Dorothy Bell’s recovery from a serious car crash many years ago gave her an adventurous spirit and a greater appreciation for life. In keeping with that spirit, Bell lived out a dream Saturday when she jumped out of an airplane on her birthday. She is 81 years old. “I believe life is for living,” Bell said. “I think you have to do what you can do to live your life and be happy.” “My daughter thinks I’m crazy.” Born in England, Bell has lived in the states since 1978 when she joined her sister and mother, who lived in the Seattle area at the time. Bell has had a home on Whidbey since that time and has found a close-knit group of friends through the Rolling Hills swimming pool where Bells swims twice a day. It was during one of these swims that Dorothy Bell hatched her plan to go skydiving. From the outdoor pool, Bell could see other people jumping out of airplanes from nearby Jet City Skydiving. Rebacca Ching, a fellow swimmer, said Bell first mentioned skydiving last year, saying she wanted to do it on her 80th birthday. But she didn’t have the $225 it costs to do a tandem jump with an instructor at Jet City. “She’s always wanted to skydive, but no one really took her seriously,” Ching said. Hannold claims 2nd spot on Nov. ballot By JANIS REID Staff reporter

Retired Navy chief Rick Hannold secured the second slot for the commissioner District 3 election and pulled far enough ahead to avoid a recount. Primary election results were certified Tuesday morning. Democrat Karla Jacks took the majority of the votes in the commissioner race with 3,028. Hannold, a Republican, took the second general election spot with 946 votes, with interim Commissioner Aubrey Vaughan a close third with 896 votes ---- a 50 vote margin. Hannold said his strategy was mainly “door knocking” and meeting people in person. Moving forward, he plans to step up his campaign with advertising and finding more volunteers to help with his campaign. SEE PRIMARY, A12

Parks board approves swim coach’s termination By MICHELLE BEAHM Staff reporter

Termination of the head swim coach for the North Whidbey Aquatic Club was made official Monday night. The North Whidbey Parks and Recreation commissioners held a second special meeting to make a final decision on whether to accept the suggestion by Executive Director Gino Wolfe to terminate head coach Bill Patterson’s contract. Two of the three commissioners voted to approve Patterson’s termination. Commissioner Sean Merrill did not attend the meeting, but sent

in his vote to Chairman A l l a n McDougall, who did not vote in the issue. Merrill, along with David Walton, voted to terminate the con-

tract. Steve Hoffmire voted to keep Patterson as the swim coach. “I would have liked to, I think, go a little more systematically through, looking at different things,” Hoffmire said.

“I wasn’t quite ready to give up on Coach Bill.” Walton, however, said he believes that Wolfe’s proposal to terminate the coaching contract was made for the right reasons. “I believe the director looked at the performance of the team, the team’s potential and where the team was headed,” Walton said. “As an at-will employee, the contract does allow the director … to terminate the coach without cause, and I believe that that was exercised.” Walton said he believes the termination was suggested based only on the swim team’s performance, and not any personal reasons. McDougall said that the parks

board commission handled the issue properly and plans to give Patterson 30 days of severance pay as per the contract. “We’re trying to play this really clearly, but we all like him,” McDougall said. “It’s hard when it’s a friend.” According to McDougall, Patterson lacked many qualifications for the job as head coach when he was hired, but did a good job trying to build up the team. Ultimately, McDougall said Patterson just lacked the experience to make it work. He said that the attendance and participation levels dropping throughout Patterson’s time as

coach had a lot to do with the decision. “It’s strictly that type of level one has to deal with when it’s a public program,” McDougall said. Both McDougall and Hoffmire have been in contact with Patterson since Wolfe suggested the termination, and both got the impression that Patterson would not have returned to the job had the proposal been rejected. “I honestly think he was ready to move on at this point,” Hoffmire said. “That’s where I think he is as a person.” Patterson could not be reached by press time Tuesday for comment.

