Candidates outline plans — if elected co. commissioner By JANIS REID Staff reporter

While candidates for Commissioner District No. 3 said they share a desire to help shape the future of Island County, their individual visions differ widely. The candidates — four Republicans and one Democrat — will compete for the top two slots in the Aug. 5 primary and advance to the general election in November. District No. 3 voters will select the two final candidates, but the winner will be selected in a county-wide vote. House divided no more Oak Harbor church settles property dispute By JESSIE STENSLAND Staff reporter

Members of St. Stephen’s Episcopal Church in Oak Harbor celebrated a new beginning earlier this month. Ownership of the church property was finally settled after a schism in the congregation brought about a decade of uncertainty. The majority of the St. Stephen’s congregation, like many in other churches across the nation, voted to disassociate

from the Episcopal Church 10 years ago over differences in interpretation of the Bible; the tipping point for many was in 2003 when Eugene Robinson became the first openly gay, non-celibate bishop. Such actions led to lawsuits across the nation over the ownership of church properties. In Oak Harbor, however, a property dispute was settled amicably this month without litigation. Grace by the Sea, the Oak Harbor congregation that dissociated from the Episcopal Church in 2004, handed over the church property on Regatta Drive to the Episcopal Diocese of Olympia and moved out. Charles “Chuck” Maddox, a Freeland resident and Snohomish County Fire District captain, was checking his catch in Holmes Harbor shortly after 7 a.m. Monday when a line around his foot caused him to lose his balance and fall overboard. Maddox found himself treading very cold water and attempting to right the small aluminum dinghy but met with limited success. Knowing from his training that the danger increased with every second spent in the frigid water, estimated by the National Oceanic and Atmospheric Administration to be in the low to mid 50s, Maddox began calling for help and blowing a whistle attached to his life preserver. “God did I blow that whistle,” Maddox later said with a laugh. Fortunately for Maddox, someone heard him, East Harbor Road resident Virginia Bloom. Bloom and her husband, Ken, were still in bed and only half awake when they heard a puzzling sound. “I’m thinking, ‘That’s not a bird, what is that?’” Bloom recalled. Listening for a few minutes, it became clear that it was in fact a whistle and that a person was also yelling for help. The rushed to the edge of their property. “Sure enough, there was a guy clinging to a half submerged boat … He was

Deputy Chief Mike Cotton said the recovery went smoothly and without incident. They were all back at the Freeland Park dock within a few minutes, and the crew of the fireboat watched as their shivering Snohomish County colleague dashed to an awaiting ambulance “He was literally running,” said Cotton with a chuckle. “He said, ‘I’m OK. I’m just cold.” Emerging about 30 minutes later wrapped in blankets, a chagrinned but smiling Maddox yelled with good-natured humor at a reporter with a camera, “Don’t do it, no pictures.” He then recounted his unexpected adventure, noting that the incident may have ended very differently

had he not been wearing a life preserver. Even those who are trained in emergency response can find themselves in unexpected trouble, which is why it’s so important to always be prepared, he said. While this was a lighthearted incident that ended well for a friend and colleague, Maddox’s rescuers agreed this was a testament to the importance of both having and wearing a lifejacket. “They don’t work unless you wear them,” Cotton said. “He was wearing it and it saved him.” He noted that the water temperature is still cold enough in the summer to result in a fatality. Virginia Bloom, who later learned that it was Maddox, a neighbor for many years, said she was relieved to hear he was OK. “He won’t live this down for a while, but thankfully he lived through it,” Bloom said.

Acquiring key shoreline properties in Glendale for public use will mean the removal of an existing concrete boat launch and an over-water pier. Whidbey Camano Land Trust officials confirmed this week that funding issues have left the organization with little choice but to demolish the over-water structures, particularly the boat launch. The end result will be 420 feet of shoreline secured for public use, but property restricted to non-motorized use only. “It’s choosing between having nothing there or having public access with some boat launch ability [kayaks],” said Pat Powell, executive director of the land trust. “There were no clear choices with this project.” Public response to the news has been mixed. Some say it’s simply the price to pay for public access, one that should be happily paid. “To give a little to get a little, that’s fine,” said Mike Thompson, a Glendale resident who uses the boat launch and has been a voice of support for securing the properties for public use. “To me it’s certainly worth it.” Yet other residents are scratching their heads over the development. “I think that would be a mistake not to preserve the boat launch just for money,” said Bud Kovic, another Glendale resident who uses the facility. “I don’t know why they’d take out infrastructure they’d never put back in,” he added. Earlier this year the land trust began working to purchase and preserve three separate waterfront properties: one that houses the old Glendale Hotel and the pier, an adjacent parcel with a house and boat launch, and a third undeveloped property just south of that. The total project cost, including land purchases, demolition — the hotel and the house would also be torn down to make way for parking — and miscellaneous property work is estimated at $1.5 million. According to Powell, the pier is old and constructed with creosote pilings. It’s currently closed, and renovation to make the structure safe would top $200,000. It has limited use, Powell said, and is a source of pollution so the decision was made to remove it. As for the boat launch, the project is being funding largely with two state grants, about $900,000, that are being applied for by Island County. Powell said the initial plan was to preserve the facility, but the grants do not

