Kenmore City Council elects Allan VanNess as new deputy mayor

K

enmore City Council selected council member Allan VanNess to serve as deputy mayor during a meeting Sept. 22. VanNess is taking

the place of former deputy mayor Glenn Rogers. Rogers retired in August due to a medical condition. VanNess has been a resident of Kenmore since 1975 and was elected to Kenmore City Council in November 2005, filling the

vacated Pos. 6 in December 2005. VanNess played a part in improving traffic, sidewalks, parks, storm drainage and downtown redevelopment, according to the city of Kenmore. “I’ve been on the council now for nine years and have

been fortunate to come in at a time where many changes occurred in Kenmore,” he said. “I am flattered and honored the council has elected me deputy mayor and allowed me to take a leadership role.” Earlier this year, Rogers,

The city of Bothell celebrated the completion of three key downtown revitalization projects with a ribbon cutting ceremony Sept. 18. The projects include the Crossroads SR 522 Realignment, SR 522 Stage 2A and the Multiway Boulevard. “Four years ago, when the city broke ground on the first two projects of Bothell’s revitalization plans,” said Joshua Freed, mayor. “We could only imagine what downtown Bothell would look like. Now, the transformation is tangible.” The Crossroads Project realigned SR 522 one block to the south between 101st Avenue Northeast. and Northeast 180th Street, changing the way traffic moves through downtown Bothell, opening up new blocks for development, [ more 522 page 2 ]

For the first time, parents with students enrolled in the Northshore School District received letters informing them that their schools are failing. The letter to parents describes how they can choose to send their child to a better-performing school, with transportation costs paid by the school districts, which is a key requirement of the federal No Child Left Behind law. But many teachers and administrators in the district resent the ‘failing’ label. “I’m sure it’s confusing for our parents to receive this letter, especially since just last spring we sent out letters saying most of our schools were receiving awards for student performance,” said Larry Francois, superintendent. “It makes us seem inconsistent.” Francois explained that the 2001 No Child Left Behind law required all states to create their own stan[ more NSD page 5 ]

Considering Independent School?

The completion of SR 522 Stage 2A means that the improvements at Bothell’s western entrance that started with the Wayne Curve project in 2010 now extend to 91st Avenue Northeast. This multi-modal project constructed a westbound bus lane and north side sidewalk. The project also provided additional safety elements including wider lanes, center median islands and street lighting. These improvements will help the corridor move traffic more

efficiently while providing better and safer alternatives to single occupancy vehicles. The project was funded in part by federal grants as well as grants from the Transportation Improvement Board and the Washington State Department of Transportation. The completion of the west side of the Multiway Boulevard shows off the new face of downtown Bothell, which the city council wanted to be a walkable, attractive place to live, work and play. This project will ultimately change the look and function of Bothell Way from the new section of SR 522 north to Reder Way. Instead of the current configuration of sidewalks next to fast-moving traffic, the road will be transformed into a European-style boulevard with tree-filled medians and parking separating walking routes from traffic, while im-

proving traffic flow through the center of the road with extra lanes. The west side of the Boulevard was completed this past summer and includes raised medians with rain gardens, parking access lanes, 13.5-foot wide sidewalks and 70 new trees. Thursday’s celebration is an echo of a celebration that took place 100 years ago. In 1914, Bothell citizens held a “Good Roads Blowout” to celebrate the opening of the Red Brick Road. For that event, music was provided by the Bothell Cornet Band and mulligan stew was served. The Red Brick Road connected Bothell to Seattle, shortening the commute time from a 3-hour steamboat trip to a 55-minute ride by auto stage. That road eventually became known as SR 522, according to a city spokesperson.

