OLYMPIA — A bipartisan group of senators on Thursday released a $15.1 billion transportation package that ends a nearly two-year stalemate in the

chamber and a stare down with the governor. The much-anticipated proposal spans 16 years and would raise the money primarily with an 11.7 cent increase in the gas tax, eschewing Gov. Jay Inslee’s call for using a new fee on

carbon emissions to pay for road improvements. The Senate proposal spends $8.2 billion on maintaining existing roads, undertaking roughly 100 new projects around the state, building a new 144-car ferry and adding bus services for commuters and the disabled. Big chunks go to megaprojects such as completing the Highway 520 floating bridge and

widening the entire length of I-405. It includes nearly $570 million for projects in Snohomish County — far more than the $82.8 million the governor set aside in his transportation package that came out in December. The Senate plan includes $145 million for building a new See BILL, Page A2

CAMANO ISLAND — Behind Second Chance Thrift Shop, volunteers search for space to store donated clothes, dishes, decorations and toys among items already piled high under portable canopies. The makeshift back room is crowded. Some days, volunteers turn away donations because there isn’t space. The Camano Senior Services Association is launching a $525,000 fundraising campaign

to build a new 4,000-square-foot store next to the existing building off Highway 532. The goal is to increase sales at the shop, which provides 42 percent of the budget for the island’s nonprofit senior and community center. The center is the hub of senior services on the island. People gather three days a week for lunch and Meals on Wheels delivers more than 5,000 dishes a year to people who can’t get there. The classrooms are used most days for activities: painting, gardening, cooking, tai chi and book clubs. People can

LAKE STEVENS — Legal troubles keep piling up for the mom of three children who were rescued from a filthy Lake Stevens house last week. Police say the children, ages 7 years, 3 years and 11 months, were abandoned in squalid conditions. There was no food or heat in the home, which was littered with garbage and animal feces. The infant — dehydrated and hypothermic — was found locked in a room alone. The children were placed in protective custody. Prosecutors have charged Amanda Foley and Mark Dorson, both 32, with multiple felonies in connection with the case. Dorson was released from jail earlier this week after posting bail. Foley remained behind bars. She has told authorities that she is three months pregnant. The Lake Stevens woman now is facing another felony charge. The drug possession stems from a 2012 investigation into her thenboyfriend, the father of the two older children. Foley pleaded not guilty earlier this week. A Snohomish County sheriff ’s deputy reportedly witnessed Foley and the man smoking methamphetamine inside a Lake Stevens garage, according to the court papers filed late last week. The deputy had gone to the house to arrest the man, who had six outstanding felony warrants. He spotted the pair in the garage, sharing a meth pipe. He knocked on the front door and after a few minutes the man came out of the house carrying one of his children. Foley came out with their other child. She allegedly told the deputy she was having trouble coping with a death in the family. The couple allowed the deputy inside the house. He found a sunglasses case containing less than a gram of meth inside. He also discovered multiple pieces of stolen mail. The man admitted that he was responsible for the stolen mail. He was arrested on the warrants.