allow motorized use, which means the ramp has to go. “None of those grant sources allow motorized boats; they absolutely prohibit it,” Powell said. “There’s no other funding source the land trust or the county could find. It’s kind of a thing where, do you want the shoreline open to the public or do we let that opportunity go. We had to really weigh that.” “The consensus was it was more important to get public access to this area ... rather than walking away from the deal,” Powell said. “It was a tough decision and we spent quite a bit of time on it.” Mike McVay, founder of Island Beach Access, said he doesn’t like the idea of losing two hard-to-replace over-water structures and hopes an alternative can be found. The boat launch and pier are some of the primary reasons the properties were eyed for preservation in the first place, he added. “I’ll be really disappointed if those are the terms in which those properties are acquired,” McVay said. Kovic said he has other concerns about the purchases, largely related to enforcement of usage hours. He worries that he’d be forced into policing his beachfront property from trespassers and mischief makers. His home was nearly destroyed in the 1970s from a beach fire that spread up the bluff. Other neighbors have concerns about traffic jams, crime, liability and destruction from Mother Nature. The pier currently shields some bulkheads from storm-driven driftwood coming from the south. Powell said the land trust will be meeting with residents at a community meeting later this month to address such concerns. As for the land purchases, she said one of the properties — the undeveloped parcel — has been secured and the rest are expected to close in September. All remain closed for public use, however, for safety reasons. The hope is to complete the project in the spring of 2016. Powell added that the state grants planned to pay for the project are not guaranteed. The organization is funding the purchases with upfront money and paying for everything else — about $600,000 — with loans. It’s a financial risk for the organization, but she said she believes the end result will be worth it. The land trust will own and maintain the property, leaving the county free of obligation. The partnership is a model for other cashstrapped governments around Puget Sound, she said.

Central Whidbey Fire seeks volunteers Department looks to add 30 or more members to fire and rescue team By MICHELLE BEAHM Staff reporter

When Holly Slothower wanted to find a way to better her future and give her some life skills, she found a great opportunity with Central Whidbey Island Fire and Rescue. She was only 17 when she started the classes to become an emergency medical technician, and by the time her training was complete, 18-year-old Slothower began working as a volunteer EMT, and eventually went on to be trained as a firefighter, as well. “It was probably one of the best decisions I could have done,” she said. “It’s given me a lot of insight that most teenagers don’t get in the early stages. “It was awesome.” Now 20, Slothower is a part-time employee with the department, and intends to use her training and experience to some day pave her way into a career in law enforcement. The department, which covers about 50 square miles from Mutiny Bay to Libbey Road, currently employs 12 full-time and nine part-time people. The department has 17 volunteers. “In a perfect world, somewhere between 30 and 40 volunteers would be wonderful,” said Chad Michael, deputy chief of Central Whidbey Fire and Rescue. They have three fire stations, and would ideally have about 10 volunteers for each station, according to Michael. Training Captain Jerry Helm said that anyone 18 and older who lives in the district can volunteer. “Men, women — doesn’t

have. Volunteers can become firefighters, EMTs or both, according to Helm, and the training for one takes about three to four months. Helm said that anyone considering volunteering with the district is more than welcome to call or drop in for more information. He said he would happily talk

about what being a volunteer would entail, the training and the work. “The initial training up front is a little bit of a time commitment, but once that’s over with, you get to be involved with a good group of people, and if you have time and can make it work, it’s a good opportunity to be involved in your community,”

said Helm. Michael said that volunteers have the option of either responding to any emergency calls they choose, or signing up to be on-duty volunteers out of the station itself, when they will then respond to any call that comes in. Kyle Jacobsen started his firefighter training when he was 20 and still in college. Since graduating, he got a job off island, but still returns to Whidbey Island for his parttime job with the station. “It was a great opportunity,” Jacobsen said. “It was a good step. I wanted to see if this is what I wanted to do, and being a volunteer helped form that, and I knew I wanted to serve some way.” Jacobsen now works in construction in Lynnwood, but wants to eventually make firefighting a career. “Beyond just being able to help out, it’s a great step to

figuring out what you want to do,” he said. Not all volunteers turn firefighting into a career, though. Most of them remain volunteers and work their day jobs. “In my mind, the biggest benefit is the fact that, particularly in a small community, is that you get to help out your friends and family and neighbors,” Michael said. Helm said that a benefit for some people is that the training counts towards some college credit. According to Slothower and Jacobsen, many fire departments can sometimes look down on volunteers as not being on the same level, but they said that it’s the complete opposite at Central Whidbey Fire and Rescue. “That’s one thing I really love about my department,” said Slothower, “is there’s not really a bridge between fulltime, part-time volunteers. We’re all basically the same.” “Volunteers show up at every big call, every call that we have,” Jacobsen said. “There’s no way we could run a successful department without volunteers.” Jacobsen added that the district is willing to back up volunteers, and put in time, effort and money into them and their training. “They really try to help out people that want to be volunteers, and give them any opportunity to become volunteers,” said Jacobsen. “There’s a mutual respect throughout all the levels of employment,” he added. “Everyone knows that if you’re a volunteer, then you’re putting your time in, and they respect you.” n For more information, call Central Whidbey Island Fire and Rescue at 360-6783602.