Parents notified of No Child Left Behind failings Letters will be mailed to elementary students before school begins By JANIS REID Staff reporter

Within the next couple of weeks, many parents of Whidbey students will be receiving letters telling them that their elementary schools are failing them. According to the No Child Left Behind Act of 2001, they are. In late April, Washington state became the first state to lose its No Child Left Behind waiver. The waiver allowed schools to disregard much of that law. As a result of losing the waiver, Washington Title 1 schools must begin adhering to the law’s stringent policies. Whidbey Island schools are looking for a workaround legislation they consider a “distraction.” “We’re having to figure out how to meet the letter of the law when it doesn’t make any sense,” said Oak Harbor Schools Superintendent Lance Gibbon. Despite the letter and its required language, Gibbon said, there is a message he wants to make sure parents understand — the schools are not failing and will be providing the same level of service they always have. “It’s confusing for parents, and we want them to understand what’s really happening,” Gibbon said. “Everybody recognizes that this is a failed law and that what we’re having to do is kind of artificial.”

All of Oak Harbor School District’s five elementary schools are Title 1 schools, as are the elementary schools in the South Whidbey and Coupeville school districts. Title 1 schools receive federal monies that require them to adhere to No Child Left Behind unless a waiver is in place. To be an eligible Title I school, schools must meet one of a series of criteria set by the United States Department of Education. Those criteria are geared toward assisting the schools of low-income families. In order to meet the No Child Left Behind requirements, the districts must inform parents that their child’s school failed to meet federal requirements and, for that reason, they have the option of transferring their children to another school. Hopefully, the letter will also reassure parents that the schools remain dedicated to education despite the obstacles laid out by No Child Left Behind, Gibbon said. According to state statute, if a school does not have the capacity to take in transfer students, the students would be moved into an alternate classroom at their original school, but be technically registered at the new school. “This makes no sense,” Gibbon said. “This is not to be a distraction from the great work we are already doing,” Gibbon said. “We just need to get

Whidbey Title 1 schools, all of which are elementary schools, are failing under the requirements under the No Child Left Behind Act. past this.” Shawn Nowlin, who’s been involved with the South Whidbey Elementary PTA for the last three years, called the No Child Left Behind model “punitive” for teachers and administrators, but most parents don’t take it too seriously. “Most parents see the letter, say ‘My kid isn’t in Title 1,’ and they throw it away,” Nowlin said. Nowlin said that Title 1 funding has continually been cut and only affects the lower 25 percent of the students, decreasing its relevance in daily education. Nowlin stressed the testing requirements of No Child Left Behind sets an impossible bar for teachers and students. No Child Left Behind mandated that 100 percent of students must pass state

Both Gibbons and Nowlin said this standard is unreasonable. “It’s a way to demoralize your teaching staff who are working as hard as they can,” Nowlin said. “The test and the standards aren’t based on what is good for the child.” U.S. Rep. Rick Larsen released a statement Thursday calling on Congress to reauthorize and update the Elementary and Secondary Education Act because nearly all of Washington state’s schools are sending these “failure”

letters to parents in the coming weeks. “These letters in no way reflect a change in the quality of education in Washington state,” Larsen said. “The requirement to send letters describing schools as ‘failing’ only demonstrates that NCLB’s standards are terribly constructed.” “These outdated education standards are completely out of touch with Washington state’s schools,” Larsen said. “These flawed standards for schools must be scrapped and replaced.” Larsen joined other members of the Washington state Congressional del-

egation in asking the federal Department of Education in June to waive the letter requirement. That request was denied. “What’s most important now is that we all do our part to rectify this situation,” U.S. Sen. Patty Murray said in a statement, released in April. “From the Congressional viewpoint, that means working to update the outdated No Child Left Behind law in a way that works for our state, supports our teachers and meets the needs of students today.”

