The Silent Witness Project is part of a larger campaign in October to promote conversations about healthy relationships, with goals of awareness, education, hope and healing. Silent Witness began in 1990 with a group of Minnesota writers and artists, and now encompasses 50 states and 23 countries.

Noting that a Silent Witness display had been installed the past two years at the Courthouse in Friday Harbor, local Domestic Violence and Sexual Assault Services Advocate Kristina Moen wanted “our own project on Lopez”, and inspired others to join her. The

Orcas will also have its first installation this year on the Village Green in Eastsound.

“We encourage people to walk among the silhouettes and read their stories,” Moen says. “They were someone’s mother, sister, child, friend, brother, grandchild. Leave flowers if you wish.”

A public vigil will be held on the Lopez Center lawn at 5 p.m. on Wed. Oct. 22, with a short ceremony to remember the victims.

Other activities this month include the movie “Sleeping with the Enemy” Saturday Oct. 18 at 7 p.m. in the Lopez Library, and prevention activities at Lopez Island School from Oct. 20-24. On Thursday Oct. 16, Open Mic at the Joinery will donate a portion of its proceeds to DVSAS. All Lopez residents are encouraged to “Share the Warmth” by donating 25 cents for every warm beverage consumed throughout the month, via donation jars in Caffe La Boheme, Holly B’s, Isabel’s, Lopez Village Market Deli and Southend General Store.

Response to Kovac Dan Kovac’s claim that Lopez School enrollment is falling is absolutely not

true. Looking to ACTUAL numbers (not the budget estimates Dan used), Lopez School District enrollment has grown from 204 students in October of 2011, to 232 students in 2012, to 235 students today (look up the actuals on the OSPI website).

The cost per student has absolutely nothing to do with the bond. The bond is a capital fund used for buildings and can never be used for teaching, texts, utilities and other per student expenses. Lopez cost per student cannot be compared to large schools who have efficiencies of

Regarding the content of the bond, we know there are 7 million dollars in repairs alone that must be made.

The septic system is ancient and failing, plumbing and electrical need overhauling, and the siding on the elementary is crumbling among many other items.

These are not optional. The school is offering tours.

It is true the district had issues in its financial operations a year ago - issues that the District discovered, promptly reported, and fixed. Revised school bond is best for our children

Having carefully considered the facts and differing opinions regarding the upcoming school bond, we believe that the revised bond deserves our support. The fact that we do not have a perfect school or management cannot be used as a justification for holding Lopez children hostage and voting down the revised bond. Here is why.

The Lopez school infrastructure is in varying states of failure. The school’s facilities range in age from 20 to 65 years. The septic system is failing and needs to be upgraded to function properly. Right now lunch plates must be individually wiped with paper towels so as to not clog the antiquated system.

The plumbing system is also failing with a number of pipe burstings occurring. The elementary school flat roof is well beyond its designed life, has structural issues, leaks and needs to be replaced.

The lack of fire sprinklers in the gym, shop and science rooms limits the educational activities that the fire marshal will permit in those areas. The fire alarm system misfires and disrupts the school with false alarms.

Half the heating system needs replacement, and so does the building envelope, including ancient single-paned windows.

The failed heating system this winter caused tiles to peel loose, leaving two classrooms with plywood subflooring.

Further delays in renovating the school would risk bigger, more expensive failures, and disruptions.

Due to failing pipes and septic problems, a wheelbarrow and shovel are not an uncommon sight at the Lopez School kitchen.

As a result of these and other circumstances, the school’s maintenance and utilities cost is 15 percent of the annual general budget, the highest among its peers in the state. Just getting to the average cost of our

peer districts would free up over $200,000 a year of maintenance cost to be invested in our children’s education.

This year’s November ballot will have numerous measures to vote on, and one of them is the renewal of the Levy Lid Lift, which includes several social programs, one of them being senior services.

When it was passed in 2009, the levy funded primarily social services personnel necessary to the ongoing operation of the senior centers in the county. The renewal vote will include $30,000 for nutrition for the three senior centers.

Up to now, the lunches are funded by Whatcom County.

The cost of the lunches increases, the funding does not increase, and donations for the lunches are not keeping up with the costs.

Last year alone there was a deficit of over $32,000 for the three San Juan County senior centers. The $30,000 earmarked for lunch programs will off-set the deficit and will help realize a plan that the Orcas Operations Committee

has held for some time, as may the other two centers as well, to increase the lunch programs at the senior center from two days to three days per week.