Promoting roadside stands Farmers marketing to help their small businesses grow

By BEN WATANABE and JANIS REID Staff reporters

A

t Crescent Harbor Blueberry Farm, it’s all about the Patriots. The firm blueberry varietal is known for its “snap” and is very popular with locals, according to owner Linda White. Not only does the historic Westerdyk home off Silver Lake Road offer fresh roadside blueberries, but it also preserves a lifestyle. “It’s a nostalgic thing,” owner Michael White said. “There are people who came here as kids that bring their grandkids.” Despite the simplicity of their farm, agricultural outfits like Crescent Harbor are hoping to become big businesses with their stands on Whidbey Island. With the help of Goosefoot Community Fund and Whidbey Island Friends of Food and Farming, boutique farmers around the island banded together to produce a brochure detailing the locations of farm stores across Whidbey. The pamphlet highlights 21 roadside stands — little booths where each farm’s products and produce can be stocked and sold daily. In February, a group of farmers met with Goosefoot and asked for help. The nonprofit, which has a goal for economic development, agreed to help small-acre farmers with marketing and

promotion, and created the brochure. It’s user friendly with icons and short descriptions of what’s available where, and the hours the farm stands are open. “We realized there were more and more farm stands popping up on the island, even if you didn’t have a commercial farm,” said Marian Myzkowski, Goosefoot’s program director. “Our local food economy is getting bigger and stronger every day,” she added. Buying local has been an Island County push for a while, citing that most of the money spent on Whidbey and Camano islands stays there. Eating local proves a more difficult challenge, and it’s one that Whidbey resident Vicki Robin knows well. She wrote “Blessing the Hands That Feed Us: What Eating Closer to Home Can Teach Us About Food, Community, and Our Place on Earth” about spending one month eating food sourced within 10 miles of her home. People are seeking out food straight from the farm, Robin said, because it is nutritious and delicious, and people with concerns about the industrial agriculture system or a general uneasiness with a highly industrialized way of life are reassured by seeing the way their lettuce, eggs or cheese are produced. “It’s small scale, neighbor to neighbor,” said Robin, who worked on the brochure. “You can go out, look the farmer in

I think that’s of more and more concern.” In her book, Robin found she could get chicken, eggs, beef, pork, potatoes, roots, fruits, leafy greens, cheeses, mushrooms, nettles, fish, clams, crab, apple cider vinegar and berries, to name a small sampling, from the island itself. Other than things like olive oil, much of her diet for an entire month came from farms just like those listed on the brochure. “You start going down the list, and you realize, ‘Oh, it’s not that hard, actually,’ ” Robin said. “The purpose is to discover what’s there and what isn’t there … We love our farmers. They’re wonderful people, and they deserve our money.” For farmers like Jen White, owner-operator of Cedarhill

Farms in Clinton off Bob Galbreath Road, the stands have been the ideal way to sell the literal fruits of her labor. Her 5.5-acre farm and orchard produces between 40 and 50 crops, a necessity, she says, because customers like variety and diversity. That’s why she has raspberries, several types of lettuce and kale, carrots, beets, peas, and much more. She gives the people what they want. “It’s really awesome for farmers,” White said while cleaning a handful of red and golden beets to put on her roadside stand. “There’s something really special about it,” she later added. “[Customers] want to see the farm, the gardens, meet the dog.” For a complete list of participating farms, visit www.goosefoot.org/pdf/farm stands.pdf

Paw in Hand pet boutique closing its doors on Aug. 1 By RON NEWBERRY Staff reporter

Of all the signs that pointed to a change for his business, Chris Reissner said the most glaring one involved simple math. “You can only see a negative number so many times,” Reissner said. Reissner announced over the weekend that he is closing his pet boutique store on Pioneer Way in Oak Harbor Aug. 1, but he is not

shutting down his business. A Paw in Hand, which opened 14 months ago, will transition to an online format in September until a new brick-and-mortar store location can be found, Reissner said. Several factors played a role in his decision, from an “oversaturation market” for the pet industry in Oak Harbor, to store location and family priorities, he said. A mentor for flight attendants

at a major airline, Reissner wasn’t able to be at his store as much as he would have liked. His mother worked in his absence as the store wasn’t generating enough business to hire more help. “The store should have, by now, started to show a return on investment,” Reissner said. “It hasn’t shown it yet.” Petco’s plans to open soon in Oak Harbor also impacted his

decision, even though A Paw in Hand offers more unique items for customers who like to pamper their pets. One of Reissner’s biggest disappointments, he said, was the lack of customers patronizing businesses like his on Pioneer Way. He said he was also concerned about the city’s future expansion plans centered on Bayshore Drive closer to the water. Reissner said he hopes to

have items for sale at his website through a shopping cart feature by Sept. 1 and won’t be having a clearance sale at the store. He will begin to hunt for a new store site but doesn’t see Oak Harbor in his plans. “I really enjoyed it,” he said. “I really enjoyed being at the store and having people coming in and getting to know their pets. “I don’t know what else I could have done differently.”