Dentist filling a niche in OH Search for smaller community leads Carr to Oak Harbor practice By RON NEWBERRY Staff reporter

As much as Randle Carr has enjoyed growing up in Whatcom County and operating a private dental practice in his hometown of Bellingham, the setting started losing some of its appeal. He wanted to downsize and get back to the sort of place and pace he was more comfortable in, and saw an opportunity to buy a smaller practice in a smaller town not far away. In June, he landed in Oak Harbor and started serving patients at Island Dental Center at 20 SW 8th Ave. “I wanted something a little smaller, a little homier,” Carr said.

Carr believes he’s found that in Oak Harbor, which at 22,000 residents has about one quarter the population of Bellingham. “It’s way more my style,” he said. Carr, 43, bought the practice from prosthodontist Kirk Kallander and is converting it into a family dentistry, serving children as well as adults. Kallander is remaining as an associate, specializing in teeth restoration and replacement, while Carr takes over the day-to-day operations. “Now it’s his turn to take it to the next level,” Kallander said as he joked with Carr at an open house held at the dental clinic last week. OH schools getting new technology Former council

With passage of the levy in 2013, Oak Harbor School District is adding myriad new technology to its schools for the 2014-15 school year. New gizmos will include 600 new Chromebooks, interactive LCD projectors and classroom sound systems in the middle schools, iPads, computer upgrades and behind-the-scenes upgrades. These will “ensure that our technology is ready and working when teachers and students need it for teaching and learning,” Superintendent of Schools Lance Gibbon said. “The learning possibilities offered through mobile computing are very exciting. They provide students ways to collaborate and share documents and projects through GoogleDocs and other applications, view source documents, gather and analyze data, conduct their own research and more. “It also helps engage students in learning and meets the needs of a wider range of learning styles.” Every school in the district will have some of the new Chromebooks, and Gibbon said that the elementary schools will also be seeing the interactive projectors given to the middle schools in the future. More upgrades and mobile technology will also be added throughout the school year and in future years. “Technology allows for much more individualization for students, whether

She hasn’t yet been trained on the new additions. She expects that to

happen in the first week of school, so added she isn’t exactly sure of what all of the possibilities might be. Morgan-Mueller said she’s confident the students will be able to figure it out quickly. “It will be more the student as teacher than the teacher as teacher,” MorganMueller said. “And that’s where learning really takes place anyway, isn’t it?” Training will be offered before the school year starts, with other training activities and workshops to follow throughout the year,

Gibbon said. “I am truly grateful for the support of our local community that has made this possible,” he said. “Our students now have the technology options and learning experiences on par or above those of our neighboring districts.” “This is just great for (the students),” Morgan-Mueller said. “Whether it’s going to be difficult or not for me, and it will be, for them, this is easy. “I will learn far more from them than they will from me.” “They are my teachers.”

A former candidate for Oak Harbor City Council will serve six months in jail for stealing a 100-ounce bar of silver from an elderly family friend, according to court documents. Melvin J. Vance, 49, was charged in May in Island County Superior Court with trafficking in stolen property in the first degree, theft in the second degree and possession of stolen property in the second degree. He pleaded guilty and was sentenced Aug. 11. He is scheduled to begin serving his jail sentence Aug. 25. Vance himself reported the missing silver as a burglary, according to an Island County Sheriff’s report. There was no sign of forced entry, investigators reported, and the resident said only she, Vance and her late husband had the combination to the safe.

The home belonged to an 87-year-old woman, a longtime family friend of Vance who was out of town caring for an ailing daughter. The woman who owns the home returned after a few weeks away and reported that a few pieces of jewelry were also missing from her safe in addition to a 100ounce bar of silver, according to court records. Investigators reported that Vance pawned a 100ounce bar of silver at a North Whidbey pawn shop, telling the owner that he needed money for medication. The silver was worth about $2,000, the report states. During an interview with a sheriff’s deputy, Vance claimed that his father had given him the silver; his mother and brother, however, denied that was true, according to court documents. Vance ran three times for a seat on the Oak Harbor City Council.