I

n a recently published letter to the Reporter, a former city council member, Mr. John Hendrickson, makes some very strong and inaccurate assertions regarding the Kenmore City Council’s commitment to keeping our roads safe. I’m writing to assure our citizens that the city of Kenmore has made, and will continue to make, significant road and safety improvements. Mr. Hendrickson served on the Kenmore City Council for eight of the 16 years since Kenmore’s incorporation. If the prior investment in Kenmore’s roadway infrastructure was inadequate, Mr. Hendrickson may wish to look back and ask himself what actions he could have taken to change that dynamic. In his letter, he even goes so far as to declare the roads in violations of a “duty to care” under “tortious conduct” laws, which he doesn’t specify while making these reckless statements. The current city council has a diversity of opinion and is able to deliberate in a constructive manner. We are productive because of our mutual respect for one another. During Mr. Hendrickson’s years on the council, this was not always the case. Public safety is our city council’s top priority. We have just accepted the short and long term safety improvement recommendations from an ad hoc citizen’s panel we established and we are continuing to make significant investments in public safety improvements. We still have lots of work to do and funding

to make things happen will continue to be a challenge. For further information on the city’s work on roadway, bicycle and pedestrian improvements, go to the city of Kenmore website and read the Kenmore Newsletter dated May 2014. This newsletter details the steps the city is taking to address pedestrian and bicycle safety as was well as listing the millions of dollars spent on road and safety improvements through the years. Additionally, the engineering firm of Perteet, Inc. recently completed a pavement management report, noting: “Kenmore has done a very good job to maintain city streets which are critical assets for the community.” With the recent completion of the Juanita Drive overlay project, the report gives the Brent Smith

city an overall PCI score of 82. This detailed report ranks all of our city streets. With peer cities, we were tied with Hunts Point for the highest ranking, and Kenmore exceeded the PCI rankings for Kirkland, Woodinville, Bothell and Lake Forest Park. Thank you for editorial on Bothell levy I am writing to thank you for your editorial last week in the newspaper. You ticked all the boxes as to why the upcoming Bothell Parks and Public Spaces levy would benefit all the citizens of Bothell when it passes. The part of your editorial that I felt was the most important is how each and every one of us will be able to walk on or in every one of the projects that we will help pay for. That is so very true. Rep. Stanford honored for service State Rep. Derek Stanford, D-Bothell, has received two awards for his service in the state legislature. Stanford received the 2014 Municipal Champion Award from the Association of Washington Cities. He is being honored for spearheading legislation to support the Public Works Assistance Account, a loan program that helps local governments undertake projects for economic development and public

health. “These important projects open the door for new jobs and strengthen our economy,” Stanford said. “I look forward to continuing my efforts to restore the Public Works Assistance Account so local communities have the resources they need to continue to work their way out of the Great Recession.” The award was presented at a Mountlake Terrace city council meeting Sept. 15. Stanford also received the 2014 Outstanding Legislator Award from the Washington Association of Sewer and Water Districts.

eople waiting at the bus shelter near Brooks Biddle Automotive in Bothell can now view historic transportation moments in the city, starting from 1911. Bothell Historical Museum volunteers selected a few photos found in the museum and from local families and placed them on the bus shelter’s panels. The photographs include a group of men celebrating Good Roads Day, a picture of residents riding in the first car in the area and a logging truck with a tree trunk latched onto it. The shelter is located on SR522 at 180th Street Northeast. “When we started doing this project, we decided we should use photos connected to road transportation in Bothell,” said Pat Pierce, museum volunteer. “I think the pictures we chose reflect a big milestone in transportation for the city.” Volunteers selected the photos and brought them to Photo Center

Turcott said one of her favorite stories she’s found involved a woman named Alice Season who was the first woman to deliver U.S. mail. “Her husband died and she stepped up to take a job so she could feed her family,” Season said. “But then we find she was fired because a man needed the job.” Volunteer Mary Farley said both projects are important to residents. “When something happens, we often don’t realize its impact until we sit back and read about it or see a picture,” she said. “Many of us who grew up in Bothell have so many stories, but they are all oral. We are helping to find our history in our papers and in our pictures to capture our legacies.” The women have inspired other nearby cities to capture their history too. Kenmore and Woodinville are currently looking into placing historic photos on their bus shelters, according to Pierce.

