An Oak Harbor woman is fighting to continue living in the back of her Pioneer Way business.

City of Oak Harbor officials maintain that Dena Royal, owner of Whidbey Island Yarns, cannot live in the back of her business because it’s against the city’s building code.

Royal said that her “studio” apartment is similar to others in the commercial district and that the city is retaliating because of her many complaints about a lack of police enforcement.

Council hires new attorney

Nikki Esparza said she decided to become an attorney at age 6 while watching a 1960s courtroom drama.

But a crush on TV character Perry Mason, a clever defense attorney, was just the impetus of her future career.

“I went to law school because I wanted to make a difference,” Esparza said.

Oak Harbor City Council voted Tuesday to name Esparza, 36, the new city attorney starting Aug. 1.

“This position is giving me the opportunity to serve the public and hopefully make a difference,” Esparza said.

Quick thinking helped minimize crash injuries

Two people were injured in a motorcycle versus car accident on State Highway 20 Wednesday afternoon just south of Coupeville.

The accident occurred at approximately 3:49 p.m. when the driver of a car slowed to turn left from the highway onto Parker Road, yielding to oncoming northbound traffic.

The driver, Megan Manker, 46, of Coupeville, saw the motorcycle approaching from behind and didn’t think it would stop in time, so she started accelerating forward to try to avoid an accident, according to a report prepared by SEE CRASH, A2

“For them it’s like they get to camp every night,” Mark McShane said.

The two large cabins above the settees provide sleeping quarters for the family. The couple installed a compact wood burning stove in the kitchen to heat the small space in the winter months.

Both motorcycle riders were wearing helmets and Manker was wearing her seatbelt, according to the State Patrol report.

Garcia said there was damage to Manker’s car, but it was drivable. After changing her tire, Manker drove away.

Hollister and Nyberg’s Harley Davidson motorcycle was totaled. It was impounded to Simmons Towing, according to the State Patrol report.

said he didn’t know yet what the offense might be.

The State Patrol report states that the cause of the accident was inattentive driving, but the investigation was still pending as of Thursday morning.

Prosecutor says more investigation needed on alleged rape case

The Island County prosecutor has dismissed charges against a man who was accused of rape by a former girlfriend.

On June 18, prosecutors charged Douglas L. Blackburn, 50, in Island County Superior Court with third-degree rape and unlawful imprisonment with sexual motivation. Both were charged as domestic-violence-related crimes.

The order of dismissal of all charges was dated Friday, June 27.

Prosecutor Greg Banks said his office determined that additional investigation was needed.

“Since Mr. Blackburn was in custody, there was a 60-day deadline to get his case to trial,” Banks said via email. “In consultation with detectives, we concluded that the investigation would not be completed in time, so we dismissed without prejudice.”

The “without prejudice” stipulation allows the prosecutor to refile charges later based on the results of further investigation, Banks explained.

Banks said he couldn’t comment on any specific facts of the case as the investigation is still ongoing.

Blackburn’s arrest stemmed from a call to 911 on June 14. A brief manhunt ensued and led to a North Whidbey resident’s yard.

At 10 a.m. a Robinson Road resident reported an injured baby coyote in a neighbor’s yard.

Blackburn’s ex-girlfriend claimed she was held against her will inside a travel trailer in a secluded North Whidbey area for nearly a week; the 42-yearold woman claimed he raped her repeatedly, according to the report by a detective with the Island County Sheriff’s Office.

After his arrest, Blackburn told deputies that he had not held the woman against her will and she could have left whenever she wanted.

He also told officers that he and the woman got into an argument and she threw feces at him, so he threw it back at her, according to the report.

When Blackburn appeared in Island County Superior Court, Judge Vickie Churchill said she found probable cause to keep him in custody.

Blackburn didn’t make any statements but continually shook his head.

Blackburn could not be reached for comment.

At 12:14 p.m. a Classic Road resident reported that a man representing himself as an electrician did some work at the location until some of the appliances “blew,” after which the man got in his truck and left.

At 2:20 p.m. a Taylor Road resident reported that another man came up to him and threatened him with golf club and was in possession of other unknown weapons.

At 4:15 p.m. a Barr Road resident reported that a man came to his door in a blue shirt and stated he had a permit to be on the property. He told the resident he was there to put in windows. The resident told him he already has new windows.