Newspapers aim to empower readers PUBLISHER’S COLUMN

Reporters and editors often halfjokingly remark amongst themselves that they don’t become journalists for the money. That’s drummed into journalism students starting in college. A professor told a group of us first-year Journalism 101 students to consider another major if money was the driving factor in our career choice. So, what motivates a reporter? I can only speak for myself and try to represent what I know about the many dedicated reporters I’ve worked with over the years. The common element seems to be that every reporter and editor wants to make a difference. Weekly reporters produce mountains of news copy over their careers, and every once in a while a particular article resonates with readers. For me, the quirky and the odd news items seemed to get a lot of comments. One article that grew legs quickly and resulted in changes for the better was an article I wrote many years ago about poor television cable service in Coupeville. It wasn’t a world-changing subject, but it brought a response greater than I’d seen up to that point. People even attended town council meetings to address the subject. More recently, our sister newspaper published articles about a series of burglaries on South Whidbey. Stories talked about who was burglarized, how the thieves got in and apparently got people thinking about how to safeguard their businesses. This past weekend, either late Saturday or early Sunday morning, Neil’s Clover Patch Cafe was broken into, but the culprits didn’t get away with more than some change. On his business’ Facebook page, owner Neil Colburn said articles in The Record and alerts from the Island County Sheriff’s office about the burglaries prompted him to remove cash from the building each night. “That probably saved us two or three grand,” Colburn said. Colburn’s story yielded the kind of results that fuel journalists. It may not be Watergate, but someone was helped because they read an article in the paper. Information is power, and it’s our hope that our readers feel empowered by their community newspaper.

Stop the madness that is boat noise Editor’s note: The following letter to the editor was written tongue-firmlyplanted-in-cheek. Editor, Our group must protest Oak Harbor’s shocking disregard for our health and well-being with the ridiculous amount of noise and excitement brought upon our peace-loving community by the hydroplane races here. We’ve lived here over 16 years, and although we knew Oak Harbor had a beautiful marina and large, inviting harbor, our Realtor never warned us that there would someday be motorized watercraft racing on these pristine waters. The thoughtlessness of our local government to allow such a deafening intrusion in our city showed complete disregard for its citizens. Without a local Environmental Impact Statement, the government needs to build a large lake somewhere near Fallon or El Centro and relocate

all of Whidbey Island’s watercraft to operate down there. Because of this blatant intrusion, we will not be satisfied until Oak Harbor’s Marina and waterways are shut down. This is madness. David Acton president, Idiots for a Quiet Oak Harbor

Homeowners did not receive proper forms Editor, The disclosure deception lawsuit, which Joe Kunzler dragged in by its heels in his letter about Island Transit, is about home-buyers in the Navy jet flight path who were not given the noise disclosure form required by Island County Code 9.44.050: “The property … is located within Airport Environs mapped impacted area. There are currently 5 (five) active airport facilities in Island County … Ault Field and OLF Coupeville are tactical military jet aircraft facilities … used for Field Carrier Landing Practice (FCLP) purposes. Practice sessions are routinely scheduled during day and night periods. “Property in the vicinity of Ault Field