This inclusion of $30,000 is the first time that San Juan County participates in the lunch programs in its jurisdiction. San Juan, Whatcom, Island and Skagit counties are part of the Northwest Regional Council, which serves as the conduit for federal funding of senior nutrition programs in this part of Washington.

Nutrition, or lack thereof, is a growing problem in the senior community. There will be folks who come to lunch who are not getting a balanced, well-prepared meal at any other time per week. Additionally, at lunchtime seniors can enjoy each other’s company, and visit with old friends only at those get-togethers. As chairperson for the Orcas Operations Committee (the one that keeps the lights on and the place painted, and the heat going…), I urge voters to vote for the renewal of the Levy Lid Lift on Nov. 4 for the good of the community.

With the failure of the previous proposal, the school board responded to the community’s wish by downsizing the project 40 percent, eliminating building expansion and non-essential items, and focusing instead on extending life and making the most out of the existing footprint.

Lopez has never done a campus-wide renovation of its facility. Historically it has used a piecemeal approach, addressing problems as they arise. While this makes sense when repairs are small, in its current state piecemeal bandaging will likely end up costing more than fixing all these issues in an integrated fashion.

As parents and taxpayers, we are vigilant and share the desire to improve our school. The issues of costs, management and academic performance warrant ongoing conversations, deeper exploration and collaborative action. But holding the school and children hostage until we have a perfect school would be very damaging to the school, quality of education and Lopez children.

Approving the bond, along with continued community vigilance and engagement, is thus a necessary step towards the desired vision of a healthy school, empowered youth and thriving community.

Fun in the sun on National Public Lands Day “We had a lovely time at Watmaugh on Saturday.

Julia, my four-year-old, built fairy houses from sticks, made treasure maps, played “pirates”’ and explored with binoculars. We even had a photo opportunity with Sasquatch. We treasure the access to beaches here and are grateful for all who maintain them,” says Mary Sather, who brought her children and friends to the National Public Lands Day celebration at Watmough Bay on Sept. 27. More than 50 people came out to enjoy their public lands for this year’s celebration.

This letter is in response to Dan Kovac’s letter in which he put forth misleading and invalid data regarding our Lopez School. I served on the School’s Budget Committee this year, along with a range of community members. In that process we developed a more accurate and complete picture of the school’s current financial status.

As we learned in the budget committee, the only fair and meaningful comparison of cost per student is between like-sized K-12 districts (which have the same scale and fixed-cost ratios, as well as the same State funding formulas). In that analysis (and you can see if for yourself on the Lopez School website), compared to the other 12 districts clos-

We are in the top half, third highest, significantly lower than the most expensive district and within 10 percent of five other districts. That said, the same data does reveal that we have by far the highest building energy, repair and maintenance costs! The revised renovation bond focuses on reducing these costs. Just making it to the average cost of our peers would free up more than $900 a year per student – money that could be directly invested in the classroom educating our kids instead of paying OPALCO and repair bills!

We have debated and discussed and voted on issues around the school for over a year and a half. The school board, whom we reelected last November, has listened to the community and significantly reduced the scope and cost of the project (by more than 40 percent). They have presented us with a revised plan that takes out the “extras” and yet will allow

us to keep a well-functioning K-12 school on Lopez. When you know all the actual facts and how hard school personnel and the board work to keep our Lopez school operating and strong, I hope you will join me in thanking them and in supporting this revised bond.

Ask a group of Lopez Dump volunteers why they work there and prepare to be immersed by a wave of answers: “Because it’s fun!”

“You meet all your friends there!” “They needed somebody.” “It’s the best thing you can do for your community.”

The collective impact of these responses is, “Why wouldn’t you work there?”

Everyone interviewed for this article volunteers as partners—the volunteer roster includes at least eight partner teams and one extended family—but that shared commitment is only part of the boost the work gives them. Mac Langford calls the Dump “a social event.” “Want to know what’s happening on the island?” George Keeler asks.

The Dump began its independent life in January 2013 with nearly 100 Lopezians signed up as potential voluntion which if ever used will incinerate innocent civilians. The hostile use of any modern nuclear weapon for deterrence or whatever justification would constitute a crime against humanity under international law.

Outbreak of ‘enterovirus D68’ in San Juan County It is likely that enterovirus D68 has reached the San Juan Islands. A case has been reported that is positive for enterovirus but further testing is only done by the CDC if the cases cause severe illness and the individual requires intensive care management. Some children with the infection have also has limb paral-

ysis (polio virus is also a member of the entrovirus group).

