ederal Way chiropractor and massage therapist Gregory Summers pleaded guilty to four counts of indecent liberties during his plea and sentencing hearing on Thursday at the Maleng Regional Justice Center in Kent.
Judge Mary Roberts sentenced Summers to 14 days of community service, revocation of his credentials and required him to register as a sex offender within 30 days. The King County Sheriff ’s Office will determine his sex offender level. Between January 2010 and September 2012, Summers caused at least six female patients to have sexual contact with him at his office while
he provided chiropractic treatment, according to court documents. The standard sentence for indecent liberties is zero to 12 months in jail, based on the defendant’s criminal history. Summers received 78 days in prison, but the court accepted the 64 days he already spent in custody and allowed the remaining [ more PATIENTS page 3]

The Federal Way City Council unanimously approved bringing a college to the city’s downtown as an official initiative on Tuesday. Spearheaded by Councilwoman Kelly Maloney, the University/ College Initiative and/ or Intellectual Innovation Zone is part of city leaders’ continuing effort to revitalize the city’s downtown core. Maloney explained some of the reasoning for having the Council adopt this idea as an “official initiative.” “The concept is to attract and partner with colleges and universities, to locate satellite campuses in our downtown core,” Maloney said during the Council meeting on Tuesday. “These institutions will offer undergraduate and graduate degrees and they will have a focus on research and development across a broad spectrum of sectors … By locating these institutions in the downtown core, we will attract and hopefully retain businesses that want to work in concert with the colleges and universities for research and development, and then hopefully hire graduates [ more COLLEGE page 3 ]

Federal Way’s longtime Community Development Director Patrick Doherty will no longer manage the department, Mayor Jim Ferrell announced to city staff in an email on Monday. Ferrell wrote he is currently restructuring the Economic Development and Community Development departments, which will include hiring a new Economic Development Patrick Doherty director in the coming weeks. “As part of this restructure, Patrick Doherty will be assigned special projects involving the assessment of the Community Development Department, review of Section 108 loan requirements and an assessment of New Markets Tax Credit financing requirements, which he will be performing remotely,” Ferrell wrote, noting Chief of Staff Brian Wilson will oversee Doherty’s work. Isaac Conlen is leading the Community Development Department in the meantime. It is likely the city will pursue a contract for an interim Community Development director during this time, Ferrell wrote in his email.