and OLF Coupeville will routinely experience significant jet aircraft noise … “[T]he noise generated by the single flyover of a military jet may exceed the average noise level depicted by the airport noise zones and may exceed 100 (one hundred) dba.” Instead, they were given Form 22W. David Wechner, Planning and Community Development director, said in a December 2013 memo to Island County Commissioners: “ ‘Form 22W,’ apparently used by some Real Estate agents in Island County as a noise disclosure statement … does not contain both required disclosure statements, nor cite applicable County Code.” Form 22W says: “The Property is located within an Airport Noise Zone 2 or 3 impacted area. Persons on the premises may be exposed to a significant noise level as a result of airport operations.” Note what is missing from Form 22W: Day and night Field Carrier Landing Practice. Grateful for another great arts festival Editor, I want to express my most sincere appreciation for the numerous volunteers who made the 2014 Coupeville Arts and Crafts Festival a success. The Coupeville Festival Association has promoted and hosted the annual Coupeville Arts and Crafts Festival for 50 years. The CFA is a nonprofit, all-volunteer organization consisting of 25 standing committees and 250-plus volunteers. There is no paid staff. All nonoperational proceeds go into the 98239 Coupeville area in the form of project grants and scholarships. In December 2013, those annual grants and scholarships totaled $774,000 for the past 50 years. The CFA has partner agreements with various Coupeville organizations to help run various areas of the festival. Those partners include: Pacific Northwest Art School — hosts of the juried art gallery in the Coupeville Recreation Hall, Coupeville Chamber of Commerce — operators of the beer and wine garden in front of the museum, the Coupeville Boys and Girls Club — providers of volunteers to run two parking lots, Coupeville High School History Day students, and Wilbur Purdue — who managed trash and recycle pick up. The Coupeville Lions Club helped with setup on Friday and Saturday morning and then tear-down and load-out on Sunday evening. The Coupeville Lions did the setup and tear-down of nine customer rest stations throughout the festival grounds. The U.S. Navy — who provided volunteers who helped at many areas of the festival throughout festival weekend. This festival would not be possible without the continued support of individuals and sponsors from Coupeville. Kudos to director of Shakespeare Festival Editor, Kudos to Director Jackie Apodaca and the entire cast of William Shakespeare’s “The Taming of the Shrew.” I had the pleasure of seeing this production on Sunday at the Island Shakespeare Festival’s venue in Langley. The Wild West setting certainly added a unique twist and lively spark to William’s tale. Each actor was excellent in his/her role. Voting in Wash. as easy as 1-2-3 Editor, It’s difficult to see how Washington state could make voting any easier. Each county mails the ballots to registered voters a month in advance so that voters have plenty of time to mark them at their convenience in the privacy of their homes. Voters simply indicate their choices by filling in a little box, taking care to color within the lines. Finally, the enclosed written directions tell voters to seal the ballot in a colored envelope that has no printing anywhere on it, insert that envelope into a pre-addressed envelope of a different color, sign the outer envelope to verify the voter’s identity, then take or mail the envelope with the ballot back to the auditor’s office before the end of election day. If only all voters would take that responsibility seriously.

We’re told that in the recent primary, the more than 170 Island County voters who forgot to sign their envelopes will get a second chance, notified in writing to do so, thereby wasting taxpayers’ dollars for paper and postage, plus paying a clerk to process the reminders. Also disheartening, 226 ballots were, by law, rejected because the voters returned them after the cut-off date and time had passed. That’s 396 Island County voters who should have learned three fundamental lessons taught by grade school and high school teachers everywhere, every day: 1. Read and follow directions. 2. Jacks has shown willingness to work Editor, With local elections fast approaching, I write in support of Karla Jacks for the position of Island County commissioner. Over the past three years, I had the pleasure of working with Karla as we’ve served together on the Camano Chamber of Commerce board of directors. While she served in her previous position as chamber president, I often witnessed her unfailing hard work and dedication to increasing business on Camano. Karla has the ability to get others excited and involved in community projects, increasing awareness and bringing in profits for all the business owners on the island. Karla’s skills at planning, funding and executing large-scale events are evident. The success of the chamber’s many marketing ventures, like the annual Camano Chili-Chowder fundraiser; the beer, brats and biz; and the Women’s Expo are a testament to Karla’s proficiency. Not only has Karla been willing to serve as a leader, I have also seen her get down in the trenches and get her hands dirty when duty calls. Karla stayed late to clean up after events when the assigned volunteers did not show up. Karla served and helped fund-raise with the Stanwood High School Football Boosters Club and Pee Wee leagues, just to support our youth and local athletics programs. In short, Karla always steps up and gets things done. As a small business owner, I understand how important it is that our elected county officials be trustworthy, as they are given the responsibility of disseminating hard-earned taxpayer funds. Over the last eight years I have known Karla, I have seen her to be extremely passionate about the health of our local economy, the involvement of local businesses in the community and the growth of our area.