At 5:13 p.m. a Maxwelton Road resident reported that possible drug activity was going on at Castle Park because there were “kids doing some sort of drug activity there, taking turns going into the woods to do something.”

At 5:42 p.m. a caller reported that someone in a gold car just pointed a gun at him near the intersection of Northeast Fourth Avenue and Northeast Izett Street.

WEDNESDAY, JUNE 25 At 4:10 a.m. a West Beach Road resident reported a fog horn sound that lasted for about five minutes. Caller thought it was a tsunami warning but said it may have come from an air can.

At 7:10 a.m. a Whidbey Avenue caller said their friend needed to go to the hospital, didn’t feel right, hadn’t been sleeping and was “going crazy.”

At 9:35 p.m. a caller reported a suspicious “sleezy” looking vehicle along State Highway 525 with a “tweaker” in it.

At 11:23 a.m. a property management employee reported that upon arrival at a Lopez Drive home, someone jumped out of a back window.

At 12:49 p.m. a caller reported that a female driver pulled over and jumped out at West Cross Island Road and Tradewind Lane because a garden snake was coming out of her vent. The caller said they almost hit her as she stood on the side of the road.

At 4:12 p.m. a caller from a Huckleberry Lane location reported a fight between “drug users” and has heard gun shots in the past from

that location.

At 5:07 p.m. a Bald Eagle Way resident reported that someone known to him broke into his room and took items out of his safe.

At 6:01 p.m. a caller reported that a woman threw a stick at him while bicycling along Mutiny Bay Road causing damage to his bike.

At 7:07 p.m. a Cedar Street resident reported that there was a sick coyote in front of the house “in a great deal of pain.” Caller was willing to shoot the animal but wanted permission.

At 9:25 p.m. a Cedar Hollow Lane resident reported noise coming from the south. The caller said sometimes it’s a band but that evening it was a baritone singing ballads.

At 9:47 p.m. an Oak Harbor Road resident reported that all his fireworks had been stolen from inside the home. No other items were missing.

Caller said 15 minutes previous he had a premonition and heard “some kid is going to die” from the TV. At 12:12 p.m. a caller reported that people were “massively” harvesting clams at the beach near Monroe Landing Road and Scenic Heights Road. The caller reported that the people had six large bins full and were going back for more.

FRIDAY, JUNE 27 At 9:46 a.m. a Hawaii Lane resident reported seeing squirrels in her neighborhood that are walking funny and falling over. Caller said she thinks they might be getting into some poison.

At 10:51 a.m. a caller reported a theft at a home in foreclosure on Halsey Drive where an Amish electric heater and a dehumidifier were taken.

At 11:13 a.m. an Ebony Place resident reported that a neighbor just caught a tree on fire and occupants were evacuating.

As summer temps approach highs, seniors should take steps to prevent overheating

uring 2013, the hottest day of the year in Oak Harbor was Aug. 27. The temperature reached 76

degrees.

Last Tuesday, the temperature hit 82 degrees.

According to Oak Harbor physician Douglas Langrock, the hottest weeks are still to come.

Langrock said that the hottest weeks of the year are generally the last week in July and the first week in August. That means residents of Whidbey Island need to be prepared for the upcoming heat and plan how to stay cool.

Senior citizens can be especially prone to overheating and dehydration, which means there is a greater need to be prepared.

“As you get older, your body is less capable of adapting to change in temperature,” Langrock said.

He added that because the island is surrounded by water, “nature’s air conditioner,” residents already have an advantage, but it does still get hot here.

“When it gets hot and someone can’t manage to lower … or prevent their body temperature from going too high, they can be dehydrated more quickly, or they can be confused,” Langrock said.

To counteract the heat, the most common advice — and perhaps the best — is to drink plenty of fluids, especially water.

Beyond that, eating fresh fruit, like watermelon, is a good way to stay hydrated, according to Trish Vaughn, who works at Careage of Whidbey.

“Really, you can prevent so much of dehydration by making enjoyable treats,” Vaughn said.

While summertime is a great time for outdoor activities, prolonged sun exposure can be dangerous. Vaughn suggests that people avoid being outside during

“If you’re going to do activities such as gardening, maybe do it earlier in the day or later in the afternoon,” she said. “Because we have that northwest sun, earlier in the day is probably best.”