For the 38th year, the Whidbey Island Horse Trials were held this past weekend in Oak Harbor. The event, started 40 years ago, is the longest-running horseback riding event in the area, which includes Washington, Montana and parts of Idaho, according to Margot Carter. Carter has worked with this Pony Club event for about two decades. For the past decade or so, she’s been in charge of two of the three events. Of the more-than-300 riders participating this year, people came from all over, including Washington state, California and Canada, Carter said. “It is a huge endeavor, and I suspect that brings a lot of money into the county that people aren’t aware of,” Carter said. The Horse Trials are a competition for riders from all over, and include dressage, cross country and stadium jumping events in levels from beginner novice to intermediate. Carter said each aspect of the competition serves a different purpose in testing each horse and rider. “Dressage basically tests the connection between the horse and rider and makes sure the rider can perform basic functions on the horse,” she said of the first event, held on Friday. According to Carter, crosscountry jumping tests endurance and has the added difficulty of solid fences. That means if the horse does not jump high enough, jumps too soon or jumps too late, the top of the fence won’t be knocked off to accommodate the lower height. Stadium jumps, on the other hand, can have the top of the fence knocked down. Cross country tests “how well the horses are fit and how comfortable they are after they’ve done the endurance phase, so that they can still perform at a higher level after that,” Carter said. “I think my favorite part is cross country,” said 13-year-

One person who’s been involved with the Horse Trials since she was 5, Brittany Lombardo, gives credit to the event for getting her into the business. Lombardo, now 26, is a

trainer with students in the competition this year. She usually participates in the competitions, as well, and said cross country was her favorite when she started out. “When you’re a kid, it’s the exciting part, and you don’t really realize the value of the others until you get older,” Lombardo said. Purchases help to give public access to Whidbey’s beaches Imagine you lived a few blocks from the water, or maybe just across the street, but you had to get in your car and drive miles so you could legally stand on the beach and skip a few stones. That’s the situation in some areas of Whidbey Island where the shoreline is in private hands and public beach access is scarce. Island County government is taking steps to help ensure that people can get to the water without leaving their neighborhoods. For example, Island County is currently in the midst of litigation with a Greenbank resident over the ownership of a beach property. In a split decision last year, the county commissioners accepted a donation of 300 feet of Mutiny Bay. These actions are politically complicated and encountered snags along the way but will ultimately improve the quality of life for Whidbey residents. County Commissioner Helen Price Johnson was especially instrumental in working to secure public beach access for this and future generations. The county commissioners nearly passed up the chance to purchase a valuable beach property in the Glendale neighborhood of South Whidbey because of concerns that the county doesn’t have the funds to maintain it. Fortunately, the Whidbey Camano Land Trust stepped in. The organization altered the terms of its original proposal — it agreed to manage the area preserved — and is partnering with the county to acquire the properties and is entering into a partnership with Island County to preserve them and make the beach accessible to the public. Island County is applying to the state for two grants totaling about $900,000; the Land Trust is using its own money and borrowing more to purchase the property upfront and will hopefully be reimbursed once the county receives the grant money. Three separate waterfront properties will be preserved. One houses the old Glendale Hotel and the pier, another is an adjacent parcel with a house and boat launch and a third is undeveloped property just south of that. The Land Trust may remove an existing concrete boat launch and an over-water pier at Glendale. With limits on funds, the group has little choice but to demolish the overwater structures, particularly the boat launch. The end result will be 420 feet of shoreline secured for public use, but property restricted to non-motorized use only. The pier is old and constructed with creosote pilings. It’s currently closed, and renovation to make the structure safe would top $200,000. The Land Trust should make sure it explores every option before taking the step of removing either the boat launch or pier. With strict rules nowadays on the construction of shoreline structures, it’s likely that they will never be rebuilt once they are gone. Perhaps the Land Trust could team up with Island Citizens For Public Beach for a fundraising effort to preserve one or both of the structures. But even if such efforts don’t work and the structures are removed, the decision to preserve a key piece of beach access for the Whidbey Island community was the right one. Once again, the Land Trust came to the rescue.

LETTERS TO THE EDITOR

Campaigning

Flyer is a tip that resident isn’t home Editor’s note: The following was submtted as an open letter to Marc Hennemann, candidate for Island County commissioner: Editor, Mr. Hennemann, my family returned yesterday to find that you had visited my house in our absence. I know this because you left a flyer in our screen door with the message, “Sorry I missed you. Marc.” Your flyer states that you are an Air Force veteran and “… served as an intelligence technician while enlisted as an intelligence analyst while as an officer (sic) — I want to put those same skills to work for Island County.” Having worked in the intelligence community, you fully understand that every little piece of data can be used for nefarious purposes. For example, you would surely know that your flyer in my screen door could act as a flag to the criminal element that I am not home.

Had I been gone for an extended period of time, this would not be a good thing. Quoting your flyer again, “Sorting through information and being able to determine the best course of action is exactly what Island County needs in a commissioner.” With my example, the best course of action would have been to not leave the flyer. I do want to vote for you; however, this is not a good example of what you would bring to the board. Feel free to contact me at your convenience. However, if I’m not home, please don’t leave a flyer in my screen door. Anthony Minich Oak Harbor

Visitor center

Doubtful state parks will support purchase Editor, Did the Deception Pass manager, Jack Hartt, just awake from a deep sleep? Having a visitor center is an excellent idea.