Although all ages get infections adults have often had this sickness or related infections and have some immunity to the severe effects of the disease.

Enteroviruses are common human viruses that can cause respiratory illness as well as febrile rash illness and neurologic illness. The current outbreaks of enterovirus D68 are resulting in significant numbers of children with respiratory infections requiring emergency department visits and hospitalizations, primarily for difficulties with breathing and severe asthma. Children with asthma appear to be more susceptible.

Because this particular strain of enterovirus has been uncommon in the past, the ways it spreads are not as well understood as other enteroviruses. It likely spreads from person to person when an infected person cough, sneezes or

touches contaminated surfaces. EV-D68 has been reported to cause mild to severe respiratory illness, i.e. runny nose, cough, difficulty breathing, with and without fever. Most persons have these typical coldlike symptoms. However, a minority may have more serious infections, particularly children and adults with pre-existing asthma.

People should use the same judgment as usual about when to see (or take a child to see) a health care provider: Anyone who has difficulty breathing or who appears seriously ill should be evaluated promptly by a health care provider.

Should a person or people with asthma should be sure their asthma symptoms are under control, and see a health care provider if they develop respiratory symptoms and their asthma worsens. Adults and children

Convened by the San Juan Marine Resources Committee, with support from the Northwest Straights Initiative, Puget Sound Partnership and Charlotte Martin Foundation, the shellfish growers and marine managers met all day to discuss changing ocean conditions and how they impact local shellfish growing and marine management.

The sobering truth is that anthropogenic carbon dioxide – carbon dioxide caused by human activities such as burning fossil fuels – is changing the chemistry of the ocean. The effects of positive changes we make today won’t be seen for the next 30 to 50 years because pollution in ocean waters circulates for decades.

Because of this “…things will get worse before they get better, so we have to learn to adapt,” said Bill Dewey, public affairs manager for Taylor Shellfish Farm, who started noticing changes in his shellfish in 2005.

Increasing acidity in ocean water results in shells that are thinned, pitted and not properly formed, Dewey said.

“Memories of my childhood grow stronger as I grow older,” says Christa Malay, a nationally known artist living on Lopez Island.

“I cherish those joyful moments in my very early years. Most of them are of small incidents and have nothing to do with being rich or poor at the time. I notice that people feel compelled to talk about their own childhoods, and I see the sparkle in their eyes as they r-live them.”

Last autumn, when Malay was looking for a new direction in her art that would keep her challenged through the dark days of winter and into the next year, she decided to use “Images of Childhood” for her theme. She looked through her collection of photos from her own and her children’s early

Dump board chair Page Read says this screening “saves the taxpayers (you and me!) almost $20,000 per year in garbage costs.” As George Keeler puts it, “Everything has its place. You’re making a difference not just for the island, but for the world.” The Dump is a tourist attraction, the group agrees.

TIOLI, still called Neil’s Mall in honor of “visionary” founder Neil Hansen, is especially dear to these volunteers. Elaine McDaniel loves “hawking a special item that comes in that I think people would love to take home.” Karin Gandini calls

Doggie diapers. You do have to be careful, though. Kay Keeler remembers donating something heavy; when she left it for a few moments, someone helped himself to her $80 dolly.

Community support is a huge lift. Colleen Thomas and Micki Ryan say they get thanked daily. Karin Gandini relates how one hot day, a man gave her five dollars to buy some ice cream. (She donated it instead.) Another time, Fred Neilson says, a woman brought cold bottled water for the volunteers.

Besides being a fun place to work, TIOLI fills a community need. Micki Ryan describes intaking a set of butcher’s knives on her shift, only to see them collected within 30 minutes by someone learning to butcher his

own meat. Pete Gandini tells of donating a dozen old auto repair manuals, taken immediately by a man whose home had burned down, who was trying to support himself fixing cars.

Although only two hours per month is asked, many volunteers go beyond. Bill Clemens, a “computer guy,” helped set up the financial system, along with programmer and systems analyst Povl Lasbo and board members Larry Eppenbach and Bruce Creps, and still monitors it from home. Micki Ryan coordinated volunteers full-time for the first three months of 2013.

While donated volunteer hours “equate to almost $50,000 per year in wages,” according to Page Read, the Dump’s paid staffers make those hours run smoothly.