Langrock suggested that on the hotter days, staying inside where it’s cool is the best course of action.

Langrock suggests using box fans, which can be purchased at stores like Walmart, and keeping windows with sun exposure covered with curtains.

When in a house that’s too hot and won’t cool down, he suggested maybe going to an air-conditioned place like the library, or to the house of a friend or family member who has had better luck

keeping their home cool.

To cool body temperature, Shannon Delciello, a nurse at Harbor Tower Village in Oak Harbor, suggests putting a cold towel on the back of your neck.

“If you keep the back of your neck cool, you can stay cool,” she said.

She also suggests eating popsicles as a good way to stay cool and avoid dehydration. She advises staying away from caffeine and sugar.

Langrock added alcohol to the list of things to avoid in hot weather.

“The combination of alcohol plus any effects of elevation of temperature can be disastrous,” he said. “Wait till one cools off before enjoying a glass of wine or a cool beer.”

Langrock said that sometimes when someone is taking diuretic medicine, there can be concern on hotter days if he or she is drinking more water.

Langrock said before anyone on diuretics stops taking the medicine because of increased fluid intake, he or she should call a doctor for advice.

He said patients with questions are welcome to make appointments with their doctors, but most doctors and nurses would be happy to take phone calls to address any concerns a patient may have.

“To summarize, stay hydrated, be prepared,” Langrock said. “It’s helpful to have a fan, to have windows open, to have shades closed in windows facing the sun and to ask for help.”

Tips for staying healthy over 50 A healthy lifestyle is necessary at any age, but for those over 50, it’s especially important. As you age, your body changes, and your risk for health problems increases.

Port should think twice about taking on fair property Looking through newspaper archives reveals a cyclical nature of life on Whidbey Island. People still talk about the same old stuff — beach access, hospital bonds, kids who made honor roll and preserving pieces of history.

For decades to come, people will still be discussing issues like Greenbank Farm, the tale of a community rallying together to save a property from development and how the Port of Coupeville sailed to the rescue.

It will also tell how the port later nearly went broke under the financial weight of keeping up the over 100-year-old facility — along with bills to maintain the 100-year-old wharf — and that, despite the farm’s handful of shops and annual events, the facility has never been the shining star of rural economic development that so many dreamed of.

Given those challenges, one would think other ports would run screaming from taking on ancient properties, yet the Port of South Whidbey last week agreed to consider traveling a nearly identical road with the Island County Fairgrounds by becoming its property manager.

So, here we go again.

Perhaps there is potential for economic development to be accomplished from the realization of an island event center, but it will be a long and expensive road. Island County Fair Association leaders say they need $100,000 a year to properly maintain the fairground’s 27 buildings.

That’s a hefty price tag Even if that amount is paid, there’s little guarantee the facility will become a year-round bustling hub of commerce.

One need only look a few miles up the highway for an example. Greenbank Farm is essentially the same thing — a gathering place for annual events and activities. It is lovely and adds invaluable charm to Whidbey Island.

Unfortunately, Greenbank Farm has never really paid for itself. Rather than swimming in revenue, Port of Coupeville commissioners have raided their coffers again and again, making investment after investment, resulting in few jobs and limited economic payoff.

Port districts are not in the preservation business, they are in the economic development business. Their taxing authority is not granted to fund sentimentality, it’s to create avenues for new business and boost employment in their communities.

A property manager needs to be found for the fairgrounds, but it remains to be seen whether the Port of South Whidbey is the best organization for the job.

Transit is missing out on funding support Editor, After reading once again about Island Transit and its money problems, could it be that I’m the only one who’s head is about to explode?

Martha Rose, we need dedicated funding for transit? In the “real” world, dedicated funding comes from people making a conscience choice to spend money on something they want or need.

But in the “government speak” world, dedicated funding means taking it from someone who doesn’t use it and giving it to someone who does.

For many of us, you will never, ever get our support for Island Transit until you start asking those who use it to pay for at least a part of it.

And I am sick of the excuse that it costs more to collect fares than what it generates.

Charge enough to cover the costs of collecting the fare and the cost to ride the bus. It’s simple math.

In the Whidbey News-Times article,

the supporters of the transit system both live off the island and travel here only to work. For a system supported by sales tax revenue from those who shop on the island, I think I’ve spotted a problem.