Several years ago, there was such a center in a lovely A-Frame building that stood on the corner to the park entrance. The State of Washington would not support it, and after being empty for several years, it became an art center. Recently, it sold and became a church — not the best location for such a purpose. I seriously doubt that a visitor center at the Seabolt’s location would be supported. Jeanne Karras Oak Harbor

Driving

Highway 525 road signs are dangerous Editor, While I was driving south out of Freeland recently, I noticed someone had put up a string of signs on the side of the highway right where the speed changes from 45 to 55 mph. What I read on them astounded me. The signs, and whoever put them up, are encouraging people to drive 10 mph under the speed limit. SEE GAVAC, A7

By DON C. BRUNELL If you are looking for a family-wage job these days, there is no better place to look than the Dakotas … but for entirely different reasons. While both states rely on agriculture, North Dakota’s Bakken oil field is driving that state’s economy, which boasts a 2.7 percent unemployment rate. It is the lowest among the 50 states – and there are thousands of jobs unfilled. Propelled by well-paying jobs in its western oil-producing counties, the state’s average annual pay has jumped a whopping 44 percent since 2007. Workers in the oil and natural gas industry earned an average salary of $111,451 last year. South Dakota’s jobless rate is 3.8 percent, far below the national rate of 6.1 percent, and about half the unemployment rate in California and Illinois. Worse yet, nearly 30 metropolitan areas have unemployment rates of over 10 percent. Gov. Dennis Daugaard, a Republican, proudly points out, “During the last five years, our state’s economy has grown by 25 percent compared to the national growth rate of 14 percent.” South Dakota has no oil to speak of, but it does have banking. According to the Federal Deposit Insurance Corp., South Dakota holds more bank assets — $2.5 trillion — than any other state. Why is that? During the economic recession of the early 1980s, South Dakota elected officials were desperate to attract outside businesses, so they changed the state’s usury laws to eliminate the cap on interest rates and fees. In 1981, Citibank immediately moved its credit card operations to Sioux Falls. Wells Fargo and other banks soon followed. Citibank now employs more than 2,900 workers in the city, and it anchors a financial sector that provides more than 16,000 jobs. The city’s population has grown from 80,000 to 164,000. Sioux Falls’ success captured the attention of CNN’s Fareed Zakaria. The host

of the Sunday morning program “GPS” is airing a series called “Where America Works,” highlighting five cities. The message? Washington, D.C., may be broken, but problems are being solved in towns all across America. Sioux Falls Mayor Mike Huether, a Democrat, told Zakaria, “It’s pretty simple: you infuse compromise, communicate and find common ground and then you get things done. I mean, how much more simple can that be, and that is absolutely what’s not occurring in Washington, D.C.” Huether, a former banking executive, has managed South Dakota’s largest city to prosperity. Sioux Falls has run a budget surplus over the last four years and has banked a rainy-day fund equal to one third of the city’s operating revenue. Through Heuther’s management, creativity and problem-solving approach, city leaders have solved difficult issues that are mired in political gridlock in many big cities. For example, he worked with the city’s 1,100 workers to reform the pension program without a strike. Compare that to the situation in Detroit where the city is bankrupt and has $9.9 billion in unsecured liabilities — including pensions, retiree health care and losses from a disastrous debt deal. He built an events center with lowinterest bonds, in which 87 percent of the construction workers were from his metro area. The city is spending surplus tax revenues repaving streets, expanding thoroughfares and replacing sewer and water lines. While it may be fashionable for politicians to stomp on the banking and energy industries today, the Dakotas are prime examples that those industries are putting people to work and increasing tax revenues for schools, police and fire protection, parks and public assistance to those truly in need. The successes in North and South Dakota send a strong message to our nation’s leaders. With solid management, collaboration and an unshackled economy, America will once again be a place where people can work, support a family and take that hardearned vacation to Disneyland. n Don C. While I understand that people want drivers to slow down a bit, this is just ridiculous. Telling drivers to go 45 in a 55 zone is just as dangerous as telling drivers to go 65 in a 55 zone. Instead of driving with the flow of traffic, you have now become the cause of a bottleneck. There is a sign that I see frequently on the island, the one that reads “Delay of 5 vehicles illegal.” What that means is, the minute your slow driving backs up more than four cars, you need to take some time to pull off on to the shoulder or into a parking lot to allow the line of cars to pass. The other thing we have a fair number of are slow vehicle lanes. They have signs posted that read, “Slower

traffic keep right.” And guess what? You’re now “slower traffic,” so you need to put your blinker on and pull into that lane and allow traffic to pass. Just because driving slow may make you feel like a saint, it doesn’t make you above the law. While I don’t advocate speeding, driving slow isn’t going to solve any problems. In fact, it may cause more problems than it solves. Road rage will become an even bigger problem than it is now, which can cause collisions with other cars or property. Being a safe driver does not mean driving slow. Being a safe driver means paying attention to your surroundings no matter what speed you’re driving, so that you can react in the best possible way in the event

Share the road with thousands of racers Editor, Prepare for an invasion. Sometime on Friday, thousands of men, women and children — well, teenagers — will arrive on Whidbey and traverse a combined total of

approximately 34,000 miles of the island … on foot. It’s that time of year again for Ragnar Northwest Passage, a 195-mile running race that begins Friday morning in Blaine and ends in Langley on South Whidbey on Saturday. Nearly 6,000 participants with 520 teams will run, eat, sleep and repeat, each completing a distance of 13.6 to 19.1 miles. Double that for members of the 50 ultra teams during this race that runs through the night. So, while you are out and about on Whidbey Island this weekend, please be patient, we’ll be running on little sleep. Share the road and send a smile or wave our way. JuLee Rudolf Oak Harbor

