directions of the grey systems theory research include: algebra of grey numbers, numerical data sequences smoothing operators, grey analysis of relations, grey taxonomy methods, grey decision-making methods, forecast models, grey

linear programming, grey theory of games and hybrid models combining grey systems theory methods with other data analysis methods. The grey systems theory, apart from fuzzy logic, rough set theory and statistics is yet another method of information analysis taking into account the uncertainty of the surrounding world. In March 2016, the Faculty of Engineering Management of Poznań University of Technology played host to Professor Naiming Xie from Nanjing University of Aeronautics and Astronautics. Professor Naiming Xie belongs to the youngest generation of scientists working on the development of the grey systems theory. He works at the prestigious Institute for Grey System Studies forming part of the Nanjing University of Aeronautics and Astronautics. He is Secretary of the Grey Systems Society of China and deputy editorin-chief of the “Grey Systems: Theory and Application” journal. He is the author of the most often quoted articles published in “Grey Systems: Theory and Application” in the years 2011-2013

and in “Applied Mathematical Modelling” in the years 2007-2011. Professor Xie came to Poznań at the invitation of the academic community of the Faculty of Engineering Management and the municipal authorities as part of the “Academic and Scientific Poznań” programme. During his visit he delivered an open lecture entitled “Grey information, grey models and grey world”. The lecture dealt with the basic theoretical assumptions and systematisation of the types of grey analytical models. The lecture proved very popular among students, post-graduate students and faculty of Poznań higher schools. It should be stressed that the aforesaid visit was yet another step taken by the academics at the Faculty of Engineering Management towards gaining the opinion of the most important centre in Poland engaged in researching the economic applications of the grey systems theory. Until now, their scholarly activity in this area has included publications in prestigious journals and participation in international conferences. In addition, two faculty members went on a month-long internship at the Institute for Grey System Studies of China. A module concerning the grey systems theory has been added to the programme of doctoral studies as part of the “Intelligent Methods in Management” course. The Faculty of Engineering Management is also conducting a research project for young scholars covering the issues of decision-making using grey models. Moreover, academics from the faculty participate in projects funded by the National Centre for Research and Development and the European Social Fund, successfully using methods and models of the grey systems theory to resolve scientific and practical problems. There are plans to create a national scientific society for researchers interested in the theoretical and practical aspects of grey analysis at the Faculty of Engineering Management of Poznań University of Technology.

HALF A CENTURY COMPLETE SUCCESS

I

n 2016, Opole University of Technology celebrates its 50th anniversary: 30 years as the Higher School of Engineering in Opole (WSI), 20 as Opole University of Technology. Today, the school is among the most important institutions in Opole Silesia. It has approximately 10,000 students attending six interdisciplinary departments (the seventh, technical department in Kędzierzy-Koźle is under organisation) offering 25 subjects, not just typically technical, but also humanities or economics. The university is famous for steadfastly adhering to the principle of the “Golden Mean” understood as co-operation between science, business and local government. Just in the previous quarter of this year, it organised two large meetings of such character: an international conference called “One Belt, One Road” during which entrepreneurs, academics and local government officials discussed co-operation opportunities offered by the New Silk Road project (the meeting was attended by Deputy Foreign Minister Katarzyna Kacperczyk and Chargé d’affaires of the Embassy of the People’s Republic of China Lin Jian) and the first Polish-German “Bridge” conference attended by Deputy Premier Jarosław Gowin and Minister President of Saxony and President of the Bundesrat Stanislaw Tillich, being a symbolic, and yet practical bridge between science, market economy and the governments of both states, sanctioned by participation in the European Cluster of Excellence Merge. Opole University of Technology skilfully acquires foreign partners. It is the first engineering

school in Poland to have established collaboration with Asian countries through the best Confucius Institute in Europe, and the only centre of co-operation between Poland and India in the country, the Foundation for the Polish-Indian Cooperation Centre “Yoga and Ayurveda Institute in Sulisław.” The school serves the region, attracts young people and has an impact upon culture in the region. It is also an example of the best utilisation of the EU funds in the region. In recent years, it has received over EUR 25 million for its development, including the new building of the Faculty of Electrical Engineering, Automatic Control and Informatics, outfitting the laboratories with the latest equipment (for instance, a unique NeuroScience Laboratory researching interactions between the brain and computers). The university also has excellent sports facilities, including an Olympic-size swimming pool and a track-and-field facility currently under construction. They turn Campus II into one of the most advanced sports complexes in the country. In terms of the quality of its research and the competitiveness of its certificates the university does not lag behind others.

HOW DID IT ALL BEGIN? Towards the end of the 1950s, the region which still struggled after the war, needed engineers. Therefore, the local authorities and the representatives of the Polish Federation of Engineering Associations decided to meet with the

Minister of Higher Education and put forward a proposal to establish a school of engineering. This happened on July 4, 1959. The modest facilities at the disposal of the city prevented the creation of an independent school, but a promise was made to set up a consultation centre of the Silesian University of Technology. Thus, the developing industry demanded a school of engineering. While industry acted as a catalyst in creating the school, it now attracts industry to the region. The presence of a good school preparing qualified personnel is listed by investors among the main factors affecting their decision to locate their facilities in the region. This was the case with Ifm Ecolink, a giant in the electronics sector, which is building a research and development centre here, and with Polaris, a manufacturer of quadbikes from the USA.

HOWEVER, LET’S GO BACK TO THE BEGINNING The Consultation Centre was officially inaugurated on 21 October 1959. On that occasion 92 students collected their student books. The facilities continued to grow and finally, on May 20, 1966, the then Prime Minister Józef Cyrankiewicz signed the historic Act on the Establishment of the WSI. The fact that the investment made 50 years ago has paid off is also confirmed by the numerous awards received by the school from various organisations and its place in the rankings, including 4th place in the Prodok ranking of Polish universities most friendly to PhD students.
