The creation of a new public safety facility to serve Bainbridge Island is a step closer to reality. The Bainbridge Island City Council voted unanimously Tuesday to put a $15 million bond before voters in November. The council gave its initial OK to the election request this week, and a final vote will happen at the July 21 city council meeting. The ballot measure, if approved by voters on Nov. 3, will increase property taxes to pay off approximately $15 million that the city will borrow to design, construct and equip a new police station and municipal court building. The $15 million also includes the cost needed to acquire land for the new building, which will replace

the police department’s current headquarters on Winslow Way. The bond debt will extend 20 years, according to the ballot proposal that will be presented to voters. For someone who owns a property assessed at about $500,000, property taxes will rise by roughly $100 annually, beginning in 2017. At Tuesday’s meeting, there was no extended discussion from council members on the ballot measure and no one from the public spoke. The city’s bond counsel, Alice Ostdiek, spoke briefly to remind city council members that their role during the election should be to educate voters about the measure, but not to campaign for or against it. Paper Products announces closure of downtown Winslow location BY REVIEW STAFF

Paper Products, a seminal downtown Winslow shop, will close its 256 Winslow Way location at the end of July, it was announced this week. The store has been on Winslow Way for more than 40 years. The shop is not going out of business, said owner Joanna Arndt. “We are closing the downtown location, reorganizing, and opening as ‘Create Bainbridge’ to better meet the needs of the community, be competitive, and remain a viable

business,” Arndt said. On Thursday, the shelves at Paper Products were beginning to look a bit empty. Several fixtures were for sale, as were a couple of rugs on the floor. Create Bainbridge will be open Aug. 1 at Island Village Shopping Center in Unit C-2 between Star Nails and Sole Mates. Arndt said the store needed an update to compete with the ease and accessibility of online shopping. “That [passing delivery] truck is filled with hundreds of boxes every day to be delivered to Bainbridge

chased online. As a family owned brick-and-mortar store, we need to find ways to compete in a market demanding variety, ease and accessibility.” The new store will have those traits, she added. Create Bainbridge will be the kind of store customers will love to explore, Arndt said, when asked to describe the new store. “They’ll find new, interesting and unique items every time they visit,” she said. “The store will have an expanded line of craft and art supplies, journals, open stock pens/

pencils and specialty gift wrap and card lines. It will also offer a wide range of fun, unique and quality gifts for all ages.” In addition to a new location and expanded inventory, Arndt said that new services will also be added to the offerings at Create Bainbridge. “My goal is to add after-hour adult craft classes, as well as online subscription-based craft supply services,” she said. “Those are expected in the new year.” Business hours at the current TURN TO CLOSURE | A14