DIVIDED NO MORE CONTINUED FROM A1 Episcopal Church all these years, can now use the large church property without scheduling conflicts or other hindrances. IN 2004, not everyone agreed with the decision to dissociate with the Episcopal diocese. Sandy and Bob Taylor, members of the St. Stephen’s Episcopal Church since 1979, explained that they no longer felt welcome at their church and looked elsewhere for a place to worship. A small group of folks who also left the church happened to meet at grocery stores, coffee shops and other places; they started talking. “We found each other,” Sandy Taylor said, “but it was difficult. We were not an organized group. We didn’t see a reason to be an organized group in opposition to the people we went to church with, the people we prayed with.” Pretty soon, the small but growing group started gathering together in homes. The late Wilma Patrick, a longtime member of the congregation, was the first to share her home. They also met at the former Mitzel’s restaurant, which was playfully dubbed “Saint Mitzel’s,” Sandy Taylor said. The diocese assigned a retired bishop, Rev. Sanford Hampton, a retired priest, Rev. Charles Forbes, and Rev. Dr. Rachel Taber-

Hamilton to provide pastoral care and worship services to the small group. Through it all, they focused on hope and forgiveness; they found the effort of reforming the congregation unexpectedly invigorating. “It was a wonderful, spiritual and grace-filled experience,” parishioner Virginia Wagner said. MEANWHILE, a majority of the congregation at St. Stephen’s placed themselves under the authority of an Anglican bishop in Brazil and later joined the new Anglican Church in North America. The church was first renamed as St. Stephen’s Anglican Church and then adopted the new name, Grace By the Sea, in 2012. Proper ty disputes cropped up across the nation between breakaway congregations and the Episcopal Church. Many of the breakaway churches felt they were entitled to their local church property because they believed the national Episcopal Church had abandoned core teachings of the Anglican faith, according to a New York Times article. In most cases, however, the Episcopal Church successfully held onto the properties throughout court challenges. The United States Supreme Court declined in March to take up legal battle between five conservative Virginia congregations and the Episcopal Church, effectively siding with a lower court ruling that the Episcopal Church may keep the properties, estimated to

be worth tens of millions of dollars. IN 2006, a covenant was signed by the Episcopal Diocese of Olympia and Grace by the Sea for the joint use of the St. Stephen’s property. Episcopal congregant Jim Wagner said the facilities were supposed to be shared equally, but Grace by the Sea leaders wouldn’t allow the Episcopal congregation to use the main chapel until late on Sundays; services were held at the small All Saints Chapel instead. The agreement came to an end this year. Father Roger Vehorn, associate priest at Grace by the Sea, said church leaders felt it wasn’t Biblical to litigate the dispute over who owned the St. Stephen’s church property; he said the Episcopal Diocese made it clear that it would take the issue to court if Grace by the Sea didn’t relent. “The only honorable choice was to walk away, and that’s what we did,” he said. On Pentecost Sunday, June 8, the Grace by the Sea congregation met for the last time inside the church. Vehorn said the Catholic church graciously agreed to share its facilities with Grace by the Sea. Worship services are Sunday morning at St. Mary’s Church in Coupeville and Tuesday at noon at St. Augustine’s in Oak Harbor, which is where Grace by the Sea has its office. FOR CONGREGANTS who never left the Episcopal Church, the property dispute settlement is a bittersweet resolution. Some members of the Episcopal Church, many

of them elderly women, opened their homes and kept the congregation together for all those years, but passed away before seeing the return of the church property. In addition to Wilma Patrick, there was Margot Wiess, Anna Mae Chapman, Evelyn Coffin and Les and Marilyn McClaine. A handful of the diehard Episcopalians gathered at St. Stephen’s last Tuesday for a morning prayer led by Rev. Rilla Barrett. Among those for whom they prayed for are the members of Grace by the Sea. In discussions afterward, they said that members of the two congregations never harbored hard feelings toward one another, though they believe local church leaders were responsible for fomenting the split. Barbara Wihlborg, the unofficial historian of the church, said some members of the congregation stopped attending church before the vote to dissociate because of comments made from the pulpit against the stance national leaders were making on social issues. The Episcopalians pointed out that the church has a history of standing up against social injustice. The General Convention permitted the ordination of women in 1976, declared racism a sin in 1991 and supported gay rights as early as 1976. PARISHIONER BOB TAYLOR described the split within the church as “a tragedy.” “We are a people of a wide faith,” he said. Jim Wagner agreed, pointing to what Jesus said about judging others. “Grace by the Sea opted to judge people. That’s how I see it,” he said. Wagner explained that the Episcopal tradition of having a red door on a church means it’s “a safe place for anyone to come inside, regardless of sexual orientation, ethnicity. “It just doesn’t matter.” Father Vehorn, however, explained the local church leaders were concerned that the national Episcopal Church was straying from the words of the Bible. “We realized we were dealing with two different understandings of what it meant to be a Christian.” Concerns went “way beyond” homosexuality and the ordination of Bishop Robinson, Vehorn said. “The General Convention (in 2003) couldn’t even confirm some of the basic beliefs of the church,” he said. “It was real basic stuff.”