While the article is not the most well written due to this route issue being one that supports a “connector” system and a funding that comes from the state — that free grant money windfall — that we are transporting people to the island for a job only is a problem for whom?

“The bus is much, much cheaper …?”

Duh, it’s free. How about kicking in, say, 10 percent of what you used to spend on gas for that free ride to work?

I’ll bet he’d be happy to pay something, but since IT doesn’t want to bother themselves with that task, he doesn’t.

And since we are hauling bicycles around so people can get their exercise, how about a little payment for that too?

Rose, throwing out figures such as we only fund transit service at 2 percent and the rest of the country is 23 percent is a blatant misrepresentation of the facts.

Statistics and percentages can be skewed and manipulated to present

whatever it is you want to show. Until you start asking the people who use the bus to shoulder some of the expense, you will be missing a lot of the support you need.

New bike trail on South Whidbey is a great deal Editor, Kudos to those Island County government folks for that new bike trail.

As countless cities across the country struggle with the long-term challenges to earn a bike friendly ribbon, we just went ahead and did it.

Our 20-mile loop starts at the Cliinton ferry — Where else? — loops into Langley, winds into Bayview, past our only bike store, flattens out for the gorgeous Maxwelton Valley along Ewing Road, past the Salmon Adventure, up that killer French Road hill before descending on Deer Lake Road to a return taste of Clinton.

Eleanor inspired her many students, friends, family and her own children with her energy, creativity and love of reading and learning. Eleanor was the loving mother of Bob, Bill and Janet Peischel, all of whom miss her very much.

An off-road route would have been nice, but I’ve been biking for longer than I like to admit and will settle for a striped road, a modest $100,000 price tag and that 2016 completion date in a heartbeat.

Drivers in these parts are willing to share the road, and we’ll get tourists without adding to ferry lines — what a deal.

Marge Wunderlich

Marge Wunderlich peacefully passed away at the age of 91 years old on June 30, 2014 in Oak Harbor, Wash.

Marge was born March 6, 1923 in Wellington, Nev., to Nazareth and Veronica Hachquet.

She spent her early life in the Carson/Lake Tahoe area with her siblings, Pauline, Isy, Adele, Ernie, Albert and Helen, living a traditional Basque family life.

In her early teen years, her family moved to Elko, Nev., which would become her home for more than 65 years.

Marge graduated from Elko High School.

It is there that she met her future husband, Bill Wunderlich.

After World War II ended, the two of them danced their way to the altar Feb. 23, 1945. As they both say, “69 blessed years of love.”

In August 2000, Marge and Bill moved to Oak Harbor to be close to their daughter and her family.

Marge truly enjoyed the beauty of the Northwest and the view of the Puget Sound waters from their condo.

Marge was a person who loved life and people. She was instrumental in starting the Elko Junior Golf Program, which benefits many young golfers.

She loved gardening.

Their yard in Elko was the site of many receptions and family and friend gatherings, which she proudly hosted.

Marge was also “Mom” to numerous kids, both young and old. She helped each one with guidance, honesty and unconditional love.

Marge was a loving wife of 69 years, a devoted mother to her children, both bio-

logical and “adopted.”

The words “loving, understanding and giving” were Marge. She was full of life.

She listened, she cared, she loved and, most of all, she filled you with laughter.

Her rosar y was said everyday for all. She was so proud of her Basque heritage. She was a true Basco.

Marge is sur vived by her husband, Bill; children, Carol McMahon (John) of Oak Harbor, and Rob Wunderlich (Xenia) of Genoa, Nev.; grandchildren, Nicole Klages (Steve), Rich McMahon (Carrie), Carley Adams (Mike), Dusty Wunderlich, Vanessa Wunderlich and Jon Wunderlich (Sylvia); great-grandchildren, Evan and Ryan Klages, Kaylin and Erin McMahon, and McKenzie, Connor and Kahlan Adams; her brother, Albert Hachquet; “her other kids,” Greg Wenner, Sue Cunningham, Ann Evans and Patty Evans; and numerous nieces and nephews.

She was preceded in death by her two sons, Willie and Ricky, her parents, and siblings.

Thank you, Regency on Whidbey, for your wonderful care, support and love.

