Legislative short session kicks off Monday

The state Legislature rings in the 2016 regular session Monday under the capitol dome in Olympia. This year is a short session with adjournment scheduled for March 10. The 60-day session is designed for adjustments to the state budget , while the long sessions of 105 days is for writing the biennial budget. In 2015 the House and Senate found itself hanging out in Olympia for the regular long session plus two special sessions tacked on to finally come to a budget the two chambers and Gov. Jay Inslee could live with for a couple of years. The Office of Financial Management released Inslee’s supplemental budget for the upcoming session stating in the document, “The primary focus of his (Inslee’s) 2016 supplemental budget is to cover spending increases needed to continue delivering services at current levels, cover caseload and enrollment increases, and pay for emergencies and other costs not anticipated when the budget was approved in June. Editor’s note: In a previous article about the Land and Water Conservation fund it was incorrectly stated the fund has been fully funded twice in its 50 years of existence, once in 1998 and again in 2011. The correct dates are 1998 and 2001. Outdoor enthusiasts and environmental activists can breath a sigh of relief as the new year brings in more funds for the national Land and Water Conservation Fund. Congress restored the Land and Water Conservation Fund (LWCF) on Dec. 18 when legislators and the president approved the federal budget. The LWCF expired Sept. 30 because Congress did not reauthorize the fund, which was created in 1965 by Washington state Sen. Henry Jackson. The fund was authorized for 25 years, and was reauthorized in 1990 for another 25. “We are grateful to Washington’s Congressional Delegation for being leaders in the fight to save LWCF this year,” said Andrea McNamara Doyle, the interim [ more RESTORED page 2 ]

Roaring ‘20s surprise 90th birthday party BY ANA KAREN PEREZ GUZMAN Reporter

he 1920s came to life at Joy Block’s 90th surprise birthday party Monday. Block was surrounded by family and friends at the Maple Valley Community Center. Her family decided to have the party at the community center since she has been going there for more than 25 years, Block’s daughter, Jamie MacDonald said. They also knew she would want all of her friends from
the center to be at her party, so having it at the center was perfect, MacDonald said. It was only fitting they made it a Roaring ‘20s theme since Block was born in 1929. Block dressed up in a Roaring ‘20s outfit complete with a feather headband. Block’s family got a lot of help from Tracy Jones, the director of senior programs and transportation at the community center, and her staff, MacDonald said. She said they couldn’t have pulled off the surprise party
without their help. They served hors d’oeuvres, lunch and dessert. They set up decorations and a photo booth for the party, along with family photos to share with her friends. They also invited some of her friends from Pantera Lago, where she previously lived in Kent, MacDonald said. Including their family, about 75 people were in attendance. “The surprise party went off without a hitch and I think everyone had a fun time,” MacDonald said.