Please keep alcohol out of Fort Nugent Editor’s note: The following was submitted to the Whidbey News-Times as an open letter to the Oak Harbor City Council: Editor, As a father and grandfather of wonderful children, I would implore you to change your minds on permitting the sale and consumption of alcohol at my Fort Nugent Park — we have our children’s soccer games there; we play in the park; we use the Frisbee golf; we have picnics. We love it there because it is a place for family activities. Alcohol consumption never was conducive to family activities. Do we have to allow drinking at one of the few places where it isn’t allowed? Do we have to tolerate the consumption of alcohol at our family’s park? Please don’t allow it; there are plenty of other places to drink alcohol. I know you feel you can control the responsibility of people drinking. However, look at how well we do with other establishments where alcohol is served — we still fear drunk drivers. I know these times when the beer gardens will be set up will only be when youth activities are not scheduled. We as families cannot schedule when our children need to get out of the house and run around. I know you want to promote Oak Harbor for large events to draw a lot of tourists here. That’s wonderful, but the exclusion of a beer garden from our park would not hurt such events. We want events at our park. We love to see the people. Yet nothing ruins a family outing more than one person who wasn’t responsible in their drinking habits. Worse yet, nothing ruins a family more than having one of our children killed in the parking lot by someone who wasn’t drinking responsibly. I again beg you, please, just say no to alcohol at Fort Nugent Park. It leaves us one of the few remaining places where we can be as a family. We don’t need the problems alcohol can bring to our neighborhood park. There are proper places for alcohol consumption, and our park is not one of them. When I sight my gun in, I don’t do it at the park — I go to the gun range. Let us not take chances with alcohol at our park, our neighborhood. Hydroplane racing returns to Oak Harbor

You could hear them before you could see them. Hydroplanes, with their distinctive whiny roar, rattled eardrums in Oak Harbor for the first time in nearly 40 years Saturday and Sunday, Aug. 16 and 17. The crowds that lined Pioneer Way and Bayshore Drive could not see the boats being launched behind the slips of the Oak Harbor Marina, but they could hear the drivers fire up their engines. Then, one by one, each boat appeared around the outer float to attack the race course. As each day’s events unfolded, the boats got bigger. And faster. And louder. The day opened with the tiny junior boats, engines whining like underpowered motorcycles begging to be shifted into a higher gear. It ended with the ear-thumping roar of the larger boats. In all, 42 boats raced in 10 divisions. Forty boats at a first-time event is considered a good turnout by the American Power Boat Association, according to Michelle Curry, event organizer. The number appearing in Oak Harbor should grow in future years, according to the drivers. “I guarantee you there will be more boats next year once they hear about the course,” Steve Whisman, a driver from Seattle, said. “The atmosphere is great; the people wave at every turn.” “Michelle Curry did an excellent job in setting it up,” he added. Ed Kelson, a driver from Covington, echoed those comments: “Once we brag about this town, others will

For never doing this before, they’ve done an excellent job.” The race even attracted two “tunnel boats” from California, Kelson said. “I haven’t seen any of those at our races in years.” Both Whisman and Kelson said some drivers are reluctant to race in saltwater, and both said that is a poor excuse for not competing. “It takes about 10 minutes to rinse your boat. Then you use a little Salt Away and you are good to go,” Whisman said. Kelson, who has been racing since 1971, said it is nice to see new communities interested in hosting races, since the number of Region 10 (Washington, Oregon and Idaho) contests has shrunk to six from as many as 20 in past years. Kelson said he competed in the last Oak Harbor race: “I think it was 1979 and

was over there (pointing to Crescent Harbor).” Curry called the event “a great success” and is already researching dates for next year. The tides and when other events take place will determine when the second annual Oak Harbor race will be held, Curry said. The exact date will be announced in October when the APBA reveals the 2015 schedule. Things went so well, Curry said, two other boating organizations approached her about possibly hosting races in the future. As for this year, “everything went smoothly,” Curry said. “There were a few small, little glitches,” she said, which could be expected in a first-time event. Nearly 200 volunteers helped out, Curry said. About 50 percent of those are active duty and 25 percent

from motorcycle clubs. Among the spectators were visitors from California and Canada, according to Curry. Curry was told that 15,000