Whidbey team qualifies for state; others closing in

One Whidbey Island Little League team secured a spot in the state tournament and several others were poised to join them after District 11 play this week.

The Central/South Whidbey 9/10 softball team took first place in its tournament in Langley to qualify for state, which begins July 12 in Asotin.

Four other island teams began championship play Thursday.

The North Whidbey and Central Whidbey 9/10 baseball teams squared off in Sedro-Woolley, the North Whidbey 11/12 baseball team played in the finals in South Whidbey and the Whidbey 13/14 team reached the finals in Anacortes.

The Fourth of July holiday created an early deadline for today’s paper; therefore, results of those games were not available at press time.

9/10 Softball Central/South Whidbey won its third straight lopsided game, beating South Skagit 16-6 Tuesday for the crown.

“There were many stars” in the win over South Skagit, coach Lark Gustafson said.

Kaia Richmond scored four runs, Audrianna Shaw added three more and Thora Iverson tallied the final run to polish off South Skagit.

Chelsea Prescott pitched a five-inning complete game.

11/12 Baseball The North Whidbey Little League 11/12 baseball team reached the championship series the hard way --- battling through the consolation bracket.

North Whidbey won its third game in three days when it dumped Central Whidbey 7-3 Wednesday, July 2.

The victory eliminated Central Whidbey from the tournament and lifted North Whidbey into the finals against Burlington.

North Whidbey will have to defeat Burlington twice to take the title and grab a trip to the state tournament.

North Whidbey earned a little revenge when it defeated Sedro-Woolley 6-3 Tuesday.

Sedro-Woolley beat North Whidbey 10-4 Saturday.

North Whidbey used five pitchers (Aiden McCarthy, Nick Krantz, Cody Byars, Austin Boesch and Logan Gonzales) to stop SedroWoolley. McCarthy collected four strikeouts, and Gonzales finished the game with a K. McCarthy led the offense with a double and single.

Noah Miller and Byars slugged doubles; Jeremiah Dailey, George Dailey, David Sisson, Will Ray and Boesch singled.

Defensively, George Dailey and Gonzales set the tone with an early double play.

In North Whidbey’s win over Central Whidbey, George Dailey and Trevor Sheils led the offense with triples, while Andrew Dixon and Jeremiah Dailey added doubles. McCarthy, Boesch

and Byars all singled.

Gonzales and Noah Miller pitched in with an RBI each.

Sheils started the game on the mound and recorded two strikeouts. Boesch followed and also picked up two strikeouts.

Byers and Gonzales threw next, fanning three each.

For Central Whidbey, singles by by Mason Testeroff, Elliott Johnson and Matt Hilborn produced a firstinning run.

In the fifth, Johnson and Hilborn singled again and scored on Noah Meffert’s base hit.

9/10 Baseball Whidbey Island will be represented in the state Little League 9/10 baseball tournament. Whether it will be North or Central Whidbey depended on the outcome of the finals Thursday and Friday.

North Whidbey won its third consecutive one-run

game Tuesday, nipping Burlington 3-2.

One of those one-run wins was a 10-9 thriller over Central Whidbey Sunday.

Central Whidbey stayed alive by defeating SedroWoolley 3-1 Tuesday and Burlington 16-9 Wednesday.

Since North Whidbey entered Thursday’s matchup with Central Whidbey undefeated in the tournament, Central Whidbey needed to top North Whidbey twice to claim first place.

In North Whidbey’s win over Burlington, the Cardiac Kids plated the winning run in the bottom of the fifth, then Colton Byars and Cody Duchnowski combined to strike out the side in the top of the sixth for the win.

Burlington scored in the first inning, and North Whidbey came right back with a pair of runs in its half.

With two outs, Byars walked and Shawn Day singled; they worked their way around on stolen bases, errors and wild pitches.

13/14 Baseball Like the North Whidbey 11/12 team, the Whidbey Island Junior (13/14) baseball team worked its way through the consolation bracket to reach the finals.

Whidbey, which includes players from the North, Central and South Whidbey leagues, drubbed Anacortes 13-0 Tuesday and South Skagit 16-10 Wednesday to earn a rematch with SedroWoolley.

Sedro-Woolley defeated Whidbey 3-2 in nine innings in the first round.

Whidbey must top SedroWoolley twice to take the championship. The first game was played Thursday. The second game, if necessary, is 1 p.m. today (Saturday, July 5) in Anacortes.

