complaint received the day before. Patrick J. Colgan, an Interlake High School teacher, was booked into King County Jail on Nov. 7 for sexual misconduct with a minor and communication with a minor for immoral purposes, and released
the following day on a $10,000 bond. He was charged Thursday, Nov. 13, with first-degree sexual misconduct with a minor in King County Superior Court. According to the probable cause affidavit filed with the charge, the
alleged victim told police Colgan began sending her sexually explicit emails in March, asking her to “engage in sex acts with him,” the report states. Colgan reportedly made sexual contact with the student outside a SEE TEACHER, 19

Jubilee Reach’s first Festival of Trees auction raised $845,000 in funding for youth programs on Saturday, Nov. 15, with 825 business and community leaders in attendance. Eric Eun, director of operations at Jubilee, said 2,500 students participate in the nonprofit’s youth programs, which cost around $750,000 annually. Eun said the auction results “just blew us away,” and will aid Jubilee Reach in adding STEM programs to its offerings.

Minneapolis Assistant Police Chief Matt Clark says he was up for the job as Bellevue’s next police chief, but withdrew himself from
consideration for family and personal reason earlier this month. City Manager Brad Miyake informed city employees by email Monday that none of the five candidates flown in to meet the community and Bellevue officials last month were determined right for the job.
With the clock running out for the city to lock down its 2015-16 budget, Bellevue Deputy Mayor Kevin Wallace on Monday provided a revised financial plan that would allow the council once again to avoid a property tax increase. While councilmembers are hopeful, development company Wright Runstad is livid. Wallace provided the council with his revised budget plan, which proposes to do away with City Manager Brad Miyake’s budgeted 5-percent property tax increase and $85 million in longterm debt. Following former Police Chief Linda Pillo’s retirement in April, the city started a nationwide search for a replacement, bringing former Chief Jim Montgomery out of retirement to fill the position in the interim. Two public comment sessions were held ahead of the selection of five finalists, however, fewer than 10 people attended.