Little League teams wrap up state tourney action By JIM WALLER Sports editor

Though four Whidbey Little League teams combined to win only two games at their state tournaments this past week, the season was historic. Earning just one state berth in any summer is uncommon; sending four is a success by any measure. The 13/14 Central Whidbey junior softball team and the 15/16 North Whidbey senior baseball team each won one of three games at Shoreline’s Meridian Park. The 9/10 Central Whidbey softball team and the 9/10 North Whidbey baseball team both dropped their first two games in the triple-digit heat of Eastern Washington. In district tournament championship action, the North Whidbey 10/11 baseball team lost a best-threeseries 2-1 to Sedro-Woolley at Windjammer Park.

13/14 Softball Ridgefield stopped Central Whidbey 11-4 Saturday, Central Whidbey beat Bellevue/Mercer Island 4-1 Sunday and then Woodinville eliminated Central Whidbey 15-12 Monday. to Lewis River (Woodland) Sunday and 12-5 to Marysville Monday. Against Kent, North Whidbey was paced by base hits by Chase Powell and Brandon Philp. Steven Richards tossed a complete game for the win. Lewis River used two-out magic for its win. It scored six runs in the first inning and four in the third, all with two outs.

Bella Northup combined to strikeout 11 but walked six and hit a batter. Ridgefield pitcher Sarah Jenkins struck out 15. Katrina McGranahan finished with a triple and single; Hope Lodell singled twice; and Sarah Wright and Robin Cedillo added singles. Against Bellevue/Mercer Island, Wright drilled a tworun home run in the fifth inning to snap a 1-1 tie. Northup buzzed through the District 9 lineup with a one-hitter, striking out nine and walking two. Robin Cedillo’s RBI single and Hope Lodell’s sacrifice fly plated the other Central Whidbey runs. Run-scoring hits by Tamika Nastali, McGranahan, Cedillo and Veronica Crownover highlighted the offense in the loss to Woodinville.

SPORTS IN BRIEF Legion starts district

The Oak Harbor Legion baseball team hopes some of its tournament magic carries over into the league’s district tournament at Burlington-Edison High School this week. The Wildcats tied for seventh in the 11-team league with an 8-12 record and will be the No. 8 seed in the district tournament. Oak Harbor faces league champion and No. 1 seed Anacortes (17-3) at noon Wednesday, July 16, in the double-elimination tournament. The top two teams advance to the state tournament. Anacortes defeated Oak Harbor 10-0 and 8-4 June 5 during league play. In contrast to its league record,

Oak Harbor posted a 13-6 record in four invitational tournaments this summer, placing first, second twice and third. The third came last weekend in the Skagit Valley Tournament. Oak Harbor finished the Skagit Tournament by splitting two games Sunday. The Wildcats defeated White Rock, B.C., 3-2 behind Danny Wolfe’s complete game. Preston Rankin drove in the winning run. Oak Harbor then fell to Victoria, B.C., 6-1 in the semifinals. The Wildcats wrapped up league play Monday with a 12-1 loss to visiting Ferndale (16-4). North Whidbey built a 5-0 lead, withstood a five-run fifth inning by Sedro-Woolley and won it in the sixth. RACE WEEK

GATES OPEN

Stuntz, organizer of Whidbey Island Race Week for the past seven years, will hand the rudder over to a new skipper after this year’s event, slated for July 20-25. Charley and Schelleen Rathkopf, of Seattle, announced in April that they are purchasing Whidbey Island Race Week from Stuntz, of Clear Ahead Marine Production. The couple assumes ownership of the event after this summer’s Race Week. “It’s been a great experience,” Stuntz said. “It’s been a pleasure to put on the event.” Stuntz, an Oak Harbor resident, said he sold the event so he could focus more time on his first love — sailing. Promoting and running the weeklong sailboat-racing event is a year-round job, he said. “I’m looking forward to sailing in the event and get back to my passion for sailing,” Stuntz said. The nationally recognized sailboat regatta, now in its 32nd year, draws competitive sailors from all over the world. Last year, sailors experienced breezes 12-17 knots and Orca whales were spotted. Stuntz said he believes the event has maintained a very loyal following because of its location on Whidbey Island.

a K-9 Working Dog demonstration, bouncy toys for children and a climbing wall for those wishing to test their climbing acumen. Aviation memorabilia will also be available for purchase as well as a variety of food and beverages. There are no cash machines on the flight line so base officials advise attendees to plan accordingly. All guests will enter the naval station at Ault Field via Charles Porter Gate, located just west of the Ault Field and Goldie roads intersection. All visitors 18 and older will be required to present state- or government-issued identification for access to the base. For security reasons, the following items are not allowed on the base: large bags, backpacks, weapons, coolers, pets, drugs or drug paraphernalia, including all marijuana products. Other medically prescribed drugs are allowed only if they are in labeled medical containers. Visitors are limited to the following items, which will be subject to search by security: strollers and wagons for toddlers, diaper bags for guests with small children, small women’s purses, wheel chairs and walkers, official service dogs, two bottles of water per person (free water-refill stations will be available), hydration packs, sunscreen, cameras, video recorders and binoculars. Visitors will be required to show that electronic items work. Items must be small enough to carry by hand.