Kake tribal members visit Ebey’s Prairie 157 years after death that shook the region By RON NEWBERRY Staff reporter

Of all the phone calls that come into the Island County Historical Society Museum in Coupeville, there probably will not be another that created the sort of buzz that rattled the front desk three weeks ago. Michael Ferri, a museum volunteer and local history buff, picked up the phone, listened to the voice of a young woman and couldn’t believe his ears. She told him she was a member of a Native American tribe in Southeast Alaska known as the Kake, and she wanted to bring some of the tribe’s elders on a visit to Coupeville, a place that held

Col. Isaac Ebey’s death in 1857 rocked the region. At the time, he was an active contender for delegate to the U.S. Congress, according to Lynn Hyde of Ebey’s Landing National Historical Reserve. historic significance to her people. “She said, ‘I’m sure you haven’t heard of us,’” Ferri said, recalling the conversation. “I said, ‘Oh, yes, I have. Everybody in Coupeville knows about the Kake.’ I was exaggerating, of course.” People familiar with the early history of Whidbey Island are likely to have heard about the gruesome demise of one of the island’s most prominent early figures.

Col. Isaac Ebey, the first permanent white settler to stake a claim on land that is now referred to as Ebey’s Prairie, was shot, killed, then beheaded in front of his home in 1857 in an act of vengeance by a Northern Indian tribe. That tribe was a part of the Tlingit Indians known as the Kake. When Rick Castellano, the museum’s executive director, got the message that Kake members wanted to visit that same prairie 157 years after the historic incident, he said he was so shocked and excited, “I tried not to fall over.” “I’ve been looking forward to this visit forever,” he said. The historic return took place Monday, Aug. 11 when five Kake tribal members, including three elders, visited the former site of Ebey’s house that they, too, had only read about or remembered hearing stories from elders as part of the oral tradition of their tribe’s culture. The Kake tribe’s arrival actually took place the evening of Aug. 10, when they came by ferry from Port Townsend and attended an informal reception dinner and gift exchange at the home of Ferri, where the ice was immediately broken by a tribal elder’s humorous remark. “We come in peace,” Ruth Demmert said to her hosts, drawing laughter. Castellano kept news of the Kake visit mostly quiet, not wanting to interfere with an experience that was emotionally moving to some of the members. Coupeville was more of a side trip. The tribe had received a grant to engage in a cultural exchange with the Port Gamble S’Klallam Tribe and visited that tribe on the Kitsap Peninsula to reestablish connections, share information and learn more about a sad chapter of their tribal past. In 1856, 27 members of the Kake tribe, including a chief, were killed in Port Gamble during a shelling by

That attack led to the act of revenge by a raiding party a year later against Ebey, who wasn’t a part of the Port Gamble attack, yet was a suitable target in their “eye for an eye” culture because of his importance to his people on Whidbey. “In reality, it wasn’t just us suffering a murder of Col. Ebey,” Ferri said. “They lost 27 members of their tribe and a head chief over there at Port Gamble. “This was sadness and sorrow on each side of the divide there.” Lynn Hyde, education and outreach coordinator for the Ebey’s Landing Historical Reserve, led the Kake members on a tour of the land where their tribal members took part in the midnight raid that led to Ebey’s death. An Ebey historian, she shared what she knew of that fateful evening from diary entries and other sources and led the visitors into the historic Ferry House, which was built on the same property three years after Ebey’s death. She eventually took them to an adjacent field where Ebey’s home once stood and where he fell for the last time. “This is where all of the drama took place,” she said.