In Whidbey’s win over Anacortes, Taylor Brown (SW), Donny Kloewer (NW), Joseph Dixon (NW) and Jojo Welling (CW) combined to pitch a two-hit shutout.

T

he seed was planted a couple years ago.

Then, not long after the 3 Sisters Market opened last year in the old San de Fuca fire station, the idea took root.

Responding to public interest, 3 Sisters Farm is opening its barn doors for an old-fashioned farm dinner July 12.

It’s an idea the Muzzall family tinkered with in recent years, then chose to pursue after store customers expressed interest in coming out to see the farm.

The “Old Fashioned Farm Dinner” will last from 4-7 p.m. and will include a tour of the Scenic Heights Road farm in Oak Harbor that the Muzzall family has run for more than a century.

The cost is $75 for the event, with a portion of the ticket sales going to the Whidbey Camano Land Trust.

So far, about 20 tickets have been sold with room for 20 more. Tickets may be purchased at the 3 Sisters

Market store, just off State Highway 20, until Wednesday.

“We’ve just had tons of people always asking us about wanting to come out to the farm,” said Jessica Muzzall, a fifth-generation family farmer who, along with sisters Jennifer Muzzall-Jones and Roshel Muzzall, inspired the farm’s name.

“They constantly were wanting to know how we live our lives. We heard a lot of positive feedback about the farm to table dinners. We decided to put our own twist on it.”

Like the store, the event is a celebration of locally-produced food and a chance to experience an old fashioned farm dinner at one big table.

All three sisters will be on hand to answer questions about the farm, along with their parents Ron and Shelly Muzzall. All live on the 600acre farm.

The main course will be meatloaf made of ground beef and pork raised on the farm. 3 Sisters’ signature product is its grass-fed 3 Sisters beef, though the farm also raises hogs and lambs, as well as chickens for eggs.

Among the Whidbey Island items sold at 3 Sisters Market is the farm’s own line of caps.

Deb Tasoff of Coupeville-based Serendipity Catering will cater the event with a menu that will include mashed potatoes and gravy, vegetables produced from nearby farms, a marionberry cobbler, and Whidbey Island Ice Cream.

The occasion will start with an appetizer and wine hour, featuring wine from Whidbey Island Winery in Langley.

Jessica Muzzall, who manages the store, and her mother have been the

main organizers of the event, though the entire family chips in.

They are planning a “rustic vintage” setting in the barn, nothing too fancy or formal, Jessica said.

“It’s really just old-fashioned,” Roshel Muzzall said.

It’s an opportunity for the farm to branch out into something new again. In April of 2013, the new experiment was the store, which is made up largely of Whidbey Island products from Whidbey Pies, Whidbey Island Ice Cream and Island Trollers canned albacore, to the latest hot item, Penn Cove Shellfish’s smoked mussels.

“It’s all local, local, local,” Jessica Muzzall said.

The store has grown in stock and popularity.

“We’ve been staying really busy,” Jessica said. “People really want to support local and sustainability.”

SR 20 Morris Road to Jacobs Road Safety Improvements Draft Section 4(f) Evaluation

U.S. Department of Transportation, Federal Highway Administration (FHWA), and the Washington State Department of Transportation (WSDOT) approved the Draft Section 4(f) Evaluation on June 12, 2014, for the SR 20 Morris Road to Jacobs Road Safety Improvements project in Island County, Washington.

The document evaluates a proposed safety improvement project to construct a two-way left turn lane at the two entrances to the Island County Solid Waste Complex. In the eastern portion of the project area, WSDOT will realign Parker Road to intersect with Morris Road, reconstruct the intersection of SR 20 and Morris Road, and close the access points to SR 20 for Parker Road and Smith Prairie Road, and widen shoulders to four feet. In addition, WSDOT will install guardrail, compost amended vegetated filter strips, and illumination systems at the solid waste complex and the intersection of SR 20 and Morris Road. The project is located within the boundaries of the Ebey’s Landing National Historical Reserve. Analyzed are the preferred alternative and other alternatives considered but rejected for the proposed transportation project, and describes the measures taken to minimize harm to properties protected under 23 CFR 774. The date of issue is June 28, 2014.