In a unanimous vote, the Board of Trustees of Cascadia Community College has voted to change the institution’s name to Cascadia College. The new name has the broad support of the college’s students, alumni, staff, the leadership of University of Washington Bothell and regional industry. There are 34 institutions in the State Board of Technical and Community College system, several of which now offer bachelor’s degrees in addition to two-year degrees, professional technical degrees and certificates, adult basic education, corporate and continuing education and programs for high school and international students. As is typical for rehabilitation of significant historic structures, some space in the seminary would likely be set aside for public access and interpretive areas, according to a city of Kenmore city spokesperson. “Saving the historic seminary building in a way that promotes sustainability and environmental values, while enhancing the local economy, is a huge opportunity for the city, and we are ready to be a helpful partner in this effort,” Kenmore mayor David Baker said. “The team that has stepped forward

is truly high caliber with strong community ties, as well as national prominence.” However, public opinion on this decision seemed to be split. “Turning the core of Saint Edward State Park into a college campus will change a treasured legacy into a commercial afterthought, bland and lost forever,” said Peter Lance, Kenmore resident. “The issues of traffic, purchase money restrictions, and building condition are individually deal killers. Collectively they make the Kenmore/Daniels/Bastyr proposal a fool’s errand.” Resident Alene Fisher said she doesn’t think traffic will be impacted that greatly from rehabilitat-

ing the building to house classrooms and housing for Bastyr University. “This use should minimize the traffic impact as the students won’t be traveling to and from during rush hour because they will be on campus,” she said. “Yes, the park may get more use but that isn’t a bad thing; the residents who live adjacent and near the park’s need for solitude shouldn’t prevent us from saving a grand old building that could be a jewel in our city’s cap.” Michael Hankinson, the planner who conducted the meeting at the Northshore Utility District building in Kenmore, said he was alarmed to discover that many residents wanted to demolish

the building at their first public input meeting. “We’ve held a few meetings to get the residents to weigh in on how they felt and many thought it was a problem we should get rid of,” he said. “We at State Parks don’t want that fate for this historical building.” The Association of King County Historical Organizations is in favor of preserving the building. “One of the main reasons King County is attracting people to live and tourists to visit is its cultural resources,” said Alice Winship, president of the Association of King County Historical Organizations. “It is important that we identify and preserve buildings in a way that keeps them woven into the fabric of the community. Saint Edward Seminary is an architecturally significant building with an important historical background.” At least one Kenmore resident agrees. “The thought of allowing a beautiful building with such a glorious history to further deteriorate seems highly irresponsible and even to entertain the thought of demolishing all or part of it is, to my way of thinking, utterly indefensible,” Michael Ryan said. “The building is a treasure and it deserves to be treated as a treasure.”

When Nicole Wright moved from Bellevue to Bothell she fell in love with Country Village because of its small town, country feel. “I came from Iowa, so I am a country girl at heart,” she said. “Country Village felt like home to me.” Wright decided this was the place to open the clothing store she always dreamed of. Chic Done Wright is a funky, edgy boutique that opened last month. “I’ve always wanted to own my own store,” Wright said. “It was hard to find an opening at the Village and I jumped at the opportunity once this spot became available.” Chic Done Wright offers clothing, accessories, trinkets and bath and body

Inglemoor football seeks first win

The Eagles inched closer and capitalized on an Inglemoor mistake, scoring a safety and cutting the lead to 10-8. Issaquah would end the contest with a game winning 20-yard field goal. Inglemoor will try to earn its first victory of the year at 7 p.m. tonight at Mount Si.

A halfback pass from McPherson to Wilson resulted in a 12-yard touchdown just 10 minutes into the game. Newport’s next possession didn’t last long, as the Cougars forced a turnover on the Knight’s 23-yard line.