Hyde spared few details of that night, pointing out that there were eight people in the house, including three children, when they were awoken by the bark of their dog. As Hyde talked about Ebey stepping outside to find out what disturbed his dog, then getting shot in the head and rushing back to the porch to warn others to flee, silence fell over the guests from the Kake tribe and others who attended. “We walked in two worlds back then where they had no law and order,” Demmert said. “They figured an eye for an eye. Revenge.” Hyde would later recount vivid details of USS Massachusetts’ attacks on the Kake Indians at Port Gamble from her research, pointing out that women also lost their lives. “It’s a sad story, you know,” Demmert said. “The whole era is a sad story,” Hyde said “We still have a lot to learn about why. We don’t have the other side. We only have our side.” In time, the mood lightened and the visitors and their hosts were able to engage in more light-hearted conversation about the past and the present. Dawn Jackson, a tribal member who organized the trip, said that was entirely coincidental. “Its kind of eerie,” she said. “My knees get weak just thinking about the date this happened,” Demmert said. “Just reliving history and coming here and hearing the way you people tell the happenings on that day, we can go back and talk about the way this happened.” Near the end of the visit, Jackson wound up walking

to the bluff, retracing in her mind the steps of past tribal members who had come by canoe more than 1,000 miles away 157 years ago. She grew up learning bits and pieces about what happened in the Puget Sound area and even came to Whidbey Island on past trips, but she was unaware of a direct tribal connection at Ebey’s Landing. “I’d always come through here when I was in graduate school,” said Jackson, who attended the University of British Columbia. “I got off the ferry and came through here and would see that bluff all the time and always wanted to go up there. Now I know why.”

MUSIC FESTIVAL CONTINUED FROM A1 meeting last week but won’t be for sale to the public until the festival. Items include plastic water bottles, tank tops, caps, T-shirts and hoodies. Eve Weinsheimer, a graphic artist from San Francisco, designed the logo, which got the attention of the music festival board. “We fell in love with the guitar,” said Lynn Goebel, an organizer in charge of volunteers. “As the years go on, there are so many things you can do with it. “It’s branding your organization.” In lining up volunteers, Goebel has put to use an organizational chart this year that allows committee chairs to take charge of

their departments, such as the beer and wine garden, information booths, parking lot and green room for the bands. Goebel said the volunteer base is strong, but there are still opportunities to help for those interested. People interested in volunteering may email to vol unteer@oakharbor festival. com “We are so blessed in this community,” she said. More than 6,000 people attended the three-day festival last year. As part of the Ed Bridges Music Scholarship, one graduate from each of Whidbey Island’s three public high schools earned a $1,000 award. Each student had to be pursuing

music in college to be eligible. The Oak Harbor Music Festival, which received 501(c)(3) nonprofit status last year, receives funding from donations during the event but also is supported largely by donations from local organizations and businesses. Island Thrift is the festival’s title sponsor, donating $10,000 this year. The biggest attraction remains the music.

An assortment of rock, country, folk and jazz bands were signed by organizer Larry Mason, including two of the most popular ones from last year, the Beatniks and LeRoy Bell and His Only Friends. Jessica Lynne and Dylan Jakobsen are among the country musicians coming, while Craig Terrill and Cody Beebe and The Crooks are among the rock artists. Goebel said her own chil-

dren, ages 23 and 21, gave wide approval of the band lineup. “They say, ‘Mom, this is the coolest thing ever,’” Goebel said. Mason, a guitarist for The Halyards, who will appear at the festival, said Oak Harbor was lucky to get Heart by Heart, which performs Aug. 31. That band features two former members of the group Heart, who were inducted into the Rock &

Roll Hall of Fame -- drummer Mike Derosier and bass player Steve Fossen. Moving forward, Bell said she wasn’t sure what her next adventure will be. But when a friend suggested bungee cord jumping, she answered: “Yeah, I’ll have a go at that.”
