BREMERTON – Relations between the City of Bremerton and the county just got a little contentious.

The Bremerton City Council voted unanimously to reject the Interlocal Agreement of Kitsap Regional Coordinating Council (KRCC) March 4. The council wants to push the KRCC to adopt a more balanced voting structure. “I had concern about the voting structure,” said Councilman Roy Runyon. “Currently, the voting structure

requires that two commissioners be present and two commissioners vote in favor of whatever item is before the KRCC board of directors.” Runyon said there have been at least two instances in recent years in which the KRCC couldn’t vote because there weren’t enough commissioners present. Robert Gelder, chair of the

Kitsap board of commissioners, disagrees with the notion that the voting structure is unfair. “The voting structure doesn’t allow for any one group, cities or county, to unilaterally move any decision forward. Quorum for holding a meeting requires two commissioners be present,” Gelder said. “This means

Red light cameras prevent accidents BY PETER O’CAIN

The USS Ranger heads toward Rich Passage on March 5 on its final voyage to Brownsville, Texas, where it will be scrapped at International Shipbreaking. Several people stood along the shore to watch the ship go. “I feel sad,” said Robert Dess, one of those who watched the Ranger that day. He wore a USS Ranger ball cap. “I served two tours. My first duty station,” he said of the Ranger. Dess said he was a steward from 1968-1972 and a storekeeper from 1984-1986 aboard the ship.

Man arrested in attempted stabbing near SEEfilm Cinema Off-duty cop held suspect until police arrived BY PETER O’CAIN POCAIN@SOUNDPUBLISHING.COM

BREMERTON – Bremerton police arrested a man after he allegedly tried to stab another man March 10 outside the United Way Building on 4th Street and Pacific Avenue shortly before 6 p.m.

Witnesses said the suspect brandished knife at another man, but the victim threw him to the ground, knocking the knife away. Both men appeared to be in their twenties. “I saw him pull the knife,” said Jennifer Luther, referring to the suspect. Jay Kent, an off-duty Kitsap County Sheriff, was on his way to the nearby SEEfilm Cinema when he saw the suspect being held down on the sidewalk by

the victim. Kent put his knee against the suspect’s back and held him face-down until police arrived shortly after. “He was already down, I just made sure he didn’t get up ‘cause everybody said he tried to stab the other guy,” Kent said. Sgt. Bill Endicott said the suspect had an outstanding warrant. Endicott couldn’t confirm what the warrant was SEE ARREST, A9