REPORTER The Bonney Lake Courier Herald, a division of Sound Publishing Inc. is seeking a general assignment reporter with a minimum of 1-2 years writing experience and photography skills. “It’s cooler than living in a house,” Rebecca McShane said. “It’s small, but we’ve made it livable.”

SweetHaven, built in 1979, has a large engine room in the stern plus lots of storage and working room, Rebecca McShane said, and she features a tiller steering and a spacious covered cockpit.

Steps lead down into the main center hull which is the location of a horseshoe galley, navigation station and electrical panel. Everything in the kitchen is compact and within arms reach, something Rebecca McShane said she appreciates.

Living on a boat has been a dream since the couple married nine years ago.

They planned to be living on a boat within 10 years, they said.

Formerly Coupeville residents, the family said they were drawn to the simplicity of boat living.

Rebecca McShane said they took four truckloads of items to a thrift store before their downsize to compact living quarters. She said unloading all of those things was freeing.

“To me, the appeal is simplifying life,” Rebecca McShane said. “I love having no stuff. We just enjoy

In response, Royal said, Oak Harbor Police Chief Ed Green filed a “retaliatory complaint” against Royal stating that “contacting city council members places undesired pressure on him.”

“I’m disappointed that the city of Oak Harbor uses strong arm tactics against whistleblowers,” Royal said in her letter to council members.

Green declined to comment, deferring instead to Oak Harbor City Administrator Larry Cort.

The city is “looking into” Royal’s allegations against both Anderson and Green, Cort said, adding neither of them can comment.

Royal has filed multiple complaints with the city about people smoking near her business’ doorway, cigarette butts and littering, public urination, overserving at area bars and lack of police enforcement, according to Royal as well as documents obtained through an open records request.

The couple’s interest in boat living started with both their parents, who are now looking into purchasing boats of their own, they said.

Mark McShane, a lieutenant in the Royal Canadian Navy since 2005, is stationed at Whidbey Island Naval Air Station as an underwater surveillance specialist with the Canadian Joint Forces Command.

He traveled the world extensively through his military service and wants to have his family experience the same.

“I can’t wait to get the kids out,” Mark McShane said.

Simplifying their lifestyle and lowering their overhead frees up funds for them to do more things together as a family.

The boat provides a place for the children to sleep with the marina and the shoreline acting as their play space, Mark McShane said.

“This is their sleeping place and that is their yard,” he said.

For the next year, at least, the family plans to stay within Puget Sound, but the McShanes hope to start taking Sweethaven out to sea in the coming years.

They want this choice to be a lifestyle change that sticks.

Their motto, they said, is lettered next the boat’s doorway.

“There are some concerns that we are trying to address at all levels,” he said.

Royal said she initially started living in her store on weekends to “keep an eye on things,” but moved into the space full-time a few months ago.

Because she suffers from an autoimmune disease, Royal said eliminating her commute and simplifying her life was helpful.

Royal said she didn’t believe she was breaking city rules and “didn’t make it a big deal” about living at her business because of safety concerns.

Royal’s current living space is simply not compliant with the city’s code, Cort said.

“We went through our enforcement procedure and formalized the verbal conversation we had had with her with the letter,” Cort said.

Cort said Royal may have options if she’s willing to put the money into bringing the space up to code.

However, the onus lies on Royal to determine exactly what improvements must be made.

“We don’t know about that building,” Cort said. “It’s difficult to say this is exactly what you have to do.”

Meanwhile, Cort said Royal has two weeks to cease living in her business.

Tuesday’s letter marks the city’s first step in getting voluntary compliance. If Royal fails to comply, the city will initiate steps that can ultimately lead to substantial fines, Cort said.

Councilman Joel Servatius said he visited Royal’s store Tuesday after receiving her email.

Servatius told Royal his goal is to find “a fair and equitable standard for all the businesses” along Pioneer Way. Royal said the city should work with her while she attempts to bring the space into compliance because she’s living the kind of sustainable lifestyle that the city champions.

“I enjoy lowering my carbon footprint by not having a daily commute, recycling materials … my shop/housing combined only uses the smallest city-issued trash can and often I only put that out every other week,” Royal said.

“I enjoy being able to engage in my passion of spinning yarn from local farms and doing custom yarn and wool dye work while I’m relaxing in my studio in the evenings.

“I enjoy living simply.”