As a leader, Bagley said he would ask staff what they need to do their jobs and free them to use their creativity in problem solving. “I would say, ‘How can I help? What do you need to unblock your creativity?’ ” Bagley said. “This is at the root of all the issues the county faces.” “It all comes back to joy,” Bagley said. If elected, candidate Marc Hannemann said he plans to be a good steward for constituents’ tax dollars. “I’m hearing from people that we are spending a lot of money and they don’t like how

A sailing crew pulls down the jib in a race during last year’s Whidbey Island Race Week. After this year, the race will have new owners. “It’s a beautiful area to sail,” Stuntz said. “It’s a week’s worth of sailing, and how can you beat a party every night and sailing every day.” “Overall, the fun factor is pretty high.” The event features a week of races and events, kicked off the weekend before, July 19-20, with Dinghys Whidbey Island events for smaller boats. Now in its fourth year, the dinghies event is open to any sailing vessel smaller

than 24 feet long. The event also features live music each night next to the Oak Harbor Yacht Club, and plenty of rum and libations flow. The evening events are open to sailors and non-sailors alike. “The event has had its ups and downs, but overall it’s been very positive,” Stuntz said. n For information, visit www.whidbeyis landraceweek.com

we’re spending it,” Hennemann said. “What about roads? What about roads?” Hennemann, a Republican, served in the Air Force for 21 years and earned a master’s of public administration from the University of Oklahoma. Hennemann said he wants to see the county’s property taxation structure changed to give older residents and families a break. Retired Navy chief Richard Hannold has said he doesn’t like the way politics are going and wants make decisions in accordance with the will of the people. Hannold, also a Republican, was previously elected to the Oak Harbor Christian School board and served in that role for three years. “You’re supposed to speak for the people you work for,” Hannold said during an interview earlier this year. “These people don’t work for you, you work for them. “A leader listens to his people.”

Hannold could not be reached this week for additional comments. Camano Center Executive Director Karla Jacks, the sole Democrat in the commissioner race, said, if elected, she wants to focus on the county’s growth management plan and spend time looking at the infrastructure of the county. Jacks said she plans to work closely with the department heads to help give her a sense of the “big picture” when making decisions. “I want to have an understanding of what the foundation is so I can understand where they are coming from, so we can meet the needs of the community,” Jacks said. Jacks said the way to do this is have a better collaboration between the commissioners than has occurred in the past. The board was strained over the last year due to disruptions and disagreements between the commissioners. The issue came Brought to you by:

to a head in May when then commissioner Kelly Emerson suddenly resigned. Emerson is currently running for Kitsap County auditor. Republican Aubrey Vaughan, who was appointed last month to serve as interim commissioner until the November election, said that his top priority is working with the other two commissioners to find practical solutions. Vaughan previously served on the county’s Law and Justice Committee. “I want to demonstrate that I am a participant in governance,” Vaughan said. “It doesn’t have to be the way it was. You don’t walk into a room with a solution. “You have to work with people.” Vaughan said he hopes to bridge the divide between Whidbey and Camano islands and help the residents of his district feel heard and represented.

Another world

By RON NEWBERRY Staff reporter

On a recent afternoon at the Keystone spit, Betty Bastai stared out at the wooden skeleton of an old wharf that served as a platform for seabirds basking in the sun. To the casual observer, the seascape, surrounded by the waters of Admiralty Inlet, was captivating enough. To Bastai, this was nothing compared to the view from underneath. “Down there is completely full of life,” she said. “You wouldn’t believe it.” For years, Bastai’s creative talents have surfaced in the form of drawings, etchings and paintings. An Oak Harbor artist, she also delved deeply into installation art, creating elaborate scenes intended to change one’s perception of space. But since 2008, when she became a certified scuba diver, Bastai’s creative outlet has turned

to underwater photography. Every week, she and her husband, Sam Osteen, try to get out and explore the undersea world, typically venturing to any of about a half-dozen spots around Whidbey Island. Bastai’s underwater photography has been featured in diving magazines, a book on rockfish and in art shows. In August, one of her photographs will be a part of the Port Townsend Art Commission and Northwind Art Center’s 16th Annual Juried Art Exhibition. Her image of a sea slug called a white-lined dirona was taken in the waters near the Langley Marina. It is one of 77 art pieces selected for the show from 313 submissions. Sea slugs are part of the vast, rich, colorful world of sea life that Bastai has captured with her digital camera. At the Keystone Underwater Park in Coupeville, one of Whidbey’s most popular diving spots, Bastai said it’s common to

see the giant Pacific octopus, the world’s largest octopus, resting in dens, as well as schools of rockfish and surf perch. “Usually, there’s two or three octopus living there,” she said. “And you’ll see other very interesting animals like the Puget Sound king crab. It’s a very colorful crab.” Born in Italy, Bastai attended the Edinburgh College of Art in Scotland for six years, earning undergraduate and graduate degrees in fine arts. A job with the U.S. Forest Service as a cultural resources technician brought her to Washington state, where she met her husband at her first solo art show in Eatonville. Since arriving on Whidbey Island in 2004, she’s put her energies into various forms of art. Her installations were part of exhibits in Mount Vernon, Bellingham, Seattle and Olympia. More recently, she’s printed greeting cards displaying her photography, which are sold

Betty Bastai stands near one of her favorite dives at the Keystone spit. at Lavender Wind Farm on Darst Road in Coupeville as well as the shop downtown. Bastai also writes a blog about scuba diving (www.openwaterbubble.blogspot.com) and works on video projects. She has a website, www.bettybastai.com

She hopes her underwater photography will help expose the beauty of what’s below the surface in Puget Sound and make people think harder about preserving it. “Hopefully, they’ll feel something about it,” she said. “The ocean right now is going through a lot of stress.”
